Chapter I General Rules

Introduction

BMX racing is both a high performance and amateur sport. High performance riders compete at the

“Championship”categorylevel.AmateurriderscompeteintheChallengeandMastersCategorylevels.

RacesfortheChampionshipcategorylevelforeventsregisteredontheUCIInternationalBMXCalendar

mustalwaysberunundertheUCIRegulations.

Events for theChallengeandMastersCategory levels are controlledby thenational federationof the

country where the event is held, and are conducted under that federation’s responsibility and

regulations, even when an event for such categories is held together with a BMX event for the

ChampionshipcategorylevelthatisregisteredontheUCIInternationalBMXCalendar.

As required by the UCI Constitution, the national federation regulations must incorporate the UCI

Regulations. Only those articles of the UCI Regulations marked with an (N) may be modified by the

nationalfederations.

ExceptionsconcerningtheChallengeandMastersCategorylevels:

1. TheannualUCIBMXWorldChallengefortheChallengeandMastersCategorieslevels

thatisheldduringtheannualUCIBMXWorldChampionshipsiscontrolledbytheUCI

andrunonlyundertheUCIRegulations.

2. Events for the Challenge and Masters categories held during Continental

Championships or events that are part of a series organized by a continental

confederation are conducted under the responsibility of the concerned continental

confederation. During such events, the continental confederation regulations shall

apply, so long as they are not in conflict with the UCI Regulations. Otherwise, by

default,theUCIregulationsshallapply.

§ 1 Categories and Participation

ClassificationofRiders

6.1.001 Riders registered to compete inaBMXeventwill be classifiedaccording to their age, gender,

bicyclestyleandcompetitionlevel.Forcertaincategories,differentcompetitionspecialtiesmayalsobe

definedasspecifiedwithintheseregulations.

P)ForDistrictandPremierSeriesracing,werecognize:

20″Categories

Riders with BMX licenses in the challenge classes can have ability categories for the20” classas

follows:

Males:

• Novice:Ridersnewtothesport;theyhavelessthan10racewins.

• Intermediate:Riderswithsomeexperience;theyhaveachieved10racewinsasanovice,but

lessthan25winsasanintermediate.

• Expert:Highlyskilledamateurriders–theyhaveachieved25winsasanintermediate.

Females:

• Novice:Ridersnewtothesport;theyhavelessthan25racewins.

• Expert:Highlyskilledamateurriders–theyhaveachieved25racewinsasanovice.

Withinthe20”bicycleclass,categoriesaredeterminedfirstbytherider’sagegroup,andthenbytheir

abilitycategoryasdescribedabove.

Ridersmustupgradewhentheyearnthenumberofracewinsdescribedinthelistsabove.

24″(Cruiser)Categories

For theCruiserbicycle class, there are no ability categories. Riders race in male or female age

categories.RiderswhoareJuniororElitefor20”areNOTeligibletoraceCruiserclass.

AgeofRiders

6.1.002 For participation in BMX events registered on the UCI International BMX Calendar, Riders’

categoriesaredeterminedbytheageofthosecompetingasdefinedbythedifferencebetweentheyear

of theevent and the yearof birthof the rider. Riders categories varydependingon thebicycle types

definedinarticle6.1.003,levelsof

N) For National eventsbelow national championships, a ridermust be at least 5 yearsof age on

December31stofthecurrentyear.

P)ForCyclingBCsanctionedBMXeventsminimumageis3years.

regulations.

6.1.005 A rider aged 17 years or overmay choose to compete at either Championship, Challenge or

Masters (only if aged 30 and over) level at the beginning of the season, in the appropriate age and

gendergroup.

AridercannotparticipateinmorethanoneoftheChampionship,Challenge,orMasterslevelsduringthe

sameseason.Therider’slicensemustindicatethecategoryoftherider;ridersmayonlyberegisteredin

thecategoriesindicatedontheirlicense.

6.1.006 For the Cruiser 24 inch style of bicycle, only Challenge level categories are held during BMX

events.

6.1.007 (N) Within the Championship category level for Standard 20 inch bicycles, two competition

specialtiesaredefinedasfollows:

a. BMXTimeTrial

b. BMXRace

RiderslicensedintheMasterscategorylevelforStandard20Inchbicyclesareallowedtoparticipatein

theCruiser24inchcategorycorrespondingtotheirage.

CategoryCombinationRules

6.1.012 (N) Inorder foracategorytobeheld,at least fiveridersmustberegisteredandconfirmed in

thatcategoryfollowingridersconfirmation.

Iflessthanfiveridersareenteredinacategoryfollowingridersconfirmation,theywillbecombinedwith

anoldercategory.However,categoriesforCruiser24inchbicycleswithamaximumageofmorethan34

shallbecombinedwiththenextyoungercategory.

Categories for Standard 20 inch bicycles cannot be combined with Categories for Cruiser 24 inch

categories,andviceversa.

In the case that any under-subscribed category cannot be combined according to these rules, this

categoryshallnotberun.

Iftheadequatenumbersoffiveridersareregisteredandconfirmedduringtheridersconfirmation,the

categorywillberuneveniflessridersshowupatthestart,regardlessofthereason,includinginjuryor

illness.

P)All classesmust haveat least 3 riders tomakea legal class (CYCLINGCANADA/UCI is 5 riders to

makeaclass).

CombinationofCategoriesPriortotheStartoftheEvent

6.1.013 The organizer of an event registered on the UCI International BMX Calendar can decide in

advance to combine one or more categories subject to the limitations defined in article 6.1.012.

However,theorganizermustannouncethecombinationofsuchcategoriesinthetechnicalguideandin

theircommunicationtowardsnationalfederationsandriders.

6.1.014 (N) In any case where two or more categories are combined, the results of the combined

categoriesmustbesplitbackintotheoriginal,separatecategoriesbasedontheresultssummaryforthe

combinedcategories.

TheUCIwillonlyawardpointsintheUCIBMXrankingbasedupontheseparatedresults.

Also,theridersareawardedtheprizemoneythatcorrespondswiththeirplaceintheseparatedresults.

§ 2 Competition Specialties

BMXTimeTrialCompetitionFormat

6.1.016ABMXTimeTrialiscomposedoftwoPhases:a. TheTimeTrialQualification.

b. TheTimeTrialSuperfinal.

Any riderwho fails to start ineitherPhaseof aBMXTimeTrial shall bedisqualified (DSQ), and isnot

eligible to transfer to the BMX Race event. In case of such a disqualification during the Time Trial

Superfinal,theplaceofthedisqualifiedriderwillbetakenbythenextriderinthefinalclassificationof

theBMXTimeTrialsothatallplacesinthatclassificationareoccupied.

TimeTrialQualification

6.1.017 TheTimeTrialQualificationiscomposedofonerunforeachenteredrider.TimeTrialSuperfinal

6.1.018 The Time Trial Superfinal shall be held for all categories with twelve ormore registered and

confirmedridersenteredfollowingridersconfirmation;itwillnotbeheldinanycategorywithlessthan

twelveriders.Ifheld,theTimeTrialSuperfinalisthefinalPhaseoftheBMXTimeTrial.

TheTimeTrialSuperfinaliscontestedoveronerunforeachriderwhoadvancestothisPhase.

The number of registered and confirmed riders entered following riders confirmation in each such

categoryshalldefinethenumberofriderswhotransfertotheTimeTrialSuperfinalaftertheTimeTrial

Qualificationisheld,asfollows:

24+ confirmed riders entered: The top 16 riders in the Time TrialQualification results transfer to the

TimeTrialSuperfinal

16-23 confirmed ridersentered:The top8 riders in theTimeTrialQualification results transfer to the

TimeTrialSuperfinal

12-15 confirmed ridersentered:The top6 riders in theTimeTrialQualification results transfer to the

TimeTrialSuperfinal

FinalClassification

6.1.019 AttheendofaBMXTimeTrial,afinalclassificationismadethatdefinesthefinalresultsforeach

participatingcategory,andthatisusedtoattributeUCIBMXRankingpoints(ifany)andprizemoney(if

any).

IfnoTimeTrialSuperfinalforanysuchcategoryisheld,thentheresultsoftheTimeTrialQualification

shalldefinetheFinalClassification.

WhenaTimeTrialSuperfinal isheld, thehighest rankingplaces in theFinalClassification for theBMX

TimeTrial competition is composedof the results of the TimeTrial Superfinal, and following this, the

riderswhodidnotadvancetotheTimeTrialSuperfinalareclassified,accordingtotheresultsoftheTime

TrialQualification.

6.1.020 If a BMX Time Trial is held, the Final Classification of the BMX Time Trial is used to seed the

MotosforaBMXRace.

BMXRaceCompetitionFormat

6.1.021DuringallPhasesofaBMXRace,heatsconsistingofeightorlessridersformthebasicunitofcompetition.Followingridersconfirmation,theridersenteredineachcategoryshallbeseededintoanumberofheats

ofatmosteightriders,asdefinedinAnnex1.Incasetwoormorecategorieswerecombinedtogetheras

describedinarticles6.1.012and6.1.013,itisthecombinedcategoriesthatshallbeseededinthisway.

6.1.022 ABMXRaceiscomposedofthreePhases:a. TheMotos

b. TheQualifiers

c. TheFinal

TheMotos

6.1.023 Forallcategories,theMotosaresubdividedintothreeRounds.WithineachRound,theridersin

theheatsthathavebeendefinedforeachcategoryshallraceonce.

AttheendofthesethreeRounds,theridersforeachcategorywiththebestoverallresultshalltransfer

totheQualifiersortotheFinal,whicheverthecasemaybe,dependinguponthenumberofregistered

andconfirmedridersenteredinthatcategoryfollowingridersconfirmation.

(N)Forallcategorieswhere lessthaneightor lessridersareregisteredandconfirmedfollowingriders

confirmation, the aggregate score at the end of the three Rounds in theMotos determines the final

result.Inthiscase,noFinalisheld.

TheQualifiers

6.1.024 The Qualifiers are the elimination Phase of a BMX Race. They are held for categories with

seventeen or more registered and confirmed riders entered following riders confirmation. They are

subdivided into several Rounds, which are distinguished from each other by their degree of removal

fromtheFinal, including1/32,1/16,1/8,1/4and1/2Finals,dependingonthenumberofparticipants.

WithineachsuchRound,ridersintheheatsthatcompriseeachcategoryshallraceonlyonce.

Following each Round of theQualifiers, the top four riders from each heat shall transfer to the next

RoundoftheQualifiers,andwillbeseededintotheheatsforthatRoundinaccordancewithAnnex1.

Thetopfourridersfromeach1/2FinalheatshalltransfertotheFinal,asdescribedinAnnex1.

TheFinal

6.1.025 The Final is the last Phase of a BMX Race. A Final, consisting of a single heat, is held for all

categorieswithnineormoreregisteredandconfirmedridersenteredfollowingridersconfirmation, in

accordancewithAnnex1.

FinalClassification

6.1.026 AttheendoftheBMXRace,aFinalClassificationismadethatdefinesthefinalresults.Forthe

Championshipcategories, it is thisFinalClassificationthat isusedtoattributeUCIBMXRankingpoints

andprizemoney.ThemethodusedtocompilethisFinalClassificationisdefinedinarticle6.1.041.

SeedingtheMotos–ChampionshipCategories

6.1.027 N)ForeventsontheUCIinternationalBMXCalendar,participantsintheChampionship

categoriesmaybeseededintotheMotosusingoneofthefollowingmethods:

a. The participants' places in the latest UCI BMX rankings as determined in article

6.6.001to6.6.009.

b. TheresultsofaseparateBMXTimeTrialheldbeforetheBMXRaceasdeterminedin

articles6.1.019.

c. Randomseeding.

d. Scrambledseeding.

TheseedingmethodtobeusedmustbedescribedintheTechnicalGuidefortheevent.

6.1.027bis

SeedingoftheMotosaccordingtoriders'placesintheUCIBMXrankingsortheresultsofaBMXTime

Trial shall be carried out according to the principle of keeping the top ranked riders from competing

againsteachotheruntiltheQualifiersandFinalaspertheexamplebelow.

Examples:Acategorywith32riderswouldbeseededintofourheats,eachcontainingeightridersasin

The purpose of this meeting shall be to inform team managers and riders of any supplemental

regulationsthatmaybeinforceduringtheeventandtogivefurtherinstructionsregardingthegeneral

conductoftheevent.

Practice

6.1.032 Noriderwillbepermittedonthetrackuntilhehasbeenofficiallyregisteredandconfirmedfor

theeventasalicensedriderduringridersconfirmation.

AtleastoneofficialpracticesessionmustprecedetheracingatanyBMXevent.Separatepracticetimes

shallbeallocatedtoeachcategoryorotherdesignatedgroup.Eachgroupshallhaveasaminimumtime

allowancethatperiodwhich isestimatedtoallowall its riders tocompleteat least four laps including

practicegate starts.Notwithstanding theabove,each rider is responsible tomake thebestuseof the

6.1.033 IntheMotos,foreachheatinwhichhecompetes,aridershallreceiveapointscoreequaltohis

finishpositionintheheat,withtherider infirstplaceearningonepointandsoondowntotheeighth

placerider,whowillreceiveeightpoints.Duringthemotos,ridersscoredwithanIRMwillbereceivea

scoreforthatheatinaccordancewitharticle6.1.034.Theriderswiththelowesttotalpointsearnedin

theMotostransfertothenextPhaseoftheBMXRaceinaccordancewiththerulessetforthinAnnex1.

IntheQualifiers,thetopfourfinishingriderswilltransfertothenextStageoftheQualifiers.Inthe1/2

Finals,thetopfourfinishingriderswilltransfertotheFinal.

In case Scrambled Seeding is used for the Motos, transfers following the Motos are done on an

aggregatebasisforeachcompletecategory.Thatis,followingtheMotos,aclassificationforallridersin

each category based upon the total scores following the Motos (in accordance with the method

describedabove)ismade.ThebestrankedridersinthisclassificationwilltransfertothenextPhaseof

the event. The number of riderswho transfer to the next Phase depends upon the number of riders

enteredandconfirmedfollowingridersconfirmation,asdescribedinAnnex1.

For example, as per Annex 1, a category with 39 riders entered and confirmed following riders

confirmationwouldhave5heatsineachRoundoftheMotos.FollowingtheMotos,4heatsof1/4Finals

wouldbeheld,eachofwhichwouldhave5riders.

Therefore,thebestranked20riders(4quarterfinalsx5riderseach)followingtheMotoswilltransferto

theQualifiers.TheriderswhotransfertotheQualifierswouldthenbeseededintothefirstroundofthe

Qualifiersaccordingtothemethodin6.1.027bis,inorderoftheirclassificationfollowingtheMotos.Ties

intransferringpositionsareresolvedinaccordancewiththemethoddescribedinarticle6.1.035.

InvalidResultsMarks(IRMs)

6.1.034SeveraldifferenttypesofInvalidResultsMarks(IRMs)aredefinedasfollows.

a. DidNotFinish (DNF):A riderwhostarts,but forsomereason,or insomewaydoes

not complete a heat or a run as pronounced by the commissaires panel, will be

recordedas “DidNotFinish”andwill receivea scoreequal to thenumberof riders

whostartedtheheat.Thisriderwillbeeligibletotransfertothenextphaseorround

ofthecompetition.

b. Relegation (REL): A rider who starts but has been relegated by the commissaires’

panel will be recorded as “Relegated” (REL) and will receive a score equal to the

numberofriderswhostartedtheheatplus2.Thisriderwillbeeligibletotransferto

thenextphaseorroundofthecompetition.

c. DidNotStart(DNS):Ariderwhofailstostartinaheat,regardlessofthereason,will

be scoredas “DidNot Start”. For thepurposeofdetermininghis transfereligibility,

suchariderwillbeawarded2morepointsthanthenumberofridersonthestartlist

forthatheat.

Theriderwillbe ineligibletotransferfromtheMotostothenextPhaseoftheBMX

Race if he is scored as “Did Not Start” two or more times. The transfer system is

explainedinAnnex1.

6.1.035Withintheresultsforeachheat,ridersscoredwithIRMsareclassifiedafterallriderswhofinishedtheheat.Takingthisintoaccount,ridersscoredwithIRMsareclassifiedinthefollowingorder:a. RidersscoredasDNF.

b. RidersscoredasREL.

c. RidersscoredasDNS.

IncaseofmultipleridersscoredasDNF,RELorDNSinaheat,thetiebreaker(withineachtypeofIRM)

willbeasfollows:

a. Positioninpreviousheat.

6.1.036InthecasewhereatieoccursinanyparticularheatwhereacleardecisioncannotbedeterminedfromtheapplicablescoringsysteminthetransferringpositionsintheQualifiers,ortheawardpositionsinaFinal,thetiebreakerwillbetherider'sbestfinishintheprecedingqualifiers,thenexttiebreakerwillbe:a. Indescendingorder3rd,2nd,1stroundfinishresultintheMotos.

b. BMXTimeTrialresults(ifheld).

c. UCIIndividualBMXranking.

Should a situation arise in one of the three Rounds of Motos where a clear decision cannot be

determined from the applicable scoring system, both riders will be scored with the better ranked

finishingposition.Forexample:aprotestbetween4thplaceand5thplacefinishingpositionwouldinthe

caseofatieddecisionultimatelygivebothriders4thplacefinishinthatparticularheat;5thplacewould

notbeallocated.

TheFinish

6.1.037 Aridershallhavefinishedatthemomentwhenthetireofthefrontwheeltouchesthevertical

planerisingfromthestartingedgeofthefinishline.Accordingtoarticle

1.2.109thebikeandtheriderhavetocrossthefinishlinetogether.

TheFinal

6.1.038 InaFinal,at leasttworiders(whohavenotbeenscoredwithanIRMduringthefinal)needto

crossthefinishline;otherwisetheresultoftheFinalisnotvalid.

IncaseaFinalisdeclarednotvalid,arestartofatminimumthreeridersshallbedonewithin15minutes.

Inthecasenorestart isdone,thetimesorresultsfortheprecedingPhase(andwithinthatPhase,the

precedingRound)willbedeclaredthefinalresult,withtheFinalClassificationoftheeventdetermined

asspecifiedinarticle6.1.041.

CancellationPriortotheFinal

6.1.038bis IncaseaBMXeventiscancelledpriortotheFinal,foreachconcernedcategory,theresultsof

ScoringSystems

6.1.039 OneormoreofthefollowingscoringsystemsmaybeusedforBMXcompetitions.

a. Photofinish.Photofinishisdefinedasequipmentabletotakephotographsataminimumrate

of1000framespersecond.

b. Timingtransponders.Whenused,theriderissolelyresponsibleforthecorrectattachmentof

the transponder during the event. There shall be a timing operator who is responsible for

recordingthefinishlinepositionofeveryriderashecrossesthefinishlineineveryheatorrun.

TimingtranspondersmayonlybeusedtogetherwitheitherPhotofinishoravideocamera.In

case a rider’s transponder falls off ormalfunctions during a heat, the Photo finish or video

camera record shall be used to confirm the result (in the order of priority defined in article

6.1.039bis).

Iftranspondersareused,anyriderwhostartsinaheatwithoutatranspondershallbescored

as“DidNotFinish”(DNF).

Transpondersystemsareoftenusedtoautomatescorekeepingduringracing,particularlythe

TVgraphicsforeventsthatfeatureaTVproduction.Withoutprejudicetotheorderofpriority

ofthescoringsystemsfoundinthisarticle,ifthetransponderresultsoftwoormoreridersare

withinthepublishederrorrangeofthetranspondersystemusedor0.01seconds,whichever

is greater (or if the error range of the transponder system is not known), then the

timingoperatorshallverify,andifnecessary,correctthatresultusingPhotofinish,ifa

Photofinishsystemisalsobeingused.Thisactiononthepartof thetimingoperator

shall not provide grounds for a protest. In case of any dispute, the president of the

commissairespanelorthecommissairedesignatedbyhimshalldecide;suchadecision

isfinal.

c. Lightbeams(photocells).

d. Scoring with a finish line video camera equipment. Video camera equipment shall be so

installed as to be directly alignedwith the finish line at ground level or directly above. The

videocamerashallhaveanunobstructedviewofthefinishlineonthetracksurface.Theback

fieldviewofthevideocamerashallbeclearsoastonotcomplicatetheclarityofreproduction

nor confuse the vision at the play back facility. In addition, there shall be a further video

camera at the “fronton”position to facilitate rider number identification. In eachpreceding

casedescribed,slowmotionreverseandadvancecapabilitiesarerequiredof theequipment.

Aswelltheequipmentshallbecapableofcolourreproduction.

N)AtCC sanctionedevents,BMXNationalChampionshipsandUCI sanctionedeventsbelow

theWorldCuplevel,theraceorganizationwillsupplyaphoto-finishsystemasdescribedbythe

UCIregulations,withtheexceptionofasecond“fronton”positioncamera;thissecondcamera

isnotrequired.Theorganizationwillsupplyanequipmentoperatorwhowillbeatthedisposal

of theFinish LineCommissaireduringall periodsof competition.The film foranyparticular

race willonlybereviewedintheeventofaprotestovertheactualfinishorder.TheFinishLine

Commissaire’sinterpretationofthephotofinishfilmisfinalandisnotopenforfurtherprotest.

Relegationsofpositiondueinterferenceinthefinalstraightarenotsubjecttovideoreview;all

suchdecisionsareimposedatthediscretionoftheCommissairePanel.

default, printed resultswill be provided, andwill be posted in at least one location, unless otherwise

outlined in the technical guide or announced during the team managers meeting. Results may be

providedbyelectronicmeans.

Results, regardlessof thepublicationmethod,must in someway includea time- stamp indicating the

timeofpublication.

b. TherankfromthelastcompletedPhaseorRoundwithinthatPhase.

RulesofConduct

TheStart

6.1.042 Allridersmuststart intheirdesignatedgatepositions.Thepenaltyforstartingfromanyother

gatepositionisdisqualification(DSQ).

Itiseachrider'sresponsibilitytobeinthestagingareaandonthegateinthecorrectgatepositionatthe

appropriatetimes.Iftheriderisnotontimeforstagingasindicatedbythestagingofficials,theriderwill

losethegatepickpositionandmustchoosethegatelast.

Incaseofare-run,allridersmuststartinthesamegatepositionaspreviouslydesignated.

Anyriderwhoinanywayinterferesorattemptstodelayorinterferewiththestartprocedureofaheat

forareasonnotacceptedbythepresidentofthecommissaires’panelmaybedisqualified.

6.1.043 ABMXheatorrunshallbestartedusingastartinggateequippedwithavoiceboxstartingsystem.a. Stage1:«okriders,randomstart».

b. Stage2:«Ridersready».

«Watchthegate».

Forsafetyreasons,thestopbuttoncanbepressedatanytime,uptotheendofStage2.

BikePositionontheStartGate

6.1.044 Thefrontwheelmustbeplacedagainstthegate,begroundedandremainstationaryduringthe

starter'scallasdefinedinarticle6.1.043.

GeneralConduct

6.1.045 All ridersmust observe the UCI Regulations and follow all instructions given to them by any

commissaireorofficialatanytimeduringthecourseoftheevent.

Everyridermustatalltimesobservesuchconductasreflectstheidealsofgoodsportsmanshipandavoid

anyconductwhichmaybringhimselforthesportofBMXintodisrepute.

The use of obscene or foul language is forbidden. Riders using such language will be penalized in a

mannertobedeterminedbythecommissairespanel.

6.1.046Riderswhohaveregisteredforacompetitionandwhoconfirmedtheirparticipationduringthe

ridersconfirmation,aretheonlyridersallowedtorideorpracticeonanypartofthetrackonthedaysof

thecompetition.

6.1.047Thecommissairespanel isthefinalauthorityatanycompetitionandhastherightto imposea

penaltyonanycompetitor,parent,spectator,orteammanagerintheinterestsofsafetyorforviolation

oftherules.

6.1.048 If a heat is stopped by commissaires before its conclusion, the riders in the heatmust await

instructionsattheexitfromthefinisharea.

Arestartwillbesignaledbythepresidentofthecommissaries’panelorthecommissairedesignatedby

him.A re-runof anyheatwill takeplaceonly if, in theopinionof thepresident of the commissaires’

panel, the running of the heat has been adversely affected by interference in the start procedure,

interferenceonthepartofaspectator,animalorotheroutsideagency.

6.1.049 If a rider falls or is forced to stop due to a bicyclemalfunction during a heat or run, his first

responsibility shall be to remove himself and his bicycle from the track in order to give the least

obstructiontootherridersandtopreventunnecessarydelays.Ifaridercannotordoesnotgetupaftera

fall,hemaybemovedonlybyfirstaidattendantsorwiththepermissionofalicensedphysician.

After a fall orbicyclemalfunction, inorder tobe scored, the riders concernedmust complete the full

distance of the track as defined for their categorywithout assistance, and in accordancewith article

6.1.055“TrackRe-entrance”,ifapplicabletothesituation.Indoingso,theymustnotunnecessarilydelay

thecontinuationof theevent if theyarecapableofcontinuing.Otherwise, theymaybescoredasDid

NotFinish(DNF).

6.1.050Flagsofthecolourslistedbelowmaybeusedbytrackofficialsasameansofcommunicating

witheachotherandtoridersonthetrack.Theseflagshavethefollowingmeanings:

a. GREENFLAG:Thetrack isunobstructedandracingcanproceed.Onegreenflagmay

beusedbytheofficialresponsibleforsignalingthestart.

b. YELLOWFLAG:Thetrackisobstructedandridersshouldbeheldatthegate.

c. REDFLAG:Ridersonthetrackshouldstopimmediatelyandawaitfurtherinstructions

attheexitfromthefinisharea.Onlythepresidentofthecommissairespanelorthe

commissairedesignatedbyhimshallusetheredflag.

N)Inadditiontotheflags(asperUCIregulations),radiocommunicationmaybeused. A minimumof

8multi-channel radioswithearpiecesshouldbeprovidedtothecommissaires panel so that they

mayeffectivelyperformtheirduties.

§ 3 Infringements, Protests and Penalties

Infringements

6.1.051Theinfringementsdescribedinthischapterwillbepenalizedbythecommissaires’panel,accordingtoarticle6.1.063andthearticlesfollowingit.6.1.052 Ifnecessary,thecommissaireswilldeterminewhetheraninfringementwascauseddeliberatelyornot.Aninfringementisconsideredtobecauseddeliberately,intheeventthatitcouldhavebeenavoided.DeliberateInterference

6.1.053 Interferenceisoftenacomplexoffence,giventhatBMXisacontactsport.Thecommissaireswill

determine whether it was deliberate or not. If an infraction or interference can be avoided, and is

caused,thecommissairesmaydetermineitasbeingdeliberate.

DeliberateForceoffthetrack

thecommissaires’panelthroughthatrider'steammanager. Inthiscontext,thescoringofaridershall

meanonlytherecordproducedbytheapplicablescoringmediumoftheorderinwhichtheridersinthe

heatconcernedcrossedthefinishline,andnotdecisionsofthecommissairespanelthatarenotedinthe

resultssuchasIRMs.

Protests regarding judgment decisions during a competition are not accepted. The commissaires in

chargeshallmakedecisionsonthespotthroughthepresidentofthecommissaires’panelincaseofany

incidentsorirregularitiesoccurringduringthecompetition.

HowtoProtest

6.1.061 Ariderwishing tomakeaprotestarisingunderarticle6.1.060,maydosoonly inwriting.The

protestmustbesubmittedbytherider'steammanagertothepresidentofthecommissaires’panelor

thecommissairedesignatedbyhimwithin15minutesofthepostingoftheresultsthathasgivenriseto

6.1.062 Shouldaprotestbefiledwithinthetimelinesdescribed inarticle6.1.061,thepresidentofthe

Relegation

6.1.065 Aridermaybe“Relegated”(REL)andwillreceiveascoreasdescribedinarticle6.1.034.

DisqualificationofaRider

6.1.066 A ridermaybeDisqualified (DSQ) and therebybarred from further participation in either the

competition category in which the infringement occurred or the entire event. The rider will not be

rankedintheresultssummaryandwillnotreceiveUCIpointsfortheevent.

RemovalofanOffenderfromtheCompetitionVenue

6.1.067 Thecommissaires’panelshallhavethepowertoremove,atitssolediscretion,anoffenderfrom

thecompetitionvenueforanoffenceagainstanyoftheprovisionssetdowninthisrulebook.

Suspension

6.1.068TheUCImaybyitssolediscretionandforcausesuspendforanyperiodoftime,orpermanently

revoke,thelicenseentitlingaridertocompeteinaBMXevent.Thefollowingoffenceswillresultin

suspension:

a. Competingunderafalsename.

b. Use of false information relating to age, category, or other subject at the time of

registrationinordertogainanunfairadvantage.

c. Conspiringwithoneormoreotherriderstopre-determinetheoutcomeofanyheat.

d. Offering,givingor receivingeitherdirectlyor indirectlyanybribeorother incentive

intended to influence the outcome of a heat either to or from any other person,

includingwithoutlimitation,riders,commissaires,officialsandspectatorsconcerning

aBMXcompetition.

e. Willfully entering or riding a bicycle that does not conform to the rules of the

competition, including altering, removing, tampering, ormisrepresentation of a lap

timescoringsystemdevice.

f. Altering the specification of any bicycle after inspection that results in an

infringementoftherulesofcompetition.

g. Engaging in any unfair practice,misbehaviour or action detrimental to the sport of

BMX,whetherornotrelatedtoaspecificevent.

6.1.070Foravoidanceofdoubt,thecommissaires’paneldoesnothavetheauthoritytosuspenda

licenseholder.AsuspensionmayonlybepronouncedbytheUCI,orthecompetentnationalfederation

foreventsregisteredonanationalcalendar.

§ 4 The Bicycle, Clothing and Equipment

6.1.071Allbicyclesusedforcompetitionmustmeetthegeneralspecificationsprovidedinthischapter.

Inspection

6.1.072 Beforeofficialpractice,beforethestartof,orduringthecourseofanycompetitionorevent,the

rider,hisbicycle,helmetandclothingmaybesubjecttoinspectionbycommissairesinordertoascertain

whetherornotthisequipmentconformstotheserules.

TheUCImakesnorepresentationand/orstatementofopinionastothetrackworthinessofanybicycle,

clothing,safetyequipmentorothergearwhichmaybeexaminedduringthecourseofthisinspection.

Any rider whose equipment is unsafe in the opinion of the commissaires, whether or not it fails to

complywithaspecificprovisionoftheserules,shallnotbepermittedtorideonthetrack.

AllridersshallwearclothingthatisrecognizableintrimandstyleasaBMXtypegarmentandassuchbe

distinctfromothercyclingdisciplines.

Anyriderwhodoesnotcomplywithallinstructionsgiventohimbythecommissaireswithrespecttohis

clothingorequipmentshallnotbepermittedtocompeteandmaybeeitherrelegatedordisqualifiedby

thePresidentoftheCommissairespanelifthenon-complianceofhisequipmentisnoticed.

Regardless ofwhether or not a rider’s bicycle, clothing or equipment is checked by a commissaire or

otherofficial,allridersareresponsibletouseequipmentthatcomplieswiththeUCIregulations.Inthis

regard, articles 1.3.001, 1.3.002, and 1.3.003 shall apply. The fact that any non-compliance was not

noticedearlierinaneventshallnotconstituteadefenseincaseitisnoticedlaterinthesameevent,or

atafutureevent.

6.1.073 Thebicycle'sframemustbeofsufficientstrengthtowithstandtherigorsofBMXracingandbe

Aerodynamic accessories, chain guards, side stands, mud guards, sheet metal accessories such as

simulated fuel tanks, butterfly nuts, any superfluouswelded ormechanically fastened fittings such as

chainguardlugs,framemountedreflectorsandanyothersharpprotrudingobjectsarenotpermitted.

Wheelaxlesmaynotprotrudemorethan5mmbeyondthehubnuts.

Allcomponents,accessoriesandotherpartsmustbefirmlyattachedtothebicycle.

Wheels

6.1.074 Bicycles with 20 inch wheels may be used only in the Standard 20 inch bicycle categories.

Cruisersmaybeusedonlyinthecruisercategories.

With the exception set forth herein below, all bicycles used in the standard 20 inch type must be

equipped withmatching wheels that are nominally 20 inches in diameter. The total diameter of the

wheels,inflatedtiresincluded,shallnotexceed221/2inches(57cm).

Thetotaldiameterofthewheels,inflatedtiresincluded,inthecruisertypeshallmeasureatleast221/2

inches(57cm),andthetotaldiameterofthewheels, inflatedtiresincluded,shallbenolargerthan26

inchesindiameter.

Thebicyclesofridersaged6andundermaybeequippedwithwheelssmallerthan20inches.

Wheelsmustbe lacedwith the full complementof spokes forwhich thehubsand rimsare intended.

Spokesmustbeproperlytensionedandhubbearingsmustbeadjustedtoeliminatenoticeableplay.Disc

wheelsarenotpermitted,wheelsmustbeopen.

Tires must be of one-piece construction and have tread sufficient to provide adequate grip on the

particularsurfacethatthetrackpresents.

Tiresmustbeinflatedtoapressuresufficienttoassuresaferidingunderracingconditions.Quickrelease

axles are not recommended but may be used if the release levers are taped or wired in the locked

position.

Handlebars

6.1.075 Maximumwidthofhandlebarsonbothstandardbicyclesandcruisersshallbe74cm(29inches).

Themaximumriseofhandlebarsonbothstandardbicyclesandcruisersshallbe30cm(12inches).

Handlebargripsaremandatoryandmustcompletelycovertheendsofthehandlebars.

Handlebarsthatarecrackedorbentarenotpermitted.

Therearbrakecablemustbesecuredtotheframe.

Afrontbrakemaybefitted,butisnotrequired.

The free end of the handbrake lever must be smoothly rounded or covered in such a manner as to

preventitfrompresentingahazard.

Allexposedcableendsmustbecapped,solderedorcoveredtopreventfraying.

P)Coasterbrakesnotrecommendbutarepermissibleatclubevents

Seat

6.1.078 Theseatbasemustbeconstructedofmaterialthatissufficientlystrongtoresistpenetrationby

theseatpost.

Theseatpostmustbesecuredtotheseattubebymeansofaseatpostclamp.Thisclamp'sfixingbolt

mayprotrudefromthebodyoftheclampbynomorethan5mm.

Cranks,PedalsandGears

6.1.079 Cranks of either one-piece, two-piece or three-piece construction are permitted. Crank arms

maybeofanylengthsolongastheydonotcompromisethebicycle'sgroundclearance.

Thebottombracketbearingsmustbeadjustedsoastoallowthecrankstospinsmoothlyandwithout

noticeableplay.

Pedalsmustbesecurelyattachedtothecrankarmsandadjustedsoastoeliminatelateralmotionofthe

pedal body along thepedal axle. Pedal axlesmust beof sufficient strength towithstand the rigors of

competition.Theteethonpedalcagesmustbesufficientlypointedandprominenttooffereffectivegrip

on a rider's shoes without being so sharp as to pose a safety hazard. Toe clips and straps are not

permitted.

(N) Interlockingpedal-cleatsystemsareallowed.Withtheexceptionof theUCIBMXWorldChallenge,

national federations or continental confederations may decide to set limits on the use of such

interlockingpedal-cleatsystemsforthechallengecategories12yearsoldandyoungerinalleventsheld

withintheirterritory.Incasethecontinentalconfederationsetssuchalimit,itshallapplyinallmember

countriesofthatcontinentalconfederation.

P)Forallprovincialevents(includingBCChampionships),allriders9andunder willnotbeallowedto

use clipless pedals. If, for whatever reason, riders 9 and under race in a combined class, the use of

cliplesspedalsto therider’sagedivisionmustbemaintained.

Multiplespeedgearsystemsarepermitted.

SafetyPads

6.1.080Thefollowingsafetypads,eachhavingaminimumthicknessof1cmarerecommended:a. Apadthatsurroundsthecrossbarofthehandlebars;

b. Apadthatsurroundsthetoptubeoftheframe;

c. Apadthatcoversthestemconnectingthehandlebarstothefork.

§ 5 Clothing and safety equipment

HelmetandProtections

6.1.081 Helmets must be of full face construction, and must be equipped with a visor that has a

minimum length of 10 cm. Open face helmets are not allowed. In accordance with article 1.3.002,

neitherthehelmetnoritsvisormaybemodified.

Helmetsmustbewornwith the straps securely fastenedwhenevera rider ispracticingor racingor is

otherwisewithinthetrackboundaries.

Whenracing,fromthestartofaheatorrununtilthepointintimewhenaridercompletestheheator

runbycrossingthefinishline,ifarider’shelmetisremovedforanyreason,thatridershallbeconsidered

ashavingabandonedtheheatorruninquestionandwillbescoredasDidNotFinish(DNF).

TheUCIstronglyrecommendsthatriderswearthefollowingprotection:

a. Back,elbow,kneeandshoulderprotectorsmadeofrigidmaterials

b. Protectionofthecervicalvertebrae.

Jersey

6.1.082Thejerseyshallbealoosefittinglong-sleevedshirtwhosesleevesextenddowntotherider's

wrists.JerseysusedinBMXeventsshouldbeofatypespecificallysoldforuseinBMX,Moto-crossor

MountainBikedownhillevents.Customproducedjerseysofthistypeandmatchingtherequirementsof

thisarticlearepermitted.

Road style jerseys, skinsuits, or one-piece suits comprising the jersey and the pants/shorts are not

permittedforuse inBMXevents,norare jerseyswithzippers,otherthanaveryshort(lessthan10cm

longzipper)atthecollar.Thejerseymustbeeitherclosefittingaroundthewaistormustbetuckedinto

thepantsbeforethestarttonotcauseinterference.

(Championship,ChallengeandMasterslevel)andatthecontinentalchampionships(Championshiplevel)

mustwearanationalteamBMXjerseymatchingthejerseysofhisfellow-countrymen,inaccordance

witharticle1.3.056andthefollowing.Theonlyvariationallowedshallbeadvertisingonthejersey.The

nationalteamjerseymustbewornwheneverariderisengagedinactivitiesonthetrack,prizegiving

ceremonies,pressconferences,televisioninterviews,autographsessionsandotheroccasionsduringthe

event,whichrequireagoodpresentationtothemediaandtheoutsideworld.

6.1.084Thenationalteamjerseyisregulatedinarticle1.3.056andthefollowing.Thenationalchampionjersey isregulated inarticles1.3.068and1.3.069.Foravoidanceofdoubt,only

ridershavingwonthetitleofNationalChampionintheChampionshiplevelcategoriesarepermittedto

use a jerseywith a distinctive sleeve as described in article 1.3.069.No riders in other categories are

permittedtodoso(eithersleeve).

6.1.084 bis

TheworldchampionjerseymustbeapprovedbyUCIandisregulatedinarticles1.3.060to1.3.067.

Pants

6.1.085 The aim of BMX leg wear is to provide protection and reduce the risk of injury. This can be

achievedeitherwith longpants,orwithshortpantscombinedwithsuitablekneeandshinprotection.

Suchlongorshortpantsmustbeofatypethatisspecificallydesigned,andsoldtoprovideprotectionin

BMX,MotocrossorDownhillMountainBikeevents.Customproducedpantsorshortsof this typeand

matchingtherequirementsoutlinedinthisarticlearepermitted.

Longpants.Longpantsofthetypedescribedabovemustbeloosefitting,ofone-piececonstruction,and

madeoftear-resistantmaterial.Theymustcovertheentirelengthofbothlegsuntiljustabovetheshoe

orankle.

Shortpants.Shortpantsofthetypedescribedabovemustbe loosefitting,ofone-piececonstruction,

and made of tear-resistant material. They must be worn together with suitable leg protection, that

coverstheentirekneeandtheentireshinuntiljustabovetheankle.Protectionthatisdesignedtoonly

coverthekneeoronlycoverthekneeandupperpartoftheshinshallnotbeaccepted.Suchprotection

mustbeofatypethatisspecificallydesigned,constructedandsoldtoprotectthekneeandentireshin

for BMX,Motocross or DownhillMountain Bike events, and shall extend until just above the shoe or

ankle.

Pants or shorts composed of tight fitting stretch material are not permitted, as such material is not

considered as tear resistant. Such pants, shorts or leggingsmay only beworn under acceptable long

pantsorshorts,ortocoveracceptablekneeandshinprotection,orunderoraspartoftheconstruction

ofthatprotection.Suchamaterialshallnotinandofitselfbeconsideredasaprotectiveelement.

P) Riderswill be permitted towear jeans or track and field pants for local racingONLY– butmust

otherwiseadheretotheUCIrulesforallProvincialandNationalrankedevents.

Gloves

6.1.086 Whenever ridingor racingon the track, all ridersmustwear gloveswhose fingers completely

covertherider'sfingertips.

arenotallowed,tapeandvelcroareallowed.

Cameras(asdescribedabove)mayonlybeusedbyridersintheChampionshiplevelcategories.

N) Helmet or body mounted cameras are not permitted in national events (including Canadian

Championships)duringanyphaseofracing.

6.1.089Anyuseofradiolinksorotherremotemeansofcommunicationbythecompetitorsisnot

permitted.

§ 6 Identification of Riders

NumberPlates

6.1.090 Duringcompetition,ridersshallbeidentifiedbyanidentificationnumberasprovidedinarticles

1.3.073and1.3.074.

Without prejudice to the provisions concerning the International Permanent Race Number System, a

riderwillbeassignedanumberateachevent.

6.1.091Eachbicycleenteredintocompetitionmusthaveanumberplateattachedtothefrontofthe

handlebars.

Numberplatesmustbemadeofplasticorothersimilarflexiblematerial.

Ridersmustusetheplateandnumbercolourcombinationsspecifiedforthecategoryinwhichtheyare

racingasfollows:

a. Championshiplevel

i. MenElite,WomenElite:whiteplate,blacknumbers.

ii. MenJuniors,WomenJuniors:blackplate,whitenumbers.

b. Challengelevel/Masterslevel

i. Boys,Men,Masters:yellowplate,blacknumbers;

ii. Girls,Women:blueplate,whitenumbers;

iii. Cruiser:redplate,whitenumbers.

6.1.092 Ifaphotofinishsystemisutilized,eachbicycleenteredintocompetitionmustdisplaya lateral

numberplate/stickerlocatedjustbehindthesteertube,ifoneisrequiredwithinthetechnicalguide.The

numbershallbeblackwithawhitebackground.

6.1.093InallUCIsanctionedBMXeventsaridermustdisplaythenumberassignedtohiminaccordancewithallrelevantprovisionsoftheseregulations,includingthoseconcerningtheInternationalPermanentRaceNumberSystem,ifapplicable.Ariderwhofailstodisplaythecorrectnumberwillberefusedtheirstart,orrelegated,ifitisnoticedafterbeginningaheatorrun.Theareaoftheplatethatprovidesabackgroundforthenumbermust,duringtheentiredurationofa

competition,bekept freeofmarkings,stickersorother impediments to thenumber's legibility.Riders

maynotcut,mutilateorputadditionalstickersormarkingsontheirnumberplate.

6.1.094 The InternationalPermanentCareerNumberSystemis forMenElite&WomenElitecategory

only.Thissystemallowsriderstochooseaspecificnumberforthemselveswhichtheyhavetheexclusive

righttousefortheirentireElitecategorycareer,subjecttotherulesbelow.

N)RiderswishingtocompeteinaUCIsanctionedinternationalBMXeventmustdisplayan

internationalracenumberontheirplateinaccordancewiththerulesbelow.Clarification:Elite

riderswhodonothaveaUCIcareernumbermustuseanumberthatdoesnotconflictwithany

careernumberusedbyanyothereliterider.AspertheUCIregulations,noriderotherthanan elite

riderwithaUCIcareernumber(includingchallengecategories)mayprintanumberon theirjersey.

Juniorridersmustuseanumberthatdoesnotconflictwithanycareernumber usedbyanyelite

rider.CyclingCanadamaintainsalistofsuchavailableplatenumbers, obtainedfromtheUCI.

Thenumbermustbeusedatall internationalBMXevents.Achosennumberwillremainaslongasthe

riderreceivesUCIpointsduringtheseasonandwillbeautomaticallyallocatedforthenextseason.The

numberwillbeavailableagainoncea riderhas finishedtheseasonendingon31stDecemberwithout

UCIpoints.A riderwhohasnot scoredaUCIpoint throughout the calendar seasonup to the31stof

Decembershallrelinquishtheirpermanentcareernumberandmustreapplyforanumberforthenext

IncaseanEliteriderdecidestoswitchtotheMastersMen30+category(fromMenElite)atthestartof

thenextseasonortoachallengecategory(fromMenEliteorWomenElite),thenhemustrelinquishhis

permanent career number at the moment that the category change takes effect. At that point, the

numberwillagainbecomeavailable.

6.1.101 EveryentityorganizingaBMXevent shall conduct theevent in strictaccordancewith theUCI

constitutionanditsregulations.

AlleventsregisteredontheUCIInternationalBMXCalendarmustrespecttheUCIfinancialobligations(in

particularcalendarfee,prizemoney)approvedbytheUCImanagementcommitteeandpublishedonthe

UCIwebsite.

AdetailedtechnicalguidemustbepresentedtoUCIduringthecalendarregistrationprocess.

RegistrationofRiders

6.2.001 Without prejudice to the responsibilities outlined in the introduction of Part VI “BMX”, all

competitions open to international riders should be considered an international event and must be

6.2.003Allteammanagersmustattendtheriders’confirmationpresentingtheirlicensesandpickinguptheiridentificationnumbersfromthesecretary.Theridersconfirmationdeadlinesareindicatedontheofficialprogram.Ridersnotbeingconfirmedbeforetheindicateddeadline,didnotcompletetheregistrationprocedureandwillnotbeabletocompeteattheevent.6.2.004Theentryfees,whichmustbepaidtotheorganizerofaninternationalBMXevent,maybesetbythenationalfederationofthecountryconcernediftheyarenotdefinedwithintheUCIFinancialObligations,orinthesamecase,bythecontinentalconfederationforacontinentalchampionshipsoreventsinaseriesmanagedbythatcontinentalconfederation.Iftherearenosuchregulations,thefeesmaybedecidedbytheeventorganizer.EventFormat

6.2.005Thescheduleofheatsshallbeestablishedaccordingtotheproceduressetforthinannex16.2.006EachnationalfederationorteamwhichregistersridersmustappointasingleteammanagertorepresenttheinterestsofallofitsridersattheinternationalBMXevent.Inadditiontothisteammanager,anumberofteamassistantsshallbeallowed.Thisnumberofteamassistantsshallcorrespondtothelimitsdefinedbelow,ifnotspecificallydefinedwithinthetechnicalguideforanindividualevent,orthespecificregulationsforaseriesofevents.Numberofattendingriders Numberofpermittedassistants

A teammanager or his nominated assistant is accreditedwith the right to enter a restricted zone, as

grantedbytheracedirector,inordertoperformhisduties.Suchaccreditationmayberevokedforany

breach of the UCI Regulations or non- compliance with the instructions of the organization or the

commissaires’panel.

CompetitionCategories

6.2.007 Competition categories at an international BMX event shall be based on the description in

6.1.008 to 6.1.011. Categories for the Challenge level shall be as per the national regulations of the

countrywheretheeventisheld,orinaccordancewiththeregulationsofthecontinentalconfederation

for Continental Championships or events which are part of a series established by a continental

confederation.

PrizeMoneyandTrophies

6.2.008 ThetotalamountoftheprizemoneymustrespecttheminimumlaiddownintheUCIfinancial

obligations. Any increase in the amount of prizemoney given over theminimum amount shall apply

equally to both male and female categories at the same level. Trophies for Championship level

categoriesareachoiceoftheorganizerandarenotmandatory.

(N) Trophies for top eight riders shall be presented to the finalists in each competing or combined

Challengelevelcategories.

Chapter IV Specific Rules for UCI BMX World Challenge Events

AllocationofChallengeEvents

6.4.001 Application to the UCI for the sanctioning of a Challenge event is open to any national

federation.Thevenueofeachyear'sChallengeeventshallbeallocatedatleastthreeyearsinadvanceof

itsscheduleddatebytheUCImanagementcommittee.

6.4.002TheChallengeeventshouldbeorganizedtogetherwiththeUCIBMXWorldChampionships,whichareregulatedinpart9oftheUCIregulations.6.4.003ThesiteofaChallengevenueshallnormallybewithinthenationalorterritorialboundariesofthenationalfederationwhichshallserveasthehostorganizationfortheevent.GeneralEventParameters

6.4.004 AsingleChallengeevent,open toall eligible riderswhoaremembersofnational federations,

shall be scheduled in each calendar year to establish an overall ranking of the riders in each of the

variouscategoriesrecognizedbytheUCI.

RegistrationofParticipants

6.4.005AllridersmustberegisteredusingtheUCIonlineregistrationsystem(www.uci.ch)throughtheir

nationalfederation.Theopening/closingdatesoftheonlineregistrationsystemarepublishedontheUCI

website.All teammanagersmustattendtheriders’confirmationpresentingtheir licenses,andpicking

uptheidentificationnumbersfortheriderswhowereenteredbytheircountry.Theridersconfirmation

deadlines are indicated on the official programme published on the UCI website. Riders not being

confirmedbefore the indicateddeadline,didnotcomplete theregistrationprocedureandmaynotbe

abletocompeteattheevent.

Duringridersconfirmation,theteammanagerforeachcountrymustconfirmthatallentriesarecorrect;

any errors brought to the attention of the event organization or commissaires panel following this

momentwillnotbecorrected.

Foravoidanceofdoubt,allridersenteredintheUCIBMXWorldChallengemusthavealicenseissuedby

thenationalfederationoftheircountryofresidence,inaccordancewitharticles1.1.001to1.1.039.The

nationalfederationofeachsuchrider’snationalityhasthedutytoconfirmthispriortoregisteringthat

riderfortheUCIBMXWorldChallenge.

6.4.006Pre-registrationfortheUCIBMXworldChallengeeventissubjecttothefollowingrestrictions:a. Each national federation shall be permitted to register up to 16 riders in each

Challenge level categorywhich is scheduled for competition. The host organization

mayregisteragreaternumberofridersineachlimitedcategory,withamaximumof

32riders.

b. Eachnationalfederationshallbepermittedtoregisterupto16ridersineachMasters

category.

c. The limits specified in ‘a’ andb’ aboveexcludemain finalists at theUCIBMXworld

ChallengeorMasterseventofthepreviousyear.Theseriderscanbeaddedontopof

theridersselectedaccordingtotheabovecriteria.

Anyerrorsmadeduringtheregistrationprocessbyanationalfederation,includingthelateentries,may

becorrectedatlatestupuntilthemomentofridersconfirmation.However,afineofCHF100payableby

thenationalfederationmayapplyforeachcorrectionthatismade.

6.4.007 EntryfeesforallcategoriesarepublishedintheUCIFinancialObligations.Entryfeesmustbepaidinfulltotheorganizationnolaterthantheendofriders’confirmation.Theridersfromallsuchcountriesmaynotbeallowedtoparticipateintheeventuntiltheentryfeesarepaid.6.4.008Withoutprejudicetoarticle6.1.005,onlyriderswhowerelicensedineitheraChallengecategoryorMasterscategory(whicheverisapplicable)atthestartofthepresentseasonarepermittedtobeenteredintheUCIBMXWorldChallenge.TheseentriescanbemadeonlybythenationalfederationrecognisedbytheUCIinthecountryoftheirnationality.EachsuchnationalfederationhassoleresponsibilityforconfirmingtheeligibilityofallridersfortheUCIBMXWorldChallengeinaccordancewiththeUCIRegulations,andforensuringthattheridersconcernedhavetheappropriateinternationallicenseandinsuranceasrequiredbyPartIoftheUCIRegulations.Contraventionofthisregulationmayrenderanynationalfederationconcernedliabletoafineofupto

CHF5’000,inadditiontothedisqualificationoftheridersconcerned.

6.4.009EachmemberorganizationwhichregistersridersmustappointanationalteammanagertorepresenttheinterestsofallofitsridersattheUCIBMXWorldChallenge.InadditiontothisChallengeteammanager,amaximumof15teamassistantsforeachteamareallowed.Allteamstaffmustbeaccreditedinaccordancewiththecompetitionguide.SuchaccreditationmayberevokedforanybreachoftheUCIregulationsornon-compliancewiththeinstructionsoftheorganizationorcommissaires’panel.

of the UCI and may not be used in conjunction with any product endorsement or for any other

commercialpurposewithoutitspriorexpressconsent.Top8finisherswillreceiveatrophy.Incaseofa

combinedcategory,thetrophiesofthehighestcategorywillbepresented.

The title of “UCI BMXWorld ChallengeWinner” does not entitle the holder to in anyway represent

himselfasa“BMXWorldChampion”,nortouseareplicaoftheWorldChampion’sjersey,nortoinany

wayincorporatetherainbowcoloursintohisclothingorequipment.TheTitleof“BMXWorldChampion”

is reserved for thewinners of theUCI BMXWorld Championship,which is open only to riders in the

championshipcategories.

For theMasters level, the UCI shall bestow upon the first-place finisher the title of “UCI world BMX

Masterswinner”.ThistitleshallremainthepropertyoftheUCIandmaynotbeusedinconjunctionwith

anyproductendorsementor foranyothercommercialpurposewithout itspriorexpressconsent.The

UCIwillawardmedalstothetop3ridersandaMastersrainbowjerseytothewinner.

a. In case the UCI agrees that a countrymay hold its national championships

earlier than the dates reserved for that purpose, the points earned in that

country’snational championships shallnotbe included in the individualUCI

BMXRanking until the ranking update after the reserved dates for national

championships. However, in this case, the title of National Champion is

awardedandcomesintoeffectasofthedateonwhichitwaswon.

b. In case a national championship is held later in the calendar year than the

reserveddates,thepointsshallbeaddedtotheindividualUCIBMXRankingin

thenextscheduledrankingupdateafterthechampionshipisheld.

c. Thepoints from the latestnational championshipsheld shall remain in the

individualUCIBMXRankinguntiltheeventisnextheld,evenifmorethanone

year passes between them as long as the next edition of the national

championships is registered on the UCI International BMX Calendar for the

next season; this shallalsoapply to the titleofNationalChampion. If this is

notthecase,thepointsfromthelastnationalchampionshipsheldshallexpire

after12months,asshallthetitle.

d. Only ridersof thenationality concerned canobtainUCI points at a national

championship.

6.6.009 The UCI BMX rankings are updated after the Olympic Games, the UCI BMX World

Championships, theUCIBMXSupercrossWorldCupeventsandon31stDecember.Thedatesofother

rankingupdatesarepublishedontheUCIwebsite.

NationalChampionships

6.6.010 Everynationwillhaveapossibility tohostanationalchampionship,counting for theUCIBMX

ranking.Anational championship canonlybeopen fora riderwhoholdsapassport in the respective

country(homecountry)as indicated in1.2.028. Ifanationstilldecidestoallowridersfromadifferent

nationality during the national championships, the foreign rider won’t receive UCI points and the

finishingplaceoftheridersofthedesignatednationstaysunchanged.

1 TheUCIRegulationssetforththemannerinwhichaBMXeventshallbeconducted.Allofficials

participating inaneventare required tobe fully conversantwith theUCIRegulationsandany

supplementthereof,whichgovernsanyevent.Byacceptingtheposition,allcompetitionofficials

aredefinitelyboundbysuchRegulations.

General

2 EveryBMXcompetitionmustbestaffedwithanadequatenumberofqualifiedcommissairesand

officialstoassumealltheresponsibilitiesandperformallthedutiesofthevariouspositionsset

forthinthissection.ForaneventregisteredontheUCIInternationalBMXCalendar,aminimum

of 1 UCI International commissaire must be appointed. Food shall be provided for the

commissaires.

CommissairesPanel

3 The commissaires’ panel shall be designated according to article 1.2.116. The commissaires’

panel is the final authority at any competition and has the right to impose a penalty on any

competitor,orteammanagerintheinterestsofsafetyorforviolationoftheserules,following

theguidelinesasdescribedinAnnex6andthefollowingandpart1ofUCIregulations.

Thepresidentofthecommissaires’panelistheheadofthecommissaires’panelandmanagesthe

othercommissaires.Thepresidentofthecommissaires’panelshalloperatefromapositionwhich

permitsaclearviewofasmuchofthetrackaspossible,tosupervisetheeventwiththeassistance

oftheothercommissaires.

The assistant of the president of the commissaires’ panel shall assist the president of the

commissaires’ panel in the completion of the duties and shall act as the president of the

commissaires’ panel’s representative when the president of the commissaires’ panel is not

available.

Theorganizerof theevent shall ensure that the commissairespanel shallworkunderoptimum

conditions.ForeventsregisteredontheUCIInternationalBMXCalendar,thecommissaires’panel

mustbeprovidewithasecureoffice,theflagsidentifiedinarticle

6.1.050andwithamulti-channel radiocommunicationsystemwithasufficientnumberofunits

for theentire teamofcommissaires, the technicaldelegate ifappointed, thecoordinatorof the

firstaidpersonnelandtheracedirector.

Secretaryofthecommissaires’panel

4 The secretaryof the commissaires’ panel commissaire shall be responsible for the registration

andclassificationofallridersattheevent,theprocessingandpostingofthestartlists,andthe

processingofallresults(bothintermediateandfinalresults).Thesecretaryofthecommissaires’

panelshallbeassistedbyasufficientnumberofadministrators,asdescribedinAnnex6.

RaceCommissaires

5 Theracecommissairesshallberesponsibleforassuringtheobservanceofallrulesgoverningany

event.Racecommissairesmusthavethefollowingqualifications:

A. TheymustbefluentintheEnglishlanguageorhaveEnglishinterpretationavailable;

B. TheymaynotbeeitherdirectorsorofficersoftheUCI;

C. All commissaires must wear some form of distinctive clothing so that they may be readily

identifiedbycompetitorsandteammanagers;

D. Eachracecommissaireshalloperatefromaclearlydefinedposition.

FinishLineCommissaires

6 In the event that the finishingorder is determinedbymeansof finish line commissaires, they

shallactasdescribedinarticle6.1.038.

In case another scoring system is utilized, the obligations and designation conditions are

determinedbyarticle1.2.119to1.2.121.

All finish line commissaires shall operate from an area immediately adjacent to the finish line,

whichpermitsthemaclearandunobstructedviewoftheridersastheycrosstheline.

N)ThereshallbeonequalifiedUCIorNationalFinishLineCommissaireassistedbyfouror more

finishlinescoringpersonnel(wheneverpossiblethescoringpersonelshallbeprovincialor

higherlevelcommissaires).ThedecisiononthefinishorderbytheFinishLineCommissaire

mentionedaboveshallbefinalintheeventofaprotestconcerningfinishorder.

N)PleaseseespecificCanadianNationalChampionshipandCCNationalSeriesevent

rules/guidelines.

Startcommissaire

7 Thestartcommissaireshallberesponsibleforconductingthestartofeachrace.Thestartershall

operate thestartinggate,andperformsuchotheractionsasarenecessaryandappropriate to

assurethateachracehasasafeandfairstart.Thestartermayrecommendtothepresidentof

the commissaires’ panel that a rider obstructing the starter from carrying out the duties be

penalized.Whenatimingsystemisutilised,thestartermustfirstconfirmwiththestagingofficial

anyriderwhofailstopresenthimselfatthestartgateandthenensurethattheoperatorofthe

timingsystemandhisequipmentisreadybeforehebeginsthestartingprocedureofarace.

8 Thefollowingofficialsandpersonnelaredesignatedbytheorganizerornationalfederation:

1 STARTINGHILLOFFICIALS-Startinghillofficialsshallberesponsibleforcheckingthatridersarein

thecorrectstartlane(accordingtothemotosheets)priortothestartofeachrace.Theyarealso

responsibleforcheckingifriders’safetyequipmentiscorrect.Startinghillofficialsshallreportto

thepresidentof the commissairespanel any riderwhoseequipmentdoesnot conform toUCI

regulations.

2 STAGING OFFICIALS - Staging officials shall be responsible for directing riders into the proper

staginglanes.Indoingso,theymayannounceeachracenumber,agegroup,andthenamesof

everyrider ineachrace.Theremustbeaclearcommunicationonstagingtimesbythestaging

official. An appropriate number of copies of the moto sheets shall be made available to the

senior stagingofficial.Nevertheless, theworkof the stagingofficials amounts toabesteffort;

ridersareindividuallyresponsibleforfollowingtheprogressoftheraceandforarrivingontime

atthestaginglaneswiththecorrectclothingandequipmentaccordingtotheUCIRegulations.

3 RACEOFFICIALS-Raceofficialsshallberesponsibleformonitoringtheconductoftheriderson

the track and for notifying other officials of conditions on the trackwhichmaywarrant their

attention.Thepresidentofthecommissaires’panelshalldeterminethenumberofraceofficials

necessaryforanevent.Raceofficialsshallbestationedalongthetrack.Raceofficialsshallmake

notes of any rule infringements or incidents that they witness. These notes shall be made

availableuponrequestbythepresidentofthecommissaires’panel.

4 FINISHLINEAREACONTROLOFFICIALS-Finishlineareacontrolofficialsshallberesponsiblefor

controllingthepassageofridersandotherpersonsintoandoutofthefinishlinearea.Theyshall

bestationedateachpointofaccessorexittothefinishareaandpreventtheentryofparents,

teammanagersandspectatorsexceptwheremedicalemergencieswarranttheirpresence.Finish

lineareacontrolofficialsshallalsoberesponsibleformaintainingorderamongtheriderswaiting

inthefinisharea.

5 ADMINISTRATORS

All administrators shall work under the responsibility and direction of the secretary of the

commissaires’panel.

A. Entryadministratorsshallberesponsibleforthefollowing:

i. receiving and checking for conformance with entry regulations all riders' entry forms

and/orpermitapplications;

ii. establishing a list of entrants in each category of racing and sequentially ordering the

categories.

B. Start list administrators shall be responsible for dividing the total number of entrants in each

category into motos of not more than eight riders and for recording their names on the

appropriatemotosheets.

C. Startlistofficialsshallberesponsibleforpostingthestartlistsonthepostingboards.Theselists

shallbepostedinorderbyagegroupwitheachracenumberclearlyvisible

6 TIMINGOPERATOR-Thetimingoperatorshallberesponsibleforthesettingupandoperationof

the timing system and for passing rider finish line position results to the administrators for

posting on the moto boards. The timing operator shall work under the responsibility and

directionofthesecretaryofthecommissaires’panel,andshallreferallrequestsforinformation

orproteststothatofficialortheadministratordesignatedbyhim.

7 TRACK ANNOUNCER - The track announcer shall be responsible for making formal

announcementsconcerningthecompetitionandfor informingriders,spectators,commissaires

andofficialsofanychangestotheraceschedule.

8 SECURITY PERSONNEL - The host organization shall provide a sufficient number of security

personneltoensurethesafetyoftheridersandspectators.Marshalsmustwearsomeformof

distinctiveclothingorotherobjectsothattheymaybereadilyidentified.

9 FIRSTAID-Atleastoneambulanceandanadequatenumberoffirstaidstaffincludingalicensed

physicianshallbeinattendanceduringallpracticeandracesessionsaccordingtothelawsofthe

country inquestion.Asper article 1.2.067 the organizer shall appoint oneormoredoctors to

provideriderswithmedicalcare.Thefirstaidpersonnelmustbestationedintheinfield,anda

clear exit route for the ambulance leading to a public thoroughfare must be provided and

maintained throughout theprogressof theevent.Neitherpracticenor race sessionsmay take

placeunlesspropermedicalservicesareavailable.

10RACEDIRECTOR

The race director,who is designated by the organizerwith the assistance of the commissaires,

shallberesponsibleforthefollowing:

A. Maintainingatimetableofevents;

B. Enlisting of all commissaires, officials and administrative staff in numbers which are

commensuratewiththesizeoftheevent;

C. Arrangingfortheequipmentnecessarytoconductarace;

D. Arranging the trophies and other awards are present and checking the organization of the

awardsceremonies.

9TechnicalDelegate

TheTechnicalDelegateshall:

1 Supervise the preparations and the technical aspects of the events, without prejudice to the

responsibilityoftheorganizer.

2 BetheliaisonbetweentheUCIheadquartersandtheUCI

3 Makeanadvanceinspectionofthesite,meetwiththeorganizersandimmediatelymakeasite

inspectionreporttotheUCIandprovideacopyofthisreporttotheorganizer.

4 Oversee and follow up with the organizer in the lead up to the event to ensure the

recommendationsfromthesiteinspectionreporthavebeenimplementedasappropriate.

5 Beonsitepriortothefirstofficialtrainingsessionandcarryoutaninspectionofthevenueand

track inconjunctionwiththepresidentof thecommissaires’panelandtheorganizer.Thefinal

determinationforthetrackandanychangesaretheresponsibilityofthetechnicaldelegate. In

caseswherea technical delegatedoesnothave tobeappointedunder these regulations, this

taskfallstothepresidentofthecommissaires’panel;

6 MakeageneraleventreporttotheUCI;thisreportmaybecopiedtotheorganizer.

7 Makeaconfidentialreportontheworkofthecommissaires’panel.

8 Coordinatetheteam/ridermeetings.

10ThetechnicaldelegateshallbedesignatedbyUCI.
