1. QUALIFICATION SYSTEM

The qualification system for each event of the 2018 UCI Track Cycling World Championships presented by TISSOT is

based on the 2017-2018 UCI Elite Track Ranking, drawn up at the end of the last round of the 17-18 TISSOT UCI

Track World Cup (on 22.01.2018).

You may find in the various rules that apply for the selection to the 2018 UCI Track Cycling World Championships

2. AGE OF COMPETITORS

Without prejudice to the aforementioned qualification system, competitions are open to competitors born at the latest in:

3. REGISTRATION PROCEDURE

Please note that each National Federation taking part in the 2018 UCI Track Cycling World Championships

presented by TISSOT Apeldoorn must register with the UCI all persons included in the delegation, using the

interactive online system:

- Registration and accreditation of riders (deadlines specified hereafter)

- Accreditation of all persons included in the delegation (managers, trainers etc)

Each National Federation received a “login” and a “password” to register their rider’s official and guests directly on

the Internet.

You need to use the same login and password for the two different online systems.

National Federations that do not have Internet access can claim registration forms at the UCI Sport and Technical

Department—Track (Art. 9.2.003).

Unless prevented by an act of God, a National Federation that has enrolled by returning the enrolment form for a

World Championship and that does not participate shall be liable to a fine of CHF 500 to CHF 2000 (article 9.2.005).

4. ACCREDITATIONS

Please note that each National Federation taking part in the 2018 UCI Track Cycling World Championships presented

by TISSOT Apeldoorn must register with the UCI all persons included in the delegation, using the interactive online

system:

The venue will be fully accredited from Tuesday February 27th

Please ensure that you collect your accreditation as soon as you arrive at the velodrome as it will be required for

access to all parts of the venue. Accreditations are provided with a lanyard and must be worn and visible whenever

you pass through accreditation controls.

You are responsible for the safe keeping of your accreditation. If your pass is lost or stolen, please inform the

Accreditation Centre immediately. Any abuse of the system such as passing your accreditation to another person

will be reported to the UCI and your accreditation may be withdrawn.

Team Accreditations can be collected from the Accreditation Centre located ground floor of the Velodrome during

opening hours.

To avoid misunderstandings, the Union Cycliste Internationale has decided to fix a limit for the maximum number of

accreditations which can be issued depending on the various organisations, which is as follows.

The number of accreditation cards is valid for a complete team; consequently, it will be adapted to the number of

riders who will take part in the Championships.

ACCREDITATION ZONES

If you feel that you do not have clearance for a zone which is necessary for your work, please contact the

Accreditation Centre.

All accreditations grant you access to the spectator concourse but not to the spectator seats. A steward will ask

people without tickets to make way for spectators. Designated seating areas are reserved for teams at the spectator

concourses.

Please be mindful that many of the event personnel you will encounter at the velodrome are volunteers so please

treat them with courtesy as without them the event would not be able to happen.

5. SCHEDULE

The following schedules have been studied in order to respect sports obligations and TV broadcasts. Moreover,

estimated durations for each competition phases may be amended according to the number of entries.

Between sessions the track will be available for athletes to warm up, approximately 15 minutes after the

completion of the daytime competition session. The official opening ceremony will also take place on Tuesday 27th February from 20.00. In addition to Dutch musical artists and track cycling races opposing youth against ex-professional cyclists, the LOC would like to have a traditional parade with flag bearers from all participating nations. Therefore, it is kindly asked to teams to participate in the ceremony with 2 to 3 riders of their nation (wearing official national colors). These representatives shall be present in the infield at 19:30.

7. COMPETITION CLOTHING

Riders of the same national team must wear identical racing shorts during the same event, except for advertising

space included in a lateral band 9 cm wide, which may differ from one rider to another. This means that National

Federations must also provide their riders with national racing shorts.

Team Managers must therefore present the national apparel to the College of Commissaires at the confirmation of

participants.

8. COMPETITIONS INFORMATION

It is kindly reminded that during Track events, the Commissaires will strictly apply the articles 1.3.002 and 1.3.023

regarding modification applied to equipment and extensions measurements. The spirit of the regulation, and as

explained in the "Clarification Guide of the UCI Technical Regulation", is that the 10cm measurement will be taken

from a horizontal perspective of the elbow support. Thus, if the elbow support is tilted, the jig used to measure the

difference in height between the elbow support points and the highest or lowest points of the extension (including

levers) will be placed in the middle of the elbow rests. For any question on this subject, you can contact the UCI

9. AWARD CEREMONIES

The following arrangements will apply to the official ceremonies:

In accordance with the order set in the programme, the World Champion, the second and the third placed riders

shall be ready for the official ceremony that shall be conducted under the responsibility of the President of the

Commissaire Panel.

Riders shall appear in racing attire, wearing their national jerseys but bare-headed and without headband or

glasses, until they leave the official ceremony enclosure.

A World Champion may not wear the jersey identifying his title and bearing the regulation advertisement of his

main sponsor(s) until, at earliest, the day following that on which he received it.

Any infringement of the provisions of articles 9.1.044 to 9.1.050 above shall be punished by a fine of CHF 2’000 to

CHF 10’000. A higher fine may be imposed depending on the advantage derived from the offence.

13. TRAINING SESSIONS

UNOFFICIAL TRAINING:

Omnisport Apeldoorn will not be accessible to teams before the Official Training Sessions.

OFFICIAL TRAINING: SATURDAY 24TH- TUESDAY 27TH FEBRUARY

The track will be available for training from Saturday 24 February to Tuesday 27 February.

Official training will be scheduled in 1 hour 45 minute slots. The schedule for training will be available on the UCI and Event website and will also be available to teams upon their arrival. Teams must respect the slots defined by the UCI.

During training and warm-up sessions, UCI Rules must be respected. The UCI Technical has the power to take the necessary measures to ensure security on the one hand and equity among the other teams on the other. All riders must wear the national team apparel.

Depending on the occupation of the track, training from Starting Gates may only occur in the final 15 minutes of

each session from the home straight only and under the control of the UCI Technical Delegate. Training behind

Derny or motorbike will not be permitted in any session.

OFFICIAL TRAINING AND WARM UP SESSIONS ON COMPETITION DAYS

On competition day the track will open 2 hours before the first session of each day. The first hour will be open to riders not competing on that day, while the second hour will be for riders competing on that day only. The track will also be open for warm up between sessions. The pre-competition warm-up session ends 10 minutes before the start of the competition

Riding in the venue Riding bicycles in the corridors of Omnisport is prohibited at all times. Bicycles are only to be ridden within the warm up zone and on the track.

Rollers Limited rollers can be provided by the organization. Please contact [email protected] for further details.

Rider Ice Baths The LOC will not supply ice baths. It is the responsibility of the teams to supply the ice baths. A dressing room can be available, please contact the facility manager from the venue via +31 6 16 509 123

14. TEAM MAINTENANCE AND STORAGE AREAS

Teams will be met by the Team Cabin Coordinator on arrival at the main barrier and will be directed to the allocated parking area and Team Cabin. Storage containers are allocated to teams according to the numbers of riders entered. These are located in car park 8 as per the map. Each container is provided with lightning. The team cabin area is covered by security 24 hours a day from February 24th. Teams who arrive prior should contact [email protected] . The Team Cabin Coordinator will meet each team on arrival and show you to your allocated Cabin. It is important that teams only use the cabin allocated to them. Due to the numbers of teams entered and space limitations it will be necessary for some smaller teams to share cabins. A security deposit of € 150,00 in cash must be paid for each key. Please ensure you sign your key back in at the end of the event, no later than 10h00 on Monday March 5th. Lost/unreturned keys will be charged at € 100,00 euro per key. The deposit will be returned once the team cabin has been inspected and is left in the condition in which it was issued to you. Your deposit will not be returned is there is any damage to the team cabin and you may incur additional repair costs if the damage exceeds the initial deposit. Lost keys – if your team misplaced the key for your team cabin, a replacement key is available from the Team Cabin Coordinator. Teams will be responsible for the cost of replacing lost keys. Key replacement cost is € 100,00 euro. Teams will be able access the storage compound from Saturday 24th February until Sunday 4th March from 08:00 to 22:00.

15. TRACK CENTRE TEAM PENS

Track center pens will be available from Friday 23rd February at 17:00.

Team pens are allocated in the track centre taking into account the size of each team. Space is limited so please

keep to your allocated area. Teams are reminded that the team storages are to be used for the storage of equipment

not required for competition in that session.

Fire Regulations insist that corridors in the track are maintained for emergency evacuation purposes. To ensure the

track center can be cleared quickly and safely in an emergency please ensure equipment does not excessively narrow

or block walkways.

Team Pens will have one table, chairs and bike racks. No furniture is to be removed from the allocated pit, from the

infield or chained up

Power Teams pits will be powered with 230V, standard 2-pin outlet. The venue requires that all electrical equipment

meets Dutch Standards to meet safety requirements. Teams must have all appliances tested and tagged by a

qualified electrician. Please do not plug extension leads into this socket or kettles, coffee machines or fan heaters as

they use high power consumption and may cause the supply to fail.

Wifi: Wifi will be available for teams in the velodrome (Password : WC2018teams)

16. TEAM PERFORMANCE ANALYSTS

An area is provided for sports scientists on the home straight concourse. Availability is limited.

All NF wishing to utilize this facility must book their position with the LOC [email protected] prior to

arrival by the 9th February 2018. The cost of this service (included cabled internet) will need to be borne by the

teams.

Please note: NF will not be able to set up their own wireless networks as they interfere with other equipment in

use. All “unofficial” set up will be immediately desinstalled.

17. TEAM CHANGING ROOMS

There are male and female changing rooms and shower facilities available at the Omnisport Apeldoorn on the

ground floor. Please follow the directional signage.

18. TEAM SEATING

The OC have set aside areas in the spectator seating for athletes not competing during a session. This will be seats

located in L, I and J. Please follow the signs towards the 2nd floor. This area is for accredited athletes only.

19. PARKING AT VELODROME

Teams can use the parking space nearby the container village. Teams have to park at P5, they can follow the signs ‘Teams’. Teams can use entrance 5a to entrance the building. It’s important to know that entrance 5a, the parking area and the container village are behind the building. When you drive at the location site, you have to drive to the other side of the Velodrome.

20. DOPING CONTROL

Doping Control tests will be carried out by the 2015 Anti-doping Rules of the UCI and CADF procedures and instructions. Riders selected for anti-doping will be identified on a list by their race number or their ranking. If applicable, the list will be posted on the infield and at the entrance of the doping control station immediately after the race.

The doping control suite is located ground floor as indicated on the floor plan. The riders selected for the controls will be notified by a chaperon; the notified rider shall remain within sight of the chaperon at all times from the moment of in-person notification until the completion of the sample collection procedure. Even if there are chaperons present, ultimately IT IS THE RIDERS’ RESPONSIBILITY TO CHECK IF THEY HAVE BEEN SELECTED FOR ANTI-DOPING CONTROLS.

21. MEDICAL TEAM

A team of doctors and paramedics and fully equipped ambulance will be present onsite throughout official

training sessions and competitions. The medical team will be based in the track center during official training and

racing.

The medical team will also have the exclusive use of a first aid room on the ground floor – refer to ‘Ground floor’ level on the map. Outside (official) training and competition sessions, emergency medical care is available through the national public health for medical care. They are contacted in an emergency by dialing 112.

Outside official training and competition times, emergency medical care is available through the public

healthcare service. They are contacted in an emergency by dialing 999 or 110

An ambulance is on site to transfer very serious injuries to hospital. We ask that teams help ensure this resource is

only utilized in serious circumstances.

VENUE EVACUATION

In the event that an evacuation of the building is required, please follow the instructions of the security and

stewarding personnel. Please exit the building calmly and quickly and gather near P1 or P7.

22. RIDER SAFETY ON THE ROADS

Whilst out on the roads remember to not drive on the high way. After dark you will require a front and back light

fitted to your bike. Red traffic signal lights mean “stop”. Ensure you adhere to all road signs and do not ride on the

footway, this is illegal and may result in a fine. Please make sure you have your ID with you when you are outside

the venue.

OMNISPORT APELDOORN The official venue for the 2018 UCI Track Cycling World Championships presented by Tissot is Omnisport Apeldoorn, the Netherlands. The facility opened in 2008 and has been the home of all major Track Cycling events including the 2011 UCI Track Cycling World Championships, the 2011 and 2013 European Championships Track Cycling and the Tissot UCI Track Cycling World Cup in 2016. Omnisport Apeldoorn is a one hour drive from Schiphol airport.
