Vancouver South Presbytery (VSP) EXECUTIVE MEETING
February 4, 2014 @ Brighouse United Church (U C) “The mission of Vancouver South Presbytery is to model good leadership, provide effective governance, and
give support and care to congregations and Paid Accountable Ministry Personnel.”
The meeting was duly called and constituted and a quorum declared. Marleen Soutar Chair,
presided, Laurie Prak Secretary.
Present Marleen Soutar, Chair; Laurie Prak, Secretary; Dawna English, Member at Large; Rev Diana
Sung, Vice Chair; Rev. Stuart Appenheimer, Convener Pastoral Relations; Rev Dan Kirkegaard,
Property Chairperson; Rev Jay Olson, Conference Representative. Susan King, Treasurer; Rev
Julie Lees, Spiritual Care Network.

The meeting was opened with prayer.
Motion/ Seconded: (Susan King / Dan Kirkegaard) that the agenda be approved as amended.

Motion/ Seconded: (Dan Kirkegaard / Diana Sung) that the January 7th, (Seventh), 2014 (Two
Thousand, Fourteen) executive minutes be approved. Carried
Business Arising From Minutes
Conference minister expenses: Susan and Marleen updated the executive on the request from B
C Conference’s letter, from Rev Doug Goodwin, requesting money to help pay for our new
conference minister {Marc Coulombe} expenses. (Eg. Travel expenses) Concern was given that
the budget for 2014 was already set and that the conference seems to be billing us ahead of the
expenses. More discussion and clarifications with Doug will be forthcoming.
Knox U C:
Motion/ Seconded: (Stuart Appenheimer / Diana Sung) That the Executive of Vancouver South
Presbytery receive the Joint Needs Assessment Committee report from Knox United and refer to
Conference its approval and the declaration of a vacancy Carried
Motion/ Seconded: (Stuart Appenheimer / Susan King) That the Executive of Vancouver South
Presbytery extend corresponding privileges to all present. Carried
Grace Memorial U C: Visitors David and Sally Marcantonio, Carole Kidd and Mary Al were
invited along with Rev Sandra Nixon from Grace Memorial U C. All members of Grace
Memorial U C shared their stories and wished for the new “21st Century Church” that is Grace
Memorial’s future. The executive is excited by the spirit that is alive at Grace Memorial.
{Members of Grace Memorial U C will present at the full court in February.}

New Business
B C Conference Effective Leadership Project: Three significant changes coming into effect
for February 1(One), 2013(Two Thousand, Thirteen)
1 What were formerly known as the Joint Needs Assessment and the Joint Search processes
have been combined into a single new process called Ministry Profile and Search Process.
2 Pastoral relations paper work will no longer be processed by both presbyteries and BC
Conference, but rather will be processed only by BC Conference.
3 BC Conference Committees will be re-structured so that we can effectively oversee this work
at the Conference level. See the information attached. appendix 2014-2052A}
Spiritual Care Network Conference coming up at Loon Lake will be attended by Maggie and
Eric.
Four Lower Mainland Chair’s meeting: Marleen updated the executive on the Moderators
visit planning events.
Oversight Visits: Diana updated the executive on the visiting that has been and is being done.
Wilson Heights U C has been completed but Marpole U C, Richmond Chinese U C and
Shaughnessy Heights U C visits have not been done. Since Conference is implementing a new
way of emphasis, those that have not been done might need to be changed in the focus.
{Diana will talk to Marc about the transition to Conference.}
Travel Expenses: The request for travel expenses to be paid out from the Presbytery, from
some, both lay members and ministers, was discussed in briefly. The executive will continue
discussion on this matter.
Correspondence
A thank you goes out to our Presbytery members currently serving in General Council roles. Eric
Hamlyn, Jon Jessiman, Jay Olson, Mark Paetkau – thank you for serving on behalf of our
Presbytery.
Minutes of the Settlement Committee held January 28 (Twenty-Eight), 2014 (Two Thousand,
Fourteen)
Thank you letter to the Presbytery from Laurel Bower for the Christmas gift of money.
“Blessings to you, and please pass on my gratitude and thankfulness to the entire group!”
Amendment to the Admission and re-admission to the order of Ministry in the United Church of
Canada, 2014 (Two Thousand, Fourteen): Howes, David Michael, from Presbyterian Church in
Canada to Toronto Conference, and Ross Hamilton for Pictou, Maritime Conference.
Diana closed the meeting with prayer.
