Monthly Report of PMIC For April 2016

1. This report relates the activities and accomplishments of the Team of PMIC for the month of April 2016. It also discusses the issues and concerns encountered and suggested solutions. A. Consultants’ Mobilization 2. The initial mobilization of PMIC was on 15 February 2016 following the request of the Executing Agency (EA) during the signing of the consultancy services contract on 29 January 2016. For the month of April, the composition of consultants on board was as below:

On Project Management – The consultants carry-out the following: (i) assisted in the finalization of bid evaluation report of the hydromet/automatic weather stations including in the review of PRC and contract document; (ii) continue assistance on financial management (FM) system including the Imprest Account, chart of accounts, FM forms and report format; (iii) assisted in the preparation of documents for the interim payment claims of contractors; (iv) assisted in the inspection of delivery of equipment and vehicles particularly in preparing asset inventory record; (v) prepared the M&E framework and the PPMS manual of procedures; (vi) conducted field work preparatory social assessment and baseline data establishment in O Kra Nhak subproject; (vii) undertake site inspection of TK and PC; (vi) prepare back-to-office report after each site visit; (viii) prepare draft quarterly progress report

no. 1 and monthly reports for March; (ix) assisted in the review and assessment of bill of quantities resulting from the joint survey.

4. On TK and PC – Main activities include; (i) continue conduct of joint survey with contractor to firm-up bill of quantities and scope of work of TK and PC main canals and head works; (ii) assess and identify the proposed secondary and tertiary canals; (iii) review the proposed construction drawings of the TK and PC; (iv) identify and locate all benchmarks on the main canals and location of secondary canals; (v) review and evaluate all test results of materials submitted by contractors; (vi) review and evaluate the work plan and program submitted by contractors; (vii) supervise construction of contractors on the main canal and head works; (viii) carry out spot survey of elevation of invert and top of existing structures, canal embankment and prepared line-diagram comparing this on design elevation of canal bed, water level and embankment crest; (ix) inspection of construction site to resolve identified problems; (x) collect, compile and test hydrology and meteorology data; (xi) prepare terms of reference for the hydrographic and topographic survey of the reservoirs for the study; (xii) prepare program for the computation of water duty for secondary canals and assess design discharges for the design of drainage structures; and (xiii) prepare data requirements for FS, DD and joint reservoir operation study. C. Accomplishments for April 2016 5. On Project Management the Consultants accomplishments are: (i) bid evaluation report for the bidding for the supply and installation of hydro-met and automatic weather stations and minutes of review of by the PRC submitted to ADB on 23 April, (ii) financial management system including forms and Imprest Account establishment, (iii) withdrawal application for the advance payment of TK, procured vehicles, office equipment and furniture, office renovation, advance payment of PC, (iv) quarterly progress report submitted on 19 April, (v) draft PPMS framework and procedures for finalization and submission to ADB, (vi) back to office reports on field inspections on 19-21 April (Annex A) and 20-22 April 2016 (Annex B), and (vii) back to office reports on Focus Group Discussions (FGDs) conducted in O Kra Nhak subproject (Annex C). 6. On TK and PC subprojects the accomplishments are: (i) completed joint survey of the main canal but firmed-up quantities are still being computed; (ii) in TK completed the revision of the main canal and bill of quantities from 0+000 to 16+040; (iii) acceptance of tested materials for construction; (iv) revised design of TK main canal Ch. 17+300 to 18+542 to avoid resettlement problems; (v) proposed solutions to problems identified on headwork and spillway of TK including drawing and BOQ; (vi) identified location and technical descriptions of bench marks along main canals; (vii) staked out locations of secondary canals; (viii) design coded location and bed level of existing and new structures along main canals; (ix) revised work program of contractors to give priority to headwork and spillway during the dry season months of March and April, (x) start revision of works in Prek Chik to address excessive quantity estimates on excavation and embankment fill. The monthly progress reports for April for TK and PC core subprojects are attached as Annexes D and E, respectively. D. Issues and Concerns 7. The proposed rehabilitation of the TK headwork (structure constructed during Pol Pot time) missed to address the weak sections of the structure. This was discussed in the previous report. PMIC is now working on the construction drawings and cost estimates of the headwork, spillway, and other structures that require revision because of extended crest width of main canal.

8. In Prek Chik, the issues are discussed in detail in the BTOR and include (i) design water level could not be attained because of flappy gates crest lower than elevation of spillway, (ii) BOQ of joint survey is extremely large compared to contract quantity, (iii) proposed embankment crest would excavate existing embankment, (iv) excavation of proposed canal bed would expose foundation of existing structures. Field inspection carried out in April results to some revisions of canal elements and new BOQ and drawings are being worked out. The outcome of this activity would require mutual agreement with the contractor. Also it is anticipated that there would be some amendment because of increase in quantities of some work items, particularly on the earthworks of the main canal. 9. The activities for next month are the following:

a. Continue collecting and reviewing project data and relevant information undertaken

during the PPTA; b. Mobilize additional consultants, particularly the engineers, to strengthen the

construction administration and the design of proposed secondary and tertiary canals; c. Carry out the joint survey on the civil works contracts of TK and PC and finalize the

bill of quantities and civil works contract price; d. Continue construction supervision activities of the contractors for TK and PC; e. Initiate the data collection, particularly the topographical survey of the proposed

secondary and tertiary canals in TK and PC; f. Together with the safeguards specialists, assess and categorize the status of the

secondary canals on resettlement, environment, and gender issues; g. Initiate collection of data and relevant information on hydrology for the joint reservoir

operation studies for TK and PC and the feasibility study of non-core subproject; h. Establish the financial management system, and the project performance

management system; i. Determine the design water duty to be used for the DD of secondary and tertiary

canals; j. Finalize the draft inception report; k. Prepare corresponding monthly report of the PMIC and establish the data system for

the project performance monitoring system; and l. Carry out other activities that PMU may require from time to time.

Field Inspection of PC Subprojects 19-21 April 2016

Respectfully submitted to the Deputy Director General of Technical Affairs and Project Director, Ministry of Water Resources and Meteorology: The field inspection of the Prek Chik subproject was successfully completed and I am pleased to inform the Project Director about the findings, observations and recommendations of the Project Management and Implementation Consultants Team. Objectives of the inspection:

1. Review of the results of the Joint-Survey of Contract No. MOWRAM-CW06, “Upgrading, modernization and rehabilitation of Prek Chik (PC) Irrigation canal in Battambang province”;

2. Meeting with Contractor and CME Team about the joint survey outcome; 3. Field inspection of the main canal and sections where there are major departure from

the contract BOQ; and 4. Agree on activities to be undertaken as next steps to immediately come up with final

2. 20 April – Field inspection of other section of MC. Discussion on the activities to be carried out. Prepare line diagram of main canal elevation and chainage.

3. 21 April – Travel back to Phnom Penh. Findings, observations and recommendations: Joint survey result for the main canal

The bill of quantities (BOQ) for the main canal rehabilitation as estimated and submitted by the Contractor and CME1 Team compared to the contract BOQ is summarized below.

These quantities were obtained using the present canal cross-section at interval of 50 m compared with the PPTA-design canal cross section. The design cross-section is based on water level elevation of 22.30 m and embankment crest elevation of 25.00 m at Ch. 0+000. The results of the joint survey are staggeringly high compared to the BOQ on items no. 3.02 and 3.05 (excavation and embankment fill). The problems associated with the joint-survey results are: (i) the quantities of excavation and embankment fill are extremely large compared to contract, it is almost unbelievable; (ii) the unit rate for excavation at $20 per m3 is also extremely high; the engineers’ estimate was $2.0 per m3 and the present rate at TK is only $1.30 per m3; ; (iii) the joint-survey results have no data on the other BOQ items. The field inspection on the spillway and flappy gates The elevation of the spillway crest is at 21.10 m while the flappy gate crest is at 21.08 m. The PPTA design will increase the height of the spillway by 1.2 m to a crest elevation of 22.30 m. The crest of the flappy gate, on the other hand, will remain at 21.08 m as the proposed improvement on the gate and structure is confined on the lifting mechnism, that is, by installing hand-cranked gear box to lift the steel gate. In effect, the crest of the flappy gates would be lower than the final crest of the spillway by 1.22 m after the rehabilitation of the structures. This will make the spillway useless as long as the water level is below elevation 22.30 m and all these flood discharges would pass through the flappy gate. Also, the design water level on the main canal at elevation 22.30 m could not be attained as the water would simply escape through the flappy gates. The line diagram shown in Annex A gives an idea why the BOQ on excavation and embankment backfill resulted to extremely large quantities. The proposed embankment crest would require excavation of the existing embankment from Ch. 1+200 to Ch. 20+000. Also,

the backfill is necessary from Ch. 21+425 to Ch. 27+600. On the canal bed, there are also large quantities of excavation and backfill. Recommendations and Next Steps The first item for resolution is the final elevation of the crest of the spillway and the flappy gates. The crest elevation of the two structures must be the same to make sure these structures function in unison or at the same time. This situation will ensure that the structures are synchronized and more efficient. The existing condition in the field is such that the crest of the flappy gates cannot be raised to elevation 22.30 m, the proposed crest elevation of the spillway. The beam of the bridge supporting the flappy gates structure is only 0.85 m higher than the crest (see picture of the flappy gate). We could not even raise the crest by 0.85 m as flow would be suppressed. We could however set the crest of the flappy gates at elevation 21.50 m and adopt this as the crest elevation of the spillway, hence the water level elevation would be 21.50 m rather than 22.30 m.

If this elevation of the spillway crest is acceptable, then the final canal embankment crest height could be set. With that new computation of the earthwork could be done. This would result to lower quantities both for excavation and embankment backfill. The computation of embankment backfill should consider (i) certain percentage of excavation to be used as backfill, usually 50-60%, (ii) avoid excavating the existing embankment if the crest elevation is equal or higher than the required elevation. In cases such as this, the works would be only leveling and supply and placing of approved laterite on top of embankment. The bill of quantities involved in the improvement of the spillway and flappy gates would also be re-estimated and any un-used allocation could be allocated for additional erosion protection on the downstream section of the spillway and flappy gates outlets. The other items that should be resolved are the unit rates of Item 3.02 and Item 3.05. On Item 3.02 at $20 per cubic meter, the Contractor agreed to use the existing unit rate of Item 7b.01 “structural excavation with leveling and compaction for structure” at $3.50 per cubic meter. On Item 3.05, the Contractor proposed to retain the bid rate of $5.00 per cubic meter. During the meeting on 19 April 2016 at the field office, we did not decide on the acceptable rate. The main reason is that this will eventually depend on the final bill of quantities and the

additional fund that would be required to pursue the execution of the entire contract. As also mentioned during the meeting, depending on the percentage of price increase, prior approval by ADB may be necessary. The agreed next steps are:

(i) Set the water level elevation at 21.50 m, adjust the embankment crest elevation, and canal bed elevation taking into consideration the existing elevation of canal bed and structure inverts;

(ii) Check the hydraulic integrity of the main canal after the adjustments in item (i) and finalize the appropriate elevation of corresponding canal elements such as embankment crest, canal bed, etc. as necessary;

(iii) Re-draw the line diagram at Annex A using the adjusted elevations and identify canal sections where excavation and backfill would be almost uniform and minimal;

(iv) Develop the longitudinal profile of the main canal considering the adjusted water level, embankment crest and canal bed and existing paddy field elevation;

(v) Re-compute the required earthworks considering the following; (a) avoid excavation of the existing embankment if it is equal or higher than the required elevation or where the embankment crest is paved, (b) avoid excavation of canal bed to expose foundation of existing structures, (c) avoid backfill of embankment if adjacent residential houses will be lower than canal embankment such as at Ch. 0+000 to Ch. 1+000, (d) avoid backfill to cover invert of existing structures, (e) consider the invert and top elevations of new structures, and (f) more importantly attempt to balance excavation and fill as a good practice in canal design.

(vi) Review and prepare the estimates for the spillway and flappy gates considering the new crest elevation;

(vii) Review and prepare the estimates for the other structures as the Contractor has submitted revised estimates for the cross drains/regulators on 22 April 2016;

(viii) Summarize all BOQ, including all the drawings, for agreement by PMU and Contractor.

Field Visit O’ Kra Nhak Irrigation System 20-22 April 2016

The PMIC team has successfully conducted the three days field visit at O’ Kra Nhak Irrigation System project. The purposes and findings of the field visit are described as below: I- Objectives:

To make an overview on OKN irrigation system, the agriculture status, crop types & cultivation, flood & drought issues, farmers’ livelihoods based on OKN project.

To consult and interview with key persons for the present conditions on genders, socio-economy, poverty and FWUCs.

To collect time series data for meteorology and hydrology

III- Activities and Schedule

1. 20 April (7:30 AM- 12:00 PM)– Travel to Kampong Thom province 2. 20 April (2:30 PM- 4:00 PM)- Courtesy call and meeting with District Governor, Chief

communes, District Office of Agriculture, Forestry and Fisheries, and other officers, to ask for relevant data on socio-economic condition, gender and poverty and hydrologic data and also history of OKN irrigation system…etc.

3. 21 April: Meeting with Deputy Chief of Mean Rith Commune to ask for further data regarding landholding, commune population…etc and also meeting with a few members of FWUC in Mean Rith commune to brief understanding of the current situation of the FWUC and its management. And the PMIC team accompanied by Officer of District Office of Agriculture, Forestry and Fisheries to visit O’ Kra Nhak Reservoir and uses GPS to measure the project land area covered by the irrigation system and also to oversee the situation of OKN irrigation system as a whole.

4. 21 April (2:30 PM- 4:00 PM): Courtesy call and meeting with Deputy Chief of Agriculture, Forestry and Fisheries and his team to discuss on agriculture situation in the O’ Kra Nhak Irrigation System and PMIC team request for relevant data and make recommendation for enhancing cooperation.

5. 22 April– Courtesy call and meeting with Director, PDWRAM Director and PDWRAM team to discuss on current situation of OKN Irrigation System and how to improve and some technical issues especially hydrologic aspect. And both parties have made recommendation to enhance the cooperation for development of OKN irrigation system.

6. 22 April – Returned to Phnom Penh but on the way, the PMIC team visited Taing Krasaing head office and went to see the Taing Krasaing main canal and meeting with women workers who are working in the construction works and also meeting with contractor manager to submit and explain the M&E forms for fulfill at every end of months.

I. Progress Activities Work I.1 Summary:

The Taing Krasaing core subproject is located in the Tipo, Chroab and Korkoah Commune, Santuk district, Kampong Thom Province in the upland part of the Kampong Thom province in approximate distance of 17 km east of the Kampong Thom municipality.

The contractor has successfully bid competition, UNG SIM SIA Construction Co., Ltd. The schedule of implementation work activities a whole project according to contract 18 months and starting from March 2016 – August 2017. The contractor has mobilized materials and staff on site 15 Feb 2016.

I.2 Progress Work: The contractor have continued activities works and starting some more works locations on a long Main Canal including earthworks and structures.

II. Problem Face: 1. The contractor difficult to fine materials from borrow pit for backfill embankment

because the land all rice field and low land, any way the contractor can not Excavate depth 2.5m water come out.

2. Nowadays. raining season nearly come, it is problems for contractor to do the works.. III. Solutions: 1. The contractor face to fine source of materials and borrow area location very

far from site works. 2. The contractor should be improve their schedule of works at site in during

raining season. IV. Conclusions: In total, the implement constructions on site are available condition to conduct construction activities and getting result 12.77% of all progress work, if we compare to work plan schedule plan 9.19%. However, we face a little problems related to resettlement issue on the end of main canal.

2. Introduction  This progress report summarizes the work accomplished ending 30 April, 2016.

3. Project Background The system Prek Chik in Battambang province is located some 250 km from the capital city of Phnom Penh, south of the provincial capital Battambang. It is accessible through National Road No. 5. Between Pursat and Battambang at the municipality of Muong. The distance from Battambang city to Prek Chik headworks is some 50 km.

The total irrigable area of Prek Chik is 20,800 ha. The system is supplied from Bassac reservoir – 14 km away to south-west – at present empty and whose dam at present is undergoing repair to replace 3 missing gates out of 7. This repair is to be completed by March 2016. The Secondaries and Tertiaries system is basically non-existing. All area is rainfed, with 90% on left side, and only some 10% on right side, as system slope right-to-left from main canal flow viewpoint.

4. Project Description Rehabilitation and improvement of Prek Chik include:

a) Rehabilitation of head works (including raising of spillway by 0.5 meters) b) Rehabilitation of 27.6 kms Main Canal and installation of all structures for water control and

distribution, and provision of all drainage works c) Secondary and Tertiary Canals - Part 1 – for a length of 70.2 km, to be able to cover 10,400

ha of net irrigated lands in Phase I. d) Increased focus and associated training in Joint Reservoir Operations for Bassac reservoir, to

improve on water sharing and water scheduling arrangements between linked systems. e) Supply and installation of Hydro-Met stations for water resources monitoring (assisted by the

ADB Flood and Drought Management Project. f) Provision of training to the PDWRAM, FWUCs and the appropriate government agencies on

Water Management, including planning for implementation. g) Organization, mobilization and training of FWUCs in the command area. h) Provision of Project Implementation Management Consultants to manage all activities under

the the project and provide on-the-job capacity building for PMU and MOWRAM personnel.

Firm up the quantity of Earth works cut fill for whole sections 27.6km. (earth volumn about Cut=209082 m3 and fill=347545 m3)

Firm up the quantity of Earth works cut fill for by sections: earth volumn from PK 0+000 to 3+800, 7+200 to 8+300, 12+550 to 15+100, 19+100 to 21+500 and 24+650 to 27+600 Cut=154527 m3 and 15+900 to 27+600 for fill=226628 m3). Just leveling, scarifying and clearance on the existing embankment from 0+000 to 15+900.

7. The Issue In term waiting for Firm up the quantity result of PMIC by joint resurvey with contractor in such missing some items showing in drawings but not including in Bill of contract and the initial estimate was showing big variation works. With this concern the contract has been started with some sections only until the final quantity and new agreement on this update has been approved. The contractor has mobilized only view new constructions and improve on existing structure only. For earth work just start with cutting tree and clearance along the main canal slope both side.

8. Solutions For Improvement of Main Canal can be start only sections was not much difference from Contractor. And Construction and Improvement works encouraged the contractor to mobilize more workers and equipment to the site to be according with the construction schedule and method.
