Hoover’s Limited Strategy

Herbert Hoover was known as the “great engineer.”-mine engineer.

Hoover blamed the depression on world wide economic problems.

Hoover called for voluntary action.

Wanted business leaders to promise to maintain wages.

At first worked, then failed.

Hoover created the Federal Farm Board before the depression to stabilize crop prices.

1930 mid-term elections Republicans took a beating, sound familiar.

Hoover did try to create jobs, Boulder Dam (Hoover Dam).

Hawley-Smoot tariff highest import tax in history.

Backfired, Europeans soon put tariffs on American goods.

Public perceived Hoover as trying to help big business and not citizens.

Some economists encouraged ideas of John Maynard Keynes which called for massive govt. spending.

Low point for Hoover was the Bonus Army.

WWI vets wanted their pension payment early.

20,000 vets protested and camped in D.C.

Some violent protests forced Hoover to use the military.

MacArthur was only supposed to clear PA Avenue.

MacArthur drove the marchers out of D.C.

Hoover took the blame.

As governor of NY FDR worked for Depression relief.

Set up first state agency to aid the poor during the Depression.

Battle between whether govt. should fix peoples problems or people should help themselves.

FDR won by 7 million popular votes.

Support came from urban workers, poor, etc.
