Democratic Structure of the New South Wales Nurses
and Midwives’ AssociationStrength in numbers is one thing, but the New South Wales Nurses and Midwives’ Association also depends on the commitment of its members to make a difference. The more active and involved our members, the stronger the Association.
The Association empowers nurses and midwives to actively participate in shaping every aspect of their profession: from pay claims and workload relief to workers’ compensation, professional issues, and legal protection.
Participation in democratic branches throughout NSW allows nurses and midwives to control their own agenda and to ensure that each workplace has a voice in the Association’s direction.

Communications, Campaigns & The Lamp
overviewThe Communications team has the responsibility for the production of The Lamp, NSWNMA website, social media channels which include Facebook, Twitter, YouTube and Nurse Uncut, the Nurses and Midwives’ Short Film Festival and other member communications.
The Communications and Campaigns team consists of Janaki Chellam – the Communications Manager; Glen Ginty – the PA to the Communications Manager; Lynne Ridge – the Marketing and Recruitment Organiser; Susan Ardill – Communications Officer, who has responsibility for the websites and social media; Avelia Gandarasa – a graphic designer who has responsibility for designing all Association produced communications materials; and Tim Dalby – a digital producer who has been producing videos for the Association primarily around major campaigns.
This year the team was joined by Gia Hayne, Media Advisor and Kate Hannan, Communications Assistant.
Patricia Purcell manages the advertising for The Lamp, sources promotional prizes for marketing initiatives and manages the organisation of the trade exhibition at Annual Conference.

Member Industrial Services Team (MIST)
overviewThe Member Industrial Services Team (MIST) is responsible for managing all individual member matters and those workplace issues that are unsuitable to organise and/or recruit around. MIST Officers are also responsible for reviewing policies from various employers.
information officersThe Information Department has had another busy year assisting members with their enquiries, the Information Officers are often for many members, the first contact at the Association. The types of enquiries the information department deal with are varied from simple pay questions to more complicated professional and disciplinary matters, this includes matters pertaining to registration and professional conduct of nurses. Many times members are in a distressed state when they call, this requires patience and empathy by our Information Officers, and in some instances may require the information officers having to call these members back at a time when they are less stressed, thus enabling a clearer understanding of members’ issues.
In an ever changing health environment the Information Department is finding calls are taking a bit longer to deal with, hence this can at times create delays in other calls getting through. We ask delegates to explain to members in their workplace that they may experience such delays, and perhaps they may like to consider sending their enquiry via the Association’s [email protected] email address. All emails will receive a response as soon as practical, but generally within 48 hours of receipt at the Association.
This year the Information Officers managed approximately 13,919 incoming calls plus 1,596 electronic enquiries, making a total of 15,515 enquiries, and successfully resolved 12,213 (78.7%) of these at first inquiry. This is an overall increase of 3,859 enquiries.
nurse/Midwife AdvocatesThe Nurse/Midwife Advocates are responsible for case managing members’ matters referred via the Information Department that require further advice, support and follow-up. The complexity of the issues can range from advice to representation at formal meetings, including the Impaired Nurses Panel. There has been a notable trend to more complex matters being handled by the Nurse/Midwife Advocates and they have an average carriage of 25-30 matters at any one time. They also manage Local Health District grading committees, some restructures, transmission of business, some disputes and assist with preparation of cases to go before the Industrial Relations Commission and the Fair Work Commission. It is also important to note that Nurse/Midwife Advocates have a nursing background and therefore are often called upon for advice regarding matters pertaining to practice etc.

industrial officersIndustrial Officers have responsibility for representing and assisting individual members in all industries and areas across the state inclusive of all public, private and aged care sectors. Additionally, they may also provide assistance with matters, such as, Professional Standards Committees, Impaired Nurse’s panels, WHS issues, Award interpretation and enforcement of entitlements, Grading Committees, service restructures and enforcement of policy and legislative provisions for all members.
nurse/Midwife Advocates and industrial officersThis year the Nurse/Midwife Advocates and Industrial Officers have managed 4,110 cases of which 567 were initiated by Nurse/Midwife Advocates and Industrial Officers, and 241 were referred from other teams.

Member Organising Team (MO)
overviewThe Member Organising (MO) Team empowers, maintains, grows and educates NSWNMA branches and members to address collective workplace issues, improve working conditions and professional recognition. The role of the Organiser within this team is to work with groups of nurses and midwives, to assist branches and members to develop the skills, knowledge and confidence to become self sufficient in addressing issues that affect the professional and industrial interests of members collectively. Each Organiser is allocated a range of branches and a key role of the MO Team is to form new branches and support established branches.
The Member Organising Team also:
c builds union density through recruitment
c supports branch officials and activist development through education
c organises workplaces around collective issues
c represents the collective interest of nurses to employers

Professional Services Team
overviewThe Professional Services Team continues to strategically represent and influence the professional interests of nurses and midwives, and to offer valuable representation to our members to empower them and potential members through the provision of information and education.
The Professional Officers undertake to influence health change in the public, private and aged care sectors. We continue to campaign for the professions of nursing and midwifery by providing leadership and opinion in all nursing, midwifery and health care issues. We actively promote nursing and midwifery to future generations of nurses and midwives.
The Professional Services Team also provides a contemporary education program at a reasonable cost to our members and respond to member’s educational needs.
We provide representation at a wide range of forums and work strategically at multiple levels to ensure nursing and midwifery workplaces are safe and healthy.
The Legal Officers provide legal advice and representation for our members in coronial and professional practice, including Nursing and Midwifery Tribunals.
Since the last Annual Conference, we have welcomed three new members to the team. Two students of nursing have taken up employment as part-time Member Development Officers in May and Mark Kearin has taken on the role of Professional Officer (Research), commencing last October.

Projects and Compliance
overviewThe Projects and Compliance portfolio has responsibility for the oversight of compliance with legislative, financial and regulatory requirements, along with other special projects as required. The sub-teams within the portfolio are Finance, Information Technology and the Information and Records Management Centre (including the Library).
The Finance Department manages and maintains the Association’s accounting systems and finances; prepares monthly management reports and other supporting data for Team Leaders, Elected Officers and Council; prepares and monitors the annual budget; and prepares annual financial statements for audit. In an environment where the probity of unions and their officials is under constant scrutiny, a critical role for Finance continues to be ensuring all staff holding Association credit cards comply with the detailed procedures which are in place.
The Information Technology (IT) Department is responsible for building, developing and maintaining the Association’s IT architecture and infrastructure, a task that in a modern environment touches on all facets of the Association’s operations. The role includes the production of statistical reports and analysis for the Association management and the provision of hardware, associated software and Help Desk services for all staff.
The Information and Records Management Centre manages the systematic creation, receipt, maintenance, use and disposition of the Association’s records in accordance with current best practice and legislative compliance standards. In addition, the Library provides members and staff with services that include access to material for reference and research. The Library Catalogue is online and available to all members via the Association’s website.

Strategic Industrial and Bargaining Team (SIBT)
overviewThe Strategic Industrial and Bargaining Team (SIBT) develops and implements the Association’s response to operating in the federal system legislative environment. A key part of this role is developing and pursuing collective agreement claims for the working future of all members.
The team uses a holistic approach to bargaining campaigns with members, particularly in the aged care and private hospital sectors.
Operationally, the team has responsibility for claim research, claim development, drafting, negotiating and maintaining awards and agreements, and communicating proposed and new enterprise agreements to affected members. Industrial Officers are also generally responsible for negotiation of workplace agreements and assistance to the organising stream in the membership consultation process and campaigning phases of bargaining agreement issues. The organising stream officers are responsible for all stages of membership building and organising during the bargaining cycle and pay particular attention to building sustainable activist networks.
The team is responsible for providing the union with industry-wide and corporate employer-level research to enable strategic decision-making for bargaining rounds and to identify leverage points for bargaining through research of employers’ operations.
The team also develops claims to advance the conditions of members in the public health system and ADHC, covered by the state industrial system.
