Rowing Victoria - Mission, Objectives, Values

This annual report provides an update on the 2014-2017 Strategic Plan of Rowing Victoria for

the period 201-2017, including key programs and initiatives delivered or developed during the

first year of the plan.

Rowing Victoria is a not-for-profit, peak state body responsible for the management and devel-

opment of the sport of rowing throughout Victoria.

Mission

To create opportunities for rowers in Victoria to participate in rowing for life

Objectives (Pillars)

To fulfil our purpose we will realise the following objectives (Pillars) by June 2017

1. To make it easier and more enjoyable to go rowing

2. To build the profile of rowing in Victoria

3. To support our clubs, schools and associations to help them serve the needs of their

members and rowing in Victoria

Values

In going about the above business objectives (Pillars), we will demonstrate:

1. One team, more fun: Rowing Victoria will build regatta calendars meeting the needs of all

stakeholders, member clubs, schools and associations. Further to this, Rowing Victoria

will make volunteering easier and more enjoyable through greater respect, recognition

and reward systems

2. Constant, positive growth: Rowing Victoria will implement internal and external communi-

cation plans to engage the community and enhance relationships with all stakeholders,

member clubs, schools and associations. This includes direct engagement with Rowing

Victoria’s key stakeholders of VicSport, Sport & Rec Victoria, Transport Safety, Rowing

Australia and the VIS to better deliver rowing opportunities in Victoria

3. Develop, serve and support: Rowing Victoria will utilise all available resources to develop

their own resources, provide insights, feedback, and access to facilities, equipment and

deliver ample educational opportunities to support all stakeholders, member clubs,

President’s Report: Fiona Dickson

On behalf of the Board of Rowing Victoria, I am pleased to present this Annual Report to our members,

friends, supporters and sponsors.

From the first time that a person picks up an oar, whether at school or at a club, rowing has a way of

becoming a part of that person’s life….for the rest of their life. While rowing might be seen as a niche

sport by some, the formative experiences of rowing are powerful and contribute to the identity we each

have as members of this wonderful rowing community.

With our constant desire to achieve more, refine our technique and find just a little more run from our

craft, our efforts on the water are not dissimilar to those in stewarding rowing in this State. The strategic

plan, developed with significant input from the rowing community, is simply to continue to make rowing

a sport for life.

Making it easier to go rowing

The regatta program is the hub around which significant activity occurs each year across our State.

The continued renewal of our regattas has provided opportunity for innovation by the many regatta

committees who host events each year and this, in turn, has supported the increases in participation

which are vital for Rowing Australia’s whole-of-sport strategy for rowing. Feedback from rowers, clubs

and schools has indicated that these efforts have contributed to making competitive participation easier

and more accessible.

Recognition of the many volunteers across our sport is also critically important to the operations of our

clubs, schools, regattas and our engagement. The awards which recognise our volunteers are listed at

the end of this section and we commend the long hours and effort of these worth award recipients.

Of course rowing would be nothing without waterways and, over the last year, the staff of RV and a

number of club and school representatives have collaborated to make submissions on behalf of rowing

to maintain and improve access for rowing in Victoria.

Raising the profile of Victorian rowing

While rowing is an Olympic sport, its profile is not that of sports which enjoy far broader media cover-

age. As a result, raising the profile of rowing relies on the advocacy of the rowing community and pur-

poseful communications to key stakeholder audiences. Success on the international stage makes a

significant contribution to this objective and Victorian rowers have achieved exceptional results. So too,

at the National Championships, our crews returned the ‘Big V’ to its previous glory and we pay tribute

to their hard work and preparation. Mention should also be made of representative crews at the Junior

and Masters levels for their successful campaigns, and to those Victorian athletes, coaches and offi-

cials who represented our State in all Australian teams.

The profile of rowing differs across the State and we acknowledge the very significant role that commu-

nity rowing clubs play in regional areas and in metropolitan areas where access and diversity are para-

mount. We celebrate the rowing community in its many forms and thank contributors for the role that

they play in advancing our sport.

The profile of rowing is also to be celebrated at this year’s Victorian Rowing Hall of Fame on Saturday

28th November 2013 at the Boykett Room Scotch College. As a wonderful celebration of success

across the whole of our sport, we warmly invite all members of the Victorian rowing community to join

this important and incredibly enjoyable event. Details can be found on the RV web site.

Supporting the clubs, schools and associations within Victorian rowing

In developing the role of Club Development, RV has developed numerous programs which have been

well subscribed and utilised the Club Health Check resources available through the Australian Sports

Commission. However the most important aspect of development support is through pathways to de-

velop skills and to retain those people and their skills. From transition programs toward sub-elite row-

ing to pathways for Umpires, support has been designed through deep engagement with merbs of the

rowing community and their specific needs.

Together with Rowing Australia, there are also a number of programs which will be developed on a

whole-of-sport basis over the coming years. Victoria embraces these opportunities to reduce duplica-

tion and costs, improve coordination and prioritise those programs which will have the most significant

impact on the sport overall.

At its heart, rowing is about communities and individuals who continue to make rowing the dynamic

sport that we love. We applaud the many individual volunteers and long-serving supporters of rowing in

Victoria and acknowledge those who have made extraordinary contributions through the Awards of the

Association.

Recognising our Volunteers

Victorian Rowing relies on the contribution and support of volunteers, whether umpires, regatta volun-

teers, commission and committee members, board members or the many other roles which contribute

to the success of rowing in Victoria. We thank them all for their commitment of time and energy and

acknowledge the role that they have played in the past year.

The William Waterfield Award for Outstanding Service to Victorian rowing. Named after life member

William Waterfield, who exemplifies long and outstanding service to the sport in Victoria, we are

pleased to present this year’s award to Andrew Guerin. Your service to Rowing Victoria as President of

the Board and of several organising committees, and your work as a Victorian, Australian and FISA

Umpire has been superb. You have created enduring policies and rules for racing and governance

which have ensured the safety and wellbeing of participants at Association regattas. You are a devoted

and outstanding servant of the sport. The sport has also benefited tremendously from your dedication

to the History of the Sport.

The Kath Bennett Award for Outstanding Service to a Rowing Community in Victoria. The award is

planned to capture those people who have done outstanding work in a club, regatta committee or re-

gion. Kath Bennett is a fine example of such work with reinvigorating women’s rowing prior to amal-

gamation with the men’s association in 1979. This year the award is being p[resented to Eric Waller.

You have been instrumental in the resurgence of Lake Wendouree and to the success of the Ballarat

Rowing Association. During your Presidency of the Ballarat Rowing Association, rowing has expanded

enormously. Your 30 years as President of Wendouree Ballarat Rowing Club underpins your commit-

ment to the club, the region and the sport. Your role of Field of Play Manager for Rowing Victoria is a

huge commitment that you have taken on for many years. You are a great volunteer.

The Bob Duncan Award for Outstanding Services to Umpiring. Bob Duncan is an Olympian but more

importantly, a dedicated, long serving and excellent umpire. He led the improvement in umpiring stand-

ards and broke new ground in many aspects of umpiring. This years award goes to Bill Webster. You

have provided long and superb service to the Association’s Umpires Panel and particularly in your re-

cent role as chair. You have provided great leadership in a challenging year of dwindling umpire num-

bers. You epitomise the qualities of excellence, leadership and service embraced by this award.

The Susie Palfreyman Award for contribution to school rowing. Susie Palfreyman continues to play a

significant role in Victorian rowing, having developed a world-class program at MLC, founding the

Head of the Schoolgirls regatta and continuing to support initiatives such as the Hall of Fame event.

Susie continues to be a wonderful role model for Women in Rowing. The award this year goes to Jo-

sie Millard. You have provided excellent leadership to schoolgirl rowing and enabled far more girls the

opportunity to participate in the Head of School Girls Regatta. Your work in encouraging schoolgirls to

participate at the highest levels is underpinned by your leadership on the Head of School Girls Com-

mittee. Your contribution has been distinguished and significant to the younger rowers in our sport

I am also delighted to commend to Andrew Guerin for Life Membership of Rowing Victoria. The quality

of Andrew’s work as demonstrated through the list of service below, together with his role as President

of Rowing Victoria, more than 20 years of service as an Umpire of Rowing Victoria, the significant

changes he has made to the nature and operations of Rowing Victoria, and the strengthening of the

business of the Association. Andrew has also provided significant leadership and mentoring to other

members of our sport in administration, governance, umpiring and coaching. He has been a great sup-

porter of women and a true champion of service in our sport.

Andrew’s contribution to the sport over a significant period of time is also evident from the description

below.

As this is the highest honour of the Association, the contribution to the Association must also be signifi-

cant and meritorious. The Association’s Awards & Remuneration Committee and the Board have con-

sidered that Andrew’s service meets the exacting standards and have both unanimously recommended

it to members. Andrew’s work for the Association has been outstanding.

Finally, on behalf of the Board, I would like to thank the staff of Rowing Victoria for their diligence and

commitment to supporting our member Clubs and Schools and to the Clubs and Schools for their con-

tinued support of their Association.

Rowing Victoria has recently concluded the first full year of our new Strategic Plan. The plan was com-

pleted in May 2014 for a 3 year term (2015-2017) following a new round of funding from Sport & Recre-

ation Victoria and a Good Governance review conducted through VicSport. All Board and Management

considerations are now made based on the Strategic Plan Pillars (see page 4).

National Alignment – Our focus this year has been to support cohesive growth for the sport of

rowing;

Whole of Sport National Participation Database:

Rowing Victoria has worked with Rowing Australia to introduce a new National Participation Database

that is to be hosted by RevolutioniseSPORT. RV has been using RevolutioniseSPORT for the past 9

months to host our website and which will in the future provide a database to improve communication

with all members and stakeholders.

Adopt a School Wrap-Up:

RV has worked closely with RA to ensure that the final year of the “Adopt a School Program” will lead

into the new programs with the “Sporting Schools Project”.

Sporting Schools Project:

RV submitted various proposals to RA for the Australian Sports Commission’s new “Sporting School

Project” to attract school athletes in year 5 and 6 to the sport. The concept trialled smaller, lighter and

shorter equipment that would be considered more suitable for primary school aged children.

Coach Education Review:

RA has conducted a review of the Coach Education program that is currently in place. RV has had con-

siderable input into the style, content and delivery mechanism that RA will consider for the re-write of

this coach education delivery process.

National Policies:

Privacy Policy - RV worked with RA over the past 12 months to introduce a privacy policy that will

ensure that our members personal information is collected and held in a professional manner and

keeping communication channels specific to the sport of rowing

Standardised Membership Form - RV has worked with Rowing Australia to implement a Stand-

ardised Membership Form that will be implemented through the new National Database platform

Revolutionise

Cardiac Screening Guidelines - RV has adopted Cardiac Screening Guidelines into all selection

policies for State and National selection.

Maximising Funding - State and National Government Opportunities;

Through application to Sport & Recreation Victoria, RV was successful in achieving Travel Grant Fund-

ing for Underage athletes in excess of $20,000. We continue to remain active in engaging the Minister

for Sport on getting greater funding in this area.

Rowing Victoria was successful in obtaining $5000 through the State Government as part of developing

a toolkit for recruitment of volunteers at all levels of the sport.

RV was also successful in obtaining $10,000 to subsidise regional Level 1 Coaching courses with the

aim of getting more coaches accredited. Courses were delivered for $50; less than a quarter if the

standard costing of $220. 83 Coaches took up this offer.

RV has come to the end of the “Future Directions Projects” and “Organisational Support Grants” from

Sport & Recreation Victoria that supported Rowing Victoria for the past 3 years. Interim funding at an

equivalent rate has been distributed to RV for the next 6 months while a funding review is undertaken.

We thank the Victorian Government for all their support and we look forward to working with them over

the next three years to achieve in greater outcomes for both our members and stakeholders.

Facilities & Infrastructure – Lobbying Councils and Waterway Managers;

Rowing Victoria continues to work with the Department of Environment and Primary Industry and Parks

Victoria on improving the facilities at the National Water Sports Centre. The surrounding land will now

be considered for the development of a cable park skiing centre which will have a positive impact on

the amenities at the course.

RV continues to lobby Strathbogie Shire on the proposal to extend the peninsula, the dredging and new

amenities that are required to host a national championship at Nagambie Lakes.

RV has entered into a financial agreement with the City of Ballarat, committing the State Champion-

ships to be held at Lake Wendouree in 2016 and 2018.

RV has begun working on a state-wide facilities plan that will see RV staff visit every rowing waterway

for facility, infrastructure and operational reviews with a view to working with the land managers to pro-

pose improvement plans.

Relationships – RA, VIS, Regatta Hosts;

RV would like to thank Rowing Australia for their support to our elite and underage athletes. Their Win-

ning Edge Program clearly articulates a performance driven culture that underpins High Performance

and the professionalism the sport stands for.

RV continues to work closely with the VIS to support High Performance outcomes for our Victorian ath-

letes. We thank them for all their work and in particular their efforts in supporting our Victorian State

Team. We look forward to continuing to work with them in the future.

A special thanks to all our regatta hosts. RV realise the challenges we face in running quality regattas

and the efforts required to adhering to safety protocols. We hope we are easing the administrative bur-

den for you through our support. RV looks forward to working with you 2015-16 season.

We also thank our member Clubs and Schools, and in turn their members and students, for your sup-

port of our programs and regattas in 2014 - 15.

The Board of Rowing Victoria, led by Chair - Fiona Dickson, Vice Chair - Pat McNamara and Directors-

James Hatherley, Tom Wood, Rene Klupacs, Bill Webster & Caitlin Ripper have been instrumental in

supporting the delivery of the Strategic Plan and the financial stability of the association.

I would also like to thank all the Boat Race Officials led by Chair of the Umpires Panel – Tony Lawless.

The consultation that has been delivered through the Sport Development, Members and Officials Com-

missions provided us with the opportunity to make evidence based decisions and we thank them for

their work.

Last of all I would like to thank Selectors and in particular Andrew Cleary as Chair of Selectors, Team

Director Alastair Isherwood and all state team coaches for delivering very successful Interstate events.

Our on-water performance demonstrates the culture that Victoria has within the Big White V.

This year was much improved for engagement with our membership through commissions, committees

and forums. This engagement has allowed us to try new and innovative ideas that we have implement-

ed into our regatta calendar with mixed success. We look forward to working with our members during

the 2015 - 16 season to make rowing more enjoyable for all.

Umpires Panel Report: Tony Lawless

This year saw the formation of the new Rowing Victoria Umpires Panel. The current panel consists of

Tony Lawless, Paul Hargreaves, David Grubits and Ben Ratcliffe. The main role for this panel was to

support umpires in providing safety and fairness at all regattas for competitors under the guidelines of

Rowing Victoria rules. To achieve this the panel has worked in the areas of training, recruitment and

regatta management.

The following facts regarding the state of play for Victorian umpires gives an overview of both the

tremendous work achieved and the challenges that lie ahead.

During the 2014-2015 season the hours volunteered was in excess of 3200 hours. The total pool of

umpires was 49 with 3 of those unable to commit to and work at, at least one regatta. Club rowing

numbers show a total of 2012 with 41 umpires coming from their ranks. School competition show

numbers of 4122 with schools supplying 4 umpires. Four independent umpires with no allegiance to

either club or school were also involved.

The male / female ratio of umpires has remained fairly static over a five year period with 88% male

and the remaining 12% female. While we have had a cluster of 46 active umpires this season, the

reality is that a small percentage have been responsible for 50% of volunteered hours.

The ages of umpires working sees the category of 55 and over contributing to 75% of all hours worked

and this has increased over the last 5 years. In a break down of officials supplied by clubs, we have a

total of 23 clubs (4 of which are schools) supplying the pool of umpires. It should be noted that Corio

Bay RC, Wendouree-Ballarat RC, Footscray City RC and Independents supplied 20 of these umpires.

As far as hours contributed by individual clubs it should be noted that Mercantile RC, Independents,

Essendon RC, Wendouree-Ballarat RC, Corio Bay RC and Footscray City RC volunteered more than

200 hours each with Corio and Footscray supplying in excess of 350 hours per club.

It would be an understatement to point out the fact that from these statistics we find we have a group

of people who are extremely generous with their time. To sustain our umpire ranks we need to see an

even spread of Level 2 Umpires supplied by all clubs and schools, in particular the schools. We need

to address the ratio of male / female umpires and further to this we need to focus on attracting a

different age group demographic.

This year was particularly pleasing to see our higher-ranked umpire numbers increase with five people

passing their level 2 exam and a handful of others wishing to advance and progress to Level 2 status

next year.

The umpires would like to thank the Rowing Victoria Board for sponsoring their conference this year at

Nagambie, with Nick Hunter, Australia's FISA umpires commission member being our key note

speaker. A post-conference note from Nick; "The workshop was a great initiative. I believe that RV

leads the way in Australia for this type of professional development for umpires."

The umpires panel would like to thank every umpire for their continued support of rowing in Victoria at

both the club and school level. We will continue to work with our members and stakeholders to provide

the highest level of safety and fairness for athletes at every regatta.

Report to 2015 - 2017 Strategic Plan: To make it easier and more enjoyable to go rowing

Regatta Calendar

Rowing Victoria (RV) embarked on a more demand driven approach to developing the regatta calendar this year by analysing and benchmarking the key features of the most successful regattas.

RV sought feedback from key stakeholders at a range of workshops on the regatta calendar at large and certain segments to evolve and improve the calendar.

Based on member insights, RV ran financial modelling on the revenue impacts to the changes in the cal-endar and delivered changes such as Irish League, Score Freeze and a number of other initiatives.

RV delivered a draft calendar in April 2015 engaging incumbent regatta hosts and potential new hosts to apply for their preferred regatta dates with the 2015-16 season calendar finalised in June.

Facilities

RV commenced a Facilities Audit of all rowing waterway venues in order to set evidence based priorities to focus on;

Developing criteria for facilities

Identifying facilities with gaps compared to criteria and prioritise facility improvements

Writing Course Facilities Requirements Plan in conjunction with relevant committees

Working with clubs to lobby government to fund and implement improvements.

Recreational Rowing

Rowing Victoria has recognised the focus needed in recreational rowing beyond competition.

RV will introduce a rewards card that is delivered to all RV members through Sport-Saver.

RV also recognises the need to align ourselves with quality charities to run recreational based events.

Recognise and Reward Volunteers

Rowing Victoria recognises the investment our members make in volunteering at regattas. In particular;

Launch and promote schemes to target existing and potential volunteers

Developing a reward and recognition program for volunteers

Streamline accreditation for qualified umpires to gain and maintain a qualified status

Identify and nominate volunteers for outstanding achievement awards.

Report to the 2015 - 2017 Strategic Plan: To build the profile of rowing in Victoria

Communications

Rowing Victoria (RV) developed a communications plan that gave consideration to the segments of all engaging members. It was important to articulate the content, reach and frequency to be communicated to groups that aligns with, and supports the effectiveness of, all of our strategies. This includes;

External Stakeholder Engagement

Rowing Victoria worked with stakeholder groups including VicSport to lobby 3 tiers of government, Culturally and Linguistically Diverse (CALD) communities and disability groups for necessary support to our strategic objectives.

The second area of stakeholder engagement is to support regatta committees in improving their external communications and promotion, ultimately ensuring greater success at all regattas.

RV continues to work with both the VIS and RA to underpin an updated, unified coaching methodology which is currently under construction.

RV continues to consider the RA commissioned Gemba Survey outcomes and assess the benefits for Nationally aligned programs to strengthen the value of all current and future delivered programs.

RV is working cohesively with RA to align our grassroots programs to obtain Australian Sports Commission participation funding for the Victorian Rowing Community.

RV has been lobbying Transport Safety Victoria around access to waterways, legislation and affordability to participate.

In 2014 RV completed a Good Governance project together with VicSport to build and review the skills of administration at Rowing Victoria.

RV participated but were unsuccessful in two new funding opportunities with VicHealth through promotion and publication of inclusive participation. RV’s focus on large participation numbers with innovative ideas for current as well as a new demographic—the focus of the funding—did not meet the proposed benchmarks that VicHealth had set.

RV has engaged with the Victorian Government on our opportunities for rowing in Plan Melbourne

RV continues to explore funding scope with Sport & Recreation Victoria around community participation venues.

Report to the 2015 - 2017 Strategic Plan: Support clubs to serve their members

Rowing Victoria (RV) delivered its first year of Club Development through the recruitment of

Andrew O’Brien.

Andrew has been active in accessing and evaluating the needs of clubs throughout Victoria.

Utilising a Club Good Health Check and regular consultation opportunities, Andrew has already

begun to implement strategies and create shared resources for the benefit of the wider

membership. These are instrumental in promoting effective and sustainable community

integration. The following initiatives have been integral:

Improved accessibility to resources (for

both metro and regional clubs) through

regular seminars, course delivery,

webpage information and networking.

Raising awareness and improving

access to specialised personnel in

areas of coaching, marketing, administration, special needs and general quality control.

Creating and piloting a Regional Pathway Program for talent identified athletes to

transition into sub-elite programs.

Fostering network opportunities between clubs, sports and government.

Introduction of a club ‘best practice’ framework to raise delivery standards.

Further to this, RV have:

been successful in obtaining $5000 from the State Government to build a volunteer

recruitment toolkit to help support clubs in their recruitment process. This toolkit now sits

on the RV website under Development / Volunteer Recruitment.
