STANDERTON - The MEC for health in Mpumalanga, Mr Gillion Mashego learned with shock about an alleged absconding of a patient of the Standerton TB hospital and is saddened by the subsequent drowning of that patient in the Vaal River.

The incident occurred on Wednesday, 25 May at around 17:30. It is alleged that the 28-year-old TB patient, Manqoba Maseko, who is originally from Breyten near Ermelo, ran away from the hospital after jumping over palisade fencing and ran towards the Vaal River, situated about two kilometres from the hospital. Two members of the community alleged that the patient went into the river and disappeared.

The SAPS diving unit was alerted and they started their search for the body on 26 May as they could not conduct it in the dark. Divers from Middelburg and Nelspruit were deployed on the scene.

Mr Mashego has since instituted an investigation into the death of the patient. The MEC, the Acting Head of Department, Dr Savera Mohangi, and senior management from the Department visited the hospital on Friday to get first-hand information on what transpired. “I received a call yesterday evening about the incident at Standerton TB hospital. I immediately appointed a task team to go and investigate the incident. Today I visited the hospital to see for myself what happened and get a full report from the task team. I am informed that the patient has been in and out of the hospital since the year 2014,” said Mashego.

He further expressed that these types of incidents are hard to digest and we may have to look into other ways to ensure that we do not continuously experience situations where patients run away from hospitals. “In the meantime, we will allow the police to conduct their full investigation and we will give them our full cooperation. The outcome of the investigations will also guide us on the course of action,” said MEC Mashego.

The Department can confirm that the body of the patient has been recovered from the river. The MEC has extended his deepest condolences to the bereaved family of the patient. JD

Goolam Docrat, a 43-year-old male was doused with petrol, set alight and left for dead on the N17 toll road between Ermelo and Bethal. It is believed that Docrat was hijacked on his way to early morning prayer. His vehicle was found nearby. Toll gate operators and security noticed the fire and stopped a passing motorist who assisted Docrat and transported him to a hospital. He passed away on 31 May 2016.

28-year-old patient drowns

Police rescue divers from Nelspruit had to make use of a bus to reach the scene of a drowning as there were no vehicles available to them. Even though divers from Middelburg were on the scene just after 10:00, diving could not commence until well after 12:00 due to the shortage of diving personnel. It is compulsory that at least six qualified divers and a medical team be present at any rescue diving scene. The body was recovered shortly after the first dive commenced.

Water leaking for months

A water leak in Von Backström Street has been going on for months without any attempt at repairing it. The water seeps through on the sidewalk, flooding a resident’s driveway and causing dams of water lower down the street. This is a severe waste of potable water which could have saved hundreds if not thousands of rands if it was repaired in time.

STANDERTON - The appointment of an electrical company to do work for Lekwa Lo-cal Municipality is raising some eyebrows. According to a source, the company ERMSA was appointed to maintain, fix or help to fix the electricity infrastructures within Lekwa. A visit to the yard of the company on 29 March, revealed some shocking details.

There was a cherry picker, which is a vehicle with a lift that can hoist personnel to work on streetlights or which can be used to trim trees as well as other vehicles similar to those used by electricians.

The most shocking discovery was a service vehicle on blocks, missing a few wheels. One of the people on the premises was asked where the personnel could be found. He replied that some are working on a site and others did not pitch for work because they did not have transport to work for the day.

The question is why a company has to be appointed to do Lekwa’s work while there are qualified electricians within the Municipality. One of the vehicles of the company was spotted reconnecting consumers’ electricity that had been cut off. Councillor Louis van Rensburg says that it is very irregular and a slap in the face to the electricians and people of Lekwa. “It seems that the Municipality is trying to cut costs with costs,” he said. He said that there are more than enough trained and skilled electricians within Lekwa who could have been appointed.

The question now has to be asked: why people of Lekwa attend the Gert Sibande Col-lege, finish their studies only to find that the Municipality employs foreign companies?

It also needs to be asked whether this company gets the overtime of the municipal electri-cians. A source says that payments to the tune of up to R3 million were already made to ERMSA. Councillor van Rensburg says that the following questions were posed to the Municipality on March, 30, and they were given ample time to answer it at the Council Meeting held on 29 April: 1. Why did Lekwa Local Municipality appoint ERMSA electrical company?2. Are they responsible for maintenance or repair works to the electricity supplies of

the Municipality?3. What is the time period of the contract?4. Is the contract time period indefinite?5. Is the contract renewed annually?6. Was a tender put out to appoint the company? 7. Why did the Municipality not appoint a local company?8. How many qualified electricians do the Municipality have?9. What are the constraints that prohibit the Municipality from doing the same work

which ERMSA is contracted for?He says the fact that they did not answer these questions shows that they are not trans-parent and that instead of employing local people, it seems that someone is benefitting or getting a kickback from this contract. He says that they will now approach the Public Protector to investigate the tender and procurement process. Edi

JD

Cut costs with costs

During a visit to the ap-pointed electrical com-pany’s site a shocking discovery was made of a service vehicle stand-ing on blocks, missing a few wheels. These vehicles are used to tend to electrical prob-lems. This company receives several hun-dred thousand rand from the local munici-pality to do electrical work for Lekwa.

Pupils from Jandrel Secondary School received a much needed boost from a local Samaritan, Mr Mxolisi Thwala. Fifty pairs of shoes, socks and school bags were handed out to pupils. Here is Mr David Buthelezi (teacher) and Mr Mxolisi Thwala (the generous donator) with the happy ben-eficiaries.

My taak-lysie was onaangeraak terwyl die broeiende hoofpyn, seer voete en spasma in my nek my ongetwyfeld herinner het dat vandág, tog ‘n “besige” een was.

Winny Tshabalala received an award on 26 May from the Executive Mayor of Lekwa, Councillor Dhlamini, in recognition of providing ongoing vol-untary work in changing the lives of the needy around Lekwa and gener-ously giving her time and love to those in need. With her is Phiwokwethu Ndlovu, one of the children at the Thusong Centre.

A complaint was made at the of-fice of Cosmos News about the water quality that is delivered by tankers in Extension 2 and 7 in Sakhile. STANDERTON - The Executive Mayor of Lekwa Local Municipality, Council-lor Linda Dhlamini, and the entire council hosted the State Of the Municipal Address (SOMA) together with a recognition and appreciation ceremony for men and wom-en who have made a remarkable contribu-tion in the lives of fellow citizens. The event took place on Thursday, 26 May, at the Town Hall. Leaders of political parties, leaders from various religious denomina-tions, representatives from the business fra-ternity, the private sector, officials from the government sector departments and com-munity based organisations were all part of the prestigious occasion.

In his address the mayor started by re-minding the audience about the significance of Africa Day. He said it was on 25 May 1963 when leaders of 32 African nations convened in Ethiopia’s capital and formed the Organisation of African Unity (OAU). Thirty-eight years later OAU gave birth to the African Union. “It is the Africa that we are living in today that seeks to unite to ad-vance the socio-economy of the continent and strives to minimise the political con-flicts and manifest and crystallizing itself into a global custodian of democracy,” said Dhlamini.

In the municipal overview, he said Statis-tics SA in 2011 provided information that Lekwa’s estimated population was 115 662 with an unemployment rate of 25.9 % and a youth unemployment rate of 35.2 %. On building local economies to create more employment, decent work and sustainable

livelihood, the municipality is strengthen-ing partnership with all captains of indus-try. Through Local Economic Development such as Anglo Coal, the Noble Group, Goldi Astral and other major strategic employers have made an incredible contribution in Le-kwa’s economic outlook.

The mayor made the announcement that finally an agreement has been reached about three phases in the building of Standerton Mall which will measure 51 465 m2 to in-clude national retail stores, fast food outlets, motor dealers, fitment centres, a hotel and taxi rank facilities. The development will create 500 to 700 temporary and permanent jobs respectively post construction.

On improving service delivery he said a lot has been done despite infrastructural challenges such as clean drinkable water, water and sanitation to all informal settle-ments and in providing electricity to 95% of households. Detailed copies of SOMA are available at the Lekwa Municipal Building in Mbonani Mayisela Street, Sakhile Offic-es, Morgenzon Offices and public libraries.

“It is of fundamental significance that Le-kwa Local Municipality honours heroes and heroines who have made an incredible mark in the development of the communities in our area,” Dhlamini said in closing. Twenty five men and women were the recipients of awards in different categories such as Moral Regeneration, Community Development, Youth Development, and Sport Develop-ment. Three employees of Lekwa munici-pality received long service awards - with 35, 37 and 39 years in service. DM

A leaking fire hy-drant flooded parts of George and Rob-ert Streets in Meyer-ville last week giving passing vehicles an undercarriage wash. The leak was repaired the same day.

STANDERTON - Service delivery came to complete halt on Monday morning, 23 May, when disgruntled employees of the government from various departments vacated their offices to picket outside the Jerry van Vuuren building at the corner of Paarl and Prinses Streets to express their disgust and frustration due to the inconsistent electricity supply in the building.

Employees allege that the problematic electricity supply started three months ago when a transformer burned out. It became a problem to get the transformer repaired because Lekwa Municipality claimed that the Department of Public Works must take the responsibility.

The Department shifted the responsibility back to Lekwa Municipality. It is reported that the Department eventually accepted the responsibility and opted to install a generator to supply electricity. For the last three months the generator was the main source of electricity in the building. Running the generator in a consistent manner became a challenge and employees claim that the generator was scheduled to run from 08:00 to 15:00 every day. While it is inconvenient for normal op

eration, employees adapted to the situation, but lately the generator has been running from 09:00 to 14:00 and the situation hinders the normal working operations. In most cases the generator runs out of fuel or breaks down during working hours,” said an employee who preferred to remain anonymous. The employee told the media that working conditions are unbearable and inconveniences the delivery of services to hundreds of clients who visit the offices daily.

According to national media reports, Lekwa Municipality is owed R207 000 by the two government departments in the building. Above and beyond the monies owed, there is the cost of the generator which is leased at a cost of R8 000 per day. This amounts to about R168 000 per month.

When media arrived at the building at 10:00 (on 23 May), workers were picketing outside the building and the generator was reported to be dysfunctional. Scores of community members were hopelessly waiting to be served while employees vowed to continue the standoff until the Department resolved the situation. Affected departments are: The Department of Social Services, The Depart

STANDERTON Residents living in the upper end of Swartkops Street are fed up with the absolute lack of service they receive. These residents have been without water for the past couple of months and have to rely on empty promises made by Lekwa Local Municipality. Water is sometimes only available for a short while and then only between 03:00 and 04:00 in the mornings, with no pressure.

A while ago a water tanker was supposed to deliver water to this area, but it raced through the area and did not stop at the affected premises.

The residents are of the opinion that this is a direct infringement on their basic right to clean and potable water. They also stated that water is wasted throughout the town by leaking pipes that are not repaired, but they have to suffer without any water. They now have to rely on friends to supply them with water to go about their daily chores. At print, it could not be determined if this area is connected to the same pipeline providing Early Bird with water, or if they are connected to the pipeline that supplies the now expanded Correctional Services with water. STANDERTON - The Thusong Services Centre in Sakhile hosted a graduation ce remony on Tuesday, 17 May, where 19 students received their certificates for Basic Computer Studies.

Many of the recipients are older people who never had the opportunity to learn computer skills during their schooling days. Amongst them is the working class like teachers, police officers and officers from different institutions. The four-month course has produced hundreds of graduates since the centre was established in 2012.

Ms Japile Nkosi, who is the coordinator

of the centre, told the media that it is encouraging to see so many people coming to learn basic computer skills in this stage of their lives.

Ms Phindile Khumalo, who was one of the graduates, paid special compliments to the centre management and Ms Nkosi in particular for giving people the opportunity to empower themselves. “It is never too late to learn,” she said. Amongst the dignitaries who gave messages of support was Mrs Fikile Mokoena, a school teacher at Jandrel Secondary School and Pastor Vusi Mashinini. DM

Neuroplasticity is deesdae ʼn gonswoord in sielkunde.

Watter items sal by die boeresport ingesluit wees?

ERMELO - A young pupil of Hoërskool Ermelo, Megan de Beer, competed in the South African Dancing Institute (SADI) Competition which was held in Roodepoort this past week. The competition offered students the opportunity to measure their ability against many other enthusiasts and kicked off on Thursday, 26 May.

De Beer started off with her modern/jazz character routine, followed by her jazz solo, hip-hop solo and improvisation piece. She entered for her modern/jazz federation colours in the pre-amateur section, received gold for all three her dances and obtained her colours with an average of 83%. She also received gold and a special award for her hip-hop solo. A special award is an award the judges give to students who they thought were exceptional in their choreography, technique, knowledge and the story they tell.

De Beer also did a contemporary piece called

‘Beauty’ which the judges awarded with a double gold and a special award, saying that it was the best contemporary piece they had seen in the competition up to that point. Next she performed two duet dances which she herself choreographed. Both duets – a hip-hop and a modern dance routine – was awarded gold with an average of 84%.

The competition came to a close on Saturday evening, 28 May, with the announcement of the South African team chosen by SADI to travel to Dubai in 2017 during which the dancers will receive training from professional dance teachers and choreographers. De Beer did Ermelo proud when she was selected for the team, thereby making it her third time being selected for a SADI South African team.

“Great dancers aren’t great because of their technique – they are great because of their passion,” De Beer said. DK
