In an age of globalisation and free trade where countries advocate open borders the importance of innovation, growth and increased productivity is already recognised and it is clear that government plays the role of a facilitator by providing a fair and competitive environment through the right policies. Wherein, in case of technological innovations Patents plays a vital and signi�-cant role in facilitating access to business angels, early stage capital, which helps to commercialisation of any invention . Further, according to a survey , Start Ups have the potential to spur innovation-based development as they also acts as the centers of innovation. As a result, technological enhancement can be improve the competitive edge of economies. Usually, startups working on latest technologies end up being placed at �rst level of value chain pyramid. By the creation and support of more and more startups, India can aspire to be a world leader in skilled work, overcoming its long outdated positioning as an outsourcing destina-tion for cheap IT services.

In this regard, intellectual property rights (IPR) act as a key strategic tool for businesses and innovators for protection and commer-cialization of their inventions. Recognition of such leaders who have utilised intellectual property to drive growth, demonstrated their sheer ingenuity and creativity or brought about transformative changes in science for the bene�t of society will motivate others to adopt a similar path leading to virtuous cycle of growth.

Further, patent applications for smart object technologies, on which the Fourth Industrial Revolution depends, are rising rapidly and more than 5,000 “Internet of Things” (IoT) patent applications were �led in 2016 at the European Patent O�ce (EPO). IoT technologies are rapidly attracting inventors and are witnessing an unprecedented surge.

However, Indian innovators often don’t have access to important information about the functioning of the international patent system in general and the European patent system in particular, which acts as a barrier to increased international patent �ling by Indians.

With an objective to support such Indian and European innovators and start-ups, a joint Startup award for patent �lers (IPO and EPO) in the ICTE space is being organised. Collaborative proposals with commercial potential which have already been �led will be selected and awarded.

In view of the above, it is proposed to jointly organise the MeitY-ASSOCHAM-EPO-ERICSSON “New Era ICT Start-Ups Awards”

by expanding the scope of awards from Indian domain to European innovators.

The award category interalia would include patents in the IoT and Industry 4.0 space, and related emerging technologies, potential-ly also including ICT-enabled solutions relating to climate change, green technologies, healthcare, etc.

The role of patents in green technology still needs to be better understood. Patents can play a key role as an engine for innovation and as a source of information regarding innovation trends in R&D intensive sectors like green technology having a profound bearing on climate change. However, green technologies still account for only a small proportion of total patenting activities. Patents are a measure for research output. They can contain valuable information for the development of new technologies before a market takes o�. Making patent information more accessible may help to accelerate innovation. Keeping in view the importance of green technologies and their positive impact on climate change, a challenge grant for such technologies which have been

translated into patents would also be considered. A story contest on best practice of commercialisation in Indo-European market (success story of any technology from idea to commercialisation) may be conducted during the challenge grant.

Start-Ups award is an annual ASSOCHAM initiative to promote innovation through recognition and reward to outstanding ICT innovations. The initiative was established in 2016 by ASSOCHAM in collaboration with Ministry of Electronics and Information Technology, Govt. of India and ERICSSON. It provides a platform to showcase their outstanding ICT innovations.

This initiative seeks to create awareness and understanding on the forms of IPR and how it enhances value for technology driven Start-Up, speci�cally in Electronics, IT & ICT sectors. In order to build and adopt a strong IP driven business, it is necessary to have a collaborative and continuous e�ort among Start-Ups, Government, Corporate, Institutions and domain experts.

On the occasion of World IP Day, in recognition and appreciation of the good work done by Indian Start-ups in the ICT domain, ASSOCHAM had organised 1st edition ICT Start-Ups Awards on the evening of 26th April, 2017 at Hotel Claridges in New Delhi. ASSOCHAM had the honour of hosting then Hon'ble Minister of Railway, Govt. of India, Shri Suresh Prabhakar Prabhu, as the Chief Guest for the occasion.

• To recognize outstanding innovations in the development and adoption of ICTs in India

• To create awareness of the basic knowledge of IP Management in Electronics, IT & ICT Sectors for Start-ups

In continuation of our e�orts to promote culture of creativity & innovation, ASSOCHAM is pleased to announce third edition of Start-Ups Awards 2019 in collaboration with Ministry of Electronics and Information Technology, Govt. of India, ERICSSON and EPO under the broad theme of “New Era ICT Start-Ups Awards”.

The applications will be reviewed by a jury comprising representatives and experts from IPO, EPO, MeitY and ERICSSON. The evalua-tion will be based on/ aligned with the overall evaluation criteria guidelines for the IP Awards, and preset criteria by the jury. The winners of the “New Era ICT Start-Ups Awards” will be given a prize money of Rs. 1,00,000/- each along with a memento and certi�-cate.

Top 30 Start-ups (15 each from India and Europe) will be awarded with a certi�cate of participation and will get the opportunity to showcase their innovation at the exhibition prior to the Award Gala.

Alongwith �eld questionnaire, every applicant will be required to submit the details of their patent �led/regis-tered or granted, commercialised etc. in the prescribed format of excel sheet in addition to the Forms.

General Rules and Requirements for Indian Startups Category

1. To recognize outstanding innovations in the development and adoption of Information and communication related

technologies in India

2. To encourage bilateral cooperation among individuals, academia, industry, government agencies and other entities to

develop innovation in ICTE that address India as well as Europe challenges

3. To inspire, nurture, and facilitate Indian and European innovators to jointly develop a culture of innovation and

entrepreneurship by leveraging new era of technologies

Three Awards for IPO Startups

Any company or entity registered under any law in India or any private or public funded university or research institute recognized by Government of India or created out of any law passed by the Parliament of India or any ordinary citizen of India. (Law �rms or other such partnership �rms are also eligible to apply under the Industry category).

The application can be made by any applicant subject to qualifying the above-mentioned criterion. The application process will comprise of the following stages:

• Award process is open to all registered Indian Start-ups

• Company should be less than seven years old.

• Submission in required application form needs to be �lled in English language only.

• Innovation (Signi�cant portion) should have happened in India.

• Completed questionnaire should be signed and endorsed by the concerned authority in the organization.

• Additional supporting documents or evidence, not listed in entry requirements may be requested during the

selection process where deemed necessary.

• Applicants are required to provide documents to verify their identity and provide references, who may be contacted

to validate information in their submissions.

• By participating in these Awards, applicants declare that the submissions are a product of their own e�ort and intellect

and indemnify from any intellectual property or copyright infringements caused by their submissions.

The selection of the awardees will be done based on the evaluation and decision of the jury. The selection will be based on the response of applicants to a pre-determined set of questions based on which they will be awarded a score relying on pre-de�ned scoring sheets.

Evaluation will be based on process of application selection and process through 2 stages mainly which is �rst and second stage application for scrutinizing the application. Further, to verify the claims an observer meeting will be scheduled of the applications submitted in second stage. After this Jury members will evaluate the scoring sheets based on the same winners will be decided,

The three winners will be awarded Rs. 1 lakh each along with a trophy and citation/certi�cate.
