• The renovation rate of today at 1% is too low and should be speed up to 3% in order to succeed the long term energy and climate goals.

• The actual renovation level is not adjusted to the long term target of cutting the energy consumption in the housing sector by 75% by 2050 and the intended level should be upwards.

Opportunities

• the housing stock and the climate conditions in both regions are very similar

• the building sector is operating in the whole territory

• both regions act independently in the field of energy efficiency policy

• The two regional strategies approved by the regional governments, (need to be further developed and operationalized) have very similar ambitious goals on the long term,

• the regional strategies can only be based on and implemented by a coherent and broad partnership with many stakeholders actively involved

Solution

• An interregional learning network will be set up.

• A network will cover all three Belgian regions: the region of Flanders, Wallonia and the

Brussels Capital Region.

• Over time, it will extend its scope beyond the traditional stakeholders and stakeholder

organisations.

• The adoption of the long term strategies needs to be an approach, based on a broad

partnership with active involvement and win-win situations.

• A first step towards better understanding needs, is mapping and inventory existing measures.

• It brings together practitioners from different fields of expertise and aims at bridging formal

organisational boundaries in order to increase the collective knowledge, create trust and

reciprocity of practitioners and partners.

• Leading to a better exchange of information and interregional cooperation.

Learning network for exchange and cooperation [A1] &[A2]

BE REEL! a learning network will be setup targeting:

• the two Belgian regions Flanders and Wallonia (+ Brussels Region)

• other EU (funded) projects and other potential partners in other EU member states

The learning network aims at enhancing structural cooperation, exchange of information and mutual learning between BE REEL! partners and stakeholders, to create synergies and maximize the take up of good practices and innovative solutions.

When? 28/04/2018 - 30/06/2024

The organizor is the Flemish Energy Agency (VEA) in collaboration with SPW -DG04.

A learning network is a cooperation between two or more partners who commit themselves to

exchanging knowledge and best practices in order to achieve better results for their own projects.

A Learning Network depends on the strength of its three core structural dimensions, viz. domain, community, and practice:

• Domain refers to its focal issues and the sense of members’ identity with thetopics.

CONCLUSION

Learning Networks fundamental processes

• Clarifying purpose => the BE REEL! “cultivator/facilitator” is to setup an engagement program allowing for group discussion and having one-on-one conversations or watching experts duel over cutting- edge issues, as is building a portal where members can read about new ideas.

• Convening the right people � An essential aspect of this is face-to-face interaction comprising both formal and informal engagement opportunities, and the strategic and selected use of expert inputs complimented by practitioner interaction and engagement.

• Cultivating trust ���� aim of is to evoke the network’s own internal direction, character, and energy and to create the space for this to find expression. Decisions need to be taken as how best to build and drive the community.

• Coordinate actions ���� LN are voluntary, what makes them successful over time is their ability to become exciting, relevant and value adding spaces – to be “alive”. How do you design for aliveness? You do not. Instead you need to invite the interaction that makes them alive. This is the role of the BE REEL! “cultivator/coordinator”.
