Big Events

• On 2008, the 2nd Japan‐China‐Korea Ministerial Conference on Maritime Transport and Logistics was held in Japan, decided to set up a working group to carry out researches on the interconnection of logistics information.

• Mar 2010, the 3rd China‐Japan‐Korea Ministerial Conference on Transport and Logistics was held in China, which approved the proposal of establishing a Cooperative Mechanism on Northeast Asia Logistics Information Service Network .

• Dec 2nd 2010, Senior Government Officials of China, Japan and the Rep. of Korea meet in Hangzhou and signed the Memorandum of Understanding on the Cooperation Mechanism of Northeast Asia Logistics Information Service Network (NEAL‐NET) and officially declared the establishment of NEAL‐NET. The secretariat set in Hangzhou, China.

• Dec 3rd 2010, the 1st Council Meeting of NEAL‐NET was held in Hangzhou. Reviewed and discussed the Work Report and Work Plan.


Big Events

• Apr 25th‐28th 2011, The 1st NEAL‐NET Technical Meeting was held in Busan, Rep. of Korea. Meeting focus on discussion of the pilot technology framework of container status and dynamic vessel status information sharing.

• Jun 19th‐22nd 2011, The 2nd NEAL‐NET Technical Meeting was held in Ningbo, China. The Three Countries achieved the agreement on items including data definition, interface, implementation schedule of dynamic vessel status and other aspects and signed the MOM of meeting.

• Jul 2011, the Three Countries entered the pilot implementation phase

• Oct 18th‐20th 2011, the 3rd NEAL‐NET Technical Meeting was held in Yokohama, Japan. During the meeting, the early works of dynamic vessel status interface were summarized, and the relevant issues of the interface validation were planned. The standard of container status sharing was drafted. The discussion on the user management and authentication mechanism was started.

• By the end of Sept 2011, the Three Countries finished the development of dynamic container vessel schedule interface.


Big Events

• Oct 25th 2011, during the 2nd ASEM Transport Ministers’ Meeting held in Chengdu of China, Mr. Guo JianBiao, the Director General of Department of Transport of Zhejiang Province at the same time the Council Cair of NEAL‐NET, proposed:”Basedon the NEAL‐NET, leaded by the mechanism of ASEM TMM, established a cooperation mechanism to improve technical communication and start to jointly research and discuss the possibility of Asia‐Europe logistics information sharing and network interconnection”. This proposal got highly appreciated and was incorporated into “The Joint Announcement of The 2nd Asia‐Europe Meeting of Transport Minister” and “Action plan of ASEM TMM”.

• Dec 2011, NEAL‐NET Logistics Information Sharing Service Interface Opening Ceremony was successfully held in Hangzhou, Dec 2011. Joint Steering Committee Meeting and Council Meeting was held at the same time.

• Mar 2012, The 5th NEAL‐NET Technical Meeting was held in Jeju, Rep. of Korea. User Management and Container Status Information Sharing issues were discussed.

Summit Declared that “We welcomed the establishment of the Northeast Asian Logistics Information Service Network (NEAL‐NET), and encouraged further progress for the establishment of a seamless logistics system within the framework of Tripartite Transport and Logistics Ministers Meeting, and for the early realization of sea‐land combined transportation among the three countries”

Tasks of NEAL‐NET: Standardize information sharing standards of key players in supply chain (such as logistics part and port) and promote interface reform of these key players

Status data collection and sharing

• Electronic business document exchanging requirement. EDI is a traditional method to satisfy this requirement since the 1980s.

• Status tracking and query requirement. This requirement has become more and more important as long as business and technology development. It is one important part of NEAL‐NET’s work.

Basic Requirements of Logistic Information Sharing


1. We consider the logistics information sharing with a high level view throughout entire supply chain. Based on the analysis of logistics business of supply chain, we defined public logistics nodes, such as highway freight stations, airports, railway freight stations and ports.2. The major task of government is to define the interface standards of each logistics nodes. And then the logistics nodes reform their interfaces in accordance with these standards.3. Technically we neither develop the centralized data base, nor require the data transfer to the central database, but initiative an effective and standardized data query channel for public information platform and large‐scale enterprises.

• At this stage, NEAL‐NET cooperation mainly focuses on International Marine Transport. Since container transport is the most mature and standardized international transport business, at the very first step, container transport was selected as contents of pilot program.

• It is hoped that in the near future, logistics information sharing could be expanded to Air Transport and International Railway or Truck Transport

We abstract “object” and “event” out of the information status o f the logistics parties. Take the ports for example; we define the nine basic events as above.

To the nine basic events above, we define the information that need to be shared. For example, we conclude twelve information items of the estimate time of arrival.

To the twelve information items above, we define the data dictionary of each information item. We take the international standards like EDIFACT for priorities, as for the area that without international standards, the three countries will jointly explore and then develop.

• From Sep, 2010, under the leadership of MOT of China, Japan and the Rep. of Korea, NEAL‐NET starts the research of port information sharing and finally defined dynamic vessel status and container status sharing standards.

• Container status tracking is a typical case of tracking business. More than 9 basic events was abstracted and also technical framework was designed.• ETA, ATA,Cy‐Open, Cy‐Cut, ATD are vessel related properties.• Unloading, Container departure, Container Entering, Loading are container

properties.

• For Container Status Information Sharing,14 basic events were defined in master spread sheet and 4 main events(black part in the form) including gate in, loading, unloading and gate out were decided to be shared during pilot stage.


Pros of NEAL‐NET Framework & Standards

Service User (Querier)

#China, Japan and the Rep. of Korea platforms provide query interface of container status and dynamic vessel schedule which comply with NEAL‐NET Standard.#Evaluation target is container vessel only.

• In order to evaluate the function of interface, pilot was undergoing by selecting typical platforms and ports in China, Japan and the Rep. of Korea respectively• Chinese side selects National Public Information Sharing Platform for

Transportation & Logistics (LOGINK) and Ningbo‐Zhoushan Port to join evaluation• Japanese side selects Tokyo‐Yokohama Port to join evaluation• Korean side selects SPIDC as Korean plat form and Busan Port to join evaluation


Query Client

• In order to verify the validity of interface standards, we constructed query page of dynamic vessel status on the NEAL‐NET home page.

• In addition, China side selected COSCON (E‐commerce platform), COSCO Logistics (internal business system), Zhejiang Electronic Port (software of freight forwarder) and so on, had conducted the software interface reformation so as to query the interface. The functions of interface and standards were verified comprehensively.

Port Coverage Expansion

• March 2012, During the Jeju Technical Meeting, the Three Countries reached agreements on NEAL‐NET port service coverage extension work of next phase and following item was agreed:

• Extend the service areas of dynamic container vessel status from BusanPort(Rep. of Korea), Ningbo‐Zhoushan Port (China) and Yokohama‐Tokyo Port (Japan) gradually to Gwangyang and Incheon Port (Rep. of Korea), Shanghai and other major ports (China).

• June 2012, During the Beijing Technical Meeting, NEALNET Japan declared to expand NEAL‐NET port service coverage to Kawasaki, Osaka and Kobe


Ports Expansion Work Started－Standard Preaching

• March 1st‐5th , For the purpose of boosting the application of interconnection, promotion and training activities are carried out for the 13 pilot ports (except Ningbo‐Zhoushan port) in accordance with the Notice of Effectively Promoting the Development of NEAL‐NET that issued by MOT of China.

• Introduced NEAL‐NET standards includes strategy, methodology, abstract processing, data elements, Vocabulary, and so on.

• Introduce developing process and experience in Ningbo port.

• Present effort in Ningbo Port and application in enterprises.

• Communicated developing requirement from MOT.

• After internal negotiation, on Sep.24‐26 2012, Asia‐European logistics information sharing cooperation meeting is planned to be held in Hangzhou China

Asia ‐ Eu Cooperation Meeting

From 24th to 26th, Oct 2011, at the 2nd ASEM Transport Ministers’ Meeting held in Chengdu of China，NEAL‐NET take the initiative, which is to establish a corresponding cooperative mechanism, carry out technical exchanges on the standards for information networks and explore the possibility of the interoperability between Asia‐Europe networks on the basis of the NEAL‐NET, was agreed and adopted in the conference declaration and action plan, namely the Declaration of the 2nd ASEM Transport Ministers’ Meeting On Green Secure and Efficient Asia‐Europe Connection and ACTION PLAN on Facilitation of Movement of Goods and People Between Asia and Europe.

• Singapore government delegation visited NEAL‐NET China in April, 2012. Singapore delegation highly appraises the logistics information sharing framework of NEAL‐NET, wish to join the cooperation mechanism.

• We also looking forward to cooperate with South East Asia Countries to expand the service coverage of NEAL‐NET.
