Improved 2G to 3G Cell ReselectionFollowing criteria must be met for the 2G to 3G cell reselection:
1. The UE shall monitor atleast 6 of non-serving neighbouring GSM
cells and update the RLA_C for these along with the RLC_C of theserving cell.
2. The UE can reselect another cell if the criterion below are satised:
Q Rxlevmeas (neigh ) > Rxlev(serv ) + FDD _QOFFSET QQualmeas (neigh ) > = FDD _Qmin FDD _Qmin _OFFSET Q Rxlevmeas (neigh ) > = FDD _ RSCP _THRESHOLD

Q Rxlevmeas is RSCP, Rxlev(serv ) is RLA_C, FDD _QOFFSET is from SY S _ INFO 2_QUATER / T ER .QQualmeas is EcNo, FDD _Qmin is from SYS _ INFO 2_QUATER / T ER , FDD _Qmin _OFFSET is broadcast on BCCH of the serving
cell.
FDD _ RSCP _THRESHOLD = FDD _ RSCPmin min((P_ MAX 21dBm ), 3db ) if F DD _ RSCPmin is broadcast on BCCH; else
FDD _ RSCP _THRESHOLD = Q_ Rxlevmin + P _Compensation + 10db
where:
P _Compensation = max (UE _TXPWR_ MAX RACH P _ MAX , 0)db ; UE _TXPWR_ MAX RACH is sent on SIB3 & Q_ RxLevmin is
broadcast on SIBs.
3. Cell reselection shall not occur within 5 seconds after the MS hasreselected a GSM cell from UTRAN cell if GSM cell can be found.
4. If more than one suitable cell is found in UTRAN, then UE shall selectone with greatest RSCP.
