2018 TUSCARAWAS COUNTY FAIR JR. FAIR BOARD JUNIOR FAIR GENERAL GUIDELINESAll rules and guidelines apply to all exhibitors, parents, 4-H/FFA volunteers and supporters, fair visitors, and concessionaires at all 4-H/Junior Fair related activities for the current year, and at all activities which qualify any individual to participate at the fair. During the course of the year any additions, changes, and/or amendments of the guidelines will be available at the Extension Of-fice, Junior Fair Office, and the Senior Fair Office.JUNIORFAIRRULES–20181. Tuscarawas County Agricultural Society reserves the final

and absolute right to interpret these rules and regulations and to arbitrarily settle and determine all mat-ters, questions, or differences in regard thereto or other-wise arising out of, connected with, or incident. It further reserves the right to determine unforeseen matters not covered by these rules, to amend or add to these rules as in its judgment it may determine, and to withdraw all pre-mium offerings in all departments should any emergency and circumstances demand it.

2. Senior Fair Board rules apply in the absence of a Junior Fair rule.

3. Junior Fair exhibitors must be enrolled in one of the Junior Fair organizations with project by designated dates. All boys and girls are eligible to enter the Junior Fair Program when they are eight and in the third grade as of January 1 of the current year. Eligibility ends December 31 the year they turn 19.

4. All members must exhibit their project at the county fair with the club in which they are enrolled.

5. Exhibitors are required to attend a Tuscarawas County Quality Assurance Program sponsored and conducted by Ohio State University Extension before exhibiting a hog, beef (market steer, beef breeding, beef feeder calf, dairy steer or dairy feeder calf), lamb (market or breeding), goat (market, dairy, utility, or pygmy), poultry (broiler, fancy, pullets, turkey, or water fowl), rabbit (breeding or market), dairy (cow or heifer), or llama at the Tuscarawas County Junior Fair show.

As an option, county Extension professionals and senior fair board members may elect to allow 12-14 year-old and 15-18 year old 4-H and FFA members to test out of their annual Quality Assurance (QA) program. Youth ages 12-14 years who pass the QA test can test out of their annual QA program for up to 3 years. Youth ages 15-18 years who pass the QA test can test out of their annual QA program permanently. These ages are as of January 1, 2018—a youth’s 4-H age.

All horse and pony exhibitors must have attended the Tuscarawas County Horse Safety and Ethics Program and turned in a form indicating that they have read the Horse Safety Book. Additionally, all horse and pony exhibitors must have accessed a county horse packet containing current year policies and guidelines.

All turkeys must be picked up at the fairgrounds on May 29, 2018.

All market hog DNA samples (not the animal) must be delivered to the fairgrounds on June 9, 2018, from 8 a.m. - 11 a.m. Exhibitors are required to use the DNA collec-tion kits available at all Quality Assurance sessions.

All market lamb and market goats must be brought to the fairgrounds on June 9, 2018, from 8 a.m. - 11 a.m. , for tag-in. Additionally, all market lambs and goats shall have scrapie tags affixed to their ears upon entering the Tuscarawas County Fairgrounds at all times.

All market rabbit does must be registered and in possession by June 9, 2018. Meat pen of rabbits must be tattooed on August 25, 2018.

All breeding rabbits must be registered and tattooed on June 9, 2018, from 8 a.m. - 11 a.m

Dairy, pygmy and pack goats, sheep and beef breeding, feeder calves, llamas, poultry (except broilers and market turkeys), and dairy project animals must be in possession with project identification sheets and pic-tures (if required) to the Tuscarawas County Extension Office by June 15, 2018.

Broilers must be picked up at the fairgrounds on August 3, 2018.

All animals must be owned (or leased, horses only) and inthecontinualcareoftheexhibitorbythesedates.

back-upAnimalRule:Although not required, exhibitors may choose to have one back-up animal in the event the primary animal is unable to come to the fair. There is a limit of one back-up per exhibitor per registered project animal. If there are 2 or more exhibitors, regardless of relationship, residing in the same household, they may share one back-up animal. In a household with multiple exhibitors and multiple back-up animals of the same project, each back-up must be designated to a specific exhibitor.

Members with market lambs projects may register a primary animal, a back up to the primary animal, and a lamb for the pair of lambs competition for a total of 3 lambs.

9. All Junior Fair exhibitors must have their official entries completed and signed by their parent or legal guardian, and turned into the Tuscarawas County Extension Office by 4 p.m. on August 7, 2018. NO LATE ENTRIES WILL BE ACCEPTED. Please contact your local advisor or the Tuscarawas County Extension Office for an entry form.

10. All entries of Junior Fair livestock will be housed in the Junior Fair area unless a request is made for the open class barn (dairy and beef breeding/feeder calf only). This request must be made at the Extension Office along with your entry form by August 7. No guarantee of open class housing will be made. Stall assignments will be worked out by the Extension Office and Junior Fair Board and all requests will be considered.

All dog projects must have received care and ethics training specific to their species at project training meetings.

6. All Junior Fair exhibitors must be exhibiting a project at the Tuscarawas County Fair to be eligible to receive a fair wristband for admission to the fair. In addition, a member must have completed all requirements set forth by their local club/chapter constitution, and have at-tended an interview judging process. Members must be in good standing with their club. 4-H and FFA advisors have the right to refuse a pass to members who have not completed these requirements.

Wristbands distribution will be in the Clover Cafe on the following dates:

Friday, September 14; 3-5 p.m. Saturday, September 15; 10 a.m. - 2 p.m. Sunday, September 16; 12 - 5 p.m.

No preferred parking passes will be distributed to Jr. Fair livestock exhibitors. Instead Sr. Fair Board will dis-tribute a limited amount of Parking Stickers. These are to be affixed to the exhibitor’s vehicle window. Exhibitor contact information must be provided to receive the pass in case of parking violation or need to move the ve-hicle. When general parking is full on the grounds YOU WILL NOT BE PERMITTED PARKING WITH THIS PASS.

7. Each 4-H club has a definition of completion in their constitution. Advisors must submit their completed enrollment sheet, indicating whether or not a member’s project is complete and to be exhibited at the fair, to the Tuscarawas County Extension Office by September 10, 2018, as stated on 4-H calendar.

8. All animal projects to be exhibited at the fair must be owned and in continual care of the exhibitor during the project year. The project animal shall either be owned by the exhibitor or leased (horses only) and verified by the 4-H or FFA advisor by their designated registration date as noted below.

14. Exhibitors must turn in a properly completed Drug Use Notification Form at the time of check-in for all lactating and market animals. Animals must be free of any drug residue by Monday, September 17, 2018, at 9 a.m., even if the animal is under the continued care of a veterinarian.

15. No horned animals are permitted on the fairgrounds except by prior approval by the Senior Fair Board.

16. All exhibitors are responsible to care for their own project during the fair including proper feeding and watering, cleaning stalls and providing proper bedding, etc. If exhibitor fails to keep pens and animals clean, they will be contacted and asked to take corrective action. If the pen is not cleaned within 8 hours of being contacted, the respective committee will clean the pen and the exhibitor will be charged a fee of not less than $15.00 and not more than $50.00. A second offense will

result in the fine being doubled.

17. All exhibits must remain in place until their designated release times with the exception of those who will be attending nationally recognized show events overlap-ping with the Tuscarawas County Fair dates with the project animal they are exhibiting at the fair. Proof of entry and show registration must be submitted prior to the first day of fair with release approved by the Senior Fair Board. Releaseoflivestockwillbeasfollows:

18. All pens must be cleaned out by the exhibitors when theanimalleavesthefairgrounds. NOTbEFORE animals leave. Exhibitors with poultry, rabbits, goats, sheep, hogs, and horses should completely clean out pens. Exhibitors with beef and dairy should pull bedding 24 inches away from the wall and clean the area between the bedding and back wall. Fair premiums will be held for pens not cleaned.

19. Junior Fair exhibitors are required to keep their animals in the pens or stalls assigned to them by Junior Fair officials. All cattle and horses should be securely fastened. There shall be NO locks allowed on any cage or pen in case of emergency. Locks will be cut off if put on. No fans are allowed on stands on the fairgrounds. All fans must be suspended above the animal.

20.Eachdepartmentwillexpectcourteousandorderlyconduct by the volunteers, parents, exhibitors and their attendantsandhelpers.Harassments,profanity,orunsportsmanlike conduct toward fair officials, judges, showmanager,help,orexhibitorswillnotbetolerated.Any violation of this rule would warrant removal from theactivityand/orthefairgrounds.Saleshares,orpartsthereof,mayalsobewithheldfromexhibitors.

is the owner’s responsibility.

28. Testing for drugs: The Tuscarawas County Agricultural Society shall have the right to require places 1 through 5 in each class of animals, or any other suspect animal, to be subject to examination or tests as prescribed by the Commission to determine if a substance has been administered to the animal to change the conformation or temperament of the animal. Any individual and/or exhibitor requesting testing must file a written protest and $100 deposit (filing fee) with the Senior Fair Board. If blood tests are positive, the exhibitor pays the costs and protest money is returned. If blood tests are negative, the protest fee is kept to cover all costs.

JUNIORFAIRTAMpERINgANd/OR MISREpRESENTATIONRULESTampering and/or misrepresentation as to breeding, age, ownership, and any other irregularity in showing will be considered fraud and deception. To maintain a high degree of confidence and integrity in the livestock show, the Agri-cultural Society reserves the right to disqualify any animal fitted in an unethical manner and disqualify the exhibitor and the exhibitor’s assistants who fitted the animal involved.

Unethical fitting shall include any cutting or tearing of the hide, cutting or tearing underneath the hide or removal of tissue in any attempt to alter the shape or appearance. It shall also include attempts to disrupt or change normal dental development, adding artificial tailheads, switches, polls, hair and heels, as well as any attempt to change the conformation and degree of firmness, by administration of fluids or air internally or externally in a liquid, solid, or gaseous state.

THEUSEOFCLENbUTEROLANdOTHER UNAppROVEddRUgSISpROHIbITEd.All exhibitors, their immediate family, and any other parties involved in the unethical fitting and showing of an animal at any fair or livestock show will be barred from exhibiting or showing at this fair and will forfeit all premiums, prize money, and awards won in any Junior Fair and/or Open Class divisions.

SHOULD FRAUD OR DECEPTION AND PROOF, AS DETERMINED BY THE AGRICULTURAL SOCIETY, BE DISCOVERED AFTER THE ANIMAL OR ANIMALS HAVE BEEN SHOWN AND PRIOR TO THE SALE, such animal(s) shall not be permitted to sell. The animals placing next in line at the show shall move up.

SHOULD VIOLATION BE DISCOVERED AFTER THE SALE, all sale money shall be returned to the buyer. All placings in show will stand. NO animals will move up. Any carcass suspected of being tampered with or suspected of containing drugs will be detained until the investigation is complete.

IF THE CARCASS IS CONDEMNED at the packing plant for any reason, it shall be grounds for disqualification in the on-foot and carcass division of the show. Additionally, all premiums and sale money shall be forfeited and the loss of the animal be incurred by the exhibitor.

21. Junior Fair exhibitors may enter open class divisions with non-market animals only. Once an animal is designated as a market animal, it must retain that desig-nation. Entries of non-market animals may be made with the Senior Fair Board Secretary by the designated date. These entries must conform to open class rules and regulations.

22. All Junior Fair exhibits must be shown by the member making the exhibit in showmanship classes. In conformation classes, special arrangements may be made with the Extension Professional to have another Junior Fair exhibitor show their project. Only emergency or unavoidable situations will be considered. Permission slips may be obtained from the Extension Office. The form must be on file during the show. Any Jr. Fair animal on the grounds is eligible to be used in the livestock judging contest on Saturday. If families do not wish their animal to be used in the judging contest, a form must be returned to the Junior Fair Board Office by Friday of the fair.

Showmanship classes will be held at specifically designated times for all species. Classes are open to all Junior Fair livestock exhibitors within the species. No pre-fair entry is required. Sign-up for showmanship will take place prior to the show during fair week. Classes are determined by member’s age. Helpers will only be allowed in the ring under special circumstances. The member requesting a helper must complete a request form and receive approval from the Extension Profes-sional and Sr. Fair Board prior to the show. Ages and guidelines are listed later in this tabloid.

23. All health regulations pertaining to Senior Fair livestock shall apply to Junior Fair livestock exhibits. All animals will be inspected by a fair veterinarian as they are unloaded.

24. All animal projects may be inspected at any time for compliance to all fair rules.

25. Parents wishing to feed and care for animals exhibiting must pay for admission at the gate or purchase a mem-bership or season ticket which may be exchanged for a wristband at the Senior Fair Office.

26. ONLY Junior Fair exhibitors with livestock projects will be permitted to stay overnight and ONLY if parental permission is granted and they agree to supervise and assume all responsibilities for their child(ren)’s actions. Exhibitors will only be allowed to stay in designated areas and must have adult supervision. Any Junior Fair exhibitor engaged in any misbehavior, or whose name does not appear on the list may have their par-ents called and be dismissed with their exhibit from the fairgrounds for the rest of the fair. Parent must pick up and sign an overnight pass received from the Junior Fair Board Office by 6:00 p.m. on the specified night. A list of exhibitors staying overnight will be given to the sheriff’s department.

27. Exhibitors show and display their animals at their own risk. Natural or man-made catastrophes and thefts are not covered by insurance. Security against loss or theft

RULEVIOLATIONSIn the question of a rule violation, the following process will be used:

A person who wishes to lodge a complaint or report a suspected rule violation must do so in writing. The written report/complaint must be personally delivered to either the Tuscarawas County Agricultural Society Secretary’s office or, if during the annual fair, the Junior Fair/4-H office.

The exhibitor and/or parties involved will be questioned by Fair officials. If it is felt a violation has occurred, Fair officials will make recommendations to the designated committee of the Agricultural Society which is appointed to that particular department. After the committee hears the allegations and/or evidence, they will decide if the case should be brought before the full Board of Directors.

In the decision of allegations being brought before the Board, all parties involved will be notified of a meeting date with all parties having the right to present their views and/or evidence. Upon hearing the case, the Fair Board will make a ruling.

When satisfactory evidence has been obtained by the Fair Board that any of the livestock rules have been violated, the exhibitor and/or exhibitor’s family may be barred from showing in any future agricultural fairs. The minimum number of years for disbarment is three (3) years before the right to a review.

In case any premiums shall have been awarded to animals shown in violation of this rule, the Fair Board will require the exhibitor to refund all premiums, trophies, awards, ribbons, and sale money under each violation. Unless fraud and/or deception are involved, all champi-onship placings stand.

29. A Junior Fair exhibitor may carry a combination of 4-H, FFA, FCCLA, etc., projects; however, they cannot be the same item, and they will only be paid on three total projects.

Maximum exhibits within a species include:

HORSES 1 draft, 2 saddle, 1 production

BEEF 1 steer (market or dairy), 1 breeding, 1 feeder calf

SHEEP 1 market, 1 breeding, 1 pair of lambs

SWINE 1 market

DAIRY 2 providing they are in 2 different classes

Members enrolled in the corresponding market/horse project may exhibit a third animal as follows:

Feeder Calf OR Beef Breeding if enrolled in Market/ Dairy Steer

Sheep Breeding if enrolled in Market Lamb Production if enrolled in Horse A Maximum of 3 large animals may be exhibited

with these breeding projects

Members can only exhibit two (2) small animal projects, which must be in different classes. This includes:

GOATS 2 providing they are in 2 different classes

RABBIT 1 breeding and 1 meat pen; a member may also take a pet rabbit which does not exhibit at the fair.

POULTRY 2 providing they are in different classes

30. Membrs not turning in entries on time will not be eligible to recieve any fair sale proceeds. Members are only el-igible to receive money from a maximum of two revenue generating sales at the fair, regardless of the number shown. For example, a member exhibits a dairy project, a steer, and a breeding rabbit. Although the member has the potential to be involved in three sales (the dairy products sale, the market livestock sale, and the small animal wood products sale, respectively), he/she can only receive proceeds from two of the sales. In this case, the member should declare from which two sales he/she wishes to receive proceeds. The proceeds from the third sale will be retained by the respective commit-tee.

If a member earns a grand or reserve champion this must be one of the sales. If an exhibitor wins a third champion, either grand or reserve, the exhibitor will only receive a fair market value for the animal with the premium being donated back to the Tuscarawas County 4-H Endowment.

31. To the extent possible steers, hogs, lambs, broilers, market turkeys, meat goats, and pen of meat rabbits will sell according to order as determined by placing in the ring and alternating weight groups. An animal may pass through the sale only once. All grand champion and reserve champion animals inthefollowingcategoriesmustgotoaFairboardapproved slaughter house and may not be sold at any livestock auction market subsequent to the Tuscarawas CountyFairMarketLivestockAuctionorSmallAnimalSale: market steers, dairy steers, hogs, sheep, goats, market rabbits, market broilers, and market turkeys.

32. Any steer or lamb exhibitor who does not wish to sell their market animal must turn in a Non-sale form to the Junior Fair Office two hours following the completion of their respective show. Forms will be available at the Ju-nior Fair Board Office. All hogs must go to a Fair Board approved slaughter house. No hog may be sold at any livestock auction market subsequent to the Tuscarawas County Fair Market Livestock Auction. All small animal market projects must go through the auction. All Grand and Reserve champion animals must be slaughtered. All grand champion and reserve champion animals in the following categories must go toaFairboardapprovedslaughterhouseandmaynotbe sold at any livestock auction market subsequent to theTuscarawasCountyFairMarketLivestockAuctionorSmallAnimalSale: market steers, dairy steers, hogs, sheep, goats, market rabbits, market broilers, and market turkeys.

33. Exhibitors’ appearance should be neat and clean while in the show ring and during sales. Apparel advertising a business, farm, association, or commodity group should not be worn. 4-H club shirts and polos are acceptable. Long pants are recommended. See your project resource book and/or project guidelines for recommended attire.

34. With market livestock projects, in order to get a good price for your project, you and/or your parents should contact local feed dealers, grocers, and other business-es you deal with to tell them you will have an animal in the sale and you would appreciate their support. Please contact the Tuscarawas County Extension Office by August 7 with the name of the individual or business that wishes to attend and a pass will be sent.

35. All livestock must be properly handled, transported, andtreatedandnotabused.Extension Professionals, committee members, and Senior Fair Board members will have the discretion to refuse entry of any animals transported in an inhumane manner. Said officials will have the discretion to dismiss the exhibitor and the animal from the fair at any time for any other abusive treatment or handling. Those exhibitors and animals dismissed will not be permitted to show and/or sell. During the course of an exhibition if an animal becomes so unruly that it is a threat to itself or dangerous to exhibitors or bystanders, the Extension Professional and Senior Fair Board Repre-sentatives shall require the animal be removed from the fairgrounds, forfeiting any further participation rights in 4-H/FFA or fair activities.

36. There will be no bedding provided by the Senior Fair Board and no stock piling of any bedding. Each exhibitor is responsible for his or her own bedding. Wood shav-ings, wood chips, sawdust, straw, and other bedding appropriate for the species should be used. Paper products may not be used for bedding. Anybeddingforacluborgroup(i.e.bulksawdust deliveredtoabarn)mustbedoneFriday-Sunday, September7,8or9,2018.

37. In order to receive the proceeds from any sale held during the annual fair or premiums earned, all Junior Fair exhibitors and participants must present all required project books. Project books shall be completed to the satisfaction of the designated committee representative assigned the task of book verification. Failure to present all required project books or incomplete project books will result in the withholding of all proceeds and premi-ums until such time as the project book requirements are met.

Each year the Fair Board commissions a local artist to create a custom image of Tuscarawas County Fair activities. Opening festivities includes the unveiling and auction of 11 plates. The final plate auctioned supports the Junior Fair King & Queen program, while the first 10 help fund fair activities.

Additional plates are available for sale at the Fair Board office during the week of the fair.

1. Each candidate must be a member of a 4-H club or FFA Chapter and eligible to exhibit at the Tuscarawas County Junior Fair. Applications will be available at the Extension Office and must be returned by August 7, 2017.

2. Applicants must be 16-19 years of age (as of January 1).3. The King and Queen will be selected through a combined application and interview process.4. The reigning King and Queen must be present to preside over the remaining days of the

fair and be present at judging and contests.5. The reigning Queen at the Tuscarawas County Junior Fair shall be eligible to compete in

the Queen Contest at the 2017 Ohio Fair Managers Conference.

11. All Junior Fair Exhibitors must remove their beef grooming chutes following the Livestock Sale on Thursday, unless they are exhibiting in the second Open Class Beef Show.

12. Dairy and market steers will show in separate classes. A Champion Market Steer and Champion Dairy Steer will be determined from their respective pools.

13. Any and all drenching is prohibited unless done by the designat-ed fair veterinarian.

All exhibitors must reside in Tuscarawas County.2. Articles for display must be in the Fine Arts Building between 7am

Official weight as determined by the Market Livestock Committee is final.

6. If a hog does not meet weight requirements, the animal must be removed from the fairgrounds.

7. Self feeders are not permitted to be used in hog pens.8. No hogs are to be washed in the lower wash rack during the

show or sale. 9. Hairmustbeaminimum1/2” on the entire body, excluding the

ears and tail. No clipping permitted after weigh in. If a hog is disqualified due to hair length, a back-up hog is NOT permitted.

10. If the fair vet recommends a hog be quarantined due to illness, the hog shall be moved to the quarantine area designated by the Senior Fair Board. Once the hog is recommended for quarantine, all decisions and duties regarding the hog’s care, treatment, and (if necessary) euthanasia become the responsibility of the Senior Fair Board. If the hog is cleared by the fair vet to return to the fair-grounds before the end of the annual fair, it will be returned. If the hog is cleared by the fair vet after the end of the annual fair, then the Senior Fair Board will make a good faith effort to obtain fair market value for the hog. The exhibitor will receive the proceeds from the sale of the hog less the costs incurred in its treatment and care. The hog will not be returned to the exhibitor. If the hog dies or is euthanized while in quarantine, the Senior Fair Board will be responsible for the proper disposal of the carcass.

11. Any and all drenching is prohibited unless done by the designated fair veterinarian.

SWINEdNASAMpLINgTERMSANdCONdITIONSThe Tuscarawas County Fair Board has implemented a mandatory DNA sample process for all market swine intended for 4-H division competitions at the annual Tuscarawas County Fair. Swine are not permitted on the Tus-carawas County Fairgrounds prior to the annual fair unless prior consent is obtained from the Tuscarawas County Fair Board or its designee. 1. DNA sampling kits will be available for purchase by qualifying potential

exhibitors from the Tuscarawas County Market Livestock Committee for a fee at annual quality assurance meetings. DNA samples will be collected by exhibitors in accordance with the directions provided with the testing kits and exemplified at quality assurance meetings. Exhibi-tors will collect DNA samples from swine intended for exhibition at the annual fair at least three days prior to submitting the samples on June 9, 2018.

2. Exhibitors will submit DNA samples of all swine intended for 4-H com-petition at the annual fair, including back-up swine, at the Tuscarawas County Fairgrounds on June 9, 2018. Only DNA collection sample kits sold by the Tuscarawas County Market Livestock Committee will be accepted. Improperly collected or contaminated samples will be rejected at the discretion of the Market Livestock Committee’s desig-nee, Extension Educator, Fair Board, or Fair Board designee.

3. The DNA kits provided by the Tuscarawas County Market Livestock Committee will contain the DNA collection materials and an ear tag stamped with the Tuscarawas County number beginning with 89. The exhibitor will be responsible for inserting the tag in the ear of the swine from which a DNA sample is collected. The unique number on the ear tag of the swine from which a DNA sample is collected must be written on the DNA sample, along with the name of the exhibitor, at the time of submission in June. Any DNA sample missing either the ear tag number or the name of the exhibitor will be refused submission.

4. No swine without a DNA sample on file, having been submitted in June, will be permitted to enter the Tuscarawas County Fairgrounds or com-pete in any competitive division or contest during the annual fair.

5. At the time of weigh-in for the annual fair, all swine must have affixed to their ear the ear tag supplied in the DNA testing kit and bearing the number written on the DNA sample submitted in June. If a swine is presented for weigh-in that does not have the requisite ear tag affixed to its ear, then the Market Livestock Committee or its designee will im-mediately collect a DNA sample from that swine. The comparison DNA testing between that sample and the sample collected in June will be expedited by all practical means. The cost of the DNA collection, ship-ping, and comparison testing will be paid by the exhibitor immediately upon presentation of an untagged swine at weigh-in. This payment is required if the swine is to remain on the fairgrounds and receive provi-sional admission and weighed-in status. a. If an untagged swine is presented at weigh-in and a comparison

sample is collected and sent for testing, the swine may be admitted and weighed-in under a provisional status. The provisional status will remain in effect until the DNA comparison test results are made known to Market Livestock and Sr. Fair Board Officials. If the DNA comparison test results in a genetic match, then the provisional sta-tus will be lifted and the swine will be considered officially admitted and weighed-in for the purposes of participating in all competitive divisions, contests, and auctions during the annual fair.

b. If the DNA comparison test results in a negative genetic match, the exhibitor will be directed to immediately remove the swine from the fairgrounds.

c. If the DNA comparison test results are not yet available prior to the market hog show during the annual fair, then an untagged swine may compete in its assigned class during said show, however, any titles or placements awarded to the exhibitor of the swine will also be provisional until the DNA comparison test becomes available. Any titles, placements, and auction proceeds awarded during the annual fair to the exhibitor of an untagged swine will be stripped immediately if the DNA comparison test results in a negative genet-ic match. The exhibitor will also be directed to immediately remove the swine from the fairgrounds.

6. The Grand and Reserve Champion Market Swine and those rounding out the top five overall in the market competition will have DNA samples collected for comparison testing to confirm that the sample collected genetically matches the DNA sample collected and submitted by the

The appeal hearing will be held within fourteen days of the exhibitor submitting written notice. At the appeal hearing the exhibitor may present any information necessary. The appeal will be heard and decided by a panel consisting of at least one member of the Market Livestock Committee, an Extension Educator, and at least two Tuscarawas County Fair Board Directors. The decision of the appeal panel will be issued in writing within seven days of the hearing and the decision will be final.

interview judging to exhibit at the fair.2. The Tuscarawas County 4-H Saddle Horse Program will be gov-

erned by the “Uniform Rules for 4-H Horse Shows.”3. Members may be taken in anytime at the discretion of the 4-H

advisor and if 4-H meeting requirements can be met, but only those listed as members as of April 16, 2018, may show at the fair providing completed entries are returned on the dates specified and the member has attended Safety and Ethics and completed interview judging. Clubs set their own meeting requirements, but are highly encouraged to require attendance to at least eight meetings and/or workouts.

4. Member’s 4-H age is determined as of January 1. Classes will be determined by age. A 1st year or new member only may show in a more experienced level class upon decision of the advisor. Member must maintain status thereafter.

5. All animals carried as 4-H projects must be owned or leased (with approved Lease Agreement on file with County Extension Educator) and in continual care of the 4-H members by the date specified in a county, which shall be postmarked no later than May 25, 2018 (pictures to the office). Continual care does permit boarding of an animal, provided the member is involved in caring for the horse a minimum of 4-5 days per week and the horse is not a production animal. Production projects must be raised

or purchased by January 1 of its yearling year and also have a picture with their registration. Leasing a production project is not allowed.

6. Because of animal welfare concerns and the image that 4-H wants to present, horses with a body condition score of less than 4, when using a scale of 1-9 (ribs easily discernible, tops of spinous process easily discernible, tailhead prominent with hook bones easily discernible, withers accentuated, and neck obviously thin), obviously sick horses, and horses with Grade 3 or greater lameness (consistently observable at the trot; marked nodding, hitching or shortened stride, and minimal weight bear-ing in motion or at rest) are not allowed at 4-H shows. The show manager, show vet if available or the judge can dismiss a horse from the show for these reasons.

7. An animal, carried as a project, may be shown at a county show or at the fair by only one club member. (One person per animal.)

8. Project animals cannot be switched during the year.9. Lessons, instruction, and advice for the member are encouraged.

As long as the member is present in a learning situation, such assistance can include occasional riding or handling of the horse by another person, but cannot include regular training and care of the horse within 30 days of competing in any 4-H classes such as a PAS show, the Ohio State Fair, and the Tuscarawas County Fair. Showing a 4-H member’s project animal in a class at a show is not considered training. However, if a project animal is shown by someone other than the 4-H member in an open or breed show within 30 days prior to 4-H competition, the 4-H member must be present and must show the project horse in that show.

10. All members are required to exhibit in a showmanship class (except production showmanship) to be eligible to exhibit in any other class (does not include showmanship in versatility class). Entry in horsemanship classes will be optional for all members. Entries in the showmanship championship class will come from the first and second place winners of all showmanship classes and will occur after the showmanship classes.

11. All grievances pertaining to the 4-H saddle clubs must be filed

with the Extension Educator, 4-H and/or the saddle horse 4-H committee representative. The Extension Educator will decide if it should be handled by the appropriate Senior Fair Board Com-mittee.

12. It is expected that all exhibitors, parents, and advisors involved in the 4-H program to conduct themselves in a positive and courte-ous manner including:

a. Courteous to all other members/clubs in the barn-doors open and passable for all horses and people.

b. Refrain from using profanity. c. No smoking in the barns. d. If you are not going to utilize all stalls you are originally

assigned, please share space with adjoining clubs. e. Be a good role model for your children and members.13. In order to exhibit, members must turn in entries by August 7,

2018, and they must be signed by a parent. Advisors will not sign entries of members not doing acceptable club work. Such mem-bers will not be permitted to show.

14. If a horse kicks or is potentially dangerous to exhibitors or by-standers, the horse should be kept home or will be dismissed from the fairgrounds upon arrival. Horses that have been dismissed from the fair are not permitted to be used as a project animal again.

15. No one other than the member will be permitted to show his/her animal at the Tuscarawas County Fair or any 4-H event (except during designated classes).

16. There shall be NO other rider on the horse except the 4-H member at the Tuscarawas County Fair. Immediate family members and outside parties may only lunge or exercise in hand, with a lunge line, halter, lunge whip, or saddle. No bits, bridles, or other training aids (i.e. tie downs, draw reins) may be used on the horse when lunging.

17. Each exhibitor will receive one stall per project. All members are required to house their horse(s) on the fairgrounds for the duration of the fair unless otherwise directed by Senior Fair Board. Stalls for production horses will be provided according to availability. Production animals are at the fair the day they are shown. Production animals being shown on multiple days may be permitted to remain on the grounds for the duration of the fair, space permitting.

18. All horses will be required to stay at the fair until the established release time, unless excused by a vet, in which case a written excuse must be given to the Extension Professional. Failure to comply will result in forfeiture of awards and suspension from exhibiting for one year. Unforeseen emergencies in a member’s family will also warrant excuse-subject to approval by Extension Professional. Exceptions are only in cases cleared by Extension Professional.

19. All bits used during Jr. Fair competition must be checked during designated bit check times and deemed to meet standards as set forth by the State 4-H Horse Rule Book. Bits not meeting minimum requirements will be held until release time of fair, at which time members may claim their bits.

20. 4-H saddle horse exhibitors are expected to use common sense and safety precautions during the fair. This includes:

a. Keeping all horses between the barn and the horse arena at all times. NO riding on any other part of the fairgrounds.b. All horses MUST be properly bridled and saddled when

they are being shown or exercised. Everyone riding a horse or pony must wear boots that have a defined heel for the seat they are riding and as determined by 4-H advisor and club constitution.

c. There will be no washing of horses in the livestock wash racks after 1:00 p.m. on Thursday of fair.

d. There is to be no galloping of horses/ponies or horseplay of any type in the arena, except for classes or practices where it is designated (i.e. jumping or contesting).

21. There will be jump class warm-up and safety qualifier 30 minutes prior to the start of jump classes, for those entered in jumping classes. The arena will be closed for other riders during this time.

22. There will be cart class warm-up and safety qualifier 30 minutes prior to the start of cart classes for those entered in the cart class-es. Minis must enter the arena and be hitched once in the arena. The arena will be closed for other riders during this time.

23. Production classes will be offered (halter class only) based on the same rules and regulation set in the Uniform Rules for 4-H Horse Shows.

24. There will be no haul-ins other than production animals. Production animals must arrive at the fairgrounds after 6 a.m. and must leave before 9 p.m.

25. All draft horses get priority to use the horse arena after 9:00 p.m. during the fair. Arena time is to be utilized for general exercising of horses. Use of equipment which inhibits another exhibitor’s ability to use the ring is prohibited.

26. Helmet Rule: all youth age 19 and under participating in any 4-H equestrian activity are required to wear properly fitted protective headgear which meets or exceeds current ASTM/SEI standards with chin harness securely fastened at all times while riding or driving an equine.

27. For the child’s safety, it is recommended that parents use discretion when entering their child(ren) in classes, whether for fair compe-tition or the fun show. All classes should be within the child(ren)’s riding capability.

28. All ponies must be 58” or under and will be meaured upon arrival to the fair at the time determined by the horse committee.

29. All Junior Fair Exhibitors and one parent or guardian must have watched the Safety and Ethics Videos and signed that they read the Horse Safety Manual.

30. Any horse and rider team who has scored 60% or higher on a County Fair Dressage Level Test must move to the next higher test. Those horse/rider pairs that test out of Classic Dressage (Training Level Test 3) are eligible to show a Training Level Musical Freestyle. USDF rules govern the class. Music must be submitted with fair entry.

31. Members may ride in two of each Dressage discipline (Classical and Western) or three of one discipline (Classical or Western)

1. All exhibitors must have achieved a bronze or above at interview judging in order to exhibit at the fair.

2. Members must be enrolled in a dog project and must attend at least 70% of the Tuscarawas County Dog training sessions in order to complete dog requirements, participate, and receive fair premiums and awards.

3. Females in season are not to be brought to the Tuscarawas County Fair Dog Show.

4. All breeds of dogs (mixed or purebred) are eligible to participate. Dogs must be six months of age prior to April 15.

5. All dogs must have a Tuscarawas County Dog Tag and present evidence of current shots, this includes all vaccinations required by the Ohio State Fair Dog Show.

6. Dogs and handlers with previous training must enroll in “B” Class.

7. Members are required to keep dogs on leash and under control at all times while on the fairgrounds.

8. Dogs are permitted in designated areas only. 9. Awards will be presented Sunday, September 16 during the

member recognition program. 10. Members must be have a poster or educational exhibit on

display in thier clubs’ fair booth to recieve their fair premiums.

OUTSTANDING MARkeT eXHIBITORThis award recognizes outstanding exhibitors in Sheep, Swine, and Beef.

There will be 3 divisions per species (beginner, inter- mediate, and advanced) as determined by the members book judging category.

The Bred and Fed show will be excluded from the points total.

Points will be based upon performance at Interview Judging and in Confirmation and Showmanship Classes. Supreme Showmen that cannot go into respective age divisions will automatically be given 1 point for showmanship.

Points will be scored like golf with the lowest score being the best 1st = 1 point, 2nd = 2 points, 3rd = 3 points, etc.

Tie breaker questions will be asked during interview judging. In the case of a tie for OME, those question results will determine the overall winner.
