    The Key areas main operational objectives are:

    improving bachelor and master programmes in line with NQF in higher education

    expanding learning opportunities and innovation in higher education

    enhancing innovation, cooperation and networking among higher education institutions, the business

    community and research centres.

    Operations Increasing the access to university education

    Developing competence based university education (bachelor and master programmes)

    Supporting networking of universities, research institutes and enterprises for developing

    university education, entrepreneurship, continuing training of researchers, incentives

    and career development in research.

    The target group of a project funded under the current call for projects will consist of:

    - Total project eligible value will be minimum 500.000 eur and maximum 3.000.000 eur- Project implementation period min 6 months and max 18 months- Minimum eligible contribution of the beneficiary: 21% for public bodies financed by national

    budgets, 5% for private for profit organisations, 2% for local public administration and NGOsUnder this call for proposals will support the activities and projects aiming interventions, such as:

    - improve opportunities for career progress through training programs in order to access a higherlevel of professional development, particularly for teachers in preschool and primary education;

    -

    development of occupational mobility programs for teachers, paying special attention to thosewho work in rural communities and Roma communities;

    - development of professional skills for teachers in the education system by regular attendance attraining programs in accordance with the relevant provisions of the Education Law nr.1/2011 and

    its subsequent amendments.

    This call for proposals supports the following operational objectives:

    Career development opportunities and support for teachers in order to ensure a high level of

    qualification.

    Projects supported under this call for proposals will contribute to the following indicative operations:

    - Initial and continuing education of teachers and human resources from education and initial professional

    training, including training in partnership with companies;

    - Support for Mobility and reconversion to programs of teachers to non-teaching activities.Target group

    - Teachers of education - at least 1,000 people;Eligible activities

    - Elaborating/updating/revising/testing/implementing methodologies, procedures for qualityassurance/accreditation in teachers and trainers training

    - In this call for proposals are promoted initiatives aimed at facilitating labor market insertion ofgraduates of secondary and higher education. Will be funded learning activities in the workplace

    (internships practice to a potential employer),professional counseling and guidance services- Total project eligible value will be minimum 50.000 eur and maximum 499.999 eur- Project implementation period min 6 months and max 18 months- Minimum eligible contribution of the beneficiary: 9% for public bodies financed by national

    The projects in the current request for proposals will include mandatory counseling and professional

    education system, which will include interventions such as:

    PRIORITY AXIS 2 Linking life long learning and labour market

    Key Area of Intervention 2.2 Preventing and correcting early school leaving

    Within this call for proposals will be supported, activities and projects aimed exclusively at

    operations:

    - Remedial / Corrective - by developing educational programs to reintegrate those who have left school

    early, "second chance" education for people who have left school.

    - Total project eligible value will be minimum 50.000 eur and maximum 499.999 eur- Project implementation period min 6 months and max 18 months- Minimum eligible contribution of the beneficiary: 15% for public bodies financed by national

    budgets, 5% for private for profit organisations, 2% for local public administration and NGOsThe target group of a project funded under the current requests for proposals shall be

    composed of:

    1. At least 100 people if the project is addressed to people who have not completed compulsory

    education and have exceeded with at least 4 years the adequate age for the non-graduated class

    (primary school or combined variants with people who have not completed lower secondary education).

    or

    2. At least 80 people when the project is aimed at people who have not completed compulsory

    education and have completed primary education but have not completed lower secondary education.

    Within this call for proposals of strategic projects, the eligible target group includes the

    following categories:

    1. People who left school early (according to EUROSTAT definition);2. People previously detained3. Juvenile delinquents;4. Persons who have not graduated the compulsory education;5. Staff involved in developing and implementing "a second chance" educational programs.

    To clarify the categories of target groups considered in this call for proposals, please see the

    following:

    1. People who have left school early /have not completed compulsory education are:1.1.Persons who have not completed compulsory education and have exceeded with at least 4 years the

    adequate age for the non-graduated class (according to Order of Ministry of education

    no.5248/31.10.2011 on the application of the "Second Chance" program) and which is in one of the

    following situations:

    (i) have not completed any class from the primary school;

    (ii) have abandoned on the way and have exceeded the legal maximum age for re-enrollment in

    primary education.

    1.2 Persons who have not completed compulsory education and have completed primary

    education but have not completed lower secondary education (are taken into considerations persons

    who did not graduate compulsory school, aged more than 25) (according to the Educations ministrys

    methodologies, have minimum 14 years old) and being in one of the following situations:

    (i) did not go to any class from lower secondary education;

    (ii) have completed some secondary education classes (V, VI, VII), have abandoned along the

    way and have exceeded the legal maximum age for re-registration in secondary education, full

    time classes.

    1.3 People who have left school early are those who are aged between 18-25 years and falling to one of

    the categories in 1.1 or 1.2.

    2. Staff involved in developing and implementing "second chance" educational programs -

    categories of teachers / specialists / trainers who, through the specific of the held studies show that can

    perform specific tasks with psychological pedagogical / social specific, intended for people who have not

    completed compulsory education.

    Eligible activities

    In accordance with the Framework Document for Implementation of POSDRU 2007-2013, this call forproposals are eligible the activities listed below, grouped in mandatory activities, main and secondary

    activities.

    All applications submitted under this call for proposals will necessarily include the following

    activities eligible for the eligible target group, which will directly contribute to the achievement of

    the program:

    1. Develop and provide remedial education activities (validation of previous learning, detecting gaps in

    training, remedial classes, psychological and vocational guidance, coaching etc.).

    2. Develop and deliver activities such as "school after school" (literacy classes and numerical skills

    training etc.).

    3. Provide flexible education programs like "second chance" which pursues gaining basic skills andpersonal skills for those who abandoned / left school, including adults;

    Warning: second chance educational programs will be conducted in accordance with the effective

    legislation.

    The main activities are activities that contribute directly to the achievement of the program.

    Main activities:

    1. Develop and provide guidance, counseling and educational assistance to correct the phenomenon of

    early school leaving / dropout;

    2. Develop and implement innovative methodologies and tools that address early school leavers;

    3. Support for development of non-formal and informal learning for early leavers / dropouts;

    4. Support for training and development staff who work with early school leavers and adults in "second

    chance" education programs, including counseling, psycho-educational and health;

    5. Develop specific actions to improve and promote social skills to facilitate the social integration of

    early school leavers;

    6. Develop specific actions for improving and promoting special skills to facilitate the social integration

    of "second chance" adult education;

    7. Developing / updating / revising / testing / implementing tools to correct the phenomenon of early

    school dropout;

    8. Reintegration of young offenders in education;

    9. Support activities aimed at introducing an approach that integrates the principle of gender and

    chances equality in the instruments and mechanisms of reintegration of those who have left school

    early;

    10. The introduction of specific training on gender equality, chances equality, non discrimination and

    respect for diversity;

    11. Integration within the tools and methodologies developed, the principle of sustainable

    development, to increase awareness of environmental issues and pollution prevention, change

    management, etc..;

    12. Develop and implement ICT training sessions, language courses for target groups;

    Secondary activities:

    1. Promoting and supporting the development of a partnership school-community-parents and creation

    of integrated educational activities in partnership to prevent abandonment, especially in upper

    secondary education;

    2. Creating, developing and strengthening networks and partnerships between schools,

    local institutions, employment services, social services and health, etc.., Including virtual partnerships

    and networks in the educational reintegration of those who left school early;

    3. Develop research, studies, analyzes and surveys in early school leaving, low participation rate ineducation and to support increased flexibility in "second chance" education ;

    4. Establishment, development and strengthening of networks, partnerships, including virtual

    partnerships and networks, to reduce the phenomenon of leaving the school, including the

    development of specific procedures for collaboration, information transfer, creation and use

    of databases, definition of joint activities, extension of networks, etc...;

    5. Innovative activities, interregional and transnational correcting early school leaving;

    6. Exchange and transfer of good practices, study visits, seminars, conferences;

    7. Accreditation / authorization of training/ educational programs designed for vulnerable target groups.

    PROGRAM INDICATORS:

    (a) The output indicators (output):No. of participants in education programs such as "second chance"- the number of people who

    have not completed primary and / or lower secondary education, and participating in programs aimed at

    supporting children / young people / adults to complete and completion of education basic compulsory

    education ("second chance" program type).

    (b) Result indicators (result):

    The share of graduates of "second chance" educational programs (%) - Represents the ratiobetween the number of people who have not completed primary and / or lower secondary

    education, and who have exceeded with at least four years the schooling age appropriate to

    level of the studies and obtained a certificate of graduation, after following the completion of a

    program aimed at supporting children / young people / adults to complete and finalize the

    compulsory basic education ("second chance" program type) and the total participants in

    education programs such as "second chance".

    Note: to calculate this share, will be made the collection from the beneficiaries of the indicator

    Result indicators (result):

    Number of graduates of "second chance" educational programs - corrective measures for earlyschool leaving - the number of people (aged 18 to 25 years, according to EUROSTAT), who have

    not completed primary and / or secondary lower education and have graduated / completed a

    program that aims to support children / young people / adults to complete and finalize

    Number of certified participants in training - corrective measures of early school leaving - thenumber of people (aged 18 to 25 years, according to EUROSTAT) who have not completed

    primary and / or lower secondary school and who obtained a graduation certificate following a

    program which aims to support children / young people / adults to complete and finalizecompulsory basic education ("second chance" program type).

    Transnational partners involved in the project - preventive measures of early school leaving /corrective measures of early school leaving - Represents the number of transnational partners

    involved in projects funded under this KAI. The transnational partner organization means a

    member of the European Union (excluding freelancers, equivalent or similar entities - self-

    employed, individual enterprises, etc.), legally established in the country of origin, performing

    relevant activities in the project and which has in its main activities the activities of the project

    for which is a partner.

    The eligible target group

    Within this call for proposals, the eligible target group includes the following categories of

    people:

    Employees (excluding authorized persons who carry on economic activities, family business and

    individual enterprises).

    Projects which aim to include in the target group the workers un-qualified in the field of their

    work or with low qualifications will receive additional points (see the Selection criterion 1 - Relevance,

    sub-criterion 1.5, Annex 2 - Evaluation Grid - Phase B, in this guide).

    Given that continuous training activities eligible under the current requests for proposals are

    only those for qualifications and / or retraining, we wish to recall that vocational training aimed atinitiating or specialization / perfecting employees or managers is not eligible for funding in the main

    intervention sector 2.3 Access and participation in CVT.

    !!! The target group eligible under this call for proposals includes only EU citizens residing or legally

    resident in Romania, employees in Romania.

    In the assessment of the eligible value of the project, in the application form, at the description

    of the target group, it is imperative to mention:

    Number of people who will benefit from the continuous training program / programs;

    Name of qualification / qualifications for which will be the training;

    Qualification level / levels for which will be the training.

    Eligible Activities

    Within this call for proposals are eligible the following activities:

    A.1. Support for employees to qualify / re-qualify by:

    A.1.1. participation in authorized CVT programs, held in Romania or in the EU, for gaining a

    (new) qualification or for increasing the qualification levels (transition from one level of

    qualification to another higher level of qualification).

    A.1.2. certification of skills acquired in CVT programs;

    A.1.3. validation and certification within the authorized centers for evaluation and certification

    of professional skills gained in other contexts than formal;

    A.1.4. informing regarding the opportunities for qualification / requalification for employed

    persons;

    A.1.5. exchange of experience and dissemination of good practices, which are support elements

    in vocational training programs for qualification/requalification.

    A.2. Activities of development, implementation, monitoring and evaluation of CVT programs

    - Developing measures for promoting occupational and geographical mobility of rural labour force in

    order to take up all existing employment opportunities and to increase the regional cohesion

    - Developing measures for improving the environment in rural areas and the health condition of the rural

    population, aiming at increasing its motivation, availability and opportunity to participate on the labour

    market

    - Supporting dependent family members, assistance services and other associated activities that enablethe individual to participate in the labour market

    - Promoting programmes that support and encourage business startup in nonagricultural activities.

    In this call for proposals the eligible target group consists of people residing in rural areas and belong to

    one of the following:

    - Inactive persons- Jobseekers- Unemployed, including young unemployed (age 16-24) and long term unemployed (young

    unemployed aged 16-24 after 6 months of unemployment and adult unemployed aged 25-64

    after 12 months of unemployement)

    -

    Persons involved in subsistence agriculture in rural areas- Managers and employees from the rural areas.

    Main activities

    1. Providing information and counseling, career counseling, counseling for personal developmentand other support services, especially for new entrants to the labor market and their family

    members in order to facilitate their occupational and geographic mobility;

    2. Providing professional training programs for people in rural areas, except for qualification orrequalification employees in agriculture order to increase employability by improving the skills

    and competencies required in the labor market, including training programs for the purchase of

    Providing training programs in non-agricultural sectors, including training programs to improveskills and competencies needed in the market work for persons employed in subsistence

    agriculture and / or people in rural areas, in order to outplace these persons; providing training

    4. Provide training programs that integrate modules on health and safety at work (including thelimitation of risk factors at the workplace);

    5. Develop and deliver training programs for development of entrepreneurial skills, to promotebusiness in rural areas;

    6. Providing job placement and other employment services like informing, awareness raising,guidance, counseling, motivational activities, support in finding a job, job fairs, job clubs

    organized in rural areas;

    Counseling and support to start self-employment or starting a business in rural areas, includingassistance on how to access and use of micro-credit, with a special focus on women;

    8. Assessment of competences acquired in informal and / or non-formal contexts of people in ruralareas, in order to certify the knowledge, skills and abilities for non-agricultural activities;

    9. Training programs for managers and specialists in management of rural human resources,including efficient management of human resources, safety and the environment, equal

    society and in particular in massmedia

    4. Training aimed at business startup for women5. Activities on gender mainstreaming addressed to all administrations, central and local authorities

    and social partners

    6. Activities aiming at combating inequalities, especially based on ethnicity, disability and age group7. Creation/reinforcement of committees and/or officers in the position of guaranteeing the

    governance of equal opportunities principles in local policies (i.e. training on gender equality and

    equal opportunities principles and the need to observe them in the decisions taken by local

    authorities, firms, schools etc.)

    8. Support for the creation of womens professional and interprofessional networks9. Activities aimed at the socialeconomic inclusion of women who experience a social disadvantaged

    condition10.Support for the establishment of formal groups at local level (gender equality committees, equal

    opportunities commissions etc.) where the good practices on equal opportunities developed by local

    administrations and local productive sectors (also at national and transnational level) are examined

    11. Innovative, interregional and transnational activities devoted to the exchange of good practices inthe field of equal opportunities

    1. Information and awareness raising campaigns and exchange of good practices including inschools and businesses;

    2. awareness Raising campaigns to promote health, prevent health risks and so on;3. Campaigns of awareness raising and combat trafficking of persons and violence against women

    and children;

    4. Promote gender equality approach / opportunities and awareness raising campaigns for thepeople in charge of policy, people in public administration, social partners and public / private

    partnerships with responsibilities in labor market policy and territorial governance;

    5. Campaigns to promote success stories of women in positions of management of publicinstitutions, boards, companies and employers' associations;

    6. Research and studies on gender differences in terms of professions, career and income;7. Research and studies on gender-based segregation in the labor market (ie occupational

    segregation of women in the health sector or occupation the inferior position of women in the

    labor market);

    8. Studies and analysis of good practices on gender equality, developed other programs at centraland local level;

    9. Develop guidelines for a better understanding of the principle of gender equality and theregarding mainstreaming gender in public administration central and local levels;

    10.Accompanying activities - Developing and providing care children and dependents, both toprovide support for activities professional women and to develop an area for job creation

    employment.

    11.Accreditation approval of the training / education for people from target groups.
