Rowing Victoria - Mission, Objectives, Values

This annual report provides an update on the 2015-2017 Strategic Plan of Rowing Victoria for

the period of 2016-2017, including key programs and initiatives delivered or developed during

the final year of the plan.

Rowing Victoria is a not-for-profit, peak state body responsible for the management and devel-

opment of the sport of rowing throughout Victoria.

Mission

To create opportunities for rowers in Victoria to participate in rowing for life

Objectives (Pillars)

To fulfil our purpose we will realise the following objectives (Pillars) by June 2017

1. To make it easier and more enjoyable to go rowing.

2. To build the profile of rowing in Victoria.

3. To support our clubs, schools and associations to help them serve the needs of their

members and rowing in Victoria.

Values

In going about the above business objectives (Pillars), we will demonstrate:

1. One team, more fun: Rowing Victoria will build regatta calendars meeting the

needs of all stakeholders, member clubs, schools and associations. Further to this,

Rowing Victoria will make volunteering easier and more enjoyable through greater

respect, recognition and reward systems.

2. Constant, positive growth: Rowing Victoria will implement internal and external

communication plans to engage the community and enhance relationships with all

stakeholders, member clubs, schools and associations. This includes direct engagement

with Rowing Victoria’s key stakeholders of VicSport, Sport & Rec Victoria, Transport

Safety, Rowing Australia and the VIS to better deliver rowing opportunities in Victoria.

3. Develop, serve and support: Rowing Victoria will utilise all available resources to

develop their own resources, provide insights, feedback, and access to facilities,

equipment and deliver ample educational opportunities to support all stakeholders,

member clubs, schools and associations in their developmental pursuits.

Rowing Victoria Obituaries

Rowing Victoria wishes to offer sincere condolences to the following members who have passed in the last

12 months. Each made a significant contribution to rowing in Victoria.

Frank Stone

Rowing legend, Frank Stone passed away peacefully on Friday 12th of May,

2017. Frank was well-known in the rowing community and was able to share

his wisdom to many clubs and schools. Frank had been a strong presence

at The Geelong College, Melbourne Grammar School, St Kevin's College,

Rowing Victoria and more recently, Gippsland Grammar School. He enjoyed

devising and executing innovative training programs leading to long term

success within both club and school environments. Versatility allowing for

creativity within leadership is how he inspired many in the quest to establish lasting success. Winning

numerous medals at National level including 3 gold, for Frank, within every problem lay opportunities.

Roberto Perillo

Roberto was an active member of Mercantile Rowing Club, a former captain and

Life Member of Richmond Rowing Club and in more recent years, an active coach

and social rowing member of Essendon Rowing Club. Friendly to all, he offered

assistance and fixed boats for any who so required. A quote from Roberto at

Mercantile when asked why rowing; “Relationships. The community of rowing

recognises no borders and is excellent for migrants.” Known as a “great bloke or

guy”, Roberto had made such a positive contribution to rowing and will be missed

by many. Roberto passed on the 2nd of May, 2017.

Leisa Willson (nee Paterson)

Rower at Corio Bay Rowing Club, Coach at Sacred Heart College and

Australian Rowing Team member, Leisa Wilson (nee Paterson) passed

away on Friday 17th February, 2017. An successful rower and coach,

Leisa was a significant member of the local and national rowing community.

She retired in the early 80s after her first Australian representation in 1978

to focus on triathlons and her young family. Training only while her children slept, Leisa got back in the boat

after a nine year lay-off to place 2nd in the Australian Lightweight Sculling Championship and 1st in the

Lightweight Double Scull Championship. Lisa then focused her attention on sharing her knowledge,

wisdom and passion coaching many crews to National Championships. A rower, sewer, gardener, and

most of all a family women, Leisa will always be remembered for being full of energy, positive and kind.

Debbie Clingeleffer-Woodford

Remembered as a fierce but friendly competitor, Debbie Clingeleffer-Woodford

was a supremely successful rowing coach, a mentor, a key leader of Positive

education at GGS and a friend. Mrs Clingeleffer-Woodford first rowed for

Australia at a World Championships in Nottingham in the UK in 1986 in the

Lightweight Women’s Four. Later in the same year she competed at the

Commonwealth Games, in the same boat class, and won a silver medal

alongside Gail Toogood, Amanda Cross and Virginia Lee. After rowing,

Debbie became the Director of Learning at Geelong Grammar School as well as the coach of the Girls First

Rowing VIII, winners in 2015 and 2016 at Head of the Schoolgirls, APS Head of the River and RV State

Championships. Mrs Clingeleffer-Woodford was McVilly-Pearce rower number 385. She passed at the

end of the 2015-16 Victorian rowing season and will always be sadly missed.

Ron Richardson

Born Roland Hugh, friends called him Ron, formally known as “Thasher”.

Joining Mercantile as a Junior, he lived for the club and for the sport. Ron

was a past trustee of RV, a long standing RV and RA Umpire, a key

committee member of the Old Oarsmen and Women's Association, Treasurer

at Mercantile and Chairman of Henley on Yarra with its resurgence and

ultimately gaining a World Cup event on the Yarra. Having the ability to keep

the boat running smoothly without interruption, he was the technician and the

key to success in many crews. He had 104 starts and 66 wins, including six

Australian Henley events and seven Victorian Championships.

Peter Philip

A “smaller” rower matching it with the bigger males, Peter

was a positive, encouraging and inspiring individual to all.

Starting at Scotch College, he stroked (and won) their first

crew in 1963 and again in 1964. He also represented

Australia in the Four at the World Championships in Bled in

1966. AOC President John Coates AC stated “Peter made a

massive contribution to our sport and will always be

remembered as our first coach to win gold in the modern era

with his lightweight four at the 1974 FISA World

Championships.” As a coach and women’s selector, Peter

played a significant part in improving standards and

contributed extensively to the required revolutionary change in Australian rowing. Perceptive about who

and what made the boat go fast, Peter was a strong, technically good and aggressive rower, and remained

so right up until his passing.

Adrian Monger

Always described as “cheerful and optimistic”,

Adrian was a rower, coach and mentor to more

people than he would have realised. He was a

part of the winning Victorian King’s Cup crew in

1954 and again in 1955 and 1956 in addition to

the bronze medal winning Australian Men’s

Eight crew at the 1956 Olympic Games

alongside Michael Aikman (bow), David Boykett, Angus (Fred) Benfield, James Howden, Garth Manton,

Walter Howell, Brian Doyle (stroke) and the cox Harold (Neil) Hewitt. He would have no doubt been an

Australian cricketer if Brian Loton had not asked him to make up the numbers in a College crew in March,

1952. Adrian passed on the 10th of July, 2016. He is pictured here in seven seat.

President’s Report: Patrick McNamara

On behalf of the Rowing Victoria (RV) Board I am pleased to present my report on Rowing Vic-toria’s 2016/17 season.

RV's strategic plan has provided a clear direction for the organisation and the changes are be-coming evident. Membership growth in individual members and seats raced provides visible signs of the change. In the last seven years our registered competitors have grown from 4,800 to 8,500, and the number of regatta seats has increased from 21,000 to just over 40,000. The fastest growth in Australia. We continue to have a strong financial position, and thanks must go to the oversight of James Hatherley.

Improved monitoring and evaluation systems against the strategic plan, and a renewed focus on delivering outcomes for member clubs and schools, individual professional administrators, key volunteers and of course for rowing as a whole. RV also acknowledges the partnerships which have been forged with local councils and waterway managers. RV directly uses the ser-vices of these stakeholders and therefore has no hesitation in thanking them and endorsing their work.

It has been a year of significant work in finalising the strategic initiatives featured in the Strate-gic Plan and further consolidating RV's role as the peak organisation for the promotion and de-velopment of Rowing in Victoria. While working with Rowing Australia to consider business efficiencies across the sport we are acutely aware of the importance of meaningful and rele-vant delivery of programs, support and services of the highest quality to its members and stakeholders.

As with many sporting organisations, generating the necessary funds to represent and support our increasing membership remains challenging although RV now has built an asset base to guide its work. Services continuing to be provided to members include club development, ed-ucation/accreditation, pathway programs, advocacy, and capacity-building initiatives.

Member engagement occurred via forums, workshops, one-on-one meetings and many infor-mal river bank discussions with passionate and insightful members.

The Victorian State Government’s continued support has allowed RV to deliver subsidised ser-vices. RV acknowledges The Honourable John Eren MP, Minister for Sport, for his direct sup-port and Sport and Recreation Victoria as part of the Department of Health and Human Ser-vices. Thanks are extended to my fellow Board Members, staff and volunteers that keep the sport going. RV also acknowledges its member clubs and schools for their support of its pro-grams and initiatives.

I would like to make note of a few highlights to Victorian Rowing this year. It was a significant year for the Associated Public Schools who celebrated their 150th anniversary of the Heads of the River. The Head of the Schoolgirls’ regatta continues to set new entry records and is a wonderful celebration of women’s rowing. The inaugural Head of Schoolboys Regatta was run this year with solid numbers that will set the success for the future of this regatta. This year is also the 50th anniversary of the first time an Australian Sweep Crew won an International FISA Regatta, when the Coxed Four from Mercantile RC / Melbourne University BC coached by Justice (Freddy) Frederico, won the FISA North American event. Freddy was not only a re-nowned international coach but also a past president of the VRA.

President’s Report: Patrick McNamara

The Australian Masters was a great opportunity to host a National event, our thanks to Nick Inglis as Chair of the event, and Caitlin Ripper for organising the volunteers. There was tre-mendous feedback from other States about the quality of the experience.

RV is only as strong as the positive input of its members, and the ongoing involvement and commitment of member insights. RV is delighted to work closely with members to assist the wonderful work they are doing to develop rowing in Victoria. Having set the direction of the or-ganisation via the Strategic Plan in late 2013, the RV Board has worked very hard throughout 2016/17 to ensure that RV achieves its strategic goals.

It's been a great year for Victoria's athletes, Kim Brennan's brilliant Gold in Rio, and four other Victorians winning Olympic silver medals in the Men's Quad and Four. Five of Australia's nine Olympic medals were won by Victorians. The Pathway program has the potential to ensure that Victoria continues to identify and develop world class athletes. I must thank Bill Tait and the VIS team on their contribution in the past, and stress the importance of their new focus on development and talent ID.

Finally, I’d like to particularly thank our many volunteers who put in countless hours managing our Clubs, working as coaches and the Boat Race Officials who run our regattas. Can I thank all the Board members, for the many hours they've put in to make Victorian Rowing stronger. And to Nick and the RV office team thank you for your great support throughout the year.

Chief Executive Officer Report: Nick Gall

Rowing Victoria (RV) has seen a very positive 16/17 year in membership with affiliations up

10% on the previous year. Excitingly this was coupled by a 9% increase in regatta seats, with

some of the largest movements in the School & Underage sector. The resurgence

of participation in regional regattas emphasises the demand for a slightly less structured event

layout.

This season has provided RV with some challenges in maintaining a level of service due to the

large growth in membership. It is pleasing to see that RV's move to a greater online presence

has been well received by the membership.

RV’s breadth of services has remained the leading state in the country and we are excited to

advise that we will continue to keep affiliation fees at the same level for the upcoming year.

Rowing Australia’s (RA) Female and Male National Training Centres have highlighted the role

of RV in working with the Victorian Institute of Sport (VIS) and the High Performance (HP)

clubs in delivering the underage pathway. RV is very excited in assisting Victorian Rowing in

delivering our next international champions.

Another of the key focuses for the 16/17 season was to work with clubs, councils and water-

ways on facility quality. This has been a huge success for both regatta hosts and the clubs.

We will continue to work on providing better waterways facilities and research new waterways

in the 17/18 season.

I would like to thank the RV staff for the work they have put into achieving 7 years of consecu-

tive profits, through tight control of the day to day running of the business. There has

been significant staff changeover in the office and it has been a priority to try to make this tran-

sition seamless to our members. I would like to make special mention of Alice Evans and her

10 very solid years’ service at RV. You are a big loss to the Victorian Rowing Community. I

wish you all the best for your role at RA.

RV maintains investment portfolios whose income is used to support the Interstate Team and

unfunded International Team members. During the 2016-17 year, the Interstate Fund earned

$25,561 with $29,023 spent on the team. Including fundraising and donations, the International

Fund earned $10,812 and $8,658 disbursed to, or spent on, athletes and coaches.

In May 2017 RV decided to change the investment strategy for the portfolios from direct invest-

ment in specific equities to investment in leading diversified exchange traded funds that pro-

vide coverage of the market index. The basis for this change was to lower investment risk via

greater diversification and to reduce management costs over the long term.

The Board of RV has again offered great support to the office through their contacts,

knowledge and insights of the sport. This has resulted in a new strategic plan for RV that will

guide us over the next 4 years. Our Commissions and Committees also provide signifi-

cant effort through the working groups on the day to day running of rowing in Victoria and pro-

vide valuable strategy ideas to improve operational activity.

We thank all our volunteers and in particular, our committed umpires who have again put

in significant hours due to the limited numbers currently accredited. The drive to improve num-

bers of umpires this year is now urgent. If we can increase numbers of Level 2’s to 100, it will

make it far more enjoyable for everyone.

We have created some really positive opportunities for new members to access the sport this

year, such as the: Australian Indoor Rowing Championships and Sporting Schools Program.

Although our primary focus will be to service our members, it is also important to in-

crease participation and awareness of our sport.

Thank you to our partners this year in: Regatta Shop, Victorian Government, City of Ballarat,

Strathbogie Shire, Cash’s and Coxmate. You have all been very supportive of our events

and we look forward to leveraging your brand through our events and promotion.

The key focus for the office this year will be to work on member retention and school to club

transition. As part of this delivery it will be essential that we provide clubs with the online edu-

cation and tools to deliver at a greater capacity. We look forward to working with our member

clubs and schools on our focus.

Umpires Panel Report: Tony Lawless

“Volunteers are not paid because they are worthless......... It is because they are priceless”

The volunteer umpires of Victoria have worked a total of 3,681.5 hours this last regatta season. This

workload is spread across 50 umpires of which 50% is carried out by 11 umpires. This incredible

amount of work does not include: the countless hours spent travelling to and from venues; the amount

of pre and post regatta paperwork carried out by those working as the President of the Jury; those

involved in the inspection of courses; various meetings with regatta committees; and those involved in

running level 1 and 2 Boat Race Official courses all over the state.

Of the 50 people on the books for the pool of Level 2 Umpires we have 90% male and 10% female

which has stayed fairly constant over the past few years. The schools provide 7 umpires while the club

system provides 43 umpires. The nature of rowing these days is that a lot more rowers continue on

with their rowing through the Masters ranks and hence we find our umpiring population made up of

52% between the ages of 55-64 and a further 30% 64+.

This year we have had a great interest in the amount of people wishing to become Level 2 Umpires

with 12 prospective people attending an information course this year and another 3 showing interest.

One of the big challenges this coming season will be to mentor these people and having them

progress through accreditation. Most recently we have asked for expressions of interest in becoming

Level 3 Australian Umpires of which we have had 6 replies. This follows the work of the Umpires

Commission to formalise the process in this next stage of development.

This year saw the instigation of an online rostering system commissioned by Rowing Victoria called

Rhino Roster. This system has allowed umpires to pre ok the regattas they wish to work at for the

season ahead and has enabled the Commission to make sure all regattas are covered at a minimal

level. The Umpires Commission acknowledges the great support offered by Bron Humphrys from RV

in the instigation and further development of this program.

This year the Australian Masters was held at Nagambie and many of our Level 2 Umpires volunteered

their time to act as boat drivers and general on water support. A big thank you to those people.

Most recently Rowing Victoria sponsored the Umpires Conference at Geelong. Every second year we

meet to provide professional development in order to educate those attending in all facets of umpiring.

This year we covered such topics as rule changes, conflict management, safety requirements,

Lifesaving Victoria briefings and reviewing of the Level 2 briefing guidelines.

In finishing l would like to congratulate Jim Skidmore from Yarra Yarra Rowing Club who has just

completed his 50th year of umpiring. A truly magnificent feat. Thank you to every umpire that has in

some way made the rowing careers of the athletes in the 2016-17 season. Without this tremendous

service supplied by this band of volunteers the sport would not exist.

The financial statements cover Rowing Victoria Inc. as an individual entity. Rowing Victoria Inc. is a not-for-profit Association incorporated in Victoria under the Associations Incorporation Reform Act 2012 ('the Act').

The principal activity of the Association for the year ended 30 June 2017 was management of Rowing in Victoria.

The functional and presentation currency of Rowing Victoria Inc. is Australian dollars.

The financial report was authorised for issue by the Committee of Management on .

Comparatives are consistent with prior years, unless otherwise stated.

1 Basis of Preparation

The financial statements are general purpose financial statements that have been prepared in accord-ance with Australian Accounting Standards – Reduced Disclosure Requirements of the Australian Ac-counting Standards Board (AASB) and the Associations Incorporation Reform Act 2012. The Association is a not-for-profit entity for financial reporting purposes under Australian Accounting Standards.

Australian Accounting Standards set out accounting policies that the AASB has concluded would result in financial statements containing relevant and reliable information about transactions, events and condi-tions. Material accounting policies adopted in the preparation of the financial statements are presented below and have been consistently applied unless stated otherwise.

The financial report covers Rowing Victoria Inc. as an individual entity incorporated in Victoria under the Associations Incorporation Reform Act 2012 (Victoria).

These general purpose financial statements have been prepared in order to satisfy the financial report-ing requirements of the Associations Incorporation Reform Act 2012 (Victoria). The Board has deter-mined that the Association is a reporting entity.

The financial statements have been prepared on an accrual basis and are based on historical costs and do not take account changing money values or, except where specifically stated, current valuations of non-current assets.

The following significant accounting policies, which are consistent with the previous period, unless other-wise stated, have been adopted in the preparation of these financial statements.

2 Summary of Significant Accounting Policies

(a) Revenue recognition

Sponsorship contributions are generally recognised as revenue on receipt except for specific spon-sorships or donations for which the Association has received a binding commitment from the sponsor or donor.

Grants are recognised at fair value where there is reasonable assurance that the grant will be re-ceived and all grant conditions will be met. The grants are recognised in the Statement of Profit or Loss and Other Comprehensive Income when the Association obtains control of the revenue, it is probable that the economic benefits gained from the contract will flow to the Association and the amount of the revenue can be measured reliably.

When grant revenue is received whereby the Association incurs an obligation to deliver economic value directly back to the contributor, this is considered a reciprocal transaction and the revenue is recognised in the Statement of Financial Position as a liability until the service has been delivered to the contributor, otherwise the grant is recognised as income on receipt

Proceeds from additional activities are recognised on receipt. Interest revenue is recognised as it is earned, using the effective interest method. Donations and dividends are recognised when the Asso-ciation receives control over the related funds.

(b) Plant and equipment

Each class of plant and equipment is carried at cost less, where applicable, any accumulated depre-ciation.

The depreciable amount of all fixed assets, is depreciated on the diminishing value basis over their useful lives to the Association from the time the asset is held ready for use.

The depreciation rates used for each class of asset are:

Office equipment 20% to 50%

Regatta and rowing equipment 12.5% to 50%

The carrying amount of plant and equipment is reviewed annually by the Association to ensure it is not in excess of the recoverable amount of those assets. The recoverable amount is assessed on the basis of the expected net cash flows which will be received from the assets’ employment and subse-quent disposal. The expected net cash flows have not been discounted to their present values in de-termining recoverable amounts.

(c) Employee Benefits

Provision is made for the Association’s liability for employee benefits arising from services rendered by employees to the end of the reporting period. Employee benefits that are expected to be settled within one year have been measured at the amounts expected to be paid when the liability is settled. Employee benefits payable later than one year have been measured at the net present value of the estimated future cash outflows to be made for those benefits. In determining the liability, considera-tion is given to employee wage increases and the probability that the employee may not satisfy vest-ing requirements. Those cash outflows are discounted using market yields on corporate bonds with terms to maturity that match the expected timing of cash flows.

Contributions are made by the entity to employee superannuation funds and are charged as expens-es when incurred. Annual leave that is not expected to be wholly settled within 12 months is discount-ed allowing for expected salary levels in the future period when the leave is expected to be taken

(d) Trade and other payables

Accounts payable and other payables represent the liability outstanding at the end of the reporting period for goods and services received by the Association during the reporting period that remain unpaid. The balance is recognised as a current liability with the amounts normally paid within 30 days of recognition of the liability.

(e) Cash and cash equivalents

Cash and cash equivalents include cash on hand, deposits held at call with banks and other short-term highly liquid investments. The term deposits, which short term in nature and are available as cash on call, have been included as cash and cash equivalents.

(f) Financial assets

Investments held are originally recognised at cost which includes transaction costs. They are subse-quently measured at fair value which is equivalent to their market bid price at reporting date. Move-ments in fair value are recognised through the asset revaluation reserve

(g) Inventories

Inventories are measured at lower of cost and net realisable value, adjusted when applicable for any loss of service potential.

(h) Goods and Service tax (GST)

Revenues, expenses and assets are recognised net of the amount of GST, except where the amount of GST incurred is not recoverable from the Australian Taxation Office (ATO).

Receivables and payables are stated inclusive of the amount of GST receivable or payable. The net amount of the GST recoverable from, or payable to, the ATO is included with other receivables and payables in the Statement of Financial Position.

Cash flows are presented on a gross basis. The GST components of cash flows arising from invest-ing or financing activities which are recoverable from, or payable to tax authority, are presented as operating cash flows.

Commitments and contingencies are disclosed net of the amount of GST recoverable from, or paya-ble to, tax authority.

(i) Impairment of assets

At the end of each reporting period, the board reviews the carrying values of its tangible assets to determine whether there is any indication that those assets have been impaired. If such an indication exists, impairment is carried out on the asset, being the higher of the asset’s fair value less costs to sell and value-in-use, to the asset’s carrying value. Any excess of the asset’s carrying value over its recoverable amount is expensed to the Statement of Profit or Loss and Other Comprehensive In-come.

(j) Available for sale financial assets

All investments are classified as available for sale financial assets. Available for sale financial assets are reflected at fair value unless the fair value cannot be reliably measured. Unrealised gains and losses arising from changes in fair value are taken directly to equity.

(k) Comparative figures

Where required by Accounting Standards, comparative figures have been adjusted to conform with changes in presentation for the current financial year.

(l) Fair Value Measurement

When an asset or liability, financial or non-financial, is measured at fair value for recognition or disclo-sure purposes, the fair value is based on the price that would be received to sell an asset or paid to transfer a liability in an orderly transaction between market participants at the measurement date; and assumes that the transaction will take place either: in the principle market; or in the absence of a prin-cipal market, in the most advantageous market .

Fair value is measured using the assumptions that market participants would use when pricing the asset or liability, assuming they act in their economic best interest. For non-financial assets, the fair value measurement is based on its highest and best use. Valuation techniques that are appropriate in the circumstances and for which sufficient data are available to measure fair value, are used, max-imising the use of relevant observable inputs and minimising the use of unobservable inputs .

(m) Income tax

The Association is exempt from paying income tax under Section 50-45 of the Income Tax Assess-ment Act 1997.

(n) Current and non-current classification

Assets and liabilities are presented in the statement of financial position based on current and non-current classification.

An asset is classified as current when: it is either expected to be realised or intended to be sold or consumed in normal operating cycle; it is held primarily for the purpose of trading; it is expected to be realised within 12 months after the reporting period; or the asset is cash or cash equivalent unless restricted from being exchanged or used to settle a liability for at least 12 months after the reporting period. All other assets are classified as non-current.

A liability is classified as current when: it is either expected to be settled in normal operating cycle; it is held primarily for the purpose of trading; it is due to be settled within 12 months after the reporting period; or there is no unconditional right to defer the settlement of the liability for at least 12 months after the reporting period. All other liabilities are classified as non-current .

(o) New Accounting Standards and Interpretations

The AASB has issued new and amended Accounting Standards and Interpretations that have man-datory application dates for future reporting periods. The Association has decided not to early adopt these Standards. The following table summarises those future requirements, and their impact on the Association where the standard is relevant :

AASB 16 introduces a single lessee

accounting model and requires a

ing asset is of low value. A lessee is

required to recognise a right-of-use

asset representing its right to use the

underlying leased asset and a lease

liability representing its obligations to

make lease payments.

3 Critical Accounting Estimates and Judgements

The preparation of the financial statements requires management to make judgements, estimates and as-sumptions that affect the reported amounts in the financial statements. Management continually evaluates its judgements and estimates in relation to assets, liabilities, contingent liabilities, revenue and expenses. Man-agement bases its judgements, estimates and assumptions on historical experience and on other various factors, including expectations of future events; management believes to be reasonable under the circum-stances. The resulting accounting judgements and estimates will seldom equal the related actual results. The judgements, estimates and assumptions that have a significant risk of causing a material adjustment to the carrying amounts of assets and liabilities (refer to the respective notes) within the next financial year are dis-cussed below.

Key estimates - Useful lives and depreciation

The Association has assessed the useful lives of assets and to recognise these assets over their useful lives using an appropriate depreciation method and rate. Refer to Note 2(b).

Key estimates - Impairment

The Association assesses impairment at the end of each reporting date by evaluation of conditions and events specific to the Association that may be an indicative of impairment triggers. Recoverable amounts of relevant assets are reassessed using value-in-use calculations which incorporate various key assumptions.

No impairment has been recognised in respect of assets.

Key estimates - Provision for Employee benefits.

The Association has determined the liability for employee benefits arising from services rendered by employ-ees to the end of the reporting year. Employee benefits that are expected to be settled within one year have been measured at the amounts expected to be paid when the liability is settled. Employee benefits payable later than one year have been measured at the present value of the estimated future cash outflows to be made for those benefits. Refer to Note 2(c).

Key judgements - Provision for impairment of receivables

Included in accounts receivable at 30 June 2017 is an amount receivable from the rowing clubs which is ma-terial. The directors believe that some debts will not be recoverable and a doubtful debt provision has been made at 30 June 2017 as disclosed in Note 7.

Victorian Annual Awards 2016-2017 Recognising our Volunteers in 2016-2017

Without the contribution and support of volunteers, successful club / school management, training, development and

rowing competition in Victoria would simply not be possible. Rowing Victoria would like to thank all umpires, regattas

volunteers, commission and committee members, board members and many other contributors for their time, energy

and outstanding passion for the role/s they have played in the past year. While RV would love to be able to

acknowledge everyone, the following awards recognise a number of those who have provided outstanding services to

rowing in Victoria.

The William Waterfield Award for Outstanding Service to Victorian rowing. Named after life member William Water-

field, who exemplifies a long and outstanding service to the sport in Victoria, we are pleased to present this year’s

award to David Colvin.

David has been a stalwart of Victorian rowing for well over 20 years and remains an important contributor to

a new generation of Victorian rowers. Having amassed hundreds of hours of invaluable rowing experience as a club,

State, National and International coxswain, he continues to use that experience and accrue new knowledge as coach,

selector and mentor. David’s commitment and loyalty to Mercantile Rowing Club and ‘the Big ‘V’’ is without equal.

The Victorian rowing fraternity places high value on his selfless preparedness to be a sounding board for others, a

considered judge of rowing talent and a source of objective, balanced advice.

The Kath Bennett Award for Outstanding Service to a Rowing Community in Victoria. The award is planned to cap-

ture those people who have done outstanding work in a club, regatta committee or region. Kath Bennett is a fine ex-

ample of such work with reinvigorating women’s rowing prior to amalgamation with the men’s association in 1979.

This year the award goes to Tim Hamilton.

Tim is relatively new to rowing but in a short time he has infected Bairnsdale, Gippsland and greater Victoria

with his enthusiasm for the sport. He has worked tirelessly toward the resurgence of rowing in Bairnsdale and has

been an inspiration to all who struggle with limited support, limited resources and limited rowing experience. Tim has

been crucial in obtaining local and State government funding for numerous rowing projects and has marshaled an

increasing number of volunteers to make Bairnsdale a dynamic rowing community. Rowing Victoria is sure that he

will continue to be an example of initiative, perseverance and dedication for many years to come.

The Bob Duncan Award for Outstanding Services to Umpiring. Bob Duncan is an Olympian but more importantly, a

dedicated, long serving and excellent umpire. He led the improvement in umpiring standards and broke new ground

in many aspects of umpiring. This years award goes to Eric Waller.

There are so many facets of the sport in which Eric has been involved. From RV Board Member to Club President,

Ballarat Rowing Association President, Field of Play Manager and Umpire, he has been an outstanding contributor to

rowing in Victoria. Eric not only officiates at most Victorian regattas but works tirelessly behind the scenes to make

sure that all officials are well prepared and supported. Umpires are able to do their job effectively and efficiently due,

in part, to his abiding belief that BROs add quality to the rowing experience. Eric continues to be that irreplaceable

volunteer who fills that unique and versatile position in Victorian rowing that is simply called, ‘Eric’.

The Susie Palfreyman Award for contribution to school rowing. Susie Palfreyman continues to play a significant role

in Victorian rowing, having developed a world-class program at MLC, founding the Head of the Schoolgirls regatta

and continuing to support initiatives such as the Hall of Fame event. Susie continues to be a wonderful role model for

Women in Rowing. The award this year goes to Sam Hutchinson.

Sam’s enduring service to school rowing and his consistent success over many years, distinguishes him as

one of Victoria’s most outstanding school rowing coaches. Sam has dedicated himself to realising the potential of

hundreds of school rowers; male and female, for well over thirty years. Sam’s gentle encouragement and exacting

standards has produced an unrivaled number of winners at Head of the Schoolgirls, Head of the Lake, State Champi-

onships and National Championships. Athletes and coaches have benefited from the respect, attention, care and

knowledge he have given them. Sam’s influence has been far-reaching and continues to be an inspiring example of

service to rowing in Victoria.

In addition to the Volunteer Recognition Awards, Rowing Victoria would also like to acknowledge the fol-

lowing who have been nominated by RV affiliated members, clubs and associations for their outstanding

efforts to rowing over the 2016-17 Rowing Victoria Season.

Club Person of the Year

The Club Person of the Year award is presented to a club member who has demonstrated respect, initia-

tive and personal commitment to the sport of rowing and to their club; demonstrated their ability to work as

part of a team and is well respected amongst their peers / club mates; in addition to having achieved suc-

cess in their position. This year, the Club Person of the Year has been awarded to David Schier.

David is well known throughout Victoria as a committed and hard working supporter of rowing.

Shepparton has been the fortunate recipient of his tireless energies. He lead the redevelopment of Victoria

Park Lake in Shepparton from 2007-2010; then it was his foresight and vision that established the Shep-

parton Rowing Club in July 2011. Since establishment, he has been the Club President and Senior Coach

devoting countless hours to sharing his passion and coaching crews. Notably, as coach, David has been

instrumental in developing rowers who have progressed on to win three state titles for Shepparton Rowing

Club. He has been incredibly generous in regards to volunteering his expertise and time in raising funds to

build the current boathouse and in obtaining strong local media support for the sport of rowing. Sheppar-

ton and rowing have been extremely fortunate to have his leadership.

Coach of the Year

The Coach of the Year award is presented to a currently accredited coach who has included a broad range

of rowers in their program and has modified and individualised techniques, equipment and coaching meth-

ods to cater for all; implemented a system which deals with any issues that may arise such as harassment,

conflict and other ethical issues; encouraged their rowers to participate in a range of regattas and other

programs to improve their development; been willing to volunteer their time to the development of the sport

and contributed to the wider rowing community; and has been involved in working with less experienced

coaches to assist with the development and growth of the next generation of coaches. This year, the

Coach of the Year has been jointly awarded to Tom Abramowski and Nick Mitchell.

Tom has worked unstintingly for the benefit of all that seek and need coaching guidance. His ca-

pacity to identify, support and develop rowing talent from beginners through to high-end achievers is with-

out equal in Victorian rowing. His belief in rowing’s capacity to teach essential life-lessons has been unwa-

vering and has extended his influence beyond his professional rowing role at Melbourne Grammar School

into the voluntary sphere of supporting emerging talent. Tom has set historic precedents at Head of the

River and this year has mentored and coached two young athletes to be the very best in the world at the

Junior World Championship, winning a gold medal for Australia in the Men’s Double Scull. Victorian row-

ing continues to benefit from Tom’s outstanding work as a coach.

Nick has become an integral part of the Victorian rowing landscape through his masterful manage-

ment and coaching of the Banks Rowing Club. His hard work and initiative has placed Banks at the fore-

front in retaining and developing Youth rowers in Victoria. Nick’s preparedness to consult widely, establish

networks, offer assistance, provide coaching education, run camps, market rowing, attend regattas and

travel interstate and internationally has made him an invaluable asset, not only to Banks Rowing Club but

to rowing in general. Nick has generated so many options and reasons for people to continue in rowing.

And it has all been done with great respect and affability.

School Person of the Year

The School Person of the Year award is presented to a school member who, over the season demonstrat-

ed respect, initiative and personal commitment to the sport of rowing and to their school; demonstrated

their ability to work as part of a team and is well respected amongst peers / colleagues / club mates; and

has achieved success in their position. This year, the School Person of the Year has been awarded to

Alison Crowe.

Alison is a great role model for schoolgirl rowing. Her transition from successful rower to coach

serves as encouragement and a practical road map for those that seek rowing achievement. Alison’s suc-

cess as coach of the 2017 Methodist Ladies College (MLC) 1st Eight, that won Head of the Schoolgirls,

Victorian State Championships and her appointment as coach of the Victorian Female Pathway 8 that went

on to compete for Australia in the Junior World Championships, all point to her abiding belief in rowing’s

great value for young women. Alison cares for her rowers and thus earns their fullest respect, allowing her

to challenge them to be their very best for themselves and their school.

Regatta of the Year

The Regatta of the Year award is presented to a regatta which has a strong volunteer base; is strongly

supported by external stakeholders; has great atmosphere, the regatta committee thinks outside the

square and non rowing activities provided; in addition to the regatta considering it’s 5 and 10 year regatta

plans. This year, the regatta of the Year has been awarded to Head of the Schoolgirls’ Regatta.

The Head of the Schoolgirls’ (HOSG) Regatta is the biggest regatta in the Southern Hemisphere with over

2,000 competitors competing over two-and-a-half days with a race every three minutes. The growth in fe-

male rowing can be directly attributed to the steady development of this exciting and highly competitive

‘rowing carnival’. Rowing talent from throughout Victoria is showcased at the HOSG and provides the 40+

schools competing with a prestigious, competitive focus for their rowing programs. In fact, the regatta is a

social hub for parents and girls alike. For many, it is not only the highlight of the Victorian rowing calendar

but the entire school year. The HOSG continues to work with its stakeholders, to successfully promote ac-

tive and healthy participation in sport.

Report to the 2015 - 2017 Strategic Plan : To make it easier and more enjoyable to go rowing

Regatta Calendar As per previous years, Rowing Victoria (RV) earlier this year implemented a process involving nominations from incumbent and potential new regatta hosts followed by an in-depth consultation to determine the calendar for the 2017-18 RV regatta season. The Competition Commission drove this process. One of the major fo-cuses this year was to ensure there was equal spread with an average of 2-3 weeks in-between regatta specific events (i.e. Junior Boys Regatta one week, Junior Girls Regatta the next, etc.).

The Victorian competition cycle is generally for-matted into four quadrants: the 1st quarter of Head Racing & pre-season test racing; the 2nd of Head Racing & Time Trials; the 3rd of Open, Un-derage and Schools; followed by the 4th quarter of Grade Score and Masters racing. This was noted upon the application for nomination to host an RV regatta along with the skeleton calendar showing only National and NSW Championship dates in order to encourage more innovation in addition to opening up the calendar to new hosts. While the majority of the calendar was deter-mined from incumbent regattas, criteria also in-cluded the requirement of the regattas ability to

obtain quality standards, to meet the needs of the entire RV membership, and for the regatta to have a 5 and 10 year plan. Despite the 2018 Head of the Schoolboys’ Regatta falling on the NSW State Championship weekend, RV is still hopeful to offer a similar experience for schoolboys as the Head of Schoolgirls’ does for the schoolgirls. A significant amount of additional consultation with the independent HOSB committee will be required to drive this success. The Head of the Barwon will take place on the Friday public holiday prior to the AFL Grand Final and the Nestles / Hamilton Regatta on the week-end of the Melbourne Cup in the hope that it will enable both regattas to achieve greater entry numbers. Due to the way the dates have fallen, we have once again lost a week in 2018. This has unfortunately resulted in the need to schedule the APS Heads of the River on the same weekend as the Interstate Regatta in ad-dition to losing a regatta weekend for our Masters Competition. The RV State Masters Championships is once again likely to be delivered over two days. This will enable more rowers to enter more events, as well as allowing for a more relaxed yet competitive and social weekend. Facilities RV continues to work with the Strathbogie Shire and Victorian State Government to obtain 3 million dol-lars in funding for infrastructure improvements at Nagambie. These improvements will see a bike track installed over the full length of the regatta course and extension of the peninsula out to the eleven hun-dred meter mark of the course.

Report to the 2015 - 2017 Strategic Plan : To make it easier and more enjoyable to go rowing

RV has worked on a joint submission with Parks Victoria seeking an emergency spot dredging at Princ-es Bridge and a longer-term strategy for a full river dredge and a replacement landing. RV was pleased to endorse the GRA (Rowing Geelong) in the replacement landing on the Barwon. This landing has been a resounding success and we thank the GRA for all their work. RV continues to lobby government on the refurbishment of the National Water Sports Centre. RV’s plan for a joint management committee for the waterway has been supported and endorsed by all the stake-holders. RV would like to congratulate Mildura Rowing Club on their new boat club that provides a stunning aspect of the Murray. We hope that it brings a significant increase in new membership in addition to enthusing current loyal members. RV would also like to congratulate Warrnambool Rowing Club (WRC) on ob-taining a grant and installing their new club floor to prevent their club from flooding. We hope this allows WRC to get on the water more often. Recreational Rowing For the second year, the Australian Indoor Rowing Championships will be hosted by a number of clubs, schools and independent gyms around Victoria. These Championships are open to RV members and non-members alike. In 2016, the event was held across four centres around Victoria and was successful in its attempt to introduce both indoor and outdoor rowing to those who have not yet had the opportunity and / or exposure to the sport including your average ‘gym-goer’. RV believes this will only grow in 2017. Through engagement with Rowing Australia and the Australian Sports Commission, RV have de-livered a pilot program for Sporting Schools and the Riggers program to target primary and sec-ondary schools in short and long term on and off water activity. These two programs compliment RV’s long since established Go Rowing program to foster ongoing engagement and relationships between local rowing clubs and non-rowing schools. In addition to the above, RV have continued to pursue long-term strategies to provide clubs with the necessary tools and support to deliver above standard membership services to all rowers. Through vari-ous policy, project and process trials undertaken from club visits, workshops and meetings, criteria has been established to meet a ‘best practice’ standard. A prime vehicle to delivering RV’s strategic plan has been the rollout of OARS (Officially Awarded Rowing Standards). OARS is outlined in more detail in the proceeding pages.

Guidelines for volunteer recognition Proceeding the 2016 introduction to the guidelines recognising our volunteers, RV have continually sought to recognise them in some way, giving personal and specific recognition when appropriate, in-creased relations to a more personable level, provided both formal and informal recognition in a timely manner and assisted in the de-velopment of their skills and experiences for future career opportu-nities.

RV have done this through: acknowledging them on the day; email / phone communications prior to and post events; providing uniforms along with extra food and beverages at events; passing on feedback from competitors specific to their duty on the day; and following up with certificates and references to assist in future employment. Umpire recruitment With the Level 2 Boat Race Official Mentor Buddy System still in place (after remaining stagnant for some time) the Victorian Level 2 Umpire pool has once again grown. This should see a cumulative effect expected to continue to flourish with RV’s future plans to work with Rowing Australia to upgrade the cur-rent accreditation systems. The establishment of RV’s online portal for

Umpires Rhino Roster, was a great success. The platform has the scope to be able to execute many

additional functions. The process of implementing this has already begun.

Report to the 2015 - 2017 Strategic Plan :

To build the profile of rowing in Victoria

Communications With Rowing Victoria’s (RV’s) previous year’s decision to expand the Member Services role to include Media and Communications, member engagement has developed tenfold. Despite a mid-season change in staff, developed internal and external communication strategies have been passed on and continued to proliferate. To continue to serve the pillars and align with our values, RV have increased not only the frequency of communications, but also the quality. This in turn has assisted RV in recognising core objectives through generating a significantly higher reach. Building the profile of rowing in Victoria through successful internal and external communications with our own members and stakeholders in addition to reaching those based outside of Victoria, particularly through the hosting of the Australian Masters Rowing Championships has allowed us to, once again, be regarded as the premier rowing State in Australia and a true facilitator in rowing. Internally, despite the recent staff changes at RV, increased communication and “role-assistance” enabled the successful development and overall product of RV’s services. This is inclusive of state, club and school educational and developmental programs in addition to the regattas themselves. Recent policy updates along with a significant growth in accreditations and membership is only one tangible evidential result of this success.

Externally, developed communications with our stakeholders has allowed the ability to tap into otherwise inaccessible resources to continue to assist our member club’s growth and perhaps more importantly, the capacity to sustain this growth. From a competition perspective, increased regatta host support at RV sanctioned regattas continue to improve all RV regattas without bias toward particular regattas. Further to the above, through internal and external communications, RV can report the following:

RV has entered into a 4 year partnership with RA, VIS and HP clubs to deliver greater quality and numbers of athletes at the underage level

RV has worked with RA on a national participation framework that will deliver greater exposure and increased numbers within the sport of Rowing

RV has lobbied with state government and many waterway managers to build and improve better rowing facilities, and

RV has worked with RA and the State Government to deliver the Australian Masters 2017. The success of the 2015-17 strategic plan has been attained by utilising all available and further developed resources. Constant and open communication between staff, members and stakeholders ensued greater insights, negative (constructive) and positive feedback and a greater access to equipment, knowledge and educational resources. One team, more fun. Victorian Team Success Once again, Victoria have performed well at the 2017 Interstate Regatta,

Pathway 8’s and Interstate Masters events. In addition to Victoria

representing a large portion of the various Australian Rowing Teams,

Victorian rowers continue to prove that talent can and does prosper through

our participation and performance culture.

Rowing Victoria’s (RV) Club Development in 2016-17 has continued to pursue its long-term plans and strategies to provide real, documented and enduring support to clubs for the provision of membership service excellence. In prompting each club to improve their accountability to members, RV has initiated and trialled a range of policies, projects, processes and networks that were proposed in the 2015-16 Season. These initiatives have continued to evolve through club visits, workshops and meetings. Clear, firm and practical criteria have been established to challenge clubs to meet a ‘best practice’ standard. This has primarily been done in the areas of: Coaching Education for Clubs and Schools Club Promotion and Marketing Club Provision of Participation Pathways Regional Club Collaboration Para-Rowing Delivery Potential Participant Performance Standards Rowing Australia Partnerships Mandatory Accreditation for Coxswains and Coaches The development of the OARS (Officially Awarded Rowing Standards) project will play an important role in this and will be a central pillar in supporting the fundamentals the current and previous RV Strategic Plan. Clubs will be engaged in face-to-face discussion to advance the working draft toward completion and final implementation. OARS, in its current form, is available for viewing on the RV website.

RV has been engaged with Rowing Australia and the Australian Sports Commission in exploring means to increase participation in our sport. This has seen the advent of Sporting Schools and the Riggers program that target Primary and Secondary schools in short-term, on-water and off-water rowing activity. These programs and RV’s long-term Go Rowing program, actively foster a working relationship between local rowing clubs and their community through engagement with non-rowing local schools.

Additionally, greater resources and emphasis is being dedicated to Indoor Rowing as an avenue for growing our sport. Last year saw the inaugural National Indoor Rowing Championships conducted at a variety of National and State venues. This continuing initiative will see a greater number of ‘gym rowers’ engaging with on-water rowing in the State. RV has also been in ongoing discussion with Rowing Australia to develop a strategy for Para-Rowing to improve rowing’s engagement at the grassroots level for athletes who have a disability. Several proposals are on the table to centralise management and service delivery for para-rowers in Victoria.

Mandatory Coaching Accreditation for Victoria was fully implemented this year. This policy requires all coaches to complete the minimum (on-line) Level 1 National Coaching Accreditation Scheme. Accreditation has risen from 327 in August 2016 to 667 in July 2017; this is a 104% increase in just 11 months. It promotes further accountability and professional development for coaching service delivery in clubs and schools. Additional work will be done to ‘value add’ to the mandated model. A number of other States are proposing to follow the Victorian model.

Good Coxswain Accreditation saw continuing success this year with over 1000 people attending courses and approximately 700 accreditations. This course has now become an accepted and integral part of each and every club’s administrative, coaching and safety process.

Further services to RV members Through the ongoing development of RV’s chosen Umpires portal, Roster Rhino, Rowing Victoria (RV) with the assistance of the Umpires Panel have been able to continue the growth of qualified and keen Level 2 Umpires. Although a drawn-out process, interest and recruitment gained momentum towards the end of the 2016-17 season and with increased support and allocation of available resources, we expect it to continue to increase throughout the 2017-18 season. Umpires are the life-blood of our regattas and their prosperity has a direct correlation with increased membership through safe and fair enjoyment at RV regattas. RV has begun and will continue to work with Rowing Australia to develop a more efficient education and accreditation system for our highly regarded umpires. Close and continued communications with Maritime Safety Victoria throughout the 2016-17 season resulted in RV’s success at applying for waterway exemptions in both training and racing environments. RV will continue this relationship to ensure the best outcome for our clubs, schools and sport as a unit. Further to the above, RV regularly and systematically reviews all rules and policies in order to keep them updated in addition to assisting our members in comprehending them. While the delivery and communication of these updates is at times a challenge, RV will always make them clear, available and provide reason behind their adoption when requested. Consideration and mutual respect must always be abided by to achieve a safe, fair and prosperous rowing environment.
