SRF Overview

»The State Revolving Fund is one of Iowa’s primary sources of financing for water quality and water supply projects. Loans are available for infrastructure planning and design and construction.

»The Clean Water SRF finances publicly owned wastewater and sewer projects, as well as nonpoint source control practices.

»The Drinking Water SRF finances water system improvements and source water protection for eligible public water supplies.

Planning -- CWSRF

»Plan ahead for wastewater and sewer projects. To start the permitting and SRF process, submit a work record request to have a project manager assigned.

»The DNR project manager will schedule a project initiation meeting with all the parties involved in the project.

»Don’t forget that anti-degradation analysis has to be done before facility plan and IUP application is submitted.

Intended Use Plan Application» The IUP application is used to apply for

inclusion on the project priority list of the SRF Intended Use Plans (IUP) IUPs are SRF Intended Use Plans (IUP). IUPs are developed on an annual basis with quarterly updates.

» Deadlines are the first of December, March, June, and September.

» Each quarter the IUPs are published for public comment and presented to the Iowa Environmental Protection Commission for approval.

Environmental Review

» An SRF environmental review (ER) specialist will coordinate when other funding is also involved. (Jean Krewson Tiffany Wilson Lillard and Lee Wagner)Krewson, Tiffany Wilson Lillard, and Lee Wagner)

» When the IUP application is submitted, please attach the information requested in the Environmental Review Checklist. Keep the ER specialist apprised of any changes in the project to avoid delays.

» The ER specialist will determine whether a Categorical Exclusion (CX) can be used or if a full review is needed to reach a Finding of No Significant Impact (FNSI).

Bidding and Construction

» SRF front-end specifications must be included in the plans and specifications submitted as part of the construction permit application construction permit application.

» Currently SRF requirements include Davis-Bacon prevailing wages.

» When the applicant identifies the lowest responsive bidder, a packet of bid documents must be submitted to SRF staff (Jeanne Johnson) for review of eligible costs and concurrence with the bid award.

Construction Financing

» The loan application must be submitted to the Iowa Finance Authority (IFA). This application is separate from the Intended Use Plan application separate from the Intended Use Plan application and requests information on user rates, outstanding debt, and system financial data.

» The applicant works with bond counsel to schedule and hold a public hearing and pass a bond resolution. Typically the loan is not executed until after bidding is completed and final project costs are known.

» Current interest rate for loans up to 20 years is 1.75%.

» Disadvantaged communities can also get 1.75% on up to 30 year loans.

» Origination fee of 0.5%.
