Much of the data is insufficient, incomplete and untimely.
Service providers have limited access to real-time data.
Rarely do systems provide any useful transit information.

The requirement for personalized, location aware, accurate, real-time and predictive multi-
modal information presents perhaps one of the biggest challenges for state agencies to date
–
Couple this with rapidly changing technology, and the equation would appear to be all but
impossible to solve.
