SUPPLEMENTARY REGULATIONS

FOR SUPERCARS

STANDARD REQUIREMENTS

1.1 EVENT TITLE, DATE & VENUE

1.1.1 The Event will be known as the “SANDOWN SUPERSPRINT” (hereinafter referred to as

“the Event”), which will also comprise of race 3, 4 and 5 of the 2021 Repco Supercars

Championship (“the VCS”), and be held at Sandown International Motor Raceway,

Sandown, VIC on 18th – 21st March 2021.

1.2 ORGANISATION & STATUS

1.2.1 The Event will be held under the FIA International Sporting Code including Appendices, the

Supercars Operations Manual (“the Rules”), any applicable National Competition Rules of

Motorsport Australia which are not in conflict with the Rules, the Supplementary

Regulations, any Further Supplementary Regulations or instructions and any Bulletins

issued.

1.5 CIRCUIT DETAILS

1.5.1 Track Length: 3.1 kilometres 1.5.2 Direction: Anti - Clockwise 1.5.3 Track Density: Supercars – 32 1.5.4 Notice Board: Located outside the office of the Secretary of the Event on the ground

floor of the Race Control Building, in the middle of Pit Lane. 1.5.5 Stewards Office: Located in a demountable building behind Race Control. 1.5.6 DRD Office: Located in a demountable building behind Race Control. 1.5.7 Control Line: Is located at the Finish Line and across the Pit Exit.

ADMINISTRATION

2.1 TEAM COMMUNICATION WITH OFFICIALS

2.1.1 For this Event, Team personnel are not permitted to conduct business outside their garage. For avoidance of doubt, unless specifically given instruction to do so; Team personnel will not be permitted access (including but not limited to) the Supercars Operations Truck, the Stewards Office, the DSA Office, RD Office, DRD Office, Race Control and Event Operations Office.

2.2 ENTRIES

2.2.1 Competitors must have completed the 2021 Supercars Entry Registration Form. 2.2.2 Administration checking will commence at 1000hrs (AEDT) on Friday 19th March 2021. 2.2.3 Any Competitors that need to change or add any details contained in their 2021 Entry

Registration Form must do so at the Supercars Operations Transporter prior to the commencement of the Competitor’s Authorised Representatives & Driver’s Briefing as detailed in the Event schedule.

2.2.4 No change of Drivers will be accepted later than 1630hrs (AEDT) on Friday 19th March 2021 unless exceptional circumstances, as determined by the Stewards, warrant a change after that time.

OPERATIONS

3.1 VCS GARAGES AND VISION REQUIREMENTS

3.1.1 For this Event update Rule E2.1.2 Garages with the following new Rule: E2.1.2.4 Promotional walling is restricted to both sides of the Teams garage (no rear

walling or storage rooms are permitted).

3.2 TRANSPORTER ACCESS TO THE PADDOCK

3.2.1 The set-up of the Supercars paddock will be at the discretion of Supercars Paddock Manager or their delegate.

3.2.2 Specific conditions and details of transporter movements into the Supercars paddock will be distributed directly by the Supercars Transport and Logistics Manager. These conditions and timeframes including any predetermined order must be adhered to.

3.2.3 All Team Transporters are required to be split and ready to enter the Supercars paddock on Thursday 18th March 2021 at 1600hrs (AEDT).

3.2.4 Teams are permitted to commence unloading their transporters at 1000hrs (AEDT) on Friday 19th March 2021 or at the direction of the Supercars Paddock Manager.

3.2.5 Non-accredited vehicles are not permitted to enter the Supercars paddock from 0800hrs (AEDT) on Thursday 18th March 2021, for the duration of the Event.

3.2.6 Teams are to supply their own padlocks for garages.

3.3 SPECIFIC PRESCRIPTIONS – PITS AND PADDOCK

3.3.1 The following additional Rule applies to Rule E3.3.1: E3.3.1 A Speed limit of 9 km/h applies to all vehicle movements in the Paddock.

E3.3.1.1 From the commencement of transporter park up as detailed in Supplementary Regulation 3.2.3, vehicle access is strictly prohibited in the area between a Transporter tailgate and the rear of the garages.

3.4 MERCHANDISE

3.4.1 Merchandise is permitted to be sold at this Event however it will be subject to restrictions, for further information please contact Emily Carroll, Supercars Event Operations [email protected].

3.5 ACCREDITATION, ACCESS & TEAM PARKING

3.5.1 Accreditation will be required on person from Saturday 20th March 2021.

3.5.2 Due to Victorian COVID Restrictions - roaming by general patrons inside the Event precinct

will not be permitted in Victoria.

3.5.3 The VCS Paddock will be a restricted area with no general public access.

3.5.3.1 Social distancing protocols must strictly be adhered, and the total number of

people permitted in the VCS paddock at any one time will be monitored.

3.5.3.2 Masks must be worn when entering and moving within the general areas of the

VCS Paddock. Refer Supplementary Regulation 4.1.

3.5.4 TEAM GUESTS - For this Event, guests of the Team who hold ‘Team, Guest, VIP or HoF’

accreditation – there will be two types of access available:

3.5.4.1 Operational Team Guest access – will provide access to the VCS Paddock –

these guests need to be listed on the Team accreditation spreadsheet as non-

performance / Performance Personnel/ Team Owner/ Catering person. Proceed

to Supplementary Regulation 3.5.5 for further instructions.

3.5.4.2 Non-Operational Team Guest access– will not be permitted access to the VCS

Paddock but will be issued a ‘grandstand bench seating bay’ Ticket. For

avoidance of doubt, for non-operational guests of the Team who are in

possession of ‘Team, Guest, VIP or HoF accreditation’ – if these guests are not

issued a Grandstand bench seating ticket, they will not be permitted access to

the Event precinct. Note: Guest/ VIP/ HoF Series hard-cards can be left at the

hotel as they will not be required / recognised by the venue

a) Each VCS Car entry will be eligible to access up to fifteen (15) (including

Driver’s Guests x 4) FOC Grandstand bench seat tickets to accommodate

non-operational ‘Guests, VIP and HoF’ accreditation holders. Teams will

be able to purchase additional tickets at a 50% discount if required.

o Guests must access the Event precinct via Gate 2.

o Guests will not be permitted to access the Event precinct prior to public

gates opening.

o Guests will be required to present their “Grandstand bench seating”

ticket to Security and scan the public QR code, completing the

necessary COVID contact tracing proforma.

3.5.5 TEAM PERSONNEL in accordance with Supplementary Regulation 3.5.4.1 who are

detailed on the Team accreditation spreadsheet as performance, non-performance

personnel, Driver, catering person and REC Owners will be required to complete the online

safety induction using the VenueSAFE Web App as a condition of entry to the venue.

Admission to the event will be denied to any person who has not completed the induction.

3.5.5.1 All Personnel detailed in Supplementary Regulation 3.5.5 will receive an SMS

message with login details to the VenueSAFE Web App, where an induction

and indemnity waiver must be agreed to, and Daily Health Checks completed.

Personnel who do not receive the SMS message are to contact

[email protected] and confirm the individual's mobile number.

NOTE: Unless there is a health alert, you will not receive a daily SMS reminder

to complete your daily health check.

a) Team Personnel must access the Event Precinct via Gate 3 or Gate 5c.

3.5.6 Each Car entry will be allocated four (4) VIP car parking passes to park in the VIP / Teams

car park. All other Team vehicles will be permitted to park in the general car park.

3.5.6.1 All Team car parking is only accessible via Racecourse Drive.

3.6 ACCREDITATION CENTRE OPENING HOURS

3.6.1 The Accreditation centre is located at Gate 3 on Racecourse Drive. (This has changed from previous years).

3.6.2 The Accreditation Centre will be open at the following times (AEDT): 3.6.2.1 Thursday 18th March 2021 To be confirmed in Further Regulations 3.6.2.2 Friday 19th March 2021 To be confirmed in Further Regulations 3.6.2.3 Saturday 20th - Sunday 21st March To be confirmed in Further Regulations

3.6.3 Outside the above hours, all enquiries should be directed to the Supercars Accreditation Manager. 3.6.3.1 Kacee Mortensen -

3.6.4 During the Event, all tickets/ passes that require collection by public/ Team guests must be left at the Ticketek Box Office located at Gate 2 (in an envelope with the collector’s name). The Box Office will be open approx. 30min ahead of gates opening on Saturday – Sunday.

3.7 RACE TRACK WALK

3.7.1 Teams are permitted to undertake their Race Track walk on Friday 19th March 2021 between 1300hrs and 1700hrs (AEDT).

3.8 DEMOBILISATION AFTER THE EVENT

3.8.1 Unless otherwise advised by the Supercars Paddock Manager or their delegate, no Team transporter will be permitted to move from its allocated position or leave the Supercars paddock prior to two (2) hours after the completion of race 5 on Sunday 21st March 2021 (AEDT).

3.8.2 Details of the Supercars Paddock demobilisation and Transporter departure after the Event,

will be in accordance with the instructions issued to Teams under separate cover by the

Supercars Paddock Manager.

3.9 GOLF BUGGIES

3.9.1 For this Event, one (1) road registered golf buggy per Team is permitted.

3.9.2 Teams are only permitted to use Gate 5E at the rear of the paddock (vehicle gate located

near Fuel Bund). If Teams are found to be using any gate other than Gate 5E, the owner

of Sandown Motorsport Park will suspend the use of the buggy for the remainder of the

Event.

3.10 ACCESS TO AND USE OF THE PROPERTY

3.10.1 Children in any restricted areas including the paddock must be under the direct supervision

of an adult. The Promoter reserves the right to have any offenders removed.

3.10.2 Under no circumstances are stakes to be driven into the bitumen surface.

3.11 SANDOWN RACEWAY VENUE REGULATIONS

3.11.1 Attached is a copy of the Sandown Raceway Venue Regulations. These Regulations must

be adhered to, except where in conflict with the Supercars Operations Manual,

Supplementary Regulations, Further Supplementary Regulations, Bulletins or any

instructions from Supercars for this Event

SPECIFIC CIRCUIT/ EVENT SAFETY REQUIREMENTS

4.1 COVID-19 RESPONSE

4.1.1 All team members and staff will adhere to the COVID-19 guidelines implemented and social distancing requirements for this event.

4.1.2 Under no circumstances should anyone with symptoms consistent with COVID-19 attend their place of work, travel interstate or attend the event.

4.1.3 Under no circumstances should anyone attend an event if they have been: 4.1.3.1 overseas in the previous 14 days, 4.1.3.2 in contact with someone who has been overseas in the previous 14 days, 4.1.3.3 in contact with a known COVID-19 positive case in the previous 14 days. 4.1.3.4 residing in a declared hotspot. (Each State has their own legislation regarding

declared hotspots and border restrictions). 4.1.4 In accordance with Rule E3.1.2, Teams are required to update their Workplace Health and

Safety Policy and Procedures Manual with specific inclusion of COVID-19 management procedures and a response plan outlining how the Team will respond to a Team member developing symptoms of COVID-19 at both their Team workshop and at the Event. All updates to Team WHS Manual including COVID-19 Response Plan throughout the course of the 2021 Season must be submitted to Motorsport Operations.

4.1.5 Each Team is to appoint a COVID-19 Compliance Officer to manage their Teams

compliance with COVID-19 regulations and health requirements. This person should be

nominated on the Notification of Performance Personnel Form (Rule D24).

4.1.6 Teams must remain within the confines of their Team garage and Team transporter. COVID-19 Workplace restrictions apply (In VIC it is 1 person per 2sqm). At no point are Team members permitted to enter other Team garages. 4.1.6.1 No group gatherings will be permitted anywhere within the circuit precinct with

exception to Supplementary Regulation 5.3, where social /physical distancing protocols must be observed.

4.1.7 Team personnel are not required to wear face masks when residing/ working inside their Team garage/s. 4.1.7.1 It is mandatory for Team personnel to always wear a mask when outside of the

Teams garage/s and in all situations where social distancing of 1.5m cannot be

maintained.

4.1.8 Race Fuel will be delivered directly to the Teams’ garages. 4.1.9 Entry into the Dunlop tyre garage is not permitted.

4.2 MEDICAL SERVICES

4.2.1 The Medical Centre is located at pit entry and will be operational during the following times: (AEDT): 4.2.1.1 Thursday 18th March 2021 To be confirmed in Further Regulations 4.2.1.2 Friday 19th March 2021 To be confirmed in Further Regulations 4.2.1.3 Saturday 20th March 2021 To be confirmed in Further Regulations 4.2.1.4 Sunday 21st March 2021 To be confirmed in Further Regulations

4.2.2 Any medical assistance that is required outside of the operating hours outlined in 4.2.1, please contact 000. The address to give to Emergency Services is: “Your Specific Location” Eg: Garage 1, Sandown Raceway, enter via Sandown Road, enter the Raceway facility via Gate 5E.

For entry or exit to the venue after this time, please contact 24hour security.

4.7 TRUCK WASHING

4.7.1 Transporters must not be washed in the paddock.

4.8 DELIVERIES AND ACCESS BY NON-ENDORSED EVENT SUPPLIERS

4.8.1 It is the Team’s responsibility to ensure any service providers/contractors they engage who

are not an endorsed supplier, have the correct accreditation and access to the VenueSAFE

system(including any applicable site safety induction is completed). Please contact

4.9 ALCOHOL, DRUGS AND OTHER SUBSTANCES

4.9.1 The holder of a Motorsport Australia Licence (or a Licence issued by another ASN) may be

tested for the presence of any drug or other banned substance and subject to a penalty for

a breach of the Australian National Anti-Doping Policy and/or the Motorsport Australia Illicit

Drugs in Sport (Safety Testing) Policy at www.motorsport.org.au.

4.9.2 Consumption of alcohol in the paddock, pits or any other Reserved Area is prohibited until

all Competition is concluded each day. The holder of a Motorsport Australia Licence (or a

Licence issued by another ASN) may be tested for the presence of alcohol by a Motorsport

Australia Accredited Testing Official (CATO) in accordance with the Motorsport Australia

Alcohol Policy at www.motorsport.org.au.

SPORTING

5.1 TYRE FITTING, ALLOCATION AND USAGE

5.1.1 Control tyre fitting will commence from 1000hrs (AEDT) on Friday 19th March 2021 in the

Dunlop facility located in the Supercars Paddock.

5.1.2 The Dunlop tyre fitting hours of operation are as follows (AEDT):

5.1.2.1 Friday 19th March 2021 1000 – 1800

5.1.2.2 Saturday 20th March 2021 0715 – 1830

5.1.2.3 Sunday 21st March 2021 0800 – end of VCS race 5

5.1.3 For this Event, update Rule D17.7.9 to the following:

D17.7.9 At the conclusion of practice and prior to the first qualifying Session of the

Event, Teams must return the “Pre-Marked” Control Tyres in addition to two

(2) sets of Event Marked Control Tyres to Dunlop.

D17.7.9.1 At the conclusion of Saturday qualifying at this Event, Teams

must return a third (3rd) set of Event Marked Control Tyres to

Dunlop.

5.2 EVENT OPERATING HOURS

5.2.1 The Event operating hours (AEDT), for the purpose of Rule E2.1.1 are as follows:

5.2.1.1 Friday 19th March 2021 0900 – 1700

5.2.1.2 Saturday 20th March 2021 0715 – end of race 3

5.2.1.3 Sunday 21st March 2021 0800 – end of race 5

5.2.2 Refer to Chapter 8. Event Program regarding Rule E2.1.1.2.

5.2.3 All Competitors are reminded that the permit issued by the City of Greater Dandenong for

the Event stipulates that no race engines may be in use outside of the following hours (all

times are AEDT):

5.2.3.1 Saturday 20th March 2021 0800 – 1800

5.2.3.2 Sunday 21st March 2021 0900 – 1800

5.3 BRIEFINGS

5.3.1 At this Event, all attendees are required to print briefing notes and attachments to refer to

during the briefing (or can read on an electronic device). Due to COVID-19 best practice,

the Secretary of the Event will no longer be printing copies to distribute.

5.3.1.1 For signing-on prior to the briefing, please bring your own pen.

5.3.2 A briefing for all Competitor’s Authorised Representatives & Driver’s will be held at

1630hrs (AEDT) on Friday 19th March 2021 in the Vintage Room, located on the 1st floor

of the northern end of the grandstand. Entry is via the green walkway at the rear.

5.3.2.1 Only one (1) Authorised Representative per Team and Primary Driver is permitted to attend.

5.3.2.2 Social /physical distancing protocols must be observed. 5.3.2.3 Wearing a mask is mandatory.

5.4 DRIVER CONDITIONS POLICY

5.4.1 In accordance with Rule D3.4.4, the nearest Town or City to the Circuit, as listed by the Bureau of Meteorology is Springvale: http://www.bom.gov.au./places/vic/springvale/

5.5 SHADE STRUCTURES

5.5.1 Teams are permitted one (1) only 6m by 3m shade structure per Car on the apron at the rear of the Pit Garages. All other shade structures are to be placed next to their transporter.

5.5.2 Teams are required to conform with the requirements for Temporary Structures Weighting Requirements, this will be sent to Teams under separate cover.

5.6 PIT STOPS

5.6.1 For race 3, 4 and 5 the following additional CPS requirements must be complied with: 5.6.1.1 Each Car must complete the CPS requirements as per Schedule A2. Format of

VCS Events. 5.6.1.2 A Car may only perform a CPS after it commences lap 5 on the Race track. 5.6.1.3 During the CPS, the Control Tyres removed from the Car cannot be refitted to the

Car during that CPS. 5.6.1.4 The Penalty for failure to complete a CPS will be a Time Penalty added to that

Car’s race time. 5.6.1.5 Should the SC be deployed prior to the leader commencing lap 5 on the Race

Track, and the SC period continues after the commencement of lap 5, the CPS window will not open. Teams will be updated as to when the window will open via RMC and the Instant Messenger.

5.7 GENERAL PRESCRIPTIONS – STARTS

5.7.1 For this Event, update Rule D8.1.3.2 a) with the following:

D8.1.3.2 a) being connected wirelessly or by Bluetooth or by cable or

any other means to the Car (excludes BF1 mini analyser);

and/ or

5.8 PARC FERMÉ – PERMITTED ACTIVITIES VCS

5.8.1 For this Event, update Rule D13.5.1 with the following: D13.5.1.10 Within 30 minutes of the final scheduled Session of the day

being complete, all data logger data from the day must be uploaded to the following network location \\192.168.4.3\metadata\<team>\1.V8SC. a) For the final VCS race of the Event, all data logger data

from that day must be supplied to the SupercarsTechnical Department on the provided USB storagedevice within 30 minutes of the Session being complete.At which point the data can be deleted from the datalogger

5.9 PIT STRAIGHT SIGNALLING AREA

5.9.1 A restricted area has been established along the signalling wall area due to a lack of Debris Fencing on the signalling guard rail. Please refer to the attached diagram.

5.9.2 Should a Team have a Car/pit radio failure, the Team must seek the prior approval of the HoM for a maximum of two (2) Team members to access the area for signalling only. Please refer to the attached diagram.

5.9.3 Teams will be permitted to stand along the signalling guard rail in the restricted area at the end of the race in accordance with Rule D11.5.1.

5.10 IN CAR WARNING SYSTEM

5.10.1 For this Event, the In-Car Warning System will be operational. 5.10.1.1 Safety Car, Red Flags and Blue Flags are regulatory.

5.11 PERFORMANCE AND NON-PERFORMANCE PERSONNEL LIMITS

5.11.1 For this Event, delete Rule D24.3.3 in its entirety and replace with the following:

D24.3.3 At each Event:

D24.3.3.1 A maximum of Four (4) non-Performance Personnel are

permitted per two (2) Car Team.

(a) If applicable, work experience personnel as

outlined in Rule D24.3.8 and D24.3.8.1 must be

included within the non-Performance Personnel

allocation and listed on the D24. Form.

D24.3.3.2 A maximum of Three (3) non-Performance Personnel are

permitted per one (1) Car Team.

(a) If applicable, work experience personnel as outlined in Rule D24.3.8 and D24.3.8.1 must be included within the non-Performance Personnel allocation and listed on the D24. Form.

D24.3.3.3 A maximum of Six (6) non-Performance Personnel are permitted

per three (3) Car Team.

(a) If applicable, work experience personnel as outlined in Rule D24.3.8 and D24.3.8.1 must be included within the non-Performance Personnel allocation and listed on the D24. Form.

D24.3.3.4 Teams are permitted one (1) person for the purpose of providing

team catering services. This person is subject to the prior

approval of the HoM and is not required to be listed on the D24.

D24.3.3.5 The non-Performance Personnel limit at each Event is subject to change by the HoM and will be updated in the Supplementary Regulations when amended.

5.11.2 For this Event, update Rule D24.3.6 with the following:

D24.3.6.1 A Team Owner deemed not to contribute to the performance of

a Car, is not required to be listed on the D24. Form.

5.11.3 For this Event, update Rule D24.3.8 with the following:

D24.3.8.2 During the Season, a local TAFE, School, or Registered

Training Organisation may provide student/s to the Supercars

Motorsport Department for the purpose of gaining work

experience at a Supercars Event. In this instance, Rule D24.3.8

does not apply and this person/s is not required to be listed on

the D24. Form.

5.12 REFUELLING EQUIPMENT

5.12.1 For this Event, update Schedule D4 Refuelling Equipment (Article 1.3 to 1.6) with the

following:

1.3 The Refuelling Tower must only incorporate a “11iamese” filler/vent configuration

which is to be operated by a single Refueller/vent attendant and returns all displaced

fumes from the Car’s fuel tank to the ullage space in the reservoir of the Refuelling

Tower.

1.4 A single fuel delivery hose, which must be made of a flexible rubber or a fuel resistant

reinforced plastic material must be PIRTEK Part-IROFSD-051 and, must be

connected to the emergency cut-off valve.

1.4.1 The complete flexible part of the delivery hose must be at least 3.5m in length

not including any adaptor fitted to the FIA Fitting; and

1.4.2 Have an ID no greater than 51mm (2 inch); and

1.4.3 A clear section with a minimum length of 150mm must is permitted to be fitted

as in addition to the design designated in Figure 1 and must be added by

means of a joiner in the delivery hose.

1.5 A single vent hose, which must be GranuFlex Part- GRANUFLEX050 and must be

made of a flexible rubber or a fuel resistant reinforced plastic material must be used

to direct the expelled fumes from the Car to the Refuelling tower and must remain

open at all times.

1.5.1 The maximum length of the vent hose is 4.5m; and

1.5.2 The maximum ID of the vent hose is 51mm (2 inch); and

1.5.3 It is permitted to include a clear section in the vent hose by means of a joiner.

a) The joiner must not restrict the flow of fumes for the duration of the

Refuelling operation.

1.6 Any joiner used in the delivery or vent hose must be a maximum of 80mm long with

a maximum ID of 47mm.

1.6.1 The ID of the joiner must remain parallel along its length excepting small

radius at each end is permitted.

6.1.1 Scrutineering will commence at 0730hrs (AEDT) on Saturday 20th March 2021.
