JRE is considered a function not a box JRE function on multiple platforms for:

USAF plans to make Link 16 data available with or without a JTIDS/MIDS terminal

JRE is a functionality to bed integrated into host system – not a standalone box

Near-term needs call for ground and airborne standalone systems
