Karen AustrianPopulation Council – KenyaJuly 29, 2014

Background

• Population Council– International, non-profit, NGO that

conducts research world wide– Key body of work on adolescent girls– Asset building approach to working with

girls

What is your definition of success?

• Go beyond just outputs– i.e. # of savings account, # of businesses

opened

• Think about what you envision for your program beneficiaries more broadly– Differences for girls and boys?

• Think critically about the non-intended consequences of your program– Differences for girls and boys?

Choosing Indicators

• Make sure to measure:– Beyond output

success– What you believe

will differ between boys and girls

– Potential non-intended consequences

Example of Unintended Consequences – Savings Account Only girls experienced more sexual harassment

Difference in Difference Group No-Group

OR [95% CI] OR [95% CI]

Touched indecently in last 6 months b

Is teased by people of the opposite sex a

1.300 0.766– 2.203 1.962* 1.088 – 3.540

Models control for age, religion, school status, years of schooling and socioeconomic status***p < .001; **p < .01; *p < .05; †<0.10

Conclusion

• Gender sensitive M&E goes beyond gender disaggregated (although don’t forget that!)

• Identify how your programs might:– effect girls and boys differently– have longer term effects– have unintended consequences

• Then MEASURE…or you won’t really know
