PROPOSER

The undersigned proposer does hereby declare and stipulate that this proposal is made in good faith, without collusion or connection with any other person or persons proposing for the same work, and that it is made in pursuance of and subject to all the terms and

conditions of the advertisements, proposal requirements, the proposed construction contract, and the contract documents, including the plans pertaining to the work to be done, all of which have been examined by the undersigned. The undersigned hereby declares that he has

visited the site, has had sufficient time to make all tests and investigations to arrive at an intelligent estimate of the cost of doing the work,

and has carefully examined the plans, specifications, and contract documents relating to the work covered by his proposal, and that he agrees to do the work, and that no representation made by Prairie View A&M University are in any sense a warranty, but are mere estimates for

guidance of the contractor.

The undersigned further agrees that he will provide all necessary tools and apparatus, do all work, furnish all materials, and do

everything required to carry out the work covered by this proposal, in strict accordance with the contract documents, and the requirements pertaining thereto, for the sum of sums set forth.

TIME AND PLACE OF RECEIVING PROPOSALS: COMPETITIVE SEALED PROPOSALS FOR THE CONSTRUCTION OF THE NEW

SOCCER COMPLEX WILL BE RECEIVED BY SSC Facility Services at Prairie View A&M University: 580 Anne Preston Street, Prairie

View, Texas 77446. THE HUB PLAN AND THE SEALED PROPOSAL MUST BE SUBMITTED NO LATER THAN 2:00 PM CST on

October 15, 2015. THE HUB PLAN MUST BE SUBMITTED IN A SEPARATE SEALED ENVELOPE.

A non-mandatory Pre-Proposal Conference will occur at 1:30 PM CST on September 30, 2015 at the Prairie View A&M University main campus location in the Physical Plant Building, Classroom 111, 580 Anne Preston Street (at the corner with Reba Bland Evans Street), Prairie View, Texas 77446.

PROJECT DESCRIPTION: Project consists of providing all material, labor, tools, plant, supplies, equipment, transportation,

superintendence, temporary construction of every nature, insurance, contributions, and all services and facilities required for the general construction of the New Soccer Complex.

TIME OF COMPLETION: The issuance of a Notice to Proceed (NTP) requires the undersigned to commence work under this contract

not later than ten (10) days thereafter and to substantially complete the work included in the Base Proposal on or before July 6, 2016 at 5:00

PM Central Time. The anticipated NTP date is November 9, 2015.

Proposer shall indicate below if they accept the specified construction duration or may show below an alternate duration period for consideration by the Owner in evaluating this Competitive Sealed Proposal.

Calendar Days

LIQUIDATED DAMAGES: The time of completion is the essence of this contract. For each calendar day that any work shall remain

uncompleted after the time specified in the proposal and the contract, or the increased time granted by the Owner, or as equitably increased by additional work or materials ordered after the contract is signed, the sum per calendar day, as specified in the “Uniform General and

Supplementary Conditions for SSC Facility Services” included in this Project Manual, unless otherwise specified in the special provisions, shall be deducted from the monies due the Contractor. The sum of money thus deducted for such delay, failure or non-completion

is not to be considered as a penalty, but shall be deemed, taken and treated as reasonable liquidated damages, per calendar day that the

Contractor shall be in default after the time stipulated in the contract for completing the work. The said amounts are fixed and agreed upon by and between Owner and Contractor because of the impracticability and extreme difficulty of fixing and ascertaining the actual damages the

Owner in such event would sustain; and said amounts are agreed to be the amount of damages which the Owner would sustain and which shall be retained from the monies due, or that may become due, the Contractor under this contract; and if said monies be insufficient to cover

the amount owing, then the Contractor or his surety shall pay any additional amounts due.

LUMP SUM PROPOSAL: This is a lump sum proposal. The prices in the lump sum proposal shall include all labor, equipment, materials,

services, transportation, overhead, profit, insurance, bonding, etc., to cover the completed work in place.

BASE PROPOSAL AMOUNT:

Total amount for the furnishing of all labor, materials, services, equipment and appliances required in conjunction with and properly incidental to all work identified as “Base Bid” (SCOPE, not including work listed as alternates) for construction of the New Soccer Complex, Prairie View A&M University, Prairie View, Texas in conformance with Drawings and Specifications prepared by BRW Architects Inc.

I. BASE BID SCOPE:

The work includes renovations to the Soccer Complex on the Prairie View A&M University campus, and includes a new sand based soccer field with underdrain system, a new ticketing and storage building, renovation of the existing restroom building, and installation of a new concrete grandstands, with the capacity to seat 500 persons, and a new pre-engineered shade structure.
