Session 2: Communication Strategy
Status quo: training / development of macro sequence:
training of teachers in project management and innovation techniques in the context of Y4I (13.09.2006); 18 participants
development of a macro sequence for project management and innovation (editor: University of Oldenburg; only available in German)
ongoing amendment, improvement and evaluation of the curriculum
(maybe) publication of the macro sequence (beginning 2007) and transmission to interested schools in Lower-Saxony
value depends on the level of interest by regional (school) authorities

futher awareness-raising for the project within Weser-Ems is necessary
involvement of multiplicators and key actors in the jury, selecting the mini innovation projects for funding
Regional Innovation Strategy (RIS) can build a platform for the selection of the mini innovation projects (e.g. through the centres of competence)
involvement of public authorities, chambers of commerce and universities as mentors and intermediaries

If we want to publish a professional article we have to prepare a high-quality one! Is this requested? Who will provide the pedagogical information?
A „small solution” could be a special edition of our newsletter…

Send it to a wider target group (also on EU-level)?Prepare a printed version? Then we have to provide more
general contents concerning Y4I…Prepare a „special edition“ of our newsletter (15-20 pages).
This outcome can be the „implementation manual“ mentioned in the application form…

Implementation manual (suggestion): approx. 15-20 pages every partner should provide at least 2 pages with
information about implementing Y4I within its region: implementation of the innovation curricula participating institutions (schools, companies…) ideas for mini innovation projects description of the best (or the only!) mini innovation
project problems encountered / solutions found
additionally we will provide a general introduction/conclusions with information conc. the importance of Y4I for regional development, education, business-school-contacts, cross-border cooperation, COM Lisbon strategy…
We can discuss a draft structure for this document…Who is the adressee? When will the information be
available?

a more technical paper… Weser-Ems will provide a draft version! it can be prepared when further information concerning the
success of the mini innovation projects are available (beginning 2007)…
Weser-Ems will also provide drafts for the incentive systems (e.g. for schools, pupils, companies, other institutions involved in Y4I)

Documentation / Reporting Requirements
deadline for the next report: 15. February 2007 maybe we got again an extension because of national audit? if not: you have to send your reports to your auditor
beginning of January 2007… we keep you informed and send you the deadlines for
providing the reporting documents please make an individual arrangement with your auditor in
advance we will provide the necessary reporting documents to you if
available reporting form voucher list (use a sequential numbering from the last

Experiences from the first reporting periods: RFO secretariat is very correct and strictly… we have to provide the information completely (e.g. don’t
forget invoices, signatures, dates…) but: we don’t need your complete documents you send to
your auditor… purchase of equipment has to be described in detail (please
keep this in mind for the mini innovation projects…) please keep the deadline (esp. the regions with national
audit): within the last report the costs of the partner from Greece couldn’t be accepted (because the national auditing took to long…)

Shifting Budget I
it is possible to shift the money between the budget lines up to 10% (for the whole project)
we need a confirmation by the RFO-secretariat for budget changes of more than 10% a confirmation by the
RFO Steering Commitee will be needed shifting is possible between the budget lines of one partner
within one year (because of n+2 rule) last meeting we agreed to offer a central opportunity for the
partners who will shift money we were in contact with some partners; it seems that it will
not be easy to spend the available budgets for 2006

for Weser-Ems it is not possible to spend the available budget within the actual reporting period
does any partner need more budget in one budget line for the actual reporting period?
if not, we have to hope, that it might be possible to shift money from 2006 to 2007 (last time it was possible); it depends on the overall RFO
the RFO couldn‘t make any promises; we will get new information beginning of December
we keep you informed… but: worst case could be, that budget get lost…

during our last meeting we agreed just to make one further meeting:final conference in Weser-Ems
is there need for additional meetings? otherwise available travel costs can be used for Y4I-lobbying
meetings with EU institutions or to participate to relevant events, where Y4I can be presented (e.g. IRE meeting in Shannon IRL, May 2007)
