MS#1 starts FTP download (2 radio tsl, MCS9 => 8 EDAP chs at 16 kbit/s). MS#2 starts FTP download (2 radio tsl, MCS9). Now 4 radio timeslots in use => 2 EDAP chs at 16 Kbps per radio timeslot => speed downgraded and MCS6 used by both the MSs.
