EU Classifies Adhesives in the Printing Industry

Fourteen Exporting Producers from Vietnam Get Re-Imposed ADD of Certain Footwear
thOn 14 September 2016, the EU Commission classified a product “in the form of irregular, flat, brown, hard fragments” used in the printing industry as an adhesive under CN code 3909 40 00 subject to a third country duty of 6.50%. Classification under heading 3506 is excluded because the product is described more specifically in heading 3909 as “phenolic resin” and also excluded under the heading 3806 because of its high molecular mass. This regulation shall enter into force

thOn 13 September 2016, the EU announced the start of an “expiry review” of antidumping measures for a variety of ceramic goods, such as glazed and unglazed ceramic flags, paving and mosaic cubes, which fall under headings 6907 and 6908 coming from China. The review will determine whether the expiry of the ADD would be likely to lead to a continuation of dumping resulting to injure the Union industry. In other
thnews, on 9 September 2016, the EU published a notice to reopening of the ADD investigation of certain seamless pipes and tubes of iron or steel from China in the light of recent courts judgement affecting Hubei Xinyegang Steel. It will be examined whether it is appropriate to repeal Regulation 2015/2272 which established these ADDs.
thOn 14 September 2016, the EU Commission presented a pre-assessment of all third countries according to key indicators to determine their potential risk level of tax avoidance. A dialogue process regarding tax good governance issues will be opened. In the event of non-cooperation, countries will be included in the common EU list as a “last resort” option. The aim is to publish the definitive list by the end of 2017.

Argentina's Under-Secretariat of Trade Promotion and Development of Investment and Ministry of Foreign Affairs organized a trade mission to Colombia (Bogota and Medellin). This activity is supposedly one of the most important events of the year for the 23 technological companies that took part in it. The mission was developed in Bogota and Medellin with seminars, meetings at the Chamber of Commerce and more than 250 meetings where developments and innovations were showcased. The Undersecretary as well as the business delegation highlighted their satisfaction and the mission's success. The technological sector is growing and generates exports and employment in Argentina. Moreover, the similarities between Argentinians and Colombians were outlined, which increases the possibilities of associations and joint ventures between them in the future.
This October, after 14 years, Mercosur (Argentina, Brazil, Paraguay, Uruguay and Venezuela) and the European Union will be holding meetings in light of a possible free trade agreement. Recently, there have been some exchanges on supply and demand between the coordinators of the countries involved in the process. The presidents and the ministers have shown they have several points in common that will enhance the agreement. These meetings will present opportunity for Uruguayan meat to be discussed, as it is one of the key points for the agreement. The Uruguayan chancellor even stated that without meat, there will not no agreement.
The customs code of the Eurasian Economic Union, which currently includes Russia, Belarus, Armenia, Kazakhstan and Kyrgyzstan, is expected to be signed in December and to come into force in 2017. This code is reportedly based on best international practices to meet the requirements of the business community and includes a number of provisions of interest.
The asset freeze and travel ban against 146 people and 37 firms were first introduced in March 2014 and were recently thextended through 15 March 2017, after foreign ministers agreed there had been insufficient change to warrant lifting the
measures.
thOn 16 September 2016, the EU adopted a decision to extend its targeted sanctions by 6 months that are imposed against 146 blacklisted individuals who have their travel banned to the European Union as well as 37 EU banks/companies for the violation of the territorial integrity, sovereignty, and independence of Ukraine. The list includes names such as Sergey Valeryevich, who was elected Prime Minister of Crimea and organizations such as 'Army of the Southeast' an illegal armed separatists group. The EU Council stated that its assessment of the situation did not justify a change in the regime, nor in
ththe list of persons and entities listed on it. The sanctions have now been extended until 15 March 2017.

thOn 9 September 2016, the European Trade Commissioner Cecilia Malmström discussed the state of play of talks on a EU-US Free Trade Agreement T-TIP in Tallinn (Estonia). She also visited Austria's National Council to discuss the EU-Canada Comprehensive Economic and Trade Agreement (CETA), which is under ratification process.
thOn 14 September 2016, the President of the European Commission, Jean-Claude Juncker addressed the European Parliament in his annual 'State of the Union' speech. In his speech he emphasized EU's commitment to Free Trade Agreements (FTA) and the intentions to push forward with the ongoing FTAs and recently reached agreements. Further he acknowledged that EU plays a leading role in global trade and the EU-Canada free trade agreement is the best and the most progressive deal the EU has ever negotiated and promised to work toward the ratification of the agreement as soon as possible. EU has also launched an Investment Plan for Africa and the Neighbourhood that would attract an investment of 44 billion Euros in investments and this public funding in return can be used as a guarantee to attract public and private investments to create jobs and stability and would also address migration.
