0840 – 0900 First keynote presentationAccess to health care is of profound importance, especially for individuals who do not have it, but also for public health. One important aspect is a lack of access, and the perception of a lack of access, to medicines at an investigational stage outside the current clinical trials system. The consequences are especially acute for those with diagnoses of terminal illnesses who simply cannot wait for clinical trials to be completed with favourable results and then for the approved drugs to enter and become timely available through commercial channels.

Notwithstanding the Food and Drug Administration’s (FDA) expanded access programme, frustration with and, a lack of awareness of the current system and changes to it gave rise to a Right to Try movement in the US. United State state-level statutes were passed and the frustration led to the hotly debated US federal Right to Try Act’s passage in the US Congress, as well as President Trump’s signing it into law on 30 May, 2018.

Changing the regulations of different uses of cannabisParts and extracts of the cannabis plant can be used for a multitude of purposes including medical or recreational, as a food additive or in cosmetics. Traditionally strict regulations and prohibitions have recently been relaxed in some countries, while others have so far remained reluctant to do so. Currently, the WHO’s bodies are carrying out a first full review of cannabis and cannabis-related substances since the International Drug Control Conventions were established in 1961 and 1971. Conference sell-outsThe IBA places its conferences in venues of a suitable size for each event; however, there are times when our conferences may sell out. Cancellation of registration or social functionsIf cancellation is received in writing at the IBA office by 3 May, fees will be refunded less a 25 per cent administration charge. Refunds will be made minus any monies owed to the IBA.

We regret that no refunds can be made after this date. Registrations or social function bookings received after 3 May will not be eligible for any refund of fees. Please note that NO exception will be made to this policy. Should you have difficulties in obtaining your visa and are not able to attend the Conference this cancellation policy will still apply.

Upon submission of your completed Conference registration form to the IBA you are considered ‘registered’ pending payment. Please note that the cancellation terms and conditions as indicated will apply as soon as your registration is received.

Provided you have cancelled your registration to attend an IBA conference in accordance with the terms of the ‘cancellation of registration’ clause included in the ‘Information’ section of the relevant conference programme, you must then confirm to us in writing at the IBA office as soon as possible, but in no event later than one year (12 calendar months) from the date of any such conference, all necessary details to enable any reimbursement owed to you to be paid. We regret that no refunds will be made after the date that is one year (12 calendar months) after the date of the relevant conference.

Travel arrangements and visasParticipants are responsible for making their own travel arrangements. It is recommended that you check your visa requirements with your local embassy or consulate.
