z Thursdayz April 26, 2018 4 DISTRICTS STATE TIMES NEWS UDHAMPUR: A delegation of NPP leaders under the leadership of former MLA and State President Balwant Singh Mankotia on Wednesday called on interlocutor Dineshwar Sharma at Tara Niwas and highlighted the plight of Saddal villagers who faced disastrous natural calamity in 2014 when 40 peo- ple of the village buried alive under the debris. During meeting with interlocutor Dineshwar Sharma at Udhampur, Mankotia informed that after the pas- sage of four years, people of this village didn't receive any financial assistance from the government but on the other hand government is providing assis- tance of Rs 6 lacks and numeration of Rs 4,000 per month to the surrendered militants. He also Demanded CBI inquiry in Rasana case to seek justice for Kathua case. He also demanded complete com- pensation for the land acquired by the army from the formers of Udhampur district and asked to provide opportuni- ty in employement in army at medium level. He further demanded the facilities for the Jammu migrations living in Udhampur at par with the Kashmiri Pandit migrants. Sukhdev Singh, ,Sudesh Sharma, Jagdev Jagga, Amarnath Mehra, Sunil Gudda, Rampal Bhagat, Balbir Singh, Pawan Gupta, Gulshan Kesar, Naresh Kumar, Sanjay Sharma, Kunj Lal, Amit Kumar also accompanied the delegation. A deputation of Lok Vikas Dal (LVD) led by President Vikram Singh Slathia also met Dineshwar Sharma and appraised him about the discrimination with Jammu region. Slathia apprised Sharma that people of Jammu region are facing discrimination in case of recruitment, posting as well as transfer process and selection for various posts. He also demanded that Rasana rape and murder case should be handedover to CBI, in order to grab the real collars. Issue of illegal stay of Rohingyas was highlighted by Slathia. While deputation of Associated Chamber of Commerce and Industries Udhampur led by president Ravi Malguria and Gen. Secy. Vinod Gupta apprised Sharma that public of Udhampur including traders, business- men, contractors, unemployed and underemployed youth ,casual workers, contractual lecturers bearing the brunt of discrimination by the Kashmir cen- tric leadership over a long period in all spheres including employment, alloca- tion of funds, development schemes, tourism promotion, power, health and allied sectors. They also demanded that private light motor vehicle especially cars shall be exempted to pay toll tax at toll plaza. They also demanded deporta- tion of Rohingyas and CBI enquiry Rasana case. Another deputation of Congress party led by Ashok Gupta appraised interlocutor that the present Govt. is an unholy alliance of two parties of different ideology which failed on all the fronts. He said that the discrimina- tion with Jammu region has reached the peaks, Govt proved failure in provid- ing jobs to the youth and redressing the law and order in the State. STATE TIMES NEWS BHADARWAH: Though there was some respite during the last 48 hours from the unseasonal snowfall and cold wave but heavy showers lashed Bhadarwah region again on Wednesday after- noon bringing back the famous chill. Chenab region in general and Bhadarwah Valley in par- ticular has been witnessing torrential rains and unseason- al snowfall since quite a long time now. In fact, the month of April has been quite cold for the entire region with rains being on the higher side throughout. This year, Chenab region recorded way more rains in April as compared to what it usually does. The region has already surpassed its monthly average rains. The downpour, which start- ed in later half of the after- noon, was accompanied by thunder and lightning. After experiencing extreme cold wave conditions due to unseasonal snowfall in the hills of Chenab Valley in most part of the month of April, people were expecting a pleasent change in weather as during last two days, sun finally came out of the clouds after long hiatus. "Traditionally in Bhadarwah we stop using Bukhari (fire place) from Baisakhi (13 April) but due to extended cold wave, we were compelled to continue with it until yesterday. As finally after feeling some warmth of spring in last two days, we were planning to wind it up today, but due to heavy down pour and cold winds we are again sitting in front of fire place," said Hatish Kumari of Seri Bazaar Bhadarwah. According to forecast weath- er will remain wet for another 24 hours in the region and will improve from Friday. (Pic by Raja Rehber Jamal) STATE TIMES NEWS NOWSHERA: Taking for- ward the observation of 29th Road Safety Week to Sub- divisional Level, the Motor Vehicle Department Rajouri organised a mega medical- cum-awareness camp at Nowshera. DC Nowshera Sachin Dev Singh, ASP Master Popsy, ARTO Neeraj Sharma, BMO Nowshera, Officers from Sub-divisional administration and teams of doctors were present on the occasion. Detailed discus- sions were held with drivers, conductors and representa- tives of trade unions about various aspects of road safety and traffic rules besides responsibilities of drivers while driving on roads. Speakers including Addl DC Nowshera, ASP and ARTO interacted with them. On the sidelines of the awareness camp a medical camp was also held in which more than 190 drivers and conductors were examined for eye sight, sugar level, colour blindness etc. Free helmets were also distributed among the two wheelers. Social Worker Vinod Sharma, Youth Activist and President Students Union Rishiv Sharma, Pandit Narinder,Sanjeev Dutta (President Tata Magic Union),Babu Ram Choudhary (Manager Bus Stand) also spoke on the occa- sion. BHADARWAH: On the third day of 'Road Safety Week', Motor Vehicle Department (MVD) Doda organised an awareness pro- gramme cum Medical camp at Additional District Bhadarwah on Wednesday. The programme on the theme 'Sadak Suraksha Jeevan Raksha' was organ- ised under the supervision of ARTO Doda Zubair Ahmed at New Bus Stand Kotli Bhadarwah, where Tehsildar Bhadarwah Masood Ahmed was the chief guest and SDPO Brijesh Sharma was the guest of honour. Speaking on the occasion, Tehsildar Bhadarwah Masood Ahmed advised the partici- pants to avoid over speeding, racing, drunken driving use of mobile phone while driving, wrong overtaking and under- age driving to stop loss of pre- cious human lives and asked participants to take all neces- sary measures as well as fol- low the traffic rules for enjoy- ing safe driving and healthy life. ARTO Doda Zubair Ahmed stressed upon all the atten- dees particularly driver com- munity to undergo regular medical checkups to ensure the fitness of their body and mind for safe transportation of the passengers. SDPO Brijesh Sharma stressed upon the youth to wear hel- met and seat belt while driv- ing two-wheeler or four-wheel- er to avoid fatal injuries. Later, during Medical camp, a team from SDH Bhadarwah comprising Dr Rahat Goni Medical Officer, Sanjay Kumar Eye Technician and para-medical staff examine the people espe- cially drivers community and provide them medicines free of cost. Besides officials of MVD Doda and staff from SDH Bhadarwah, a large number of driver community and general public also attended the road safety week programme. RAMBAN: Motor Vehicles Department in collaboration with health department organised an awareness pro- gramme, group discussion as well as medical checkup camp for drivers and conductors at bus stand Ramban on the 3rd day of Road Safety Week. The programme was held by the Department under the supervision of Assistant Regional Transport Officer (ARTO) while Deputy Chief Medical Officer, Dy. SP Traffic, MVD Inspectors and other concerned officials were present on this occasion. A group discussion session was also organized on the occasion between drivers, con- ductors and officers in which discussions were held between both sides to raise awareness about traffic norms. During the medical camp medical experts examined more than 100 drivers and conductors by checking their blood pressure, sugar level, eye sight and other medical aspects. SAMBA: Motor Vehicles Department today organised a free eye checkup and Medical Camp for Commercial Drivers in collab- oration with Health Department at New Bus Stand Samba. The team of doctors from Health Department under the super- vision of Dr Rajni Gupta con- ducted the medical checkup, eye test, others and provided free medicines to the drivers and conductors of the Commercial vehicles. The slo- gans and road sign pamphlets were also distributed to the Drivers. The ARTO advised Commercial Drivers to get their vehicles mechanically fit. He also advised them to follow traffic rules for their own safety and adopt safety meas- ures to reduce the accidents to save precious lives. Police recovers missing girl, reunites with family STATE TIMES NEWS KISHTWAR: Police on Wednesday recovered a girl whose missing report was registered in Police Station Dachhan and re-united with her family after completing all the legal formal- ities. According to police, on April 20, 20108, Police Station Dachhan received a missing report that one Kavita Devi (name changed) resident of Sunder Dachhan is missing and whereabouts of her are known. Police parties intensified the searches and on April 24, located the girl near Dangdaro bus stop where she was waiting to escape towards Kishtwar clad in Bhurka in order to conceal her identity. The police after completing the legal formalities handed over the missing girl to her mother and paternal uncles. Quilt shop gutted STATE TIMES NEWS DODA: A quilt shop was completed gutted in divesting fire that broke out in it near Chief Agriculture Office Nagri Circular Road Doda on Wednesday morning. As per reports, one shop belonging to Sharief Mansoori son of Ali Mansoor of Bihar who was run- ning quilt business in Doda since many years, caught fire in which all the mer- chandise got completed gutted. The shop gutted was mainly of old clothes, cotton and handmade quilts which costs worth more than lakh of rupees. However, locals of the area particularly youth helped in dousing the fire with the help of Fire and Emergency Deptt and Doda Police and prevented it to spread to others shops and houses. In this fire incident no loss of life was reported, however son of shop owner got minor injured who was later shifted to DH Doda for treatment. As per prime fascia of this case, electric short circuit is said to be the cause of fire. Minor gangraped, one accused arrested STATE TIMES NEWS POONCH: A 14-year-old girl student of ninth class was allegedly kidnapped and raped by two persons in Poonch dis- trict, a senior Police officer said. The victim was returning to her home when two persons, identified as Azhar Mehmood, son of Barkat Hussain and school teacher Mohd Rafeeq, son of Abdullah, allegedly kid- napped the minor and then raped her, as per the official reports. The Poonch Police arrested accused Azhar Mehmood and produced him before the Court while hunt is on to arrest the other accused. The court has granted seven days police remand to Azhar Mehmood for investigation. According to the reports, the duo had also threatened the girl to not reveal about the incident to anyone. However, the girl did inform her family about it, who then filed a police complaint against the accused. STATE TIMES NEWS POONCH: District Development Commissioner Mohammad Aijaz Asad on Wednesday reviewed the sta- tus of ongoing developmental works being executed in pur- suance of directions issued by Chief Minister during her Public Outreach Programme held on March 5, 2018, in the district. The meeting was attended by ADDC, ACR, CPO, Chief Education Officer, Chief Medical Officer, Chief Horticulture Officer, Chief Agriculture Officer, Executive Engineers of R&B, PHE, PDD PWD and irriga- tion, District Social Welfare Officer and other district offi- cer. It was informed during the meeting that more that 351 issues of various natures were brought to the notice of Chief Minister which includes developmental works, prepa- ration of DPR for various projects/upgradation of health and educational insti- tutions, augmentation of water and electricity supply system, upgradation of roads infrastructure, infrastructure in rural areas and promotion of tourism in the district. The CMO informed the DDC that his department has provided ambulance for village Guntaria and also identified land in Poonch for Nursing College besides sub- mission of proposal for upgradation of sub-centre to PHC at village Jhullas. He further informed that a detailed proposal for blood bank for Sub-District Hospital Mendhar is under preparation and shall be sub- mitted with government besides proposal for upgrada- tion of sub centre Jhullas and posting of adequate staff in various health institutions across the district. He also put forth a demand made for three Bullet proof ambu- lances, one for each con- stituency in the district. The other departments also made detailed presentation on status of ongoing works on CM commitments and assured the DDC that the works will be completed with- in stipulated time. In the meeting, DDC also held point wise review of deci- sions taken in previous board meeting and asked the offi- cers to implement the pend- ing decisions in letter and spirit well before the next board meeting. The DDC directed the con- cerned officers to put in con- certed efforts and gear up their men and machinery for time bound completion of all ongoing projects. He asked the officers to submit action taken reports to his office on weekly basis. DDC for timely implementation of CM’s commitments DDC Mohammad Aijaz Asad chairing a meeting at Poonch. STATE TIMES NEWS MENDHAR: A meeting of revenue officers of Sub Division Mendhar was convened at Tehsil Complex Mendhar to review the progress under Digital India Land Records Modernisation Programme (DILRMP). Meeting was chaired by Regional Director Survey and Land Records Peer Panchal Syed Shokat Hussain Kazmi and was attended by Sub Divisional Magistrate Mendhar Dr Mohd Tanveer along with Tehsildars/Naib Tehsildars of Sub Division Mendhar. SDM Mendhar gave a brief account with regards to main- tenance and updation of rev- enue records in the Sub Division. He assured that his team of revenue officers will make all possible efforts for timely completion of revenue records prerequisite under DILRMP. Tehsildars Balakote, Mendhar and Mankote also gave details of updation and maintenance of revenue records in their respective tehsils. Speaking on the occasion the Regional Director stressed upon the need of timely comple- tion of revenue records so that the project can be successfully implemented on time. He also appreciated the team of rev- enue officers/ officials for their hard work in completion of maximum number of Jamabandi in a very short span of time and hoped that with the same zeal and dedication rest of Jamabandis will also be written within the time frame. At the same time he also advised the Tehsildars to get the written Jamabandis scrutinized again so that at later stage the department be saved from any sort of problem in future. Progress of land record digitalisation reviewed STATE TIMES NEWS RAJOURI: Rashtriya Panchayat Raj Diwas (National Local Self-Government day) was observed in Rajouri under the three week long Gram Swaraj Abhiyan. The day is observed all over India on 24th of April, 2018 to strengthen the Panchayat Raj institutions of the country through which the public participate in the devel- opmental process. To celebrate the day special, programmes were organised organised in 8 eight border vil- lages of Nowshera Sub-division under the Gram Swaraj Abhiyan-Special central inter- vention for achieving hundred percent saturation under 7 cen- trally sponsored schemes. Main function was held at Hanjana Thakra in which a team comprising of Tasneem Majjid Ganai (IAS) and Vinesh Pachnanda undersecretary to GOI, representative from GOI and Nodal officers for GSA implementation in the district participated and observed the activities being carried out. The programme was successfully conducted under supervision of Block Development Officer Nowshera Surinder Singh who coordinated with line depart- ments in its conduct. He also made a detailed presentation about Rashtriya panchayati Raj Diwas and its importance in panchayats in strengthening Panchayats. The Departments including Health and Family Welfare, Revenue, PDD, PHE, Social Welfare, FCS & CA and Education participated in the camp and on spot services were provided to the beneficiaries which included caste and income certificates by revenue, subsidised LED bulbs by PDD and free LPG connections by FCS & CA. Awareness was given to the participants about social welfare schemes, insur- ance schemes of banks and other targeted schemes under the Abhiyan and on the spot registration under these schemes were also made. KISHTWAR: Police on Wednesday recovered a girl whosemissing report was registered in Police Station Dachhan andre-united with her family after completing all the legal formal-ities.

According to police, on April 20, 20108, Police StationDachhan received a missing report that one Kavita Devi(name changed) resident of Sunder Dachhan is missing andwhereabouts of her are known. Police parties intensified thesearches and on April 24, located the girl near Dangdaro busstop where she was waiting to escape towards Kishtwar cladin Bhurka in order to conceal her identity. The police aftercompleting the legal formalities handed over the missing girlto her mother and paternal uncles.

DODA: A quilt shop was completed gutted in divesting firethat broke out in it near Chief Agriculture Office NagriCircular Road Doda on Wednesday morning.

As per reports, oneshop belonging toSharief Mansoori sonof Ali Mansoor ofBihar who was run-ning quilt business inDoda since manyyears, caught fire inwhich all the mer-chandise got completed gutted. The shop gutted was mainlyof old clothes, cotton and handmade quilts which costs worthmore than lakh of rupees.

However, locals of the area particularly youth helped indousing the fire with the help of Fire and Emergency Depttand Doda Police and prevented it to spread to others shopsand houses.

In this fire incident no loss of life was reported, however sonof shop owner got minor injured who was later shifted to DHDoda for treatment. As per prime fascia of this case, electricshort circuit is said to be the cause of fire.

POONCH: A 14-year-old girl student of ninth class wasallegedly kidnapped and raped by two persons in Poonch dis-trict, a senior Police officer said.

The victim was returning to her home when two persons,identified as Azhar Mehmood, son of Barkat Hussain andschool teacher Mohd Rafeeq, son of Abdullah, allegedly kid-napped the minor and then raped her, as per the officialreports.

The Poonch Police arrested accused Azhar Mehmood andproduced him before the Court while hunt is on to arrest theother accused. The court has granted seven days policeremand to Azhar Mehmood for investigation.

According to the reports, the duo had also threatened thegirl to not reveal about the incident to anyone. However, thegirl did inform her family about it, who then filed a policecomplaint against the accused.

STATE TIMES NEWS POONCH: DistrictDevelopment CommissionerMohammad Aijaz Asad onWednesday reviewed the sta-tus of ongoing developmentalworks being executed in pur-suance of directions issued byChief Minister during herPublic Outreach Programmeheld on March 5, 2018, in thedistrict.

The meeting was attendedby ADDC, ACR, CPO, ChiefEducation Officer, ChiefMedical Officer, ChiefHorticulture Officer, ChiefAgriculture Officer,Executive Engineers of R&B,PHE, PDD PWD and irriga-tion, District Social WelfareOfficer and other district offi-cer.

It was informed during themeeting that more that 351issues of various natures werebrought to the notice of ChiefMinister which includesdevelopmental works, prepa-

ration of DPR for variousprojects/upgradation ofhealth and educational insti-tutions, augmentation ofwater and electricity supplysystem, upgradation of roadsinfrastructure, infrastructurein rural areas and promotionof tourism in the district.

The CMO informed theDDC that his departmenthas provided ambulance forvillage Guntaria and alsoidentified land in Poonch for

Nursing College besides sub-mission of proposal forupgradation of sub-centre toPHC at village Jhullas. Hefurther informed that adetailed proposal for bloodbank for Sub-DistrictHospital Mendhar is underpreparation and shall be sub-mitted with governmentbesides proposal for upgrada-tion of sub centre Jhullas andposting of adequate staff invarious health institutions

across the district. He alsoput forth a demand made forthree Bullet proof ambu-lances, one for each con-stituency in the district.

The other departments alsomade detailed presentationon status of ongoing works onCM commitments andassured the DDC that theworks will be completed with-in stipulated time.

In the meeting, DDC alsoheld point wise review of deci-sions taken in previous boardmeeting and asked the offi-cers to implement the pend-ing decisions in letter andspirit well before the nextboard meeting.

The DDC directed the con-cerned officers to put in con-certed efforts and gear uptheir men and machinery fortime bound completion of allongoing projects. He askedthe officers to submit actiontaken reports to his office onweekly basis.

Meeting waschaired by Regional DirectorSurvey and Land Records PeerPanchal Syed Shokat HussainKazmi and was attended bySub Divisional MagistrateMendhar Dr Mohd Tanveeralong with Tehsildars/NaibTehsildars of Sub DivisionMendhar.

SDM Mendhar gave a briefaccount with regards to main-tenance and updation of rev-enue records in the SubDivision. He assured that histeam of revenue officers willmake all possible efforts fortimely completion of revenuerecords prerequisite under

DILRMP. Tehsildars Balakote,Mendhar and Mankote alsogave details of updation andmaintenance of revenuerecords in their respectivetehsils.

Speaking on the occasion theRegional Director stressedupon the need of timely comple-tion of revenue records so thatthe project can be successfullyimplemented on time.
