1. ARRIVAL OF GUEST-OF-HONOUR
1.1 The meeting was called to rise at 1100 hours upon the arrival of the Guest-of-Honour, the Commissioner of Police, Mr Hoong Wee Teck. He was accompanied by Director Manpower, Mr Tan Hung Hooi and Asst Director Manpower (Welfare), Mdm Winnie Tan.
2. OPENING ADDRESS BY PRESIDENT JOM
2.1 President JOM, Mr Samad Halil delivered his speech to the 260 members who were present.
3. ADDRESS BY THE GUEST-OF-HONOUR
3.1 The Guest-of-Honour, the Commissioner of Police, Mr Hoong Wee Teck addressed the House and declared the AGM open. After his speech, the Commissioner took his leave.
4. CONFIRMATION OF MINUTES OF THE 49th AGM
4.1 The minutes of the 49th AGM was proposed accepted by Mr Mohamad Hafiz (PCG) and seconded by Mr Zaini Mohamad Salleh (TP).
5. CONFIRMATION OF ANNUAL REPORT FOR THE YEAR 2015
5.1 The report was proposed accepted by Mr Justin Koh Chee Chong (SecCom) and seconded by Ms Lee Gek Ling (G Div).
6. CONFIRMATION OF AUDITED STATEMENT OF ACCOUNT FOR THE YEAR ENDED 31ST MARCH 2016

7. TO APPROVE THE BUDGET FOR THE YEAR 2016/2017
7.1 The budget was proposed accepted by Mr Jimmy Tan (CID) and Mr Mohamad Hafiz (PCG).
8. TO APPROVE THE WITHDRAWAL OF $641,915.20 INCLUSIVE OF INTEREST FROM FIXED DEPOSIT FOR PROCUREMENT OF JOM 50TH ANNIVERSARY MEMENTO TO BE DISTRIBUTED TO ALL ORDINARY MEMBERS BY END OF FINANCIAL YEAR 2016/2017.
8.1 The motion was proposed accepted by Mr Goh Guan Leong (SOC/STAR) and seconded by Ms Kamala Letchimi (PNSD).
9. TO APPROVE THE PROVISION OF HONORARIUM TO MEMBERS OF THE MANAGEMENT COMMITTEE

11. ELECTION OF MEMBERS TO THE COMMITTEE UNDER RULE 9 OF THE CONSTITUTION
11.1 President JOM, Mr Samad Halil presided the election. He explained that the House needs to elect seven (7) members to form the JOM Management Committee for term 2016-2018.

12. ANY OTHER BUSINESS
12.1 President JOM informed the members that latest changes to PGO A78 allow the 2-year tenure for treasurers/assistant treasurers in PIFs to be extended to five (5) year. The motion to amend the JOM Constitution Para 7(c) is made.
The motion was proposed accepted by Mr Michael Ong (Internal Affairs) and seconded by Mr Nick Tan (A Div).
13. CONCLUSION
There being no other business the JOM 50th AGM concluded at 1.30pm following Police Officers Association 54th/55th Biennial Representatives General Meeting.

Welcome to the 50th JOM Annual General Meeting. It is wonderful to see a good turnout of 260 members in attendance this morning.
2. Last year Singapore celebrated the Nation’s SG50. This year JOM has reached a similar milestone and together we shall cherish this moment in history. As part our celebrations we have lined up numerous activities and programs for members. We also felt that for this special occasion we should present a commemorative memento to every single member. With the member’s concurrence, we shall set aside a specific budget to make that happen.
3. Since the launch of our JOMClub app in Nov 2015, there are now more than 800 app users from members who had installed it in their mobile devices. We encourage all members to do likewise and get informed of our activities that are posted via its instant notifications and Facebook link. We will strive hard to target even more members to enjoy our app, activities, privileges and FREEBIES! For example, members can enjoy discounted rates when they present our e-Membership card (within the app) when they patronize the outlets in this clubhouse. We have plans to organize road shows to various land division to promote the JOMClub app and educate members on its functions & purpose. I am also glad to announce that from today we will be launching our Loyalty program which is designed to encourage return participation of our activities and the patronage of this clubhouse. But in order to reap the rewards of the Loyalty programe you must first install the JOMClub app. So be part of it, go ahead and install it today!

4. We are constantly looking for creative ideas that can help create a buzz, attracting more members to our activities. We hope that those that are nominated or elected today can help fill that gap and elevate JOM to greater heights. Members who have the creative drive and fire to fuel JOM forward are welcome to join us as a co-opted working committee member. One example is Mr Rakcent from ‘A’ Div who has helped in the development of our montage late last year. So if you have some special skills, valuable experience, ideas or intent to help JOM in whatever way, contact us or feedback via our app. We look forward to be working together with many of you.
5. I have been privileged to work with the current committee members who have given their all in organizing signature events like JOM D&D, High Tea & Golf Tournament and fresh new events like Darts, Paintball, Go-Karting, and the upcoming Street Soccer, Floor-ball, Night Cycling & Golf Clinic. The committee also organized social events that were proven to be popular like the trip to Japan, Movie Mania and tomorrow night’s Durian Fiesta! I would like to take this opportunity to thank the outgoing committee for their contributions. And special thanks to CNB & PHQ representatives - Mr Jeffrey Heng and Ms Katherine Kua.

SPEECH BY COMMISSIONER OF POLICE HOONG WEE TECK AT THE 50TH JOM AGM AND 54TH/55TH BRGM OF POA
ON THURSDAY, 18 AUGUST 2016AT 1100 HRS, HTNS-JOM CLUBHOUSE
Presidents and Management Committees of JOM and POA,Fellow Officers,
It is my pleasure to address the JOM and POA General Meeting.
JOM 50
2. The AGM this year is a special occasion, as JOM reaches a significant milestone, having served our fellow police officers for the past 50 years. 3. Over the years, JOM has achieved its aim of fostering a sense of belonging among the police community.
4. It has provided a wide variety of affordable and attractive facilities and activities for members to enjoy.
5. I know that significant investments have been put in place to rejuvenate the premises and improve JOM’s service in recent years.
6. The renovated swimming pool and new gym and eatery are examples.
7. Earlier this year, JOM introduced the JOM mobile application.
8. JOM members can now sign up for JOM’s activities anywhere, anytime, using their mobile devices, without having to submit hardcopy application forms to register for the activities.
9. This is a welcomed initiative by JOM, and with procedures made more convenient, I urge all members to make full use of the facilities and activities here, whether on your own or with your family and friends.
10. After all, this Clubhouse is built for you to unwind, socialise and take a well-deserved break from duties.

POA
11. The POA is another important institution that all of you here are part of and should continue to stay in touch with.
12. It plays the important role of representing you in your concerns and aspirations in the force.
13. In fact, I understand that POA had just organised a symposium right here in this hall two days ago for officers to dialogue with Director Manpower on HR issues.
14. The event was well attended by over 150 officers.
15. Many questions pertaining to career progression and the single scheme of service were posed and discussed.
16. POA must continue to serve its role as the bridge between SPF and police officers.
THREAT OF TERRORISM
17. 2015 was a particularly challenging year for SPF, with a high operational tempo.
18. SPF rose to the challenge, and the results are there for everyone to see.
19. The key operational threat we face today continues to be terrorism.
20. Fellow officers, the threat is real, with attacks happening closer to home.
21. When an attack does occur, the nation looks upon us, the SPF, to resolve the situation and protect the people of Singapore.
STAYING TOGETHER
22. This is where the importance of JOM and POA cannot be over- emphasised.

23. You play a key role in strengthening the bonds between our officers.
24. I am happy to know that activities such as movie mania, the durian feast and overseas trips are popular with members and sell out quickly.
25. Officers enjoy these activities, but more importantly, these activities encourage officers to come together, know one another better, and build strong bonds that are indispensable when a terrorist attack happens in Singapore.
26. These bonds are what determine whether we stay together, or fall apart, and whether we act bravely and decisively to respond to the crisis, or we lose the trust of the people we served.
27. It is also important for JOM and POA to reach out and work more closely with SPOM and SSPOA to organise joint activities to build camaraderie.
28. The joint overseas learning visit to Hong Kong and Macau is one such example.
29. This way, we collectively build a strong SPF community comprising of all police officers that is united, cohesive and resilient.
THANKING THE OUTGOING COMMITTEES
30. In a short while, you will elect new members to run JOM and POA over the next two years.
31. The outgoing committees have contributed much towards the development of JOM and POA.
32. On behalf of management and our members, I wish to take this opportunity to thank President JOM, Mr Samad Halil, President POA, Mr Sashidharan and their committee members for their dedicated service.
33. To the new committee members, it will not be an easy task to balance
