A resident attended the Parish Council meeting with issues regarding the lighting on BedfordRoad. Be confirmed he had already contacted Highways regarding the intensity of the lightingand he would like the Parish Council to investigate. This issue is item 4.1 to be discussed.

4. Highways

4.1 Discuss and agree possible solutions to traffic calming outside 59 High Street,Great Barford.

Great Barford Parish Council discussed and agreed that due to safety issues a zebra crossingwith a build out was the best solution. On previous discussions with Highways they haveconfirmed that the zebra crossing with a build out is a viable solution.

Great Barford Parish Council discussed the development in Stewartby and agreed that theysupported the development.

Action Clerk to contact Highways to confirm that Great Barford Parish Council support thedevelopment in Stewartby.

Great Barford Parish Council discussed and agreed the budget for 2019/2020.

11. To consider and finalise the precept for 2019/2020.

Great Barford Parish Council discussed and agreed the precept of £65,000 for 2019/2020. Thisreflects £77.77 for a council tax charge in Band D 2019/2020 which is an increase of £3.64(5.1% increase) .

See Appendix 5 for budget and precept figures.

12. Discuss and approve Councillor training for Councillor Waltham

Great Barford Parish Council agreed the payment of £25 for Councillor training for CoWaltham

Action Clerk to book Councillor Waltham on Councillor training course and to arrange paymentof £25 at the next Parish Council meeting.

13. Discuss and approve Caloo Play Equipment Inspection Report.

Great Barford Parish Council discussed the report and agreed that the ski machine was to bewelded due to safety concerns and authorised the work to be actioned by a local tradesman.

Action Councill Rudgley to arrange for a local tradesman to action the work required andpayment to raised at the next full Parish Council meeting.

14. Discuss and approve fixing the Pound Information Board

Clerk advised that Naturesign had authorised Great Barford Parish Council to arrange for a localtradesman to complete the necessary work on the Pound Information Board sign and theywould cover the cost.

Great Barford Parish council agreed that a quote should be provided for the works howeverthere was no guarantee that Naturesign would honour their agreement of paying for thecorrection work especially if the work carried out by the tradesman still did not resolve theworkmanship issues on the Pound Information sign. Great Barford Parish Council agreed toobtain a quote for the next full Parish council meeting to discuss further action.

Action Clerk to contact Ed Burnett for a quote to fix the pound information sign.

Action Clerk to put quote on next full Parish Council meeting.

15. Discuss the Village hall car park barrier closure when not in use and consider ablanket no smoking policy on Parish Council property.

Great Barford Parish Council discussed the problems with rubbish issues in the car park.It was agreed that the Village hall barrier should be locked at night and opened in themorning by the caretaker. A lock was agreed for the barrier. It was also agreed thatsignage would be required to advise residents when the Village Hall car park would beclosed.

Action Clerk and Councillor Rudgley to research a suitable lock for the car park and presentalong with a quote at the next Full Parish Council meeting.

Action Councillor Byrne to suggest at next Village Hall Committee meeting that the Village hallbarrier is closed at night times and to present her findings at the next Full Parish CouncilMeeting.4

16. Russell Harley no longer wants the contract for the village hall car park bushestidy up. Discuss and agree quotes for another contractor to action the bushes cutback and tidy up

Great Barford Parish Council discussed and agreed the price quoted by Apex for £990 + VAT.

Action Clerk to contact Apex to advise them that the Parish Council had agreed their quote andto arrange for work to commence and payment.

17. Discuss and agree grass cutting quotes for Great Barford Parish.

Great Barford Parish Council discussed the quotes presented and agreed that the Woodpeckergrass cutting quote should be offered to Andy Worboys and the rest of the grass cutting contractfor the village to be given to Russell Harley providing he will agree to a 3 year contract at the 2year quote price.

If Andy Worbouys decides he does not want just the Woodpecker Close grass cutting contractthen Russell Harley is to be offered this also at the price he quoted for a 3 year contract.

See Appendix 6 for grass cutting quotes

Action Clerk to contact Andy Worbouys to offer the Woodpecker Close contract and to confirm ifhe would like the grass cutting contract.

Action Contact Russell Harley to advise him that Great Barford Parish Council would like tooffer him the grasscutting contract for the village providing he can do a contract for 3 yearsinstead of 2 years at the yearly price quoted for a 2 year contract.

Also, if Andy Worboys does not want the Woodpecker Close grass cutting contract then adviseRussell Harley he that Great Barford Parish Council have agreed that Russell can do this at the

r~ price he quoted for a 3 year contract.

18. To consider if Great Barford would like to add comments to the Partner surveyBudget consultation 2019.

Great Barford Parish Counci had no comments to make.

19. Application for Ica (Data protection) confirmed. Discuss and approve payment of£40.Great Barford Parish Council agreed the payment of £40 for the yearly fee for data protectioncover.

Action Clerk to raise cheque for £40 to be signed at next Full Parish Council meeting.

20. Discuss and agree any comments for Budget 2019 Consultation.

Great Barford Parish Council had no comments to make.

21. Website - to receive any items for content

Councillor Rudgley and Clerk advised the Parish Council that we are currently awaiting thehandover from the existing website provider. Once this has happened the commencement ofbuilding the new website will begin. .

Appendix 1

Great Barford Parish Council: Update from Cllrs Stephen Moon and Sheryl Corp - January 2019

Local Plan 2030

As expected, the Council approved the Local Plan for submission on the 5th December. It will now

be examined by the Planning Inspectorate which will make comments and, where appropriate,

suggestions for modifications so that it complies with national policies and legal requirements.

Local authorities are not obliged to take on board the views of the Planning Inspector, but doing so

could ensure the Local Plan is deemed to be 'sound' should it be subject to challenge from

developers in the future. Depending on the workload of the Planning Inspectorate at the time of

submission, it is likely to take several months for the Council's Local Plan to be reviewed.

Given that the majority of houses (2260 of 3636) in this plan period will be on green field sites, it is

likely that the Local Plan will be subject to challenge.

Bedfordshire Police Funding

The Home Office has announced plans to increase funding for police forces next year which could

see Bedfordshire Police's resources rise by £8m. Around £5.6m of this sum will be realised should

the Police & Crime Commissioner choose to increase the policing element of Council Tax. Of the

remaining sum, £1.3m will come from the central government core grant and there will be

additional H.lm to cover pension costs.

Rough Sleeper Support

The Council has in place a package of support for rough sleepers during the winter period.

Last year a grant of £307k was received from central government for 6 additional support workers

and a Rough Sleeper Outreach Co-ordinator to ensure effective working with partner organisations.

Furthermore, additional units of accommodation are being provided, along with 10 emergency

accommodation beds.

Bedford Hospital Inspection

The Care Quality Commission's (CQC) latest inspection found that overall Bedford Hospital 'requires

improvement'. This grading was given to urgent & emergency services (including A & E) and

maternity, although the remaining 6 categories were rated 'good'.

The Hospital's Chief Executive, Stephen Conroy, told local media that since the inspection the

Hospital has opened its Urgent Treatment Centre (UTC) which is seeing around 50 patients a day

and taking the pressure off A & E services. He also reiterated plans to retain key services including

maternity, A & E and paediatrics as part of the intended merger with Luton & Dunstable Hospital.

Bromham Road Bridge

Traffic travelling westbound over the Bromham Road bridge in Bedford is to be redirected from

January 2019 - April 2019. This is due to Network Rail's preparatory works for the demolition and

rebuilding of the bridge to accommodate the electrification of the line.

Specific dates and details of the diversion will be advertised in the area. The works may well have a

knock-on effect on traffic across the town.

Council Website

Following a period of redevelopment and testing, the Council has launched its new website at

www.bedford.gov.uk.This is part of the implementation of the 'Digital Operating Model' to save

over £lOm a year by 2020 through the improved use of technology.

Alzheimer's Society Scheme

The Alzheimer's Society is publicising a new service in Bedford Borough. 'My Future Plans' provides

one-to-one support for those who have been diagnosed with the disease and their careers to

The Council's website provides updates on winter maintenance, including gritting operations. It

also notifies residents of changes to school and adult services transport, bus services and waste

Clerks Report

1. Ace CCTVInternal Camera quote. Councillor Byrne to discuss if village hall will pay/contributeto this at the Village hall committee meeting and give an update to the Parish council in February'smeeting.

The Council decided to obtain another quote to fix the internal cctv camera as the quote from Aceappeared expensive. Also to explore the possibility of the village hall committee paying for the cctvinternal camer to be fixed

Action Councillor Byrne will ask at the next village hall committee if they are prepared to pay to havethe internal cctv camera fixed and will update the council at the next full Parish Council meeting

Action Clerk to put on next full Parish Council meeting that Councillor Byrne will be updating regardingdiscussion with Village hall committee on whether they will pay for the cctv internal camera to be fixed.

Action Clerk to obtain another quote to get the internal hall cctv camera fixed.

2. Update and quote for broken bin on Brook Lane.

The Parish Council decided to order a new bin. A black bin costing £279 including VAT was discussed,/--' and favoured by the Parish Council. Also suggested that other bin quotes are required and will be

discussed at the next Committee meeting.

Action Clerk to investigate bin quote for £279 and to find alternate quotes for a new bin and put onnext Committee meeting agenda to be discussed.

3. Update on street lights being adopted by BBCand update from Cardington Parish Councilregarding upgrading their own lights independently.

The Parish Council agreed that they require more information from Cardington Parish Council about thelights they replaced to LED.

Action Clerk to contact clerk at Cardington Parish Council to obtain information on if they metered(how was there electric reduced as we are not metered and who actioned the work).

4. Update on tall column that needs removing on Junction of Bedford Road and Chapel Field.Will be actioned in next 3 month as this requires a mains shutdown by UK Power Networks.

The Parish Council were advised by the Clerk that the tall column remaining on the junction of BedfordRoad and Chapel Field will be removed in the next 3 months by Bedford Borough Council. It requires amains shutdown by UK Power Networks.

5. The Parish Council were updated on GDR stones. Russell Harley has actioned all existingstones but has not actioned reserved as these will be moved when they are buried and therefore willprove to be wasted time.

No comment from the Parish Council.

6. Bin removed in Chapel Feld Road and not replaced. Highways are looking into.

No comment from the Parish council

7. Yew tree update in graveyard. The pruning of this tree has been authorised by the Dioceseand we will receive an Archdeacon's approval letter in the New Year. We have been given the goahead to prune the tree. Russell will consult with Councillor Lovesey and her husband to prune thiscorrectly.

Action Councillor Lovesey will speak to Russell Harley to arrange for her husband to advise RussellHarley how the tree is to be pruned correctly.

8. Update on obstructing road signs on the crossroads.

The Parish Council were advised by the Clerkthat Andrew Prigmore had advised they do not considerthese signs as causing an obstruction to traffic and visibility and therefore do not consider these to be apriority for funding at this time.

9. Bereford Close residents who raised the petition have been advised of Linden Homescomments regarding the staggered safety barrier. Kim Healy (Team Leader) from Highways is lookinginto.

The Clerk advised the Parish Council that letters had been sent to all the residents on the petition of thereply received from Linden Homes.

Parish Council agreed to contact highways to look into further.

Action Clerk to contact Highwways to look into possibility of a staggered barrier.

10. Ed Burnett safety playground reports only flagged missing cap on the play car. I will ask forthis as a freebie when we decide to order the new playground equipment.

12. Response from James Salmon regarding high intensity of lighting on the Hare Meadowentrance (Derek's son spoke to lighting already and some action taken already).

Parish Council requested that the camera location be moved closer to the 30mph sign if Bedford Borugh

Council decided on moving this in the future.

GBPC Neighbourhood Plan Update - January 2019

The NP Group did not meet in December, the regular date falling on Christmas Day.

We are still waiting to hear from BRCC regarding the next stage of the Green Infrastructure Plan. Thisshould be a public "Drop-In" session to review a 1st Draft of the GI Plan.

However, we have been active, being in communications with Charlotte Simpson from AECOM. Theanticipated Site Visit, deferred from December, was arranged for Tuesday 08 January, with a reques 110be accompanied on the day to help locate the sites. I agreed to be the host "tour guide".

On arrival, we had a short discussion to clarify the Technical Support status, and the day's itinerary. Wethen visited all the BBC "preferred sites" proposed in their LP Consultation from April 2017. This waswhere the BBC had already eliminated 10 of the original "call-for-sites", leaving various combinations ofthe remaining sites as 3 Options.

AECOM will assess each of these 15 remaining sites individually against their "standard" criteria, andthen re-evaluate with "additional local" criteria, proposed by the GBNP Team. It is anticipated theadditional criteria may result in further elimination/reduced score for some sites.

The sites will then be reviewed against the wider picture, of how to accommodate the proposed 500houses allocation of BBC LP. This could result in 1, or more options, being proposed.

A 1st Draft Report of this "objectively assessed study" is expect around 13 February 2019. We will then beasked to feedback comments before an amended "Final Draft" is presented to Locality for approval.

The approved FINAL Report will then be issued to us. This is expected to be around end of March.

From this "Site Options and Assessment Report", we will be able to make the final choice of eitherAECOM recommended combination(s), or individual sites, to be included in our NP.
