Sunday August 6, 2017 4 DISTRICTS Two held for abetment of 25-year-old youth’s suicide STATE TIMES NEWS RAJOURI: Five Panchayat members were booked and two of them arrested for alleged abatement of suicide of a 25 -year-old youth who was asked to drink urine of a girl, whose family accused that he raped her, in Rajouri District. "Police have registered a case of abatement of suicide (section 306 of the RPC) at the police station in Budhal against five persons (of the Panchayat)," Senior Superintendent of Police (SSP), Rajouri, Yougal Manhas said. Those who have been booked have been identified as Molvi Abdul Latief, his brothers Mohd Rafiq and Mohd Bashir, Abdul Rashid and Molvi Ghulam Rasool, he said, adding Rashid and Bashir have been arrested and search is on to nab others. Fazal Hussain of Targain hamlet in Budhal allegedly commit- ted suicide on Saturday last following a directive by the Panchayat that he should drink the urine of the girl, whose family accused him of raping her. The incident came to light after an audio message of the youth went viral on social media, in which he accused the Panchayat of "humiliation" by directing him to drink the urine of the girl. Hussain's body was recovered by the Police from Samarsar Alpine lake last Sunday. "The deceased in an audio clip, recorded just before his sui- cide, has alleged that he was being pressurised by a village Panchayat to drink the urine of a girl, whose parents and rela- tives had alleged that he sexually harassed her," Manhas said. During investigation, it was found that a Panchayat was called in at the house of Latief in Dandote in Budhal, where the other accused passed a diktat against the deceased, he added. "Despite pleading innocence, the Panchayat didn't bother to pass an inhuman directive that the deceased shall be pardoned only if he drinks the urine of the girl," the SSP said. "Feeling disappointed and depressed, the deceased took the extreme step to end his life, and committed suicide by jumping into the Alpine lake, Samarsar", he said. Hussain, a post-grad- uate and resident of remote Targain village of Budhal, had gone missing last Saturday. Labourer commits suicide STATE TIMES NEWS REASI: A labourer from Uttar Pradesh allegedly committed suicide by hanging himself in his rented room in Reasi District, police said on sturdy. Deep Chand (24) hailed from Sant Kabir Nagar of Uttar Pradesh. His body was found hanging in his rented room in Matyal belt of Katra Tehsil last evening, a police officer said. The post mortem was conducted, he said, adding that a case was registered. The body would be handed over to his family, he said. 33 bovines rescued, 2 smugglers nabbed STATE TIMES NEWS RAJOURI: police on Saturday foiled four bovine smuggling bids by rescuing 33 bovines and arresting two smugglers. Police in its continuous drive to curb the menace of bovine smuggling rescued 28 bovine animals and also arrested one smuggler during last 24 hours. As per the details, a party of Police Station Rajouri led by Insp Ajay Singh Chib rescued 11 bovines from clutches of smugglers at Jamola -who were taking these animal towards Kashmir by foot. However, smugglers taking the advantage of darkness manager to escape from spot. In this regard case vide FIR No. 330/2017 under section 188 RPC 3 PCA Act was registered in Police Station Rajouri. In another alike incident, same police party rescued 13 bovines during wee hours at Badoon. The accused smugglers namely Sajjad and Liaqat fled away while accused Gh Qadir was arrested. In another incident, a team led by In-Charge Police Post Lam rescued four bovines, however, the accused managed to escape from spot. In Mahore, on specific information, a police team headed by In- Charge Special Police Post Ladh laid a Naka at Changer Nallah Tuksan Tehsil Mahore and rescued five bovines from the possession of Rehmat Ali son of Jaan Mohd resident of village Shikari Tehsil Mahore. The accused person was carrying these bovines without any legal documents and intended to smuggle these bovine animals towards Kashmir. The accused person was arrested and a case vide FIR No.58/2017 under section 188 RPC was registered at Police Station Mahore. Man electrocuted STATE TIMES NEWS REASI: A man was electrocuted and two children were injured after a short-circuit in a transformer at a village in Reasi District on Saturday police said. The deceased has been identified as Mohammad Bashir. Two children suffered minor injuries and several electronic devices were also damaged in various houses. "There was a major short-circuit that damaged a transformer in Gabbar village at 7 am," a senior police officer said, adding the power supply in the village was disrupted. The Dy CM was speaking at a public grievance redres- sal camp here at Billawar which was attended by peo- ple from village Bhaddu, Marhoon, Baggan, Katli, Dewal, Mandli, Kishanpur, Dadwara, Ramkot and Thainthoo. The camp was convened by the Dy CM as part of the government's endures to pro- vide effective and transpar- ent governance to the people living in remote areas. He also directed the concerned authorities to keep close check on illegal PDD con- nections and deal with the defaulters with iron hand. He asked the PDD to moti- vate the offenders to pay their PDD dues on time. Responding to the demand for augmentation of drink- ing water, Dr Nirmal Singh exhorted upon the PHE engineers to formulate a comprehensive plan as per the topography of the area to utilize the natural water sources and divert the excess water to the areas having inadequate water supply. He also encouraged the locals to participate pro actively in the planning of development works and come with innova- tive ideas. A deputation of PHE casual workers also met Dy CM and projected their demands. The Dy CM assured them that the State Govt. is already deliberating on their issues. More than 100 traders of dif- ferent business establishments like provisional stores, Karyana shops, LPG gas agencies, Atta Chaki, fertilisers stores, gener- al stores, bakery units, poultry sellers, welding work, hardware stores, sweet shops, rice mills, industrial units were inspected for their compliance with regard to various provisions of J and K Standard of Weights and Measures Enforcement Act 2011 (Amended) and Packages Commodities Rules. District Development Commissioner Dr. Shahid Iqbal Choudhary, SSP Yougal Manhas, ACD Boor Alam, CEO Rajouri Department Authority and other District and sectoral officers were pres- ent on the occasion. The amusement park, a long pending demand of the people of the district, would be con- structed at an estimated cost of Rs. 5.88 crores by Rural Development Department in convergence with Rajouri Development Authority. "Koteranka-Khawas road would be completed at an expenditure of Rs 76 crore", Zulfkar said during a public meeting adding Rs. 800 crore projects under different sectors like tourism, education, rural development, power and public health engineering sectors have been taken up and would be completed within the stipulated time. The minister said that these projects on their completion would benefit thousands of souls living in these far off areas and boost the develop- ment scenario of the district. Dr R K Arora, Associate Director Extension and Incharge KVK's SKUAST-Jammu inaugu- rated the establishment of model orchard by planting guava plant in the orchard. Dr. Arora informed that the model orchard is being established at KVK Rajouri with the aim of providing technical knowhow of scien- tific cultivation of fruit plants. Dr Arvind Kumar Ishar, Sr. Scientist and Head KVK Rajouri briefed that 50 citrus plants and 50 guava plants are being planted in the first phase of plantation. In the second phase, kiwi, Pecannut, peach and nectarise shall be planted in this orchard. The improved varieties of guava ( Hisar Surkha, Hisar Safeda and VNR-Bihi ) have been brought from HAU, Hisar whereas 50 citrus plants have been procured from Centre for Excellence in Citrus, Indo-Israel Project at Hoshiarpur. He said aug-mentation was done to over-come problem of low voltageand power breakdowns. Healso directed the concernedauthorities to keep closecheck on illegal PDD con-nections and deal with thedefaulters with iron hand.He asked the PDD to moti-vate the offenders to paytheir PDD dues on time.

Responding to the demandfor augmentation of drink-ing water, Dr Nirmal Singhexhorted upon the PHEengineers to formulate acomprehensive plan as perthe topography of the area toutilize the natural watersources and divert the excesswater to the areas havinginadequate water supply. Dr R KArora, Associate Director Extension andIncharge KVK's SKUAST-Jammu inaugu-rated the establishment of model orchard byplanting guava plant in the orchard.

Dr. Arora informed that the model orchardis being established at KVK Rajouri with theaim of providing technical knowhow of scien-tific cultivation of fruit plants.

Dr Arvind Kumar Ishar, Sr. Scientist andHead KVK Rajouri briefed that 50 citrusplants and 50 guava plants are being plantedin the first phase of plantation. In the secondphase, kiwi, Pecannut, peach and nectariseshall be planted in this orchard. Theimproved varieties of guava ( Hisar Surkha,Hisar Safeda and VNR-Bihi ) have beenbrought from HAU, Hisar whereas 50 citrusplants have been procured from Centre forExcellence in Citrus, Indo-Israel Project atHoshiarpur. All these cultivars are the bestperforming cultivars.
