Executive Summary The Whyalla Hockey Association (WHA) was established in the 1990's as a result of a merger between the Whyalla Men's Hockey and the Whyalla Women’s Hockey Associations. The WHA has a mandate to promote and foster the sport of Hockey in the local community of Whyalla. The WHA actively works towards creating a sustainable sport and facility in Whyalla through organising a variety of hockey competitions and development squads as well as engaging in a proactive process of asset management projects. The WHA operates through a board of management that oversees the activities of a junior and senior hockey competition. The board consists of an executive, representatives from member clubs. The operations of the WHA fall to the member clubs who take on responsibility for the Whyalla Hockey & Sporting Community Club facility’s. The Whyalla Hockey and Sporting Community Club, is home of not only the Whyalla Hockey Association and its 4 member clubs but it is now home to the Whyalla Bird Society, West Whyalla Cricket Club, Whyalla Photography Group, Whyalla Homing Society, Neighbourhood Watch SA Eyre & Western Division, Filipino Cultural Association, Astronomy Group and Road Runners Baseball. A total of approximately 1000 people are now connected / visit each week as part of our amalgamation. We also each year have another 2000 people come through our doors as part of community workshops & events, regional hockey trainings and competitions and private / business functions which are held at the complex. Our guests are mostly locals with approximately 25% from our local region, including Port Lincoln, Port Augusta, Roxby Downs and Port Pirie.

7. CHAIRPERSON’S REPORT I would like to present the 2013 WHA annual report to the members for your consideration. This year we have had our challenges but overall WHA continues to move forward in a positive direction. Whyalla Hockey is in an excellent position at the moment with the ability to take advantage of the planning that has been put in place over the last year by the WHA board. As the Whyalla Hockey and Sporting Community Club, we have continued to grow in membership. In 2013 we have be able to attract five new clubs to our facility, we are now have over 930 members association with our facility. Our Finance team of Tracey Poole, Mick Travers and Jean - François Mallac as you will see later in this report have worked hard and our financial position continues to be healthy. I would like to thank the team for all they have volunteered in time to make this happen, especially facing the extra heavy work load of the 2012 Grant facility upgrade project. To the Board of WHA I would like to thank you for the support you have given me over the last 12 months. Thankyou for the many hours you have committed to the association while carrying out yours roles on the board with great professionalism. It has been a great privilege and a honour to have served as Chairperson during this period. The Board would like to thank the Whyalla City Council for the tremendous support they give to Hockey and our facility. In 2012 we received a grant from the state government to replace the playing surface and watering system at the Whyalla Hockey & Sporting Community Club facility. On behalf of the membership I would like to thank the Minster and staff of the office of Recreation & Sport for their support in securing this money. This year the Board committed funds in its budget to some much needed projects, they being, Cricket Nets, Gardening improvements, Solar panels, Upgrade of the kitchen and Player / coaches boxes on the main turf, these will be of a great benefit to the facility’s. In closing I would like to extend a very big thank you to our sub committees and volunteers your commitment to WHA is fantastic. 9. WHYALLA HOCKEY ASSOCIATION The Board has been active in many areas this year, with the main goal of bringing the practices of the association up to current standards and to increase the usage of the facility. The Association has completed a few constitutional changes, aimed at aligning the constitution with our goals of how the association should be managed. New Hockey Rules were also introduced in 2013, with the aim of aligning us with current HA & HSA rules.. This year also saw the implementation of the boards new sub committee, “Whyalla match committee” to governor the day to day running of hockey in Whyalla. This new committee has still a way to go in its development, but continues to show that the WHA Board has made a good decision in its formation. The board have undertaken a strategic planning process to align the association resources to deliver a sustainable organisation under the destination of ‘By 2016 we will be the Premier Hockey, Sporting & Community Organisation in the region’. The Strategic plan is focussed on delivering a strategic initiatives covering all aspects of our organisation, encompassing Finance, Hockey, Grounds and Sporting Facilities, Community Facilities, Growth and Capability. With the contribution from our membership we have developed a list of initial targets and potential initiatives, which are being assessed and prioritised in line with budgetary and destination outcomes. The association is continually looking for ways to recognise and reward its many volunteers, this year the Board introduced three new initiatives, Sponsors night, Volunteer’s day and the implementation of new awards.
Sponsors Night – Sponsors V Vets. One major initiative was to attain a full club liquor licence which would mitigate risks and increase flexibility in utilising our facilities. This was achieved in August. We also engaged with Clubs SA in undertaking audit of our Management Plan & facility, and continue to work on our full compliance to the revised Liquor Licencing Requirements, which has been progressing, with completion pending the outcome & requirements of our full club licence application.

The board had also undertaken appropriate reviews of our policies and procedures form a regulatory perspective but to also align with accreditations (ie Good Sports etc). We recognise the contribution of our membership in these outcomes and thank them for their support. The WHA Board is continually looking for ways to fully utilise our complex and have actively sort out other affiliated clubs to join us. This year we have increased the number of clubs that use our complex as their home by five, bringing the overall membership base of the Whyalla Hockey & Sporting Community Club to over 930. 2013 Hockey SA Regional Association of the Year Award This award honours the association that has excelled over the past twelve months by encouraging more people to play hockey, has a proven track record working with schools, and produces good standards of practice, safety and association governance.

WHYALLA HOCKEY ASSOCIATION This association has been a leader in our country areas providing many state and premier league athletes and in the past twelve months has upgraded their facilities by over $700K including turf replacement and watering system. They have also introduced through their OPAL funding “Healthy Food Nights” for 160 juniors throughout the year at their trainings. Congratulations Whyalla Hockey Association on winning this Award. Again the Association has been active in its search for suitable grants to apply for, for the many projects we have targeted for improvements. Grant funding success. 1. We are at present building our Cat 3 grant application for the 2014 rounds, with the main part of the project being a building of a new clubroom.

CLUB Whyalla Hockey Association Capital Upgrade 2013 After 15 years, drum roll! The Whyalla Hockey Association has a new artificial turf hockey pitch! Thanks to a bank loan, a significant grant of $270,000 from the State Government, over 3000 hours of hard work from a team of over 100 volunteers, and approximately $160,000 of “in kind” support from local businesses & the Whyalla City Council, Whyalla now has a quality playing surface that is sure to impress! Designed and installed by Teamsports, the Aquaturf PE was selected for its durability of over 10 years, exceptional playing surface, and affordability. Six water cannons have been installed to lightly water the playing surface which improves ball control for players, and reduces abrasion. The Whyalla Hockey Association wishes to sincerely thank all the businesses and volunteers who have so generously contributed to the upgrade!
The completion of new turf upgrade was celebrated on Friday the 26th of April with a keynote address by former Hockeyroo champion and three time Olympic gold medallist Rechelle Hawkes. This was followed by the official turf pitch opening by Hawkes at lunch time on Saturday 27th of April.

Summer Twilight Bowls
With the very generous support of Sudel Industries as our major sponsor for the next Six (6) years, the board is very happy to see the introduction of the Summer Twilight Bowls Competition, held over the summer months. We had 14 teams registered in 2013 -14 season and we are looking at ways we can expand next year.

Whyalla Hockey & Sporting Community Club Cash Raffle 2013
The 2013 Raffle has increased by 150 tickets to 550 and the prize money is up by $1,000, due to the great take up offer from the clubs. We have now been able to offer Clubs $11 per ticket sold. This has now become a great revenue stream for each club involved and is now considered a annual event by the board. Our long term goal for this raffle is to get to Major Raffle status and 1000 tickets.

This year we have introduced the Whyalla Hockey & Sporting community Club Page in the Tuesday and Thursday editions. We also introduced a publicity Officer to our growing list of positions. HOCKEY COMPETITION REPORT 2013 season was delayed due to the upgrade of our turf pitch, the delay caused us to drop from this year’s program the preseason and Telstra Cups to enable us to still fit in our 15 round minor round season. 12. UMPIRING REPORT In 2013 the WHA introduced as part of the match committee initiative a Umpiring coordinator, this position was filled by David Burd, who done a great job setting up parts of our new rules and starting the education process of our umpires. We had a great response from each club and their members to the education nights and we now also have three people who can assess of Hockey Ed umpires as members complete their online training. Disappointedly David left Whyalla during the season and we have not been able to find a suitable replacement to carry on this task. This is an area that we need to improve on, so we can continue to grow our umpires in the game of hockey.

13. DEVELOPMENT REPORT Emerging Athlete Program (EAP) Hockey SA started its Emerging Athlete Program (EAP) for 2013 on August 28. The program was targeting South Australia's elite players identified to have the potential to be selected into the South Australian Sport Institute (SASI) program and Hockey Australia's Junior National programs. The program provided weekly technical coaching for field players and goalkeepers including fitness testing and individual development plans for each athlete. The squad will be divided into a Junior and Senior squad for each training session. 2013 EAP Invited Athletes

Hockey SA 2013-2014 Academy Program – a part of the Hockey SA Development Pathway The Hockey SA Academy Program provides athletes identified to have the potential to become an elite athlete within the next three to five years with technical coaching provided to support current and aspiring state level players. The program consists of six regions across the state - one metropolitan and five regional. The structure of the program varies between the regions to cater for the region’s individual needs. Academy Coach Role Description: Academy Coaches will be responsible for delivering the Hockey SA Academy program to their respective region and selected athletes. They will work with Hockey SA in developing their regions rising stars, carrying out on-going talent identification and supporting players preparations for State Trials and National Championships. 14. ONESTEEL & ARRIUM MINNING JUNIOR HOCKEY
PROGRAM REPORT Once again the Whyalla Hockey Association would like to thank OneSteel and Arrium Mining for their partnership with us in the development and the implementing of our Junior Hockey in Whyalla Program This year we changed the program slightly, these changes were made from our experiences and learning’s from running our first ever program in 2012. We now have a four part plan. Part One – Introduce over a six week program during term four, school children to hockey. We had a total of 185 attendees, with an average of 30 per week. With approximately 95% being non hockey playing children.

Part Two – Through OneSteel and Arrium’s support we were able to purchase equipment, which has been distributed among the Whyalla schools, for use by the physical educators in school lessons.

19. SUMMER HOCKEY REPORT The 2013-14 summer hockey competition again was a huge success. The twelve weeks of competition were successfully completed with no forfeits and only one round cancelled due to the Heat Policy. The competition was split into two divisions with six teams each. Playing numbers were in excess 120, with approximately 15% being non-affiliated members of the WH&SCC. Spectator attendance numbers had increased on past seasons; these were helped by the introduction of Counter Meals. The Winners of the Division 1 Competition were The Shield & the Division 2 winner, Fire Breathing Penguins.

I. Summary of Significant Accounting Policies
a) Basis of Preparation
The financial statements are special purpose financial statements prepared in order to satisfy the financial reporting requirements of the Associations Incorporation Act (SA). The committee has determined that the association is not a reporting entity. The financial statements have been prepared on a cash basis of accounting. The cash basis of accounting recognises transactions and events only when cash (including cash equivalents) is received or paid by the entity. Financial statements prepared under the cash basis provide information about the sources of cash raised during the period, the purposes for which cash was used and the cash balances at the reporting date. The measurement focus in the financial statements is balances of cash and changes therein. The following material accounting policies, which are consistent with the previous period unless otherwise stated, have been adopted in the preparation of the financial statements.
b) Cash and Cash Equivalents
Cash and cash equivalents include cash on hand, deposits held at call with banks, other short term highly liquid investments with original maturities of three months or less.
c) Property, Plant and Equipment
Property, plant and equipment are recorded at cost in the year cash is paid, Depreciation is not recognised over their useful lives to the association.
d) Goods and Services Tax (GST)
Revenues, expenses and assets are recognised net of the amount of GST, except where the amount of GST incurred is not recoverable from the Australian Taxation Office (ATO). In these circumstances, the GST is recognised as part of the cost of acquisition of the asset or as pa1t of an item of the expense. Receivables and payables are stated inclusive of the amount of GST receivable or payable. The net amount of GST recoverable from, or payable to, the ATO is included with other receivables or payables in the statement of financial position.
e) Receipt of Goods and Services In-Kind
Goods and services received in kind a re recorded at the value of these goods and services as per the valuation of the committee. Most Goods and Services received i n kind are reciprocated as sponsorship as providers receive promotion and advertising by the association to a reciprocal value. This report expresses activity solely from the bank accounts of the Whyalla Hockey Association Senior committee unless expressly identified otherwise. We have audited the accompanying financial report, being a special purpose financial report, of the Whyalla Hockey Association lnc (the association), which comprises of a statement of Receipts and Payments and Cash Balances for the year ended 3151 December 2013. Committee's Responsibility for the Financial Report The committee of the association is responsible for the preparation and fair presentation of the financial report and have determined that the accounting policies used, are consistent with the financial reporting requirements of the Associations Incorporation Act and are appropriate to meet the needs of the members. The committee's responsibilities also include establishing and maintaining internal control relevant to the preparation and fair presentation of the financial report that is free from material misstatement, whether due to fraud or error; selecting and applying appropriate accounting policies; and making accounting estimates that are reasonable in the circumstances. Auditor's Responsibility Our responsibility is to express an opinion on the financial report based on our audit. No opinion is expressed as to whether the accounting policies used, are appropriate to meet the needs of the members. We conducted our audit in accordance with Australian Auditing Standards. These Auditing Standards require that we comply with relevant ethical requirements relating to audit engagements and plan and perform the audit to obtain reasonable assurance whether the financial report is free from material misstatement. An audit involves performing procedures to obtain audit evidence about the amounts and disclosures in the financial report. The procedures selected depend on the auditor’s judgment, including the assessment of the risks of material misstatement of the financial report, whether due to fraud or error. In making those risk assessments, the auditor considers internal control relevant to the entity's preparation and fair presentation of the financial report in order to design audit procedures that are appropriate in the circumstances, but not for the purpose of expressing an opinion on the effectiveness of the entity's internal control. Our audit also includes evaluating the reasonableness of accounting estimates made by the committee, as well as evaluating the overall presentation of the financial report. No opinion is expressed as to whether the accounting policies used are appropriate to the needs of the members. The financial report has been prepared for distribution to members for the purpose of fulfilling the committee’s financial reporting obligations under the Associations Incorporation Act. We disclaim any assumption of responsibility for any reliance on this report or on the financial report to which it relates to any person other than the members, or for any purpose other than that for which it was prepared. We draw attention to note 1 which highlights the basis accounting used by management and the l imitations on the accounts contained within this report. We believe that the audit evidence we have obtained is sufficient and appropriate to provide a basis for our audit opinion.

Independence
In conducting our audit, we have complied with the independence requirements of Australian professional ethical pronouncements.
Qualification
Whyalla Hockey Association Inc has not established an effective system of internal control over the recording and banking of income. We have been unable to verify income until its initial entry in the accounting records. Accordingly, our audit in relation to all income and associated cash expenditure was limited to the amounts recorded in the accounting records.
The association is responsible for the preparations of their Goods and Services activity statements and we have not reviewed the appropriateness of the committee’s interpretation of its obligations with respect to GST and have been limited to amounts paid to the appropriate government department.
. The Whyalla Hockey Association Incorporated operates numerous committees this repot1is limited to the activities of the senior committee.
Qualified Auditor's Opinion
In our opinion, subject to the effects of such adjustments, if any, as might have been detern1ined to be necessary had the limitation discussed in the qualification paragraph not existed, the financial report of Whyalla Hockey Association Inc. presents fairly the receipts and expenditure for the year ending 3 I December 2013 and its associated cash balances as at this date in accordance with the cash basis of accounting.
