GENERAL RULES

Every class offe ed herein which is covered by the rules and specifications of the cur ent federation rule book will be conducted and judged in ac-cordance therewith.

FEDERATION ENTRY AGREEMENT

By entering a Federation-licensed Competi-tion and signing this entry blank as the Owner, Lessee, Trainer, Manager, Agent, Coach, Driver, Rider, Handler, Vaulter or Longeur and on behalf of myself and my principals, representa-tives, employees and agents, I agree that I am subject to the Bylaws and Rules of The nited States Equestrian Federation, Inc. (the “Federa-tion”) and the local rules of the competition. I agree to be bound by the Bylaws and Rules of the Federation and of the competition. I will accept as final the decision of the earing Committee on any question arising under the Rules, and agree to release and hold harmless the competi-tion, the Federation, their officials, d ectors and employees for any action taken under the Rules. I represent that I am eligible to enter and/or participate under the Rules, and every horse I am entering is eligible as entered. I also agree that as a condition of and in consideration of acceptance of entry, the Federation and/or the Competition may use or assign photographs, videos, audios, cable- casts, broadcasts, internet, film, n w media or other likenesses of me and my horse taken during the course of the competition for the promotion, coverage or benefit of the compet -tion, sport, or the Federation. Those likenessesshall not be used to advertise a product and they may not be used in such a way as to jeopardize amateur status. I hereby expressly and irrevocably waive and release any rights in connection with such use, including any claim to compensation, invasion of privacy, right of publicity, or to mis-appropriation. The const uction and application of Federation rules are governed by the laws of the State of New York, and any action instituted against the Federation must be filed in ew York State. See GR908.4.

USEF MEMBERSHIP STATEMENT

Life, senior active and junior active members shall be eligible to participate in all classes at regular competitions, eventing competitions at the preliminary level or above and com-bined driving competitions at the advanced level, dressage, reining and vaulting competi-tions and endurance rides. A nonmber may participate as a handler, rider, driver, owner, leasee, agent, coach or trainer at regular competitions, Eventing Competitions, Dres-sage Competitions, Reining Competitions and Combined Driving Competitions upon payment of a $30 nonmember registration fee. Participants in the following classes are exempted from the requirements of this rule: 1) leadline; 2) exhibitions; 3) games and races; 4) classes for 4-H members; 5) walk trot and academy classes (academy classes are classes

limited to horses used regularly in a lesson program); 6) USDF introductory level tests, pas de deux and quadrille classes; 7) NRHA Endorsed Reining Competitions. 8) Oppor-tunity classes, 9) citizens of other nations who have proof, in English, or furrent membership in good standing of their own National Fed-eration, 10) USEA beginner novice division; and 11) assistant handlers in Dressage.

ENTRIES - Entries close on 9/21/2015. Entries postmarked after 9/21/2015 will be charged late fees. Horse show entries limited to the first 500horses. Entries must be properly made on the official ntry Form with all blanks filled in whe e applicable. The foll wing must accompany the entry form: 1) All stall fees are non-refundable after entries close! 2) Nomination fees for all classes. 3) Post entries will be accepted after the closing date of entries at the cost of $30.00 per entry. 4) Checks made payable to: “MHJA”. CLASS ENTRIES - Classes may only be entered by using the official class numb , whether on the entry blank or on the Official dd/Scratch Form. The writing of a division name or class name willnot constitute an entered class.

CLASS DECLARATIONS - Jumper classes with a posted order of go must be declared by 5 pm on the day before the class. Any class number written on the entry blank constitutes a declara-tion.

LATE / INCOMPLETE ENTRIES - The e will be a charge of $30 per horse on all entries postmarked after closing date of entries or that are received at any time but are incomplete. Ev-ery entry shall constitute an agreement that the person making it, owner, lessee, trainer, agent, manager, coach, rider, and the horse shall be subject to the constitution and rules and regula-tions of USEF and the Minnesota Fall Harvest Horse Show.

NON-SHOWING HORSE - A horse may be entered as “NON-SHOWING” on the original entry form at the time the entry blank is submit-ted by writing “Non-Showing” in the area of the entry blank where classes would normally be entered. An Official on-Showing Horse” is required to pay the stall fee and a $100.00 Non-Showing Fee in addition to the Office ee. An Official on-Showing Horse” who ultimately enters classes and competes, is considered a post entry.

EQUITATION ENTRIES - Equitation Riders MUST wear the entry number of and ride the horse they entered the class on. Substitutions must take place by scratching and adding the class in the office. Any rider who competes on horse they did not enter on will be considered a “Not Entered and did Compete” and will pay the penalty entry fee in addition to the entry fee on the horse they originally entered on.

ENTRY/CROSS ENTRY - Exhibitors are

responsible for a knowledge of the Rules and Regulations governing the horse show and for their own errors and omissions. In the case of a violation of a cross entry restriction, the exhibitor will forfeit the entry fee, class placing and prize money award.

ENTERED AND DID NOT COMPETE - Any exhibitor who does not compete in class/classes in which the exhibitor is officially ent ed, and does not scratch according to the Scratch Proce-dures outlined above, will be billed for the class/classes. You MUST do your paperwork in the Show Office in der to avoid this penalty.

NOT ENTERED AND DID COMPETE - Horses shown in a class without being officiallentered will pay double the class fee. You MUST do your paperwork in the Show Office in der to avoid this penalty.

ADDS - Class adds may only be made in the Horse Show Office on the Offici orm, by letter or by Facsimile and must be received prior to the start of the class. Any other method WILL NOT be considered valid. For scheduling purposes class adds must be declared by 5pm on the previous day. Upon arrival at the show please check the status of day adds in the Office. f en-tries warrant, same day adds may not be allowed.

SCRATCHES - Scratches may only be made in the Horse Show Office on the Offici orm, by letter or by Facsimile and must be received prior to the start of the first class ente ed in. Any other method WILL NOT be considered valid. Once a class begins, it may not be scratched, except for a Vet Scratch. If a Vet Scratch, the horse must be scratched on the same day of the class/classes scratched in the Horse Show Office on thOfficial orm and the Officia Vet’s Certificatemust be received in the Show Office y close of business that day.

SHOW SCRATCH - A horse that is scratched from a show prior to the start of the first classentered in, will forfeit a $50.00 office fe

SUBSTITUTIONS - Under the same owner-ship, a new horse may be substituted for a scratched horse. If the scratched horse is not stabled at the show, the substitute horse may assume the commitment and payment for the scratched horse’s stall and the scratched horse will be responsible for only the $50 office fe

REFUNDS - Refund of all entry fees and stall fees may be given for show scratches received or postmarked prior to or on the closing date of entries. After the closing date of entries only pre-paid entry fees are refundable if in compliance with the SCRATCH policy.

Once a horse is nominated, nomination fees are not refundable regardless of what a horse ulti-mately competes in. Scratches prior to the start date of the horse show are eligible for a refund of 50% of the nominating fee.

Requests for refunds must be submitted within 30 days of the completion of the horse show. If

eligible for a refund, checks will be mailed within 30 days of the request. Refunds requested after 30 days of the show’s completion will not be considered. The Scratch policy will be foll wed regardless of the weather.

STABLING - Stalls shall be assigned as requests are received. Please be advised that show manage-ment cannot guarantee availability of stalls after September 21, 2015. No refunds unless stalls are canceled by September 22. All stalls have fronts. First bedding is not included in stabling fees. Barns are not heated. Hay, feed, and bedding is purchased from the fairgrounds. Plan ahead and order in advance. Special orders may require up to 24 hours to deliver and all items may not be available. Please call Nicole Boyle with your ad-vance orders. (847) 340-1742. PLEASE NOTE - Our contract does not allow us access to barns or arenas until after 12:30 pm on Monday. NO EXCEPTIONS. Please contact Nicole Boyle (847) 340-1742 for earlier overnight stabling in the Minneapolis area. No horse or pony may be stabled overnight in a trailer or van on the show grounds. ALL HORSES SHOWING OR NON SHOWING WILL BE CHARGED A STALL FEE. Be sure to add stabling information to entry form. For all your stabling needs please call Patrick Boyle at (847) 274-6834.

FEED AND BEDDING - Feed and bedding orders will be taken through the show secretary. These o ders must be taken by 1:00 p.m. each day! You must phone in early with your shaving needs. If you bring in your own shavings there will be a $30 per stall clean out fee added to your bill.

TRAINER’S SPLITS - The innesota Fall Harvest offers a se vice that allows the trainer to purchase shavings, feed, tack stalls, etc. directly from the Horse Show and then split the total amount for some or all of these items and have it charged directly to their client’s show bill. Any Horse Show Secretary can assist the trainer with this process. Trainer splits will be accepted until noon Friday (no exceptions) of each show week. Please advise your clients that these charges will appear on their show bill. Trainers are reminded that this is a service provided by the Horse Show

and that doing splits in a timely manner is their responsibility. Any splits uncollected from the client will revert back to the trainer for payment.

DAY EXHIBITORS - Day Exhibitors will not be permitted without prior written approval of management.

MEDICAL WASTE - In accordance with the 1989 Federal Waste Tracking Act which restricts the disposal of medical waste. Bio Hazardous Medical Waste containers will be provided in the stable area. All exhibitors and their agents are responsible for the proper disposal of this waste.

MOTORIZED VEHICLES/GOLF CARTS Per USEF GR901: Minors who do not have a valid driver’s license which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind including, but not limited to, golf carts, motorcycles, scooters, or farm utility vehicles on the competition grounds of licensed competitions. Minors who have a valid temporary license may operate the above described motorized vehicles as long as they are accompanied by an adult with a valid driver’s license. Violations of this rule will be cause for sanctions against the parent(s), guardian(s) and/or trainer(s) who are responsible for the child committing the offense. enalties may include exclusion of the child, parent(s), guardian(s), and/or trainer(s) from the competition grounds for the remainder of the competition and charges being filed against any of the ab ve individuals in accordance with Chapter 6. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule.

ORDERS OF GO - All orders of go will be computer drawn. Horses entered after an order has been drawn may be required to go first

PRIZE MONEY - The wner or the alternate payee for an entry must provide a SSN or FEIN to receive prize money. FOREIGN EXHIBI-TORS Be advised that the U.S. Internal Revenue Service requires sporting events to withhold 30% of prize money won in the United States. For-eign competitors should apply for an Individual Tax Identification umber ITIN and will be asked to complete a form W-7 to be eligible to receive prize money. Prize money will automati-cally be applied against any entry’s balance and if any refund is due a check will be issued within 30 days of the end of the competition.

NON-NEGOTIABLE CHECKS - Checks

returned by the bank for any reason will be assessed a penalty of $50 or 10% of the face amount of the check, whichever is greater. Upon notification of a eturned check, accounts will be given three days to make full payment, includ-ing the penalty, which must be paid in certifiedfunds, cashier’s check or money order. Over-night mail service is advised in order to avoid notification of the sanctioning organizationsfor disciplinary action. Exhibitors are hereby forewarned that first time eturned checks will be reprocessed automatically.

JUMP ORDER - A rotating jump order will be established for all classes over fences and such shall be posted by the in-gate. Courses will be posted at the in-gate. The management eserves the right to the use of a dotted-line in any hunter and equitation classes.

CHAMPION AND RESERVE CHAMPION - To be awarded to two of the four horses scoring the most points over fences. In addition, only these will receive full points for ribbons won under saddle and half points for ribbons won in the model.

SCHOOLING - All schooling sessions will be supervised. All riders must wear protective headgear when mounted. POLING WILL NOT BE PERMITTED.

Schooling Hours:

Monday: 1:00 pm - 10:30 pm

Tuesday-Sunday: Schooling times will be posted in the horse show office. ena will close 30 minutes prior to show time.

DISPUTES - Should any questions or disputes arise that are not provided for in the foregoing rules, the same shall be referred to the show com-mittee, whose decision shall be final

PROTESTS - Protests shall be governed by USEF Rule GR603, upon the deposit of the appropriate fee of $200.00 members / $300 nonmembers.

PROTECTIVE HEADGEAR - PROTEC-TIVE HEADGEAR - (Excerpt from USEF Rule GR801) 2. It is compulsory for all persons at Federation licensed hunter, jumper or hunter/jumper competitions when mounted anywhere on the competition grounds, to wear properly fastened protective headgear which meets or exceeds ASTM (American Society for Testing and Materials)/SEI (Safety Equipment Institute) standards for equestrian use and carries the SEI tag. It must be properly fitted with harness secu ed. Exception: In Hunter and Jumper classes, adults may be allowed to remove their headgear while accepting prizes and during the playing of the national anthem only; they must refasten their headgear prior to the lap of honor. It is compulsory for riders in Paso Fino classes, both open and breed restricted including Hunter Hack, where jumping is required and when jumping anywhere on the competition grounds to wear properly fastened protective headgear which meets or exceeds ASTM/SEI standards for equestri-

Except as may otherwise be mandated by local law, the Federation strongly encourages all riders, while riding anywhere on the competi-tion grounds, to wear protective headgear with harness secured which passes or surpasses ASTM (American Society for Testing and Materials)/ SEI (Safety Equipment Institute) standards for equestrian use and carries the SEI tag. (Exception hunter, jumper, or hunter/jumper competitions refer to GR801.2) It is the responsibility of the rider, or the parent or guardian or trainer of the junior exhibitor to see to it that the headgear worn complies with appropriate safety standards for protective headgear intended for equestrian use, and is properly fitted and in good condition, an the Federation, Show Committee, and Licensed Officials e not responsible for checking headgear worn for such compliance. The ederation makes no represen-tation or warranty, express or implied, about any protective headgear, and cautions riders that death or serious injury may result despite wearing such headgear as all equestrian sports involve inher-ent dangerous risk and as no helmet can protect against all foreseeable injuries.

POLING AND OFFSETS - Manual poling and or the use of bamboo pole offsets a e prohibited. Any rider or trainer found poling or using offsets as well as the horse or pony involved, will be immediately eliminated from the class where the incident occurred, be suspended for a twenty four hour period starting from the time of the incident and will forfeit all entry fees. In the case of further violations by that exhibitor, on the same horse or another horse, the exhibitor may be barred from any or all future classes at the show and all sta-bling, nomination and entry fees will be forfeited.

USE OF WHIPS AND SPURS - Any rider, who in the opinion of the judges, stewards or schooling supervisors, uses their whips or spurs in a cruel or excessive manner will be immediately eliminated from the class in which the incident occurred, may be suspended from further showing for a twenty four hour period starting from the time of the incident. In the case of further violations by that exhibitor, on the same horse or another horse, the exhibitor may be barred from any or all future classes at the show in which the violations occurred and all stabling fees, nomination fees and entry fees will be forfeited. All incidents will be reported in the Steward’s and/or Technical Delegate’s Report and reviewed by USEF’s Execu-tive Director for possible further investigation and charges for hearing before USEF’s National Hearing Committee.

DAMAGE - All owners and exhibitors shall be held responsible for any damage incurred by them, their agents or employees to stalls, buildings and other properties on the show grounds, and shall be billed accordingly.

NIGHT WATCH - All horses occupying a stall, whether showing or not, are required to pay a night watch fee of $14 / show. This se vice is NOT OPTIONAL. Horses will be checked 6 times each night beginning at 8 pm on Monday, September 30 through Sunday, October 6th. Please provide emergency contact name and number, or hotel room and phone number on the card on each stall.

MOTOR HOMES/RV’s - RV spaces are available through the fairgrounds at a rate of $25 / day

LEASH LAW - Per USEF Rule 1301. Dogs are not permitted to be loose on competition grounds and must be on a leash or otherwise contained. Individuals must not lead dogs on a leash while mounted. Dog owners failing to comply with this rule may be subject to penalty under Chapters 6 and 7, as well as issuance of warning cards.

NOMINATING FEE: To be eligible for the Jumper Division (except Train-ing Jumper, Schooling Jumper, and Pony Jumper) horses must be nominated and the nominating fee of $175 paid by the closing date of entries. Horses nominated after that date must pay a nominating fee of $200. Once a horse is nominated he becomes entitled to compete in any jumper class for which he is eligible, upon pay-ment of the showing fee for said class.

DECLARATIONS: Declarations are due in the horse show offi ce by 5:00 pm the day preceding all Jumper classes unless otherwise noted. Unless otherwise stated, declarations made after the above stated time will be accepted up to 30 min-utes before the start of the class and a late fee of $10 per class will be assessed.

COURSES: Courses may consist of any combination of the following: Brush, gates, oxers, posts and rails, water, Liverpool, walls, panels, and coops.

MARTINGALES: Classes off ered at 1.30m or below have no martingale restrictions when used in a conventional manner. Classes off ered above 1.30m (and all classes restricted to young horses) - the only martingales permitted are running martingales used in the conventional manner.

Show Jumping Hall of Fame Jumper Classic SeriesThe Show Jumping Hall of Fame Jumper Classic Series is designed to give amateur-owner and junior riders

an opportunity to compete at higher levels and serves as a proving ground for many riders who aspire to someday represent the United States in international competition.

With classes at approximately 100 horse shows across the country, the Series hosts separate junior and amateur-owner divisions in two Conferences—East and West.

Series standings are used to help determine junior and amateur-owner entries for the National Horse Show and the Las Vegas National Horse Show.

Series winners receive year-end awards, and the Series offers Year-End Championship Finals for junior and amateur-owner riders at the National Horse Show and the Las Vegas National Horse Show.

Any horse show offering a class that meets all the criteria set forth in the Series specifications and has prize money of at least $1,000 is eligible to be part of the series.
