(d) NSER survey is under progress in Balochistan. Most of the areasof the province have been covered and the rest will be covered shortly.Registration Centers have been established in three districts of Balochistani.e. Kech, Killa Saifullah & Nasirabad by NADRA / BISP and these will beestablished in remaining districts of Balochistan before end of March, 2020 tofacilitate registration of missing households. The exercise is being conductedin a completely non-partisan manner and all eligible citizens may apply at theNADRA registration centers and therefore no quotas are required for anyelected representative.

11. *Mr. Naveed Aamir Jeeva: (Deferred during 19th Session)

Will the Minister In-charge of the Poverty Alleviation andSocial Safety Division be pleased to state:

(a) whether Government has taken notice that non-Muslims of thecountry are vulnerable segment of the society;

(b) if so, the plan by the Government to make visible change inlives of non-Muslims living in the country; and

(c) output of above mentioned plan of the Government to alleviatepoverty among non-Muslims with reference to add them in socialschemes of the Government?

Minister In-charge of the Poverty Alleviation and Social SafetyDivision: (a)

Pakistan Poverty Alleviation Fund (PPAF):

PPAF has following certain core values which provide foundation of theway we work and ensure outreach to the most excluded regions, communities,and households. Inclusion is one of the core values of PPAF which ensures that allsegments of society including women, children, elderly, persons with disabilitiesand religious minorities participate and equally benefit from our programmes.

Pakistan Bait-ul-Mal (PBM):

PBM is significantly contributing towards poverty alleviation (under theumbrella of Ehsaas Program) through its various pro-poor interventions regardingprovision of financial assistance to destitute, widow, orphan, invalid, infirm & otherneedy persons irrespective of caste / religion as per eligibly criteria approved byBait-ul-Mal Board. Non-muslims are already included in PBM Programs.

Benazir Income Support Programme (BISP):

BISP disburses its cash transfers to the most needy and deserving on thebasis of Poverty Score Card which was established on the basis of a nationwidescientific survey conducted in 2010-11. BISP databases is not based on any caste,creed or race, instead it takes into consideration the socio-economic status of thepoor households.

(b) Benazir Income Support Programme (BISP):

Government launched BISP in July 2008 to cushion adverse effects offood and fuel inflation on economically distressed segments. Government of Pakistanthrough BISP is helping the extreme poor with the cash stipend called UCT whichhas been refined and improved as Kafalat. Primary education stipend for out ofschool children of eligible households called Waseela-e-Taleem (WeT) is alsodisbursed to deserving children based on 70% attendance conditionality. DuringFY 2018-19, BISP disbursed an amount of around Rs. 113 billion to 5.02

beneficiaries across the country as its Unconditional Cash Transfer. An amount ofRs. 4.012 billion was disbursed for Waseela-e-Taleem children across the countryduring FY 2018-2019. The number of WeT beneficiary children stands at 2.1million as of 20-01-2020. WeT is being rolled out to 50 additional districts acrossthe country as decided by BISP Management Board in its 34th meeting held onOctober, 2019.

Regarding the plan to bring positive changes in the lives of vulnerable,BISP Board approved Health & Nutrition CCT on 10th October, 2019. Theinitiative is aimed at addressing malnutrition through a combination of provision ofcash transfers, Specialized Nutrition Food (SNF) on meeting health relatedattendance. These programs are designed for the most deserving and needy across-the-board without any consideration to caste, creed or colour.

(c) Pakistan Bait-ul-Mal (PBM):

As per PBM Act, 1992, PBM has been providing financial assistance todestitute and needy widows, orphans, invalid, infirm and other needy persons toall caste, creed and religions.

Benazir Income Support Programme (BISP):

According to third party Impact evaluation Studies (OPM-2014 – 2016& 2017) BISP’s hand holding of the ultra poor through UCT and CCT programshad positive impacts through a reduction in poverty gaps by 3% points. BISP’sinterventions during the last one decade resulted in empowerment of women interms of their mobility outside the house, overall reduction in dependents ofbeneficiary households on casual labor and a reported increase in the proportionof beneficiary household that own small livestock.

18. *Mr. Naveed Aamir Jeeva: (Deferred during 19th Session)

Will the Minister In-charge of the Poverty Alleviation and Social SafetyDivision be pleased to state:

(a) the action plan of the present Government to eradicate povertyfrom the country under United Nations Sustainable DevelopmentGoals;

(b) whether the said action plan is in accordance with the objectiveof sustainable development goals of the United Nations; if so,the details thereof; and

(c) how the Federal Government is extending requisite cooperationto the provinces to supplement the action plan?

Minister In-charge of the Poverty Alleviation and Social SafetyDivision: (a)

Pakistan Poverty Alleviation Fund (PPAF):

Pakistan is fully committed to achieve the Sustainable DevelopmentGoals (SDGs). The present government has launched an ambitious social safetyand poverty alleviation program (Ehsaas) for the welfare of the poor andneglected segments of society on March 27, 2019. Ehsaas Strategy is alignedSDG-1 (Elimination of All Forms of Poverty) and overall it contributes towards11 out of the 17 SDGs.

The Ehsaas programme has 134 initiatives which are for the extremepoor, orphans, widows, the homeless, the disabled, those who risk medicalimpoverishment, for the jobless, for poor farmers, for laborers, for the sickand undernourished; for students from low-income backgrounds and for poorwomen and elderly citizens.

The present government has also increased in social protectionspending. Additional PKR 80 billion has been added to social protectionspending in the FY (2019-20) and in the next budget (2020-21) there will bea further increase; hence total incremental increase will be PKR 120 billicn.The core intervention under Ehsaas strategy which will directly benefit thepoorest class is the National Poverty graduation Initiative (NPGI).

National Poverty Graduation Initiatives (NPGI):

The NPGI is part of the Ehsaas Strategy. It aims at graduating theultra and vulnerable poor households out of poverty and set them on the pathof economic and social prosperity. Key components of the initiative include (i)Asset Transfers (ii) Vocational and Skills Training and (iii) Interest Free Loans(IFL).

The initiative will reduce dependence of segment of the populationliving at the bottom of the pyramid on government-led social safety nets. Itwill uplift them by mainstreaming them into economic development and financialinclusion.

The government in addition to its own funding, is partnering with theinternational fund for Agriculture development (IFAD) and the Asian Bank(ADB) in this initiative. Overall cost of the initiative is PKR 42.65 billion.

Role of PPAF Under NPGI:

Under NPGI, the following two major programmes are beingimplemented by PPAF:

1. National Poverty Graduation Program (NPGP):

NPGP is a GoP and IFAD funded USD 150 million (GoP USD50 Million and IFAD USD 100 Million) programme to beimplemented over a period of 6 years with an overarchingobjective to assist the ultra-poor and very poor including womenin graduating out of poverty on sustainable basis. The programmeaims at transferring of livelihood assets and trainings to176,877 households in 23 districts of 4 provinces of Pakistan.

2. Interest Free Loan (IFL) Program:

IFL is one of the major components of the initiative beingimplemented by PPAF through its 24 Partner Organizations(POs). The range of interest free loans is PKR 20,000 –Rs.75,000. As many as 3.8 million interest free loans will beprovided (80,000 loans a month) for the next 4 years to 2.28million households.

Pakistan Bait-ul-Mal (PBM):

Under United Nations Sustainable Development Goals, PBM isadministering following pro-poor projects / schemes for eradiation of povertyfrom country:

i. Individual Financial Assistance

vi. Great Home (Senior Citizen Home)

Benazir Income Support Programme (BISP):

BISP is Govt’s flagship pro-poor program which has been serving theextreme poor since 2008 – BISP’s key contribution has been to help Govt.achieve targets under SDG 1-8 to eradicate poverty by 2030. BISP hasdisbursed since inception Rs. 734 billion (as of 31st December, 2019) to 5.08million ever paid beneficiaries across the country without any consideration ofcaste, color or creed.

(b) Pakistan Poverty Alleviation Fund (PPAF):

Ehsaas Strategy is aligned SDGs (Elimination of All Forms of Poverty)and it contributes towards 11 out of the 17 SDGs. SDGs which are the mostrelevant with Ehsaas initiatives are; SDG 1 (elimination of all forms of ,SDG 2 (zero hunger); SDG 3 (good health and well-being); SDG 4 (qualityeducation); SDG 5 (women’s empowerment and gender equality); SDG 6(clean water and sanitation); SDG 8 (full and productive work); SDG 9(innovation); SDG 13 (climate action); SDG 10 (reducing inequality); SDG17 (partnerships).

PPAF’s Alignment with SDGs:

PPAF’s Results Framework is aligned with the SustainableDevelopment Goals (SDGs) and PPAF expects to contribute towards theGovernment’s achievement of SDGs in its areas of operations. PPAF throughits interventions is contributing in achieving the goals particularly the SDG1 & 2 (assist the very poor in graduating out of poverty on a sustainablebasis), SDG 5 (Support gender equality and empower women at all levels);SDG 8 (Enhance Sustainable and Resilient Livelihood Opportunities) SGD

11&13 (Enhanced Resilience to Disasters and Climate Change), SGD 16(Building effective and inclusive grass-roots Institutions that represent theinterests of the poor), and SDG-17 (Partnership with 130 partner organizationsto implement the Programs/projects).

Benazir Income Support Programme (BISP):

BISP as the principal safety net of the country is mandated, under itsAct of 2010, to address extreme poverty and inequality through consumptionsmoothing (Kafalat) and human capital development (CCT education) -components which broadly contribute to help achieve the goals and targetsgovernment of Pakistan has committed under the Sustainable DevelopmentGoals. Planning Development and Reforms Division is the focal Ministry tomonitor progress on the actions taken by various agencies, federal as wellprovincial towards achieving goals under the SDGs.

(c) Pakistan Poverty Alleviation Fund (PPAF):

As described earlier, Ehsaas is a multi-stakeholder and multi-sectoralstrategy. At the federal level its implementation is currently the responsibilityof 34 federal ministries, divisions, and agencies. However, the provincial Ehsaasplans are evolving and will be dovetailed with the federal strategy.

Role of PPAF Under NPGI (at Provincial Level):

PPAF under NPGI is implementing NPGP and Interest Free Loanprogram. NPGP is being implementing in 4 provinces: KPK, Balochistan, Sindhand Punjab while, Interest Free Loan program is being implementing in 4provinces including federal administered areas: AJK and GB.

Benazir Income Support Programme (BISP):

The Waseela-e-Taleem Conditional Cash Transfer Programmecurrently operational in 50 districts is being extended to 50 more districtsacross Pakistan. Through this Programme the provincial education departmentsare being assisted through provision of stipends to increase enrollments and toprevent dropouts at the primary level in government schools.

Similarly another project to prevent stunting in going to be implementedin all provinces on a pilot basis in collaboration with provincial governments.

Financial resources for the project will be provided by the Federal Governmentand nutrition centres will be established in provincial government’s hospitals.

20. *Syed Abrar Ali Shah: (Deferred during 19th Session)

Will the Minister In-charge of the Poverty Alleviation and Social SafetyDivision be pleased to state:

(a) whether it is a fact that hundreds of thousands of thebeneficiaries of BISP have been removed from the programrecently; if so, the details thereof alongwith reasons thereof;

(b) whether counter verification of the contents of such beneficiarieswere made prior to remove them from the program; if so, thedetails thereof alongwith criteria which is adopted for counter-verification; and

(c) what steps are being taken to include new beneficiaries in theprogram and stage-wise induction of new beneficiaries in theprogram?

Minister In-charge of the Poverty Alleviation and Social SafetyDivision: (a) It is informed that BISP beneficiary profiling exercise wasconducted by NADRA in December, 2019 on a total of 5,783,389 BISPbeneficiaries. As a result of beneficiary profiling exercise, 820,165 beneficiarieswere screened out as falling in the following categories and their accountswere blocked immediately:——————————————————————————————

BISP, Controller General of Accounts and NADRA. The exercise was conductedby NADRA.

(c) Following steps are being taken to include new beneficiaries in theprogram:-

i. National rollout for collection of socio-economic data of householdsthroughout the country is under progress.

ii. As a first step to establish, NSER Registration Centers are beingestablished in collaboration with NADRA for registration of missed-out households and data update.

iii. As result of the survey almost 70,000 new beneficiary have beenincluded in 15 districts of the country with effect from 1st February,2020.

iv. Another approximately 400,000 beneficiaries will be included inthe Kafaalat programme by the end of March, 2020 in 55 moredistricts.

v. Additional beneficiaries will be added after verification in 15districts mentioned at (iii) and 55 more districts mentioned in (iv)above.

vi. Subsequently by end of December 2020 new beneficiaries willbe added in Kafaalat from all districts of Pakistan.

23. *Ms. Hina Rabbani Khar: (Deferred during 19th Session)

Will the Minister In-charge of the Poverty Alleviation and Social SafetyDivision be pleased to state:

(a) ratio of poverty of the year ending on June 30, 2018 and 2019respectively;

(b) ratio of the same at present;

(c) whether it is a fact that independent experts of the economy areforecasting increase in ratio of poverty in coming years;

(d) if so, what steps are being taken by the Government to controlthe increasing ratio of poverty?

(d) BANAZIR INCOME SUPPORT PROGRAMM (BISP):

The following pro-poor programmes are run by BISP, being an arm ofEhsaas program to address poverty and inequality in the country.

Unconditional Cash Transfer (UCT)

BISP provides subsistence allowance to an adult ever married femalepossessing a valid CNIC within an eligible household as per BISP eligibilitycriteria 100% BISP beneficiaries are being paid through the BiometricVerification System (BVS). BISP serves 4.3 million vulnerable and destituteall across the country. Since inception, BISP has disbursed Rs. 734 billion asunconditional cash transfers (31st December, 2019).

Kafaalat

Kafaalat is aimed at taking BISP Unconditional Cash Transfer (UCT)to its next level i.e. to ensure financial and digital inclusion of around 6 millionwomen through the “one woman one bank account” policy. Kafaalat envisagesthat BISP’s “cash out only” should be leveraged to financially and digitallyeducate and harness UCT beneficiaries.

Kafaalat also envisages vertical expansion of cash transfer to adjust itto inflation. Under Kafaalat, Government plans to complete the poverty surveyin the country. To capture the households missed out during the survey,self-registration desks are being established in 15 districts with NADRAscollaboration. These registration desks will gradually be rollout in 54 moredistricts to identify new beneficiaries / validate the existing ones. The samemodel will gradually be extended to all district of the country.

Conditional Cash Transfer (Waseela-e-Taleem)

The initiative is currently operational in 50 districts and encouragesbeneficiary families with children in age group of 4 - 12 years to send their outof school children to schools for primary education in return for cash transfers.The initiative has enrolled 3.616 million children all across the country and atotal of about Rs. 12.01 billion have been disbursed under WeT as of 31stDecember 2019. The CCT involves a cash transfer of Rs.750 for boys andRs. 1000/- for girls paid quarterly. BISP Board in its 34th Board meetingapproved rolling out of CCT education to another 50 districts of the countryduring 2020.

PAKISTAN BAIT-UL-MALL (PBM):

Pakistan Bait ul Mall is administering its pro-poor safety nets preferablyin the backward areas across the country for poverty eradication and to helpin improving the living standards. Brief of Projects/Schemes are as under:

DARUL-EHSAAS: PBM has established (52) Darul-Ehsaas(orphanages) across Pakistan. The total number of orphans aged 4-6in these Dar-ul-Ehsaas is (5200).

WOMEN EMPOWERMENT CENTRE(WEC): PBM hasestablished (155) WEC to provide free professional training to women. Thetotal number of trainees in WEC as (13231).

SCHOOLS FOR REHABILITION OF CHILD LABOR (SBCL):PBM has established (159) SRCL to provide free education to labor children.Total number students in SRCL are (18375).

GREET HOME FOR SENIOR CITIZENS: A Great Home has beenestablished in Lahore to house poor senior citizens (33) senior citizens areresiding in a Great Home.

CHILD SUPPORT PROGRAM: PBM is also running CPS programin (05) Districts and the number of beneficiaries are (28462).

PAKISTAN POVERTY ALLIVIATION FUND (PPAF):

In order to control the increasing ratio of poverty, the presentgovernment has initiated the country’s largest poverty alleviation program“Ehsaas”. The program has 134 initiatives which are for the extreme poor,orphans, widows, the homeless, the disabled, those who risk medialimpoverishment, for the Jobless, for poor farmers, for laborers, for the sickand undernourished, for students from low-income backgrounds and for poorwomen and elderly citizens. The plan is also about lifting lagging areas wherepoverty is higher.

Ehsaas is a multi-sectoral coordinated initiative. It is the biggest andboldest pro-poor Programme ever launched in the country with the objectiveto:

• Address elite capture and make the government system work forequality of opportunity.

• Provide effective and comprehensive safety nets for the marginalizedand the vulnerable.

• Create livelihoods and jobs for the poor

• Invest in people for human capital formation: and

• Lift lagging areas

The present government has increased in social protection spending.Additional

PKR 80 billion has been added to social protection spending in theFY (2019-20) and in the next budget (2020-21) there will be a further increase,hence total incremental increase will be PKR 120 billion. The core interventionunder Ehsaas strategy which will directly benefits the poorest class is theNational Poverty graduation Initiative (NPGI).

National Poverty Graduation Initiatives (NPGI):

The NPGI is part of the Ehsaas Strategy. It aims at graduating theultra and vulnerable poor households out of poverty and set them on the pathof economic and social prosperity. Key components of the initiative include (i)Asset Transfers (ii) Vocational and Skills Training and (iii) interest Free Loans(IFL).

The initiative will reduce dependence of segment of the populationliving at the bottom of the pyramid on government-led social safety nets. Itwill uplift them by mainstreaming them into economic development and financialinclusion.

The government in addition to its own funding is partnering with theinternational fund for Agriculture development (IFAD) and the Asian Bank(ADB) in this initiative. Overall cost of the initiative is PKR 42.65 billion.

ROLE OF PPAF UNDER NPGI:

Under NPGI, the following two major programmes are beingimplemented by PPAF:

1. National Poverty Graduation Program (NPGP):

NPGP is a GoP and IFAD funded USD 150 million (GoP USD 50Million on and IFAD USD 100 Million) Programme to be implemented over aperiod of 6 years with an overarching objective to assist the ultra-poor andvery poor including women in graduating out of poverty on sustainable basis.The Programme aims at transferring of livelihood assets and trainings to 176,877households in 23 districts of 4 provinces of Pakistan.

2. Interest Free Loan (IFL) Program:

IFL is one of the major components of the initiative being implementedby PPAF through its 24 Partner Organizations (POs). The range of interestfree loans is PKR 20,000-Rs.75,000. As many as 3.8 million interest freeloans will be provided (80,000 loans a month) for the next 4 years to 2,28million households.

Minister In-charge of the Cabinet Division: (a) Government ofPakistan (Federal Board of Revenue (FBR) and relevant Provincial RevenueAuthorities) have levied two type of taxes on Cellular Mobile services i.e.

Withholding tax (WHT) @ 12.5% and General Sales Tax @ 19.5%. Uponrecharge / reload of Rs. 100 card, an amount of Rs. 11.11 is instantly deductedas Withholding tax, whereas, GST is levied on usage basis i.e. per call, SMS& data usage. Furthermore, details of prepaid packages / tariffs, internetbundles and hybrid bundles along with applicable prices for internet, SMS,voice and other social applications offered by Cellular Mobile operators areattached as Annex-A.

(b) As stated above, withholding tax is deducted upon recharge /reload of card whereas GST is applicable on usage / subscribing bundles.

(c) It is stated that no incident of misleading advertisement by mobilecompanies has been found and customers are charged according to advertisedtariffs. It may also be noted that PTA has issued Telecom Consumer ProtectionRegulations 2009 (amended in 2010, 2011, 2012 and 2016) to protectcustomers from any misleading advertisement. Furthermore, PTA is cognizantof the issue regarding levying of different taxes and issues press releases /clarifications for general public on tariff / tax related matters from timeto time.

DEDUCTION OF CHARGES / TAXES ON PREPAID RE-LOAD /RECHARGE AND TARIFFS

(Islamabad 17th January, 2020): With reference to taxes appliedon the recharge / reload of prepaid balance, it is stated that Cellular MobileOperators (CMOs) are deducting only Withholding tax and General SalesTax / Federal Excise Duty on the pre-paid recharge / reload after restorationof taxes by the honorable Supreme Court of Pakistan from April 2019.

On the recharge at Rs. 100 balance provided to the user is Rs. 88.889(and not Rs. 76 as reported on the social media) after deduction ofRs. 11.111 against withholding tax @ 12.5%.

GST @ 19.5% is applied on per call, SMS, and data usage basis.When a user consumes its remaining balance of Rs. 88.889, a total of Rs.14.505 as GST its charged. Due to lack of clarity on the deduction of GST in

addition to WHT, mobile subscribers are assuming that CMUs are chargingwell above applicable taxes, which is not correct.

Furthermore, PTA has fixed a ceiling on call setup charges@ Rs. 0.15 per call. PTA is Vigilant about the rates / tariffs being, charged byCMOs and action will be initiated on any reported incidence of charging abovethe published tariffs and applicable taxes in accordance with the law.

iii. In remaining districts, beneficiaries declared eligible under PovertyScore Card survey of 2010-11 are already receiving financial assistance underEhsaas Kafaalat Programme.

(b) As stated above, 70,375 new beneficiaries have been identifiedin 15 Pilot districts on the basis of new NSER survey. As soon as the newNSER survey is completed in the remaining districts, new beneficiaries will beenrolled in those districts. However, currently there are 4,567,962 activebeneficiaries receiving cash grants under Ehsaas Kafaalat Programme all overthe country including 15 pilot districts of new NSER Survey.

Minister In-charge of the Poverty Alleviation and Social SafetyDivision: (a) It is informed that out of 62,797 beneficiaries from Hyderabaddistrict 5,266 beneficiaries were excluded during recent beneficiaries’ profilingexercise conducted by NADRA.

(b) Previously, data on various indicators was not available due tonon integration of certain administrative databases. As this information is nowavailable with NADRA, it was decided by the Government of Pakistan tocheck the current status of all BISP beneficiaries with respect to foreign travel,

possession of vehicle, average monthly expenditure on PTCL and mobile,processing of passport through executive centers, processing of three or moreCNICs on executive fee and being government employee. As decided byFederal Cabinet, the account of 820,165 BISP beneficiaries falling in abovementioned categories were blocked. These beneficiaries have been excludedbased on data analytics which enables it to cross verify socio-economic statusof the individuals, who were previously declared as beneficiaries based onself-declaration at the time of the survey. The policy decision does not implythat these beneficiaries were not eligible at the time of the survey ten yearsago. It only means that additional filters can now be applied. These beneficiarieswere declared eligible on the basis of the PSC survey 2010-11 and their povertysurvey was below the decided threshold. While it is possible that there wereinclusion errors, it is also possible that their status has actually changed overthe last decade. Similarly, the policy decision is not implying that all theseindividuals have come out of poverty. It merely implies that they may berelatively better off. Before exclusion, new survey was not conducted in anyarea including Hyderabad district. As, the socioeconomic status is not staticand keeps changing with time. BISP is conducting a new survey to recertifythe socioeconomic status of currently eligible beneficiaries and to identify newbeneficiaries. This new survey will be completed by the end of 2020.

(c) The Poverty Scorecard survey was conducted in two phases-,first being the pilot phase to assess the results and secondly the national roll-out phase. The task of pilot and nation-wide survey was entrusted to thirdparties/survey firms hired through a competitive process. As the surveyprogressed and data collection was being done by the third-party survey firms,data entry of surveyed forms was entrusted to NADRA. All surveyed formswere scanned and database was developed by NADRA to store the scannedand digitized forms. After the data entry and digitization of survey forms,validation and verification of provided CNICs was conducted by NADRA,being the sole and national custodian of CNIC and family tree information.Later, NADRA calculated the PMT scores (0 to 100) on all completedsurveyed forms and declared households eligible or ineligible based on theapproved cut-off score of 16.17.

The entire process was automated from start of survey by third partiestill identification of beneficiaries in eligible households. The automated processincludes filling of digital survey form by the enumerator, validation andverification of provided CNICs form NADRA, PMT calculation, flagging ofeligible and ineligible households according to PMT cut-off score and

identification of beneficiaries. Since, beneficiaries were not selected/nominatedmanually by an individual/official; there was no malafide in the process. BISPBoard only approved a PMT cut-off score based on the availability of thebudget at that point of time.

As explained above the beneficiaries have been excluded based ondata analytics because the government now has the availability of differentadministrative databases, which enables it to cross verify the socio-economicstatus of the individuals, who were previously declared as beneficiaries basedon self-declaration at the time of the survey. The matter has been taken upwith FIA and is under investigation by them.

The data of blocked beneficiaries included BISP employees whereinthey themselves or their spouses are government employees. They have so farwithdrawn heavy amounts, illegally, in lieu of unconditional cash grant,conditional cash grant and other initiatives, on the basis of Parliamentarianphase from 2009 to 2011 and Poverty Score Card survey conducted in2010-11. Hence, they remained involved in embezzlement/misappropriationwhich has resulted in a huge loss to the Government exchequer/funds.

In order to deal such cases with iron hands and to curb this tendencyin future, the payments of grants to all such illegal beneficiaries were immediatelystopped. At BISP, disciplinary proceedings, under the Government Servants(E&D) Rules 1973, were initiated against total 43-BISP employees inSPS-14 and above, accused of misconduct and corruption within the meaningof Rule 2(4) and 3 (b&c) of the Rules. Minister of State for Climate Change (Ms. Zartaj Gul): (a) InIslamabad Capital Territory (ICT), no such investigations to ascertain the totalquantity of carbon emission have yet been conducted so far.

However, Pak-EPA monitors the ambient air quality data of IslamabadCapital Territory (ICT) on daily basis. The data consists of environmentalparameters such as Sox (Oxides of Sulphur), NOx (Oxides of Nitrogen), O3

(Ozone) and PM (Particulate Matter) in accordance with the methods andprocedures prescribed by USEPA.

The daily and monthly air quality data generated by Pak-EPA for ICTis available at the official website (www.environment.gov.pk) and TWITTERaccount @PakEpaIslamabad. A copy of data on ambient air quality for themonth of January and December is placed at Annex-II.

(b) The vehicular emissions are one of the major sources of carbonemission in the capital city due to huge increase in number of motor vehicles.

Whereas, it has been observed that the major contributing factors ofvehicular emissions are the old age diesel truck and buses. Diesel vehicles dueto overloading, faulty injection nozzles and weak engine emit excessive graphitecarbon (visible smoke) in the city. Therefore, the Government of Pakistan hasapproved mandated minimum penetration targets for Electric Vehicles. TheNational Electric Vehicle Policy has been developed to ensure meeting thepenetration numbers set forth. This policy will begin an era of clean air in thecountry that we desperately need for our future generations.

(c) The probable contributing causes of carbon emission in ICT arestated below;

Vehicular emissions

Industrial emission (particularly steel industries and brick kilnsin ICT).

In order to tackle the issue of environmental pollution while controllingthe carbon emissions of Islamabad Capital Territory (ICT), Pak-EPA hasnotified the following National Environmental Quality Standards;

NEQS for ambient air under S.R.O. No. 1062(I)/2010(Annex-III)

NEQS for industrial gaseous emission under S.R.O No. 549(I)/2000 (Annex-IV).

NEQS for vehicular emission standards under S.R.O No. 72(KE)/2009 (NEQS for motor vehicle exhaust and noise). (Annex-V).

According to above NEQS, all the industries and motor vehicles withinICT are bound to control air emissions through installation of anti-pollutiondevices.

Pak-EPA ensures strict compliance of NEQS by the industries and motorvehicles for carbon emissions on routine basis.

(A) VEHICULAR EMISSIONS

The Ministry of Climate Change is committed to curb emissions tomitigate and adapt to the harmful effects of climate change. Since thetransportation accounts major airborne emissions in the country, therefore,the Ministry of Climate Change has approved the National Electric VehiclePolicy is to ensure meeting the penetration numbers set forth. This policy willbegin an era of clean air in the country that we desperately need for our futuregenerations.

In addition to above, the government’s anti-air pollution measures tocontrol vehicular emissions are stated below;

Oil that meets EU’s Euro-4 emission standard will now be imported.By the end of 2020, a shift will be made to oil that meets the Euro-5emission standard.

Oil refineries will be given a three-year warning period to improvethe quality of oil produced. If they fail, they will be shut down.

The auto industry will be asked to shift towards electric vehicles. Allbuses will either be hybrid, electric or CNG-based.

The major factors that contribute in smog formation and air pollutionare industrial and vehicular air emissions in ICT.

(B) INDUSTRIAL EMISSIONS:

In Islamabad Capital Territory (ICT) there are approximately 185+industrial units including different scale of sizes.

Major industries in Islamabad are steel furnaces, marble industriesand pharmaceutical industries which are also under observation by Pak-EPA.

Among all, the Steel Industries are being considered as a major airpolluting Industries in ICT.

(i) Steel Industries:

All the steel furnaces (08) situated in ICT have installed pollutionabatement technology which is being monitored by Pak-EPA regularly forensuring the compliance of NEQS.

Gradually every industry situated in Islamabad Capital Territory (ICT)are being taken in loop for the installation of pollution abatement technology.

(ii) Brick Kilns:

Pak-EPA directed brick kiln owners to adopt zigzag technology onimmediate basis. The technology was introduced with the cooperation of theAll Pakistan Brick Kiln Owners Association (APBKOA).

In ICT, ten (10) out of sixty-four (63) brick kilns have now turnedover their kilns on newly environment friendly zig-zag technology. The zig-zagkiln technology has been established to embellish fuel efficiency, energy savingsand lessening in emissions.

All the owners of brick kilns who have not yet installed the pollutioncontrol technology have now submitted affidavits to convert their kilns toenvironment friendly zig-zag technology by the end of 2020.

Further, as per Governments anti-pollution measures, the Brick kilnswill be given financial aid to use environmental friendly zig-zag technology.

Recently, Pak-EPA has sealed 05 Brick Kilns who were operatingtheir kilns in Sector H-16, Islamabad without installation of pollution controltechnology.

In pursuance of initial appointment to Civil Post (Relaxation of UpperAge Limit) Rules, 1993 (as amended from time to time) Age relaxation up to15 years, over and above the maximum age limit as prescribed under theRecruitment Rules is admissible in case of:-

i. By three years in case of candidates belonging to the ScheduledCastes, Buddhist Community Recognized Tribes of the Tribal Areas.Azad Kashmir and the Gilgit Baltistan (only those candidates ho arepermanent residents of these areas will be eligible for the concessionand in each case, a Certificate from the Political Agent or as the casemay be, the District Coordination Officer of the area, will be requiredto be produced).

ii. WAPDA, other Semi-Government andAutonomous Bodies are not eligible for this concession).

iii. By fifteen years or the number of years actually served in the ArmedForces of Pakistan, whichever is less, in the case of retired officers/personnel of the Armed Forces of Pakistan.

iv. By five year in case of widow, son or daughter of a deceased civilservant who dies during service.

Minister In-charge of the Poverty Alleviation and Social SafetyDivision: (a)

Pakistan Poverty Alleviation Fund (PPAF):

The Government has launched Ehsaas Programme on March 27,2019 with an objective to reduce inequality, invest in people, and liftlagging Districts. Ehsaas is about the creation of a welfare state by counteringelite capture and leveraging 21st century tools such as using data and technologyto create precision safety nets; promoting financial inclusion and access todigital services; supporting the economic empowerment of women; focusingon the central role of human capital formation for poverty eradication, economicgrowth and sustainable development; and overcoming financial barriers toaccessing health and post-secondary education.

The National Poverty Graduation Initiative (NPGI) is part ofthe Ehsaas Strategy. It aims at graduating the ultra and vulnerable poorhouseholds out of poverty and set them on the path of economic and socialprosperity. Key components of the initiative include (i) Asset Transfers (ii)Vocational and Skills Training and (iii) Interest Free Loans (IFL).

The initiative will reduce dependence of segment of the populationliving at the bottom of the pyramid on government-led social safetynets. It will uplift them by mainstreaming them into economic developmentand financial inclusion.

Under NPGI, the following two major programs are currently beingimplemented by PPAF:

1. National Poverty Graduation Program (NPGP):

NPGP is a GoP and IFAD funded USD 150 million (GoP USD 50Million and IFAD USD 100 Million) programme to be implemented over aperiod of six years with an overarching objective to assist the ultra-poor andvery poor including women in graduating out of poverty on sustainable basis.The programme aims at transferring of livelihood assets and training to176,877 households in 23 districts of 4 provinces of Pakistan.

The field implementation by partner organizations of NPGP has beenstarted in early 2020 and as of 31st January 2020, 1,974 targeted ultra andvulnerable poor households (90 % assets to women) have receivedproductive assets.

During the same period, an amount of PKR 1.895 billion has been disbursedfrom PPAF to FOs and PKR 149.16 million has been utilized by POs.

2. Interest Free Loan (IFL) Program:

IFL is one of the major components of the initiative being implementedby PPAF through its 24 Partner Organizations (POs). The range of interestfree loans is PKR 20,000 – Rs.75,000. As many as 3.8 million interestfree loans will be provided (80,000 loans a month) for the next 4 yearsto 2.28 million households.

Under the initiative, a total of 547,809 loans (45% loans to women)have been disbursed to the borrowers while cumulative disbursement reachedat PKR 18,502.83 million. Overall, 1,100 Loan Centers/ branches have beenestablished by 24 implementing partners across the country to manage theinitiative.

Pakistan Bait-ul-Mall (PBM):

Pakistan Bait-ul-Mall (PBM) is not administering any projects forprovision of support to the poor and deserving at their doorsteps.

However, PBM is striving hard to support the various pro-poorschemes in the domain of Medical, Education, Financial Assistance and skilledtraining etc. details is as under:-—————————————————————————————

Further, the applicants, are also intimated through PBM. Helpline aboutaudit reservations queries on their cases and to inform them to provide anymissing requisite document for early disposal of their case.

Benazir Income Support Programme (BISP):

The government launched a comprehensive Poverty Alleviation ProgramEhsaas on 27th March, 2019 with its 4 focus areas and 155 policy actions toreduce inequality, invest in people and uplift lagging districts. The program isfor the extreme poor, orphans, widows homeless, disabled, jobless, poorfarmer, labourers, sick and undernourished, students from low-incomebackground and for poor women and elderly citizens. Through EhsaasProgramme government envisages to lift lagging areas where poverty is higher.Ehsaas program is a multi-sectoral and multi stakeholder program and itsoperational details are being worked out in consultation with relevantstakeholders. Government is taking the following measures to extend supportto the deserving ultra-poor in the country.

Kafaalat

Under Kafaalat, cash transfer is provided to an adult ever marriedfemale processing a valid CNIC within an “eligible” household Rs.2,000/- asper the decision of the Federal Cabinet dated 24-01-2020 will be paid toeligible beneficiaries on monthly basis through Biometric Verification System(BVS). BISP disbursed Rs. 104.6 billion to 5.02 million beneficiaries duringFY 2018-19 across the country.

Urder Ehsaas program, Government also plans to complete the povertysurvey in the country. To capture the households missed out during the previoussurvey, self-registration desks are being established in 15 districts withNADRAs collaboration. These registration desks will gradually be extendedto all district of the country through door to door survey activity.

Conditional Cash Transfer (CCT):

The initiative is currently operational in 50 districts and encouragesbeneficiary families with children in age group of 4 -12 years to send their outof school children to schools for primary education through cash transfers.BISP has so far enrolled 3.6 million children all across the country and a totalof about Rs. 12.01 have been disbursed under WeT as of 31st December,

2019. The CCT involves a cash transfer of Rs.750/- for boys and Rs.10001-for girls paid quarterly. BISP Board in its 34th meeting approved rolling out ofCCT education to another 50 districts of the country during 2020.

Nutrition Initiative:

BISP Board in its 34th meeting held on 10th October, 2019 approvedthe design of its Conditional Cash Transfer on Health and Nutrition. Theintervention is aimed at increasing uptake of Health and Nutrition which isaimed at increasing uptake of services of its beneficiaries through provision ofSpecialized Nutritious Food (SNF) for pregnant and lactating women andchildren (6-23 months), immunization of pregnant and lactating women andchildren (0-23 months) and awareness session on hygiene, and sanitation anddietary diversity. BISP Board approved the launching of pilot in 09 districts,one each from all provinces and one each from AJK and merged districts ofKP. The proposed design envisages utilizing Provincial Health Department’sinfrastructure for provision of these services to its beneficiaries. The followinginitiatives have been launched through BISP under the Ehsaas Programme:

(i) Scholarship and education incentive for 5 million students (50% girls)

(ii) Financial and digital inclusion for 7 million individuals (90% women).

(iii) Ehsaas Undergraduate Scholarships for 50.000 students throughFIEC.

(b) Pakistan Bait-ul-Mall (PBM):

No such case has been found in PBM. Therefore reply may be treatedas Nil.

There is noprovision of pension benefit for PNCA employees being employees ofAutonomous body. M No 15(3)/R-4/84, dated 16-10-1984 andre-circulated vide O.M.No.10(1)R-7/2009-412, dated 21st January, 2015,the pension scheme does not exist. Minister In-charge of the Poverty Alleviation and Social SafetyDivision: (a) In FY 2019-20, Rs. 188.103 billion have been allocated forpro-poor schemes under Ehsaas Program. There is no specific quota/ allocationfor Balochistan - the allocation of funds under Kafaalat is not based onprovince/ regions rather it depends on the number of beneficiaries in a particularregion/ area.

(b) Waseela-e-Rozgar (WeR) initiative was launched in February,2012 to provide opportunities for short-term skill development semi-literateand educated unemployed youth for period varying between four to six months.BISP engaged 57 service providers to impart trainings to 58.528 beneficiaries/nominees. The program was closed by BISP Board in its 20th meeting held on26th December 2013 and all payments were stopped. BISP Board in its 32ndmeeting directed BISP Management to conduct third party verification studyto authenticate the veracity of claims of 20 active service providers who hadfulfilled the contractual obligations and pursued their claims with BISP.

Accordingly, BISP engaged firm for 3rd party verification. The firm hasconducted verification study for 20 active service providers and submitteddraft report BISP has constituted a committee to evaluate findings of verificationstudy and make recommendations.

Furthermore, BISP Board in its 33rd meeting held on 4th July, 2019decided that service providers who have not pursued their claims will not beoffered third party verification unless they provide cogent reasons for non-pursuance of their cases. If such requests are received, they will be referredto Board and after approval of Board the same will be referred to the thirdparty verification. So far, BISP has received 8 applications from the non-active service providers and all have been requested to provide. cogent reasonsfor non-pursuance of their cases. Their responses are awaited and remindershave been issued. Their cases will be processed in the light of above mentioneddecision of BISP Board.

Minister In-charge of the Establishment Division: (a)Establishment Division is directly administering only four (4) OccupationalGroups i.e. Pakistan Administrative Service (PAS), Police Service of Pakistan(PSP), Secretariat Group (SG) and Office Management Group (OMG). A listof officers belonging to those Groups and having declared dual Nationality isat Annex-I. However, in the light of Hon’ ble Supreme Court of Pakistan’sdirections, Establishment Division vide O.M dated 06-03-2018 (Annex-II)requested all head of Ministries/ Divisions/ Departments to upload theinformation regarding dual nationality of their officers on NDRA web-portalwithin 6 days. Complete data of dual nationality holder officers/officials ofFederal Government may, therefore, be obtained from NADRA.

(b) The existing rules do not bar appointment of a dual nationalityholder any post. However, the Supreme Court of Pakistan vide its judgmentdated 24-09-2018 passed in Suo Motu Case No.3 of 2018 (dual nationalityof honorable Judges and officials of Courts and Government officials), interalia, observed that it is for the Federal and Provincial Governments to considerwhether they should,-

• formulate negative list(s) of posts within the Government service towhich citizens holding dual nationalities or whose spouses are dualnationals, should not normally be appointed for reasons ofsafeguarding national security and/or vital national interest, exceptwith the permission of the respective Cabinets;

• formulate negative list(s) of posts (decision-making/top managerialposts perhaps) within autonomous/ semi-autonomous statutorybodies/ organizations and companies etc. which are owned/controlled/governed by the Federal and/or Provincial Governments,to which citizens holding dual nationalities or whose spouses aredual nationals, should not normally be appointed for reasons ofsafeguarding national security and/or vital national interest, exceptwith the permission of the respective organization or parentdepartment.

The matter is now pending consideration in the Secretaries Committee.The question of negative list of posts including the sensitive posts (to which adual nationality holder cannot be appointed) shall be decided after receipt ofthe Secretaries Committee’s recommendations.

(c) A dual nationality holder is disqualified from being Member of

Minister of State for Climate Change (Ms. Zartaj Gul) : Climate

Change is considered as one of the most perilous phenomenon and a biggestchallenge being faced by the world today and no country including Pakistan is anexception to it. Pakistan due to its geographic location and poor resources base isamongst the countries which are most vulnerable to the vagaries of climate andagriculture is one of the major sectors being affected by it.

Global Change Impact Studies Centre (GCISC), a dedicated researchinstitute for climate change studies in the country and serving as the research armof Ministry of Climate Change, is doing research climate change and associatedimpacts on the various sectors of socio-economic development including agriculture.For the impact assessment studies, various crop simulation and water managementmodels are being employed.

Projections indicate that average temperature over Pakistan will increasein the coming decades at a pace faster than that of the average global temperatureand may exceed by about 1°C by the end of this century. Studies carried out atGCISC point towards yield losses and reduced growing cycles in the variousclimatic zones of the country under the influence of increasing temperatures. Thewater security of the country is also threatened by the climate change which furtheraccentuates the food in security concerns. Comprehensive studies carried out atthe Centre to assess the impact of climate change on various crops in differentclimatic zones of the country using crop simulation models reveal that Wheat cropyield will be reduced by 3.4-12.5%, in Semi-arid irrigated areas (like Faisalabad,Sheikhupura), 3.8-14.5% in arid areas (like Hyderabad, Badin, Bahawalpur,Multan) and more than 16% in rainfed (Chakwal) areas under different climatechange scenarios towards the end of the century. Similarly, Rice and maize yieldsare expected to decline by 12- 22% and 34-41% respectively under various

climate change scenarios in different agro-ecological regions of the country by theend of the century. The growing season length of these crops will also be shortenedresulting in significant decline in yields. Studies also reflect an increase in net cropwater requirements owing to the increase in temperatures.

Such likely yield reductions call for adaptation measures to protect/increasethe yield. Some adaptation measures like increased rate of fertilizer application,use of higher seed rate, 3-split application of fertilizer, change in sowing window,improved scheduling of irrigation and dry sowing of rice have been evaluated andhave shown promise to maintain yield to a certain extent.

Another manifestation of climate change is in the form of extreme eventslike floods, droughts, heatwaves, cyclones etc. Such events pose massive lossesto agriculture as well. Research on forecasting of extreme events is still in theinfancy globally. Pakistan has experienced more frequent and more intense extremeclimate events such as floods, droughts, cyclones, heavy rain spells, extremelyhigh temperatures etc. as may be seen in Annex-I, which lists such salient eventsfrom 1985 onwards- until now. Based on this information, Table-I compares theoccurrences of various extreme events during the periods 1986-2000 and2001-2019. It may be noted that the monsoon variability has increased substantiallywith time. As a result, Pakistan has experienced flooding every year since 2010which caused huge devastation of life and property. Furthermore, drought prevailedin the southern part of the country during 1998-2001 and 2013-15. Tharparkarand adjoining districts in Sindh are facing the drought situation even now. An extremeevent of heat wave was witnessed by Pakistan in Sindh province including themetropolitan city of Karachi from 17th to 25th June 2015. Due to such extremeevents heavy economic losses have been incurred to agriculture. Even in last yeardue to persistently high temperature in the 3rd

and last weeks of August rice and

maize yields are heavily suffered.

The details of actual losses to agriculture and especially crop productioncan be taken from Ministry of National Food Security and Research.

To define a strategy in tackling the adverse impacts of climate change onagriculture is the mandate of the Ministry of National Food Security and Research.However, Ministry of climate change is well hooked up with Ministry of NationalFood Security and Research (MNFSR) in providing every possible support in theareas of research, project development and partnership for joint implementationand agriculture related climate change actions and negotiations.

Government of Pakistan has undertaken a number of initiatives to makePakistan Eco-Friendly some of which are as under:

(b) Billion Trees Afforestation Project:

Starting from the small province of Khyber Pakhtunkhwa (KPK), weembarked on a journey to plant a billion trees and 4 years down the line, the“Billion Tree Tsunami” (Billion Trees Afforestation Project) became the first entityunder the global “Bonn Challenge” to not only meet its pledge of restoring 3.48million ha of forest but has today significantly enhanced it by restoring over 6million ha of forest. This project created half a million green jobs, revived theforest biodiversity, engaged the indigenous communities and energized our youthto become custodians of a green future. The project also contributed towards theimprovement of biodiversity by restoring wildlife shelters.

10 Billion Tree Tsunami Project:

10BTT Project is built on highly successful initiative of KPK’s Billion TreesAfforestation Project (BTAP). The outcomes of BTAP have been dulyacknowledged by World Economic Forum, United Nations EnvironmentProgramme, Bonn Challenge and other international bodies and fora. Followingthe success and confirmation by the independent monitors, Government of Pakistandecided to set a goal of 10 Billion Tree Plantation across the country. This widerproject is expected to deliver dividend in preserving atmospheric health, reducinggreenhouse gas effects, lowering cases of random floods, lowering rains, droughtsand enhancing other biodiversity supportive actions.

Eco-system Restoration Initiative:

Government of Pakistan has launched the Eco-system Restoration Initiative(ESRI) for (i) facilitating transition towards environmentally resilient Pakistan bymain streaming adaptation and mitigation through ecologically targeted initiativescovering afforestation, biodiversity conservation, enabling and enhancing policyenvironment consistent with the objectives outlined in Pakistan’s NationallyDetermined Contribution (NDC); and (ii) attaining Land Degradation Neutrality(LDN) by restoring at least 30% of degraded forest, 5% of degraded cropland,6% of degraded grassland (rangeland) and 10% of degraded wetlands in Pakistanby 2030 to generate eco-system services and provide additional support tomitigation of GHG in Pakistan. The initiative also seeks to establish an independent,transparent and comprehensive financial mechanism in Pakistan called “Eco-system

Restoration Fund (ESRF)” to finance the projects and programmes under theinitiative.

Recharge Pakistan:

Pakistan is a country without a choice on climate adaptation as it is facing

up to the impacts at ground “zero”. Our climate adaptation needs are between $7

to $14 billion per annum and this is all forced adaptation. This, subsequently,

makes climate compatible development an inevitable direction to take and building

resilience of our vulnerable communities as well as our infrastructure, an undeniable

option. Pakistan is launching this new initiative titled; “Recharge Pakistan throughIntegrated Flood Risk Management and Building Resilience to Climate Changethrough Ecosystem-based Adaptation”. The components of the project are; a)Ecosystem-based Adaptation for Integrated Flood Risk and Water ResourcesManagement, b) Enhancing Resilience of Vulnerable Communities to ClimateChange, c) Enabling a Paradigm Shift towards Ecosystem-based Adaptation inPakistan. The project would impact around 10 million vulnerable people at reducedrisk from floods and benefit from climate-adapted livelihoods by year 2030.

National Electric Vehicle Policy:

In order to mitigate the negative impacts of automobile sector onenvironment and giving a boost to the economy, Government of Pakistan hasapproved its National Electric Vehicle Policy targeting a 30% shift to electric by2030. In addition, world’s first “zero emissions” metro line project has been launchedin the city of Karachi.

Clean Green Pakistan Movement:

“Clean Green Pakistan Movement” has been launched with a vision todrive a nationwide movement by the people of Pakistan for the clean and greenenvironment for all citizens of the country. A “Clean-Green Cities Index” has beeninitiated in 20 cities to trigger a shift towards improved waste management andsanitation. Concurrently, Pakistan has decided to get out of its plastic addiction bybanning the single use plastic bags - which is now being enforced across the country.All the above are indicators of a shifting landscape in Pakistan under the

government towards a cleaner, greener and sustainable future aiming for loweringthe emissions and ensuring climate resilient growth.

However,recruitments in BPS-16 and above are carried out through Federal Public ServiceCommission (FPSC).

Minister In-charge of the Poverty Alleviation and Social SafetyDivision: The following pro-poor programmes are run by BISP, being an arm ofEhsaas program to address poverty and inequality in the country:

Ehsaas Program:

The government launched a comprehensive Poverty Alleviation ProgramEhsaas on 27th March, 2019 with its 4 focus areas and 155 policy actions toreduce inequality, invest in people and uplift lagging districts. The program is forthe extreme poor, orphans, widows, homeless, disabled, jobless, poor farmer,labourers, sick and undernourished, students from low-income background andfor poor women and elderly citizens. This plan is also about lifting lagging areaswhere poverty is higher. Tahafuz program is also being launched as shock-orientedprecision safety net for the vulnerable to protect them against shocks. This willinvolve one-time financial assistance to protect against catastrophic events. Ehsaasprogram is a multi-sectoral and Multi stakeholder program and its operational

details are being worked out in consultation with relevant stakeholders –these willbe shared with the honorable member(s) as soon as these are finalized.

Government is taking the following measures to control poverty in thecountry:

Kafaalat:

Under Kafaalat, cash transfer is provided to an adult ever married femaleprocessing a valid CNIC within an “eligible” household Rs.2,000/- as per thedecision of the Federal Cabinet dated 24-01-2020 will be paid to eligiblebeneficiaries on monthly basis through Biometric Verification System (BVS). BISPdisbursed Rs.104.6 billion to 5.02 million beneficiaries during FY 2018-19 acrossthe country.

Under Ehsaas program, Government also plans to complete the povertysurvey in the country. To capture the households missed out during the previous,survey, self-registration desks are being established in 15 districts with NADRAscollaboration. These registration desks will gradually be extended to all district ofthe country through door to door survey activity.

Conditional Cash Transfer (CCT):

The initiative is currently operational in 50 districts and encouragesbeneficiary families with children in age group of 4 -12 years to send their out ofschool children to schools for primary education through cash transfers. BISP hasso far enrolled 3.6 million children all across the country and a total of aboutRs.12.01 have been disbursed under WeT as of 31st December, 2019. The CCTinvolves a cash transfer of Rs.750/- for boys and Rs.1000/- for girls paid quarterly:BISP Board in its 34th meeting approved rolling out of CCT education to another50 districts of the country during 2020.

Nutrition Initiative:

BISP Board in its 34th meeting held on 10th October, 2019 approved thedesign of its Conditional Cash Transfer on Health and Nutrition. The interventionis aimed at increasing uptake of Health and Nutrition which is aimed at increasinguptake of services of its beneficiaries through provision of Specialized NutritiousFood (SNF) for pregnant and lactating women and children (6-23 months),immunization of pregnant and lactating women and children (0-23 months) and

awareness session on hygiene, and sanitation and dietary diversity. BISP Boardapproved the launching of pilot in 09 districts, one each from all provinces and oneeach from AJK and merged districts of KP. The proposed design envisages utilizingProvincial Health Department’s infrastructure for provision of these services to itsbeneficiaries. The following initiatives have been launched through BISP under theEhsaas Programme:—

(i) Scholarship and education incentive for 5 million students (50% girls)(ii) Financial and digital inclusion for 7 million individuals (90% women).(iii) Ehsaas Undergraduate Scholarships for 50,000 students through

HEC.

(c) The proposal for 50% increase in rental ceiling for hiring of residentialaccommodation of PTV Employees was considered by the Board of Directors inits 224th meeting held on 28-01-2019 and deferred due to financially crippledcondition of PTV. However, with the better strategy put in place by the presentManagement, financial health of the organization slightly improved and a meagerprofit of Rs.347.570 million (prov) has been earned during the fiscal year2018-19. Although the current financial position has become better, but yet PTVis under huge inherited liabilities of approximately 19 billion due to previous yearslosses including liabilities of pensioners/retired employees. Management’s foremostpriority is to pay off all pending dues of pensioners, because employees retiredduring 2018 onward are still awaiting their commutation arrears. A sum ofRs: 900(M) has been paid to pensioners/retired till December, 2017 againstcommutation in the recent past. Despite declining financial position of the mediaindustry, PTV employees & pensioners are being paid their monthly salary &pension regularly on time. The moment financial health of the corporation becomesstable, 50% increase in house rental ceiling will be considered.

(d) Yes, the proposal is under consideration to set it again on the agendaof BoD for approval.

Procedure for complaints handling

2. To meet the given mandate, PTA has devised a Standard OperatingProcedure for lodging complaints, details of which are given as under:

a. Complaints by Stakeholder Organization and General Public:Under section, 37 of the Act, complaints pertaining to objectionableonline content like Anti-State, Blasphemy, Hate speech, Anti-Judiciary, Pornography and Public order can be lodged. Forgovernment departments an online portal is provided to lodgecomplaints according to their domain/scope of work. For public, anemail address i.e. [email protected] has beenadvertised to register complaints.

(b) Complaints by Aggrieved Person:

Under section 20 (Dignity of Natural Person), 21 (Modesty of NaturalPerson), 22 (Child Porn) and 24 (Cyber Stalking) of the Act, aperson who is aggrieved due to presence of certain content overinternet has to approach PTA for lodging complaint and accordinglyPTA initiates process for its blocking/removal. 3. The complaints are analyzed and processed as following:

(a) If the reported URL (link) is hosted on an unsecured platform (http),it is blocked through local ISPs.’

(b) If the URL is hosted on a secured platform i.e. at https protocols,etc. then administration of the concerned website is requested toremove the unlawful content. Major social media and video sharingwebsites e.g. Facebook, YouTube, Twitter, Dailymotion etc. arehosted on “https” based platforms.

(c) As stated above, a person aggrieved due to presence of defamatory/propaganda content on internet, has to approach PTA for its removal.In addition, PTA carries out proactive search for content under the

Minister for National History and Culture (Mr. Shafqat Mahmood):The Federal Government has taken the remarkable steps for the implementationof Urdu as Official Language.

The Federal Government has established National Language Promotion(NLPD) Department on 4th October 1979 to promote and prepare the material

for the promotion of the national language. The NLPD developed the relatedmaterial for the language development, which includes publication of more than700 books, dictionaries of various fields,

translated almost 98000 pages of official

documents. More than 4,500 Government Officers were trained to work in Urdu.Master Trainers at the Secretariat Training Institute were also trained to furtherimpart training to government functionaries for working on Urdu as ComputerizedLanguage. The material developed by NLPD considered as gold mines of linguisticswhich is now converted into accessible and usable modern techniques. A digitalcopy of the Farhang-E-Talafuz (Urdu dictionary), Qaumi English Urdu and LegalEnglish Urdu Dictionaries are available online at NLPD official website(www.nlpd.gov.pk). In the era of technology the National Language PromotionDepartment is playing a vital role on national and international platforms for nationallanguage development and processing. We joined hands with the internationalUnicode Consortium to standardize the Urdu for the use over internet, computer,mobiles and other such platform and devices.

The Honorable Prime Minister Islamic Republic of Pakistan has accordedthe approval for the ten points agenda under section 251 of constitution of Pakistan,on 6th July 2015 as under:

1. All the departments (govt. and semi-govt.) working under theadministrative control of the Federation will publish Urdu translationof their policies within 3 months.

2. All the administrative departments (govt. and semi-govt.) workingunder the administrative control of the Federation will publish Urdutranslation of all laws within 3 months.

3. All the departments (govt. and semi-govt.) working under theadministrative control of the Federation will publish Urdu translationof all kind of forms along with English within 3 months.

4. Sign Boards in both Urdu and English will be displayed at all placesof public importance i.e. courts, police stations, parks, educationalinstitutions, banks etc. for the guidance of the general public within3 months.

5. All the documents of passport office, income tax department, AGPR,Auditor General of Pakistan, WAPDA, Sui Gas, Election Commissionof Pakistan including Driving Licenses and Utility bills will be providedin Urdu within 3 months.

6. All the contents of passport will be given in Urdu and English. All thedepartments (govt. and semi-govt.) working under administrative

control of the federal government will host their websites in bothUrdu and English.

8. Proceedings of all the official ceremonies/receptions will be initiatedin Urdu in due course of time within 3 months.

9. President, Prime Minister and all federal Govt. representatives /officers will deliver their speeches in Urdu within and out of country.This process will be started gradually within 3 months.

10. National Language Promotion Department will be given main focuswith respect to implementation and promotion of Urdu, so that theobstacles in the way of accomplishment of this national objectivecan be removed effectively at the earliest possible.

The Federal Government has constituted a high level committee for theimplementation of Urdu as official language comprising of Federal CabinetMembers.

All Federaland Provincial Housing Departments have identified lands/sites and are in theprocess of being transferred to commence construction. Infrastructure works insome areas have commenced in Punjab. In Lodhran, District Multan works onRoads and Trunk Services are being initiated. Similarly, in Patoki and Renala inDistrict Lahore, work on infrastructure will commence shortly.

(b) Road-map/Govt Plans

The registration for allotment of low cost houses at NADRA remainedopen for 295 days from 2019 to 2020. The registration periodterminated on 15 January, 2020, NADRA registered over 2 millionapplication forms across Pakistan, through NADRA Sahulet Centers,

Easy Paisa, Jazz & Credit Cards. Islamabad region remained at thetop with 261,643 applications.

At present, scrutiny of these applications is under process.Concurrently, acquisition of encumbrance-free land in all provincesis also being pursued. Balloting for allotment of low cost houses willbe carried out on initiation of housing projects in various districts andcities on completion of codal formalities.

Efforts on finalizing designs and layout of the houses are in progress.Consultants for designing of the project at various locations are beingshortlisted / hired through due process. Negotiations are underwaywith State Bank of Pakistan and other banks to provide loans andmortgage facility to the allottees at minimum possible interest rate toenable them to buy the houses. The incentive package announcedby the Prime Minister is being finalized so that the cost of constructionis minimized. Negotiations with builders/investors (both local andforeigners) are in hand. Their business models are being studied andnecessary negotiations are under way to enable them to start thework.

Minister In-charge of the Cabinet Division: (a) PakistanTelecommunication Authority (PTA) has issued cellular licenses on Nationalbasis with certain terms and conditions including network rollout obligationsand Quality of Service. Telecom operators are therefore obliged to rollouttheir networks as per license requirement. All operators are fulfilling their licenseobligations, however, further enhancement of coverage is as per the commercial/business viability and security aspects. The current status of coverage inerstwhile FATA is attached as Annex-A.

Network rollout obligations include rollout across Pakistan onnon-discriminatory basis and the same has been in progress since 2015. Sofar data services have been provided to 16x Tehsils of ex-FATA whereas,remaining areas will also be covered with the passage of time. However, it ispertinent to be mentioned that Data services in certain areas are closed attimes due to security concerns while the infrastructure is available in majorityof communication hubs.

PTA always makes the efforts for extension of services to remote areasand keeps on directing CMOs to provide services to such areas from time totime. Nevertheless, there may exist certain population or geographical areasthat would remain un-served or under-served. (b) PTA has published a “Framework for Test and Development ofFuture Technologies Particularly for Fifth Generation (5G) Wireless Networksin Pakistan, in line with GoP Policy Directive and the trials are being conductedin Pakistan. It is imperative to mention that large scale commercial roll-out of5G will depend upon availability of cost-effective devices, consumer demand,and facilitation to licensees for deployment of necessary infrastructure. Also,there is a comprehensive process to be followed for introduction of 5Gtechnology in Pakistan based on the following;

a) Policy Directive by Government of Pakistan (GoP);

b) Hiring of Consultant;

c) Approval of Consultant report;

d) Issuance of Information Memorandum by PTA;

e) Stakeholder Consultation;

f) Conduct of Auction;

g) Payment of Fee; and

h) Issuance of Licenses

Minister In-charge of the Poverty Alleviation and SocialSafety Division: Ehsaas Kafaalat Program is aimed to save ‘poorest of the poor’from falling into destitution and for this a monthly stipend is given to beneficiariesidentified on the basis of socio-economic survey of 2010-11. Nation-wide door-to-door poverty survey was conducted to identify eligible households throughapplication of a Proxy Means Test (PMT) determining welfare status of householdon a scale between 0-100.

Ehsaas Kafaalat cash transfer’ is being disbursed on monthly basis @Rs.2000/- per month, in the light of decision of Federal Cabinet dated24-01-2020. Kafaalat cash benefit is provided to an adult ever married femalepossessing a valid CNIC within an eligible household as per eligibility criteriaapproved by BISP Board in its 6th meeting held on 8th January, 2010. Based onthe fiscal space available with the government, PMT score of 16.17 was declaredas eligibility cut-off point — all households with the cut off score of 16.17 andbelow are considered as eligible for cash grants under Kafaalat.

Budget allocation of Rs.180 billion has been earmarked for EhsaasKafaalat program in the fiscal year 2019-20.

Minister of State for Climate Change (Ms. Zartaj Gul): (a) InIslamabad Capital Territory (ICT), there are approximately 185+ industrialunits with different cadres and scale of sizes. The major industries in Islamabadare steel furnaces, marble industries and pharmaceutical industries which arealso under observation by Pak-EPA.

All the industries within ICT are bound to control air emissions throughinstallation of anti-pollution devices.

Among all of the aforesaid industries, the Steel Industries are beingconsidered as a major air polluting Industries in ICT.

All the steel furnaces (08) situated in ICT have installed pollutionabatement technology which is being monitored by Pak-EPA regularly forensuring the compliance of NEQS.

Gradually every industry situated in Islamabad Capital Territory (ICT)including marble industries and brick kilns are being taker in loop for theinstallation of pollution abatement technology.

Pak-EPA also directed brick kiln owners to adopt zig-zag technologyon immediate basis. The technology was introduced with the cooperation ofthe All Pakistan Brick Kiln Owners Association (APBKOA). Ten (10) out ofsixty-three (63) brick kilns have now turned over their kilns on newlyenvironment friendly zig-zag technology. The zig-zag kiln technology has beenestablished to enhance fuel efficiency, energy savings and lessening in emissions.Further, all the owners of brick kilns who have not yet installed the pollutioncontrol technology have now submitted affidavits to convert their kilns toenvironment friendly zig-zag technology by the end of 2020.

(b) In ICT, Pak-EPA ensures strict compliance of notified NEQS ofambient air, industrial, municipal and gaseous emission by the industries and takeslegal actions against the industries on violation of the Pakistan EnvironmentalProtection Act (PEPA), 1997 and the regulations made thereunder.

(b) whether it is also a fact that instead of photocopy the FEB andGIF demands original transcript of result of each semester forwhich Universities charge Rs.700/- for each print; and

(c) whether it is further a fact that the last Semester’s fee is not re-imbursed despite the fact that the millions of rupees are deductedeach month from the salaries of every FG employee?

Minister In-charge of the Establishment Division: (a) No, it is not afact that process for getting reimbursement of fee is difficult. Availing feereimbursement is very simple. The applicant has to apply on prescribedapplication form alongwith vital documents mentioned in the form. Further,the facilitation counter has been established and staff has been placed there tocheck the claim before submission as to whether the case is complete orotherwise. Further, reimbursement of Actual semester / annual fees upto amaximum of Rs 100,000 per annum is made under Rule 25-A of FEB & GIFRules, 1972 (Annex-I) to the Federal Government employees whose childrengot admission on merit in public sector universities in the disciplines of Medical,Engineering, IT, Business Studies. Architecture and D-Pharmacy. However,fee is reimbursed for whole academic year either examination is annual orsemester wise.

(b) It is not a fact that FEB & GIF only accept original result. Thebeneficiary may either provide original transcript of result or photocopy oftranscript / result duly verified by the concerned officer or the authorized officerof the university / college / institute / Board to avoid fake / bogus claims.

(c) No it is not a fact that last semester’s fee is not reimbursed. Thefee is reimbursed for whole tenure / period of professional study but not forthe semester / year in which the student fails in one or more subject. Lastsemester’s fee is reimbursed on the basis of previous immediate result. Forinstance the fee of 8th semester (last semester in case degree is of 4 years) isreimbursed on the basis of result of 7th semester.
