Stretching over 1,042 square kilometres, the City of Swan is a diverse and
unique blend of residential, commercial, industrial and rural land. The City
extends from Ballajura and Malaga in the west to Gidgegannup in the east and
from Bullsbrook in the north to Midland, Guildford and Hazelmere in the south.
It's not surprising that they’re the largest local government in the Perth
metropolitan area.
With a population of approximately 150,000 residents in 2018, the City is a
thriving hub of economic growth, consisting of some of the fastest growing
suburbs in Western Australia, which include Ellenbrook, The Vines, Aveley and
the Urban Growth Corridor suburbs of Brabham, Dayton and Caversham. The
City of Swan is a major growth area for the North East Metropolitan region which
also encompasses the Shire of Mundaring and City of Kalamunda. By 2050, they
are expected to accommodate over 60 per cent of the population for this region.
Their major tourist attractions - including the magnificent Swan Valley and
significant Aboriginal and European heritage sites - bring millions of local,
national and international tourists every year.
Midland Town Centre is a major strategic centre for the City of Swan and
surrounds. Midland is expected to cater for a further 6,900 infill dwellings to meet
the Perth and Peel @ 3.5 million targets. As such a significant area for future
growth, the City is focussed on investing in Midland, enhancing its role as a
strategic centre and as a great place to live, work and play.

Rita's professional background is in economics, having worked in Treasury in
Canberra and then for the WA Government, before working directly for Premier's
Gallop and Carpenter in the previous State Government, ultimately as Chief of
Staff. Rita was elected to State Parliament in 2008, and joined Mark McGowan's
Shadow Cabinet team in 2013.
Following the Labor election victory in March 2017, she was appointed the
Minister for Transport; Planning; Lands, giving her the opportunity to deliver to a
more integrated approach to transport and land use planning, and responsibility
for delivering important commitments including the METRONET project and
planning for the future Outer Harbour.

With 20 years’ experience in the geospatial industry – and as Esri Australia’s
National Business Manager – Lisa is a passionate advocate for the power of
location intelligence to transform enterprise and government. Her background
encompasses the use of geospatial technologies, from GIS to remote sensing,
to ensure sustainable outcomes for communities and the environment.
After graduating with a Master of Science (M.Sc) degree specialising in
Environmental Development from the University of KwaZulu-Natal in South
Africa, Lisa was awarded the Queensland Young Spatial Professional of the Year
in 2008/2009. A key thread to her success is the ability to build productive
relationships for both the private and public sectors, which she has consistently
done in a career spanning Africa, South-East Asia and Australia.

City of Swan Mayor David Lucas was elected to council in 1992 as an Altone
ward councillor as he wished to see more services and facilities provided in his
community.
He served as Deputy Mayor from 2015 to 2017 and was appointed Mayor in
October 2017.
Cr Lucas leads the largest local government in the metropolitan area and enjoys
tackling the challenges and opportunities posed by its continued rapid
population expansion.
Mayor Lucas has witnessed the transformation of the City of Swan during his
tenure on council and is excited to see Midland developing into a modern
regional centre.
Significant developments include the construction of St John of God Hospital,
adjacent GP super-clinic and the announcements of the Curtin University
medical campus, a new private hospital, new train station, Midland Gate
expansions and the redevelopment of the Midland CBD.
The development of New Junction, on the site of the Midland Oval, will also bring
new life to the heart of Midland, delivering a diverse new range of housing,
business, recreation and retail opportunities designed to bring people together.

Kate West has forged a successful career as an engineer and is currently one of
three principals who hold joint leadership of consulting group Arup’s operations
in Western Australia. She was the first female principal and group leader with
Arup in WA across the company’s 50-year history and has recently been
appointed a regional board member role. Having worked as the project director
or lead consultant on significant projects such as Dublin Airport Terminal 2 and
Perth Airport, Kate currently leads a team of 25 engineers, planners,
management consultants and digital specialists.
She has also been recognised for her work, winning the 40Under40 Business
Leader Award in 2018, Consult Australia National Future Leaders Award in 2005
and the NAWIC Crystal Vision Award in 2017, along with Arup and Clough
scholarships in 1999. Kate has taken a proactive role in her local community,
and over the past four years has been involved in her local kindergarten.
