28th Annual SO/LIC Symposium & Exhibition
Special Operations Forces Requirements in Coalition and Interagency Operations
February 13-16, 2017 Bethesda North Marriott Hotel & Conference Center North Bethesda, MD
Onsite Agenda
SYMPOSIUM THEMESpecial Operations Forces Requirements in Coalition and Interagency Operations
The complexity of modern global conflict will require the United States Special Operations Command (USSOCOM) to engage in extensive joint, combined and interagency operations to achieve national military and strategic objectives. USSOCOM must now leverage emerging and innovative technologies as never before to link and share information with allies, U.S. Intelligence community members and interagency law enforcement partners as well as an array of disparate players to rapidly understand and exploit adversaries’ weaknesses on the global commons. No longer is conflict confined simply to the battlefield, it reaches instantaneously from the conflict zone to our board rooms, our communities, and even to our children’s play grounds. To meet this threat, we require a new paradigm in which U.S. and international law enforcement, intelligence organizations, and Special Operations Forces (SOF) become one unified force; networked and connected as never before. As SOF become more lethal to the enemy, they must leverage and potentially add what may have been traditionally viewed as law enforcement techniques, tactics and procedures to their skill sets. Achieving this demands American industry actively engage with the SOF and special law enforcement communities to anticipate their needs creating a collaborative innovative eco-system where ideas are nurtured and developed to give our operators all they need to dominate this global struggle.
Our goal on the NDIA SO/LIC Board, through our annual symposium, is to stimulate and arbitrate this conversation leading to a closer and more collaborative relationship with USSOCOM. We see the symposium not only an industry event, but a community event where current, former and future operators can meet with innovators to shape the ideas and technology of the future. To do this we need an active, enrolled and collaborative community that shares ideas and concepts so we can create the tools that save lives and keep the global commons safe.

You will have the opportunity to attend two out of three of the sessions.
28TH ANNUAL SO/LIC SYMPOSIUM & EXHIBITION
FEBRUARY 13 - 16, 2017
Innovation and Technology Acquisition White Oak A Moderator: Mr. Kirk Burton, Innovation Strategist, ByteCubed, LLC uMr. Jonathan Aberman, Founder and Managing Director, Amplifier Ventures and TandemNSI uMr. Tony Davis, Director, Agile Acquisition, USSOCOM
uMr. Mark Wales, Manager, Advanced Programs, Adobe Systems Federal, LLC uMr. Charles Wolf, DHS Science and Technology Directorate, Office of Public-Private Partnership, USCG, Maritime Intelligence Fusion Center-Pacific
Technology innovation is no longer confined to research laboratories, large companies or even to specific countries. Instead, technology development is a global endeavor where borders are irrelevant. Commercial, government, and academic organizations are searching for methods to develop deliberate internal innovation processes and capabilities. Whether it’s a collaborative effort across boundaries or within business units, unlocking innovation potential is now critical to success. This breakout session will consider what challenges limit our ability to get the latest and best technology into the hands of the combatting terrorism community. How are we challenging the status quo to get solutions to the field faster and are our efforts working? How can we work across agencies, share intellectual property, and maintain security at the same time? How do we leverage the untapped potential of our human capital without distracting from mission critical requirements?
Interagency Operations and Counter-Proliferation White Oak B Moderator: Mr. JD Zumwalt, USA Special Forces (Ret), Former Asymmetric Warfare Group Interagency Coordinator uCol Pat Malay, USMC (Ret), Former Battalion Commander Fallujah and Former RCT Commander Western Iraq uMSgt Todd Smalenberg, USMC (Ret), Force Recon, Joint IED Defeat Organization Joint Expeditionary Team Leader uMr. Keith Smith, Instructor of Criminology, Lynchburg College, Former Police Officer, DEA Special Agent, Operational Advisor Asymetric Warfare Group For centuries, organized criminal groups have profited from the movement of contraband in the international “black market”. The sale of contraband requires expertise in smuggling people, items, and money across borders. Our enemies have adopted these methods to covertly raise funds and to move weapons and people for operations. Consequently, a natural relationship has developed between terrorism, insurgencies, and transnational organized crime. The ability of our enemies to move weapons of mass destruction or to move people in a clandestine or covert manner to execute mass casualty attacks against us at home or abroad will likely require activity within the black market. How can the USG amass and distribute technology, personnel, and knowledge to prevent a catastrophic event?
The Joint Counterterrorism Workshop Series (JCTAWS) Brookside Moderator: Mr. Geoff Shapiro, Director, EMS & Operational Medicine Training, George Washington University uMr. Jeffery Afman, Director, Office of Counterterrorism and Security Preparedness, FEMA Protection & National Preparedness uMr. James Gordon, Los Angeles Police Department (Ret) uMr. Michael McMullen, Emergency Management Specialist, National Preparedness Directorate, FEMA Protection & National Preparedness uDr. E. Reed Smith, Operational Medical Director, Arlington County Fire Department uMr. Andre Stroud, National Counterterrorism Center
The Joint Counterterrorism Workshop Series (JCTAWS) has brought whole community partners together including law enforcement, fire, EMS, hospitals, public and private sector to discuss their counter terrorism planning and preparedness efforts. The JCTAWS workshop series illustrates the successes of combining experts from multiple government agencies. The interagency planning group consists of the National Counterterrorism Center (NCTC), the Federal Bureau of Investigation (FBI) and the Federal Emergency Management Administration (FEMA). The workshops focus on key topic areas including operational coordination, operational response capabilities, unified response planning, medical response and healthcare challenges, and private/public sector engagement. This breakout panel will address best practices as well as capabilities gaps across the counterterrorism cycle of mitigation, preparation, response, and recovery.
