QUARTERLY ENVIRONMENTAL AND SOCIAL PERFORMANCE
REPORT
(ESPR)
Reporting Period: July to September 2014
Site visit date: 9th – 12th October 2014
1 Introduction
1.1 Background
Coastal Gujarat Power Limited (CGPL), a wholly owned subsidiary of the Tata Power
Company Limited builds, own and operate an ultra mega power plant at Mundra in Gujarat.
The plant includes five supercritical units of 800 MW each, with total capacity of 4000 MW.
The plant is using imported coal as fuel, and sea water for once through cooling of
condensers. Power is being evacuated through six 400 KV power lines to benefits the states
of Gujarat, Maharashtra, Punjab, Haryana and Rajasthan.
The project has started in September, 2007 with commercial production commenced from
2012 onwards with all five units in operation since March 2013. CGPL has sought financial
loans from several international banks including the International Finance Corporation (IFC)
and Asian Development Bank (ADB). As per the common term schedule to loan agreement
between CGPL and the Lenders; Tata Power has entrusted SENES Consultants to carry out
Environment Health Safety and Social (EHSS) compliance audits on a quarterly and annual
basis both during the construction and operational period.
1.2 Objective
The purpose of this Quarterly Environmental & Social Performance Report (ESPR) is to
report on CGPL‘s compliance with the Environmental and Social Performance Requirements
of IFC/ADB (including implementation of the Environmental Management Plan and the
Social Management Plan) for operations and to asses any corrective actions
implemented/proposed. The ESPR encompasses implementation by CGPL of all phases of
the Project & O&M. It includes:

3 Compliance with CGPL Environmental, Health & Safety Requirements
This section describes current compliance of the project with IFC Performance Standards & EHS Guidelines, ADB Summary Environmental
Impact Assessment including Environmental Management Plan and presents the key EHS performance indicators. The current project activities
have been assessed with respect to observations and comments offered in the last audit.
3.1 Environmental, Health & Safety Aspects
The findings and observations related to the project EHS aspects for the period July-Sep‘14 are presented in Table 1 below.

1 Old Green Belt Development Till Sep, 2014, 944728 saplings have been planted
with survival rate of nearly 70%. 398 Ha area has
been covered under green belt. Of 33% of the total
project area (1242 ha) to be covered under green
belt, the current progress is about 32%. The details
of the green belt development undertaken for the
period July-Sep 2014 is presented in Annexure 2.

2 Old Integrated Management
System (IMS) Development
As discussed in the earlier audit report CGPL has
now obtained certification for its Integrated
Management System (IMS) in July 2014.
However based on the recommendations the
incorporation of applicable legal (CTO, EC etc)
and funding agency requirements (IFC
Performance Standards, IFC EHS Guidelines etc)
in the legal register and their references in the
relevant environmental procedures is still pending.

framework has not been prepared as part of this
procedure in line with the EMP and legal

3 Old Quality of blended coal In order to meet the challenges associated with the
increase in imported coal prices, CGPL is
presently utilizing blended coal (Melawan with
with Ecocoal). Review of quality reports for coal
consumed during the period July-Sep‘14 reveal
ash and sulfur content to vary within 5.99-8.23%
and 0.27-0.44% respectively. This is found to be
in compliance with the EC condition which
require ash and sulfur content in coal to be ≤10%
and ≤1% respectively. Usage of high calorific
Melawan coal (>5000 kcal/kg) is evident for the
entire quarter.
Unit wise details of the quality of blended coal
used have been presented in Annexure 3.

4 Old Blended coal consumption With all 5 units in operation the coal utilization
records for the period July-Sep‘14 reveals
consumption of 2.23 million tonnes of coal for the
quarter. With the annual coal consumption limit
set at 12 million tonnes in the EC the quarterly
consumption rate is found to be in line with the
said requirement however it is to be noted that
CGPL to periodically monitor the
consumption of coal to ensure that the
threshold consumption limit is maintained.

5 Old Fly Ash Utilization Review of ash utilization records for the period
July-Sep‘14 reveals ash usage of ~15% primarily
through sale to Sanghi and Binani cement. Further
as discussed in the Apr-Jun‘14 quarterly report a
trial shipment carrying ash has been exported to
Middle East in this quarter as part of the phased
utilization plan of fly ash. Negotiations with
Ultratech cement is also in advance stage
regarding fly ash usage in cement preparation.
Hence though CGPL is on track towards
implementation of its fly ash utilization plans but
based on the review of fly utilization for the
quarter it is understood that complying with the
75% utilization threshold for the current year will
be challenging for CGPL.
Ensure effective implementation of fly ash
utilization plans related to export and
preparation of PozzoSlag and Sand
Aggregate.

6 Old Hazardous Waste
Management (Permit
Requirements)
As discussed in Apr-Jun‘14 quarter audit report no
response has been received till date from GPCB
towards CC&A amendment application regarding
disposal of non-hazardous ETP sludge (based on
analysis undertaken by CGPL) in ash pond.
Amendment to the ―Consolidated Consent
& Authorization‖ with respect to ETP
sludge disposal need to be sought on a fast
track basis through intervention and
support from CGPL site management.

7 Old Hazardous Waste
Management (Storage)
As recommended in the Apr-Jun‘14 audit the
labeling of waste oil containers as per Form 12 is
still pending. Further no hazardous waste
inventory is being maintained in Form 3 which

8 New Hazardous Waste
Management (Disposal)
ETP sludge was found to be disposed on open
ground near the ETP guard pond area. Further no
hazardous waste records in Form 3 could be made
available by CGPL for the sludge so generated and
disposed.
Waste manifests are being maintained in Form 13
review of which indicates that ~3.88 MT of waste
oil has been sent to authorized hazardous waste
recyclers (M/s N K Lubricants) for the quarter
(Refer Annexure 4).
Ensure prompt removal and clean up of the
ETP sludge disposed on open ground near
the guard pond. Maintain inventory of ETP
sludge generated and disposed in Form 3.

9 Old Cooling Water Discharge Analysis of temperature difference of cooling
water recorded online (near ash silo bridge)
revealed an average value of 4.47ºC. Manual
monitoring undertaken by CGPL of cooling water
at final discharge point (near retaining wall)
indicates an average temperature difference of
3.78 ºC. However it is to be noted that for manual
monitoring 45% of the data is not available. In
both the cases the values are found to be in
conformance to the temperature difference
standard of 7ºC at the cooling water discharge
point specified by the MoEF EC Amendment
dated 5th April‘07. The online cooling water
temperature has been graphically represented and

11 Old Flue gas emission Statistical interpretation of flue gas emission
records (for criteria pollutants viz. PM, SO2 and
NOx) available from Continuous Emission
Monitoring System (CEMS) for the period July-
Sep‘14 for all 5 units reveals the following

PM (19.9-36.4 mg/Nm3), SO2 (638.9-955.4
mg/Nm3) and NOx (192.2-361.2 mg/Nm

With respect to manual monitoring of flue gas for
the period July-Sep'14 was found meet the World
Bank standards for the following pollutants: PM
(17.4-47.7 mg/Nm3), NOx (170.6-273.8mg/Nm
3)
and SO2 (443.1- 826.5mg/Nm3). No monitoring
was undertaken for Aug‘14 with change in
monitoring agency reportedly to be under
progress. However review of the NOx (57.0-64.1
ppm) and SO2 (85.6-105.9 ppm) values monitored
for Sep‘14 reveals considerable deviation to the
online monitoring values for the said parameters
as specified above. CGPL is yet to verify the
manual monitoring values with the online data to
assess the reason for such deviation.
Also as discussed in the previous audit reports
CGPL is continuing with its liason with GPCB to
seek amendment to the CC&A condition
pertaining to stringent NOx and SO2 limit in flue
gas. Although no response to this regard has been
received till date from GPCB as communicated by
CGPL a decision on the same will be taken
following a GPCB Technical Review Committee

12 Old Ash Pond – Structural
Integrity and Leachate
Collection
As specified in the Apr-Jun‘14 quarterly audit
report the removal of the bottom ash dumped
along the ash pond dyke wall and monitoring of
ash pond overflow and toe drain water was still
found to be pending. Reportedly utilization of ash
pond overflow for preparation of slurry is not
being carried out given the maintenance works in
progress at clarifier and slurry pipeline. This is an
important aspect as the EMP requires CGPL to
implement an Ash Water Recyling System
(AWRS) to optimize water usage.
The following mitigation measures need to
be implemented based on the observations
made during the quarterly compliance
audit:
Stabilization of ash pond slope using
vegetation.
Garlanding of discharge pipe inside
dyke to be done to uniformly fill the
ash.
Perform collection and monitoring of
overflow from ash pond and toe drain
water to assess any potential
contamination risk based on their
quality.
Remove bottom ash dumped along the
ash dyke walls.
Ensure fast track completion of
maintenance works related to clarifier
and slurry pipeline to facilitate reuse of
overflow as specified in the EMP.

checklist to monitor the environmental
performance of waste water treatment facilities
within the timeframe mentioned in the earlier
audit report.

Review of monitoring records for the period July-
Sep‘14 reveals that no monitoring has been
undertaken for treated STP water for Aug &
Sep‘14. Reportedly with selection of a new
monitoring agency no monitoring could be
conducted in Aug given their delay in
mobilization. Regular monitoring of STP treated
waste water is important taking into account it is
being reused for green belt development and also
given the regulatory requirement of the treated
effluent to conform to discharge/reuse standards.
The results for July‘14 however indicated
compliance to the pollutant standards specified in
the CC&A. The monitoring results of STP treated
water and raw sewage for the period July‘14 is
presented in Annexure 10.

Monitoring

plans to conduct ambient air quality monitoring
study on seasonal basis for one year for proper

quality.

Review and interpretation of village and project
level ambient air quality monitoring data (July-
Sep‘14) reveals compliance to National Ambient
Air Quality Standards (NAAQS) except for PM10
(115.88-134.88 µg/m3) which is found to exceed
the standard (100 µg/m3) specified for this
pollutant for monitoring undertaken in July‘14.
For PM10 values monitored for the Aug‘14 and
Sep‘14 the values were found to vary within
48.14-61.78 µg/m3. Hence under the
circumstances it is important to assess the reason
for nearly 50% deviation to the earlier results for
PM10 wherein values >100 µg/m3 were recorded.
This also holds significance taking into account
the industrial development in the area (especially
with >8000 MW power generating units in
operations) and the high baseline values collected
during EIA in 2007.
The windrose for the study period has been
overlaid on the AAQ network on Google image
(refer Annexure 11) while the ambient air quality
monitoring results for said period both at village
locations and project site have been graphically
presented in Annexure 12 to 15 respectively.

Khakar, Mota Kandagara, Vandh and Tragadi
village where noise levels were found to
marginally exceed the noise standard. For Vandh
village the noise values (50.1-59.6 dBA) exceeded
the standards values for all months of the quarter.
Night time noise level were found to exceed the
night time standard (45 dBA) at all the village
locations in most cases. The graphical presentation
of noise level recorded near receptors with respect
to day and night time noise standard is presented
in Annexure 16 & 17.
Arid climatic conditions along with the proximity
of Vandh village to the coal conveyors of both
Adani and CGPL, is possibly contributing to these
noise levels. In view of this CGPL has already
implemented appropriate control measures and
management programs viz. use of closed
conveyors, monthly monitoring of noise at nearby
villages, implementation of a grievance register to
address community concerns on project EHS
aspects etc. Also as mentioned in the earlier audit
report the wind barrier near JNT-5 was extended
to be about 120m to arrest fugitive coal dust.

20 Old Environmental Incidents No environmental incidents have been recorded by
CGPL during the quarter. However as per the
issues raised by Vandh village during the earlier
quarter CGPL plans to replace a 3km stretch of the
enclosed conveyor with pipe conveyor to improve
control of fugitive emissions. Reportedly CGPL is
in the process of selection of vendor for supply of
pipe conveyor. Based on the discussion with
CGPL procurement department a LOA has been
issued to the selected vendor in Sep‘14 with
acceptance of the same pending. Vendor has
already initiated action on engineering and related
documents submission to CGPL.
In addition to the above it was also reported by
CGPL that a petition has been filed to the National
Green Tribunal against the said project by a NGO.
However details of the complaint could not be
made available for review.

HEALTH & SAFETY & CONTRACT LABOUR WELFARE:
CGPL has adopted the health and safety system (with guidance form Dupont) that includes well defined performance standards, procedures and guidelines (HIRA, SCAR,
etc.), safety awareness programs (Safety Time Out) and establishing key performance indicators (e.g. lost time incidents, severity rate, near miss etc.), which are used to track
compliance with Health and Safety (H&S) targets. Specific health and safety plans and onsite emergency plan have been developed & augmented on regular basis by CGPL

3.2 Social Management
Among the various community development programmes undertaken which were initiated in compliance to commitments given to the people during
commencement of the project, a few of these activities such as those related to fodder distribution are considered for long term intervention as a mitigation
measure for livelihood restoration for animal rearers in lieu of acquisition of grazing land (as notified by Government) and livelihood enhancement
opportunities for fisher folk as a mitigation for cooling water outfall component of the project. For other government land acquisition social infrastructure
programmes for restoration of access roads, enclosure of common or social/cultural infrastructure, NRM activities, education and health (including

Monthly ambient air quality monitoring of criteria
pollutants is already under progress at the project
site and nearby villages (both upwind and
downwind) viz. Tunda, Vandh etc. Also in view
of the complaints raised by MASS also based on
earlier audit recommendations ambient air quality
is being regularly monitored by CGPL at Tragadi
fishing village from Jun‘12 onwards (Refer
Annexure 12-15). The air quality data so obtained
is being electronically displayed at the main gate
of the plant while the six monthly compliance
reports bearing both ambient and continuous
emission monitoring data has been uploaded at the
Tata Power website3. Please refer to the link

standard specified for industrial area. The noise

labour colony, CGPL hostel and near the main

results of ambient at the aforesaid locations
revealed conformance to National Ambient Air
Quality Standards (NAAQS) except for the
average concentration of PM10 ranging within
48.4-128.30 µg/m3. This can be possibly
attributed to fugitive and point source emission
from industrial development in the area along
with arid climatic conditions prevalent in this
region. In view of the above a validation
monitoring has been undertaken by CGPL in May
2014. For details please refer Sl.No. 18 in Table 1.
