    PRE-GAMES

    Introduction

    The Games Organizing Committee and sta o Special Olympics Texas arepleased to provide you with this inormation guide. We hope that your entire

    delegation experiences the very best in hospitality, competition and services.

    This handbook provides useul inormation; take time to review it and theenclosed computer printout thoroughly beore you leave or the 2012 WinterGames. I you have any questions or problems, immediately contact the chapterheadquarters at 800.876.5646 ext. 2943, rather than waiting until registration.Please do not bring any athlete or coach unless they are listed on the computerprintout. Additional copies o this book will be available at registration.

    We are all here to enjoy the competitions and special events; however, withmore than 2,500 athletes and 300 coaches participating in this event, problemsmay arise. I you have a concern or complaint, please voice them to theappropriate sta member or event director. They will be on-site during thecompetition and special events. These people will be identied with Gamescredentials.

    We look orward to seeing you at the 2012 Winter Games. For continued

    Beore Leaving or the Winter Games

    We urge each delegation, beore leaving or the Games, to double-check or theollowing:

    Each individual article o clothing, equipment, medication, etc. should beindividually and clearly marked with the persons rst and last name and teamname.

    Every delegation volunteer must go through the volunteer registration process

    beore arriving at the Games. That means every head o delegation, coach,chaperone, coaching sta member, bus driver, and Unied Sports partner musthave a current signed Class A Form on le in the chapter oce, and must havecompleted General Orientation and Protective Behaviors. Every competingUnied Sports partner must also have a current, signed Unied SportsPartner Form on le in the chapter oce.

    What You Need To Bring

    We would like each participant to bring only the essential clothing and supplies,which should include the ollowing items:

    Toothbrush and toothpaste

    Soap and shampoo

    Clean change o clothes or each day

    Athletic shorts, jerseys, shoes or other appropriate sports attire

    At least three pairs o sweat socks

    Alarm clock

    Combs, brushes, sleepwear and other needed personal items

    Clothes hangers

    Any needed medication

    Water jugs and canteens

    One nice outt or the dance

    Make sure the participants have their personal items clearly marked. Please beaware that athletes must wear the appropriate ootwear and uniorm/clothingas allowed by the National Governing Body, Special Olympics Rules and theSpecial Olympics Texas Inormation Guide. Competitors who violate this rulewill be disqualied.

    15-Passenger Van POLICY

    For the last several years, we have shared communication with you regardingthe dangers o 15-passenger vans and Special Olympics, Inc.s (SOI) policy

    regarding the use o 15-passenger vans to transport Special Olympics athletes,coaches and volunteers to and rom Special Olympics events. Special OlympicsTexas has developed the policy statement below in response to SOIs directive.Special Olympics Texas (SOTX) volunteers/delegations that use SOTXs nameto solicit unds or use SOTXs ederal tax identication number are prohibitedrom using 15-passenger vans to transport athletes or other individuals to androm SOTX events. SOTX strongly discourages volunteers/delegations thatdo not use SOTXs name to solicit unds or do not use SOTXs ederal tax

    identication number (3rd Party organizations) rom using 15-passenger vansas transportation to or rom SOTX activities/events.

    SOTX recognizes that it is up to each 3rd Party organization to decide whetheror not they will use 15-passenger vans. I a 3rd Party organization still uses a15-passenger van as transportation to an SOTX event, the organization mustcertiy that they do NOT use SOTXs name to solicit unds or use SOTXsederal tax identication number, and they also understand and certiy that:

    Anyone operating a 15-passenger van owned by the 3rd Party organization

    or the purpose o transporting SOTX athletes or other persons to or romSOTX activities is acting as the employee or volunteer o the organization,and not on behal o SOTX.

    The drivers operation o the 15-passenger van will be considered tobe in the course and scope o the drivers employment or volunteerresponsibilities or the 3rd Party organization, and not or or on behal oSOTX.

    3rd Party organizations that operate 15-passenger vans should comply

    with the applicable saety standards promulgated by the National HighwayTrac Saety Administration (NHTSA).

    SOTX must have on le an executed 15-Passenger Van TransportationCertication Form rom the 3rd Party organization.

    All approved 3rd Party organizations must display an SOTX tag/identication on the vehicles rear-view window, when attending an SOTXtraining and/or event.

    Any volunteer/delegation, which does not have a 15-Passenger Van

    Transportation Certication Form on le with SOTX, and who uses a15-passenger van as transportation to an ocial SOTX activity (training,competition, special event, etc.), will receive a warning/citation or the rstinraction. A second inraction will result in the volunteer and/or delegationo athletes not being allowed to participate in the SOTX activity(s)/competition(s). This restriction includes activities/events/trainings/competitions at all levels o the organization: local, area, and state/chapter.Coaches who violate this policy will be subject to sanctions (Page E-4 o theSOTX Inormation Guide).

    WINTER GAMES REGISTRATION

    Registration and Check-In Procedure

    Registration will be held on Thursday, February 9, 2012 rom 4:30 p.m. to6:30 p.m., and will resume immediately ater Opening Ceremonies or onehour. Opening Ceremonies will take place rom 7:00 p.m. to 8:30 p.m. (seespecial events section or details).

    Late registration will be held at Showplace Lanes on Friday, February 10, rom8:00 a.m. to 12:00 p.m.

    Teams should check into their hotel prior to Winter Games registration. Each

    head o delegation must complete an o-campus hotel inormation ormwith the hotel name, cell phone numbers and room numbers or the supportpersonnel in their delegation (coaches, chaperones, etc.). This inormation isvery important in the event o an emergency.

    Registration Stations

    Regional Registration StationsRegistration stations will be set up or each region (North, South/Central,

    East, and West). The head o delegation will pick up their delegationpacket at their regional table. The HoD will submit their O-CampusHousing Form and Aquatics Liability Form at this station.

    Accounts Payable/Finance StationAll teams must register rst at their regional (North, South/Central, East,and West) registration station. Payments must be made at this station.Scratch orms will be handed in at this station.

    Event Troubleshooting StationAny delegation that needs to resolve problems relating strictly tocompetition (such as assignment to proper events) should report to theevent troubleshooting station. Competition committee members will beavailable to make changes. Missing wristbands will also be available at thisstation.

    Computer PrintoutTake the time to check the computer delegation report against your records.Only those athletes and coaches who appear on the printout are registered.Athletes will only be allowed to compete in those events that appear nextto their name. There are NO walk-ups during the meet. Corrections tothis inormation are due back to the chapter oce, attention: Jo Bradley, byThursday, January 26, 2012.

    Please note:You CANNOT substitute athletes.

    You CANNOT add athletes.

    You CAN delete athletes and request a reund in writing.

    You CANNOT add coaches.

    You CANNOT delete coaches.

    You CAN substitute any delegation volunteer or the same gender (and othe same classication or coaches) on a 1-to-1 basis.

    You CANNOT have athletes stay with the ocial delegation unless they areregistered to compete in the 2012 Winter Games.

    Requests or reunds must be submitted in writing. Scratch orms will beavailable at registration and must be submitted there. Reunds will not beprocessed without the scratch orm with wristbands attached. The chapteroce will issue all reunds.

    Important

    CredentialsAthletes, coaches and heads o delegation will be issued ID wristbands(credentials). These credentials will include specic event inormation andathlete inormation, as well as team and coach inormation. These credentialsshould be worn at all times during the Games. The credentials will give SOTXimportant inormation i an athlete becomes injured or lost. Ocials, VIPs,security personnel, and SOTX representatives will be issued neck tags orcredentials.

    Replacement o Lost Credentials

    Athletes, coaches, and ocial delegates must report to a SOTX sta memberat their venue when a credential is lost or misplaced. A replacement credentialwill only be issued ater conrmation is made that the athlete, coach or ocialdelegate is registered or the event.

    COACHES AND HoDSHead o Delegation Responsibilities

    The head o delegation is the individual directly responsible or thecoordination and management o those athletes and coaches rom theirdelegation. He/she is primarily responsible or ensuring that athletes and othercoaches are at the competition sites and events, properly equipped and trainedor that event. Any problems related to a given athlete during the sports

    activities will be addressed to that head o delegation or other coaches underhis/her responsibility.

    Coaches Responsibilities

    Coaches coming to the 2012 Special Olympics Texas Winter Games mustaccept and carry out these responsibilities:

    Provide or the general welare, saety, health and well-being o each Special

    Olympics athlete in their charge.Be thoroughly amiliar with all inormation in this handbook.

    Provide the ollowing specic services to each Special Olympics athlete intheir charge:

    Supervision 24 hours a day, in cooperation with other coaches in theirdelegation.

    Ensure that credentials are worn at all times.

    Account or luggage and personal items at all times.

    Get to all meals at scheduled times.

    Report to competition staging areas at the proper times.

    Take ull advantage o clinics and other special events.

    Ensure that prescribed medications are taken at proper times.

    Maximize the benets achieved through participation.

    Assist in receiving and keeping track o souvenirs.

    Assemble at the proper time and place or special events.

    Report all emergencies to the appropriate authorities ater takingimmediate action to ensure the health and saety o participants.

    Attend all head coach meetings.

    Follow the standards outlined in the Coaches Code o Conduct.

    Reminder: A certied head coach must be on-site at each sports venue.Furthermore, each volleyball team must have its own certied head coach on

    the bench. The head coach o a Unied team must be dually certied in thesport and in Unied Sports.

    Coaches Access

    Coaches will be asked to respect the rules regarding access to eld o playthat govern each sport. Security personnel have been instructed to strictlyenorce this policy, so please cooperate with their instructions. Athletes usingwheelchairs and other athletes with special accessibility considerations and their

    coaches will be given special consideration only during scheduled competition.

    All delegation support personnel and athletes must wear their credentialsat ALL TIMES during the Games. These credentials will be required oradmittance to competitions, special events and other Games activities.

    COMPETITION

    General Inormation

    Athletes may enter and compete in only one sport. Each sport has specic

    limits on the type and number o events that an athlete may enter.

    Specic time schedules or each competition will be posted on our websiteby Tuesday, January 31. This will enable us to structure the schedulesto the entries actually received. The sports schedules contained in thishandbook provide the projected start and nish time or each sport. Alldelegations should plan on being available or competition at these times no exceptions.

    Protests shall not be received or considered i they are based solely ona decision involving the accuracy or judgment on the part o an ocial.Protest orms must be completed and submitted within 30 minutes o theevent in question to the venue/sport director. Forms will be available on-site.

    The Ocial Special Olympics Sports Rules and SOTX modicationsound in the SIG or on ocial SMT memos shall govern all competition.National Governing Body (NGB) rules shall apply except or when they arein confict with the Ocial Special Olympics Sports Rules and SOTX rules.

    National Governing Bodies (NGB): Bowling United States BowlingCongress; Figure Skating United States Figure Skating Association;Powerliting International Powerliting Federation; Volleyball UnitedStates Volleyball Association.

    Unifed Sports Notes

    Unied Sports bowling doubles and teams, and powerliting pairs require a

    dual-certied coach be present (even i competing) at competition and a secondcapable coaching sta member must be available to handle any protests orcompetition-related issues while the Unied Sports partner is competing.

    Unied Sports volleyball requires a dual certied, non-playing bench coach atall matches. This Unied Sports head coach is not permitted to play at anytime during a match.

    Sport Rules and Games Rules CommitteesThe Sports Rules Committee will be in place and unctioning at eachcompetition venue as designated by the appropriate governing body. Thisgroup will address on-site protests and rules interpretations as needed. Therules committee will be identied prior to the start o competition on Friday. Itis the goal o the Games Organizing Committee to address all protests at thevenue level.

    Bowling Schedule o Events

    A general schedule will be posted on the SOTX website and a FINALSCHEDULE will be posted after lane assignments are made on Tuesday,

    January 31.

    Bowling Competition Notes

    When bowling competition is completed, athletes are to REMAIN INTHE PIT AREA. Athletes will be awarded on the lanes. Upon completiono presentation o awards, the athletes will be turned over to their coach orchaperone.

    Bowling Rules Reminders

    Foul lines will be turned on or all competitions.

    Individual handicap scoring will be in eect or all levels (including doublesand teams) o competition. See SIG or more inormation.

    Except or assisted bowling, NO COACHES, CHAPERONES ORFAMILY MEMBERS are allowed in the pit area during competition.Assisted ramp bowling coaches are only allowed in the pit area while theirathlete is competing.

    A 100% rabbit percentage will be used or this event. This means that anybowler, pair, or team that averages double that o their entry score or threegames will be awarded in a heat more appropriate with their result. See SIGor more inormation.

    Bowling Coaches: Important!

    A bowling head coaches meeting WILL NOT be held at the Games.

    All volleyball awards will be presented at a designated awards area orvolleyball (skills may be an exception since awards will take place onSaturday).

    Medals will be presented to each team member whose team placed rstthrough third. Ribbons will be presented to each team member whoseteam placed ourth through eighth.

    Volleyball Rules Reminders

    All competition will be held in accordance with USA Volleyball 25 pointrally scoring rules in place.

    A game is won when a team scores 25 points and has at least a two-pointadvantage over the opponent (cap at 30).

    During medal round matches, tie-breaker games will be played to 15 winby 2 (per USA Volleyball rules), no cap.

    The classication team can determine modications or each divisionwhether a side-out or rotation ater a serve limit has been reached, and/ormodied line and net height.

    In lower level teams, classiers may assign the ollowing rules modicationsto equalize competition:

    A shortened serve line.

    A three or ve serve limit. (This rule is to prevent a good server romdominating the game.)

    All modications and proper divisioning will be determined at classication.

    The SOTX Modied Service Line Rule will be in eect. This rule statesthat the service line will be moved to 4.5 meters (14 t., 9 in.). An athletecan choose to serve rom any distance behind that line.

    Unied Sports volleyball must have a dual certied, non-playing benchcoach.

    Participation RuleIt is required that every athlete listed on the roster must play during regulationgame time. Not ollowing the participation rule will result in a oreit. Therst time it occurs during the tournament will result in a oreit o that game orthe oending team. I that team violates this rule a second time, they will beremoved rom the tournament.Additional oenses will result in possible revocation o the coachs certication.

    Coaches may indicate on their roster, prior to the start o the game, any playerswho will not play due to injury or behavior problems.

    Note: The only exception is in volleyball where each player must compete inevery match, not every game.

    Wellness Park

    Wellness Park is a Healthy Athletes event where athletes and Uniedpartners have an opportunity to receive ree health screenings and servicesin a welcoming and un environment. This year at Winter Games, health

    proessionals and volunteers will join us and oer their services or ourFUNtness and Fit Feet disciplines. The screenings are tentatively scheduledto run rom 10:00 a.m. to 4:00 p.m. on Friday, February 10 and Saturday,February 11 at Highland Mall. Enter Highland Mall at the west entrance withthe green awning acing Airport Boulevard; once inside, look or the signs. Thenal schedule or Wellness Park will be available at registration on Thursday,February 9.

    Athlete VillageTo get the most out o Winter Games, you and your athletes should attendAthlete Village. There will be a variety o amusements, entertainment andexhibits located at Highland Mall. Enter Highland Mall at the west entrancewith the green awning acing Airport Boulevard; once inside, look or the signs.Athlete Village will be open on Friday, February 10 and Saturday, February 11rom 10:00 a.m. to 4:00 p.m. We encourage all teams to visit Athlete Villageand enjoy the estivities.

    Opening Ceremonies

    Opening Ceremonies will be held on Thursday, February 9 at 7:00 p.m. atRound Rock High School; please reer to the venue map or the exact locationon campus. This venue is indoors. Entertainment will include music andceremony such as the singing o the National Anthem and the lighting o thetorch during the Law Enorcement Torch Run.

    Parade o AthletesDelegations should arrive at Round Rock High School by no later than 6:15p.m. The Parade o Athletes will begin promptly at 7:00 p.m. on Thursday,February 9. Delegations will be guided to parking upon arrival and willbe directed to the parade area at that time. Make sure that your teamrepresentatives are wearing their team colors and have their team banner withthem. Any other inormation will be available at registration.

    Victory Dance

    The Victory Dance will be held rom 7:00 p.m. to 9:00 p.m. on Saturday,February 11 at Round Rock High School. There will be an opportunity topurchase souvenirs, meet athletes, coaches and amilies rom other parts oTexas, and, o course, DANCE.

    Closing Ceremonies

    The (symbolic) Closing Ceremonies or the 2012 Winter Games will occur atthe Victory Dance on Saturday, February 11. Everyone is invited to attend.The program will consist o entertainment and music, including the departure

    o the Winter Games fame.

    Reminder: Competition will continue on Sunday.

    Family Activities

    The State Family Committee and Adult Outreach Committee will have boothsat Athlete Village on Friday and Saturday rom 10:00 a.m. to 4:00 p.m.They will oer digital photos, photo buttons, snacks and amily registration

    Regulations While at the Games

    The ollowing items will be prohibited while attending Winter Games. Theserestrictions apply to all venues and hotels. Violations o any o these regulations

    will be cause or expulsion rom Winter Games. This rule applies to coaches,athletes, and ocial delegates.

    Possession o any alcoholic beverages.

    Possession or use o any narcotic stimulant, depressant, or hallucinogenicdrugs without a doctors permission.

    Possession or use o candles, lanterns, rearms, gasoline or other volatilesolutions, explosives, reworks or other dangerous materials.

    Possession or use o any electrical heating, cooking, or ood preparation

    appliances.Gambling.

    Possession o pets or animals. ONLY CERTIFIED ASSISTANCEANIMALS WILL BE ALLOWED FOR NECESSARY USE BY THEVISUALLY IMPAIRED.

    SECURITY AND SAFETY

    The security personnel at the venues are there to help you, your athletesand other participants enjoy the Games saely. Security personnel have

    communications through the Command Center, with the Games Directorand other ocials, EMS, and the law enorcement personnel on hand. I youhave an emergency or other problem and cant nd the help you need, lookor a security member. Also, please instruct your athletes, coaches and othermembers o your team to ollow the instructions o the security members ortheir own saety. SOTX and the host hotels will not be responsible or personalbelongings lost or stolen while staying at the hotels.

    Lost and Found Athletes

    Lost athletes should be escorted to the medical station at each sports venue.The Command Center should be notied immediately.

    Lost and Found Possessions

    A lost and ound center will be located at each venue. Please turn in any itemsound to this location.

    Curew

    All athletes must be in their rooms and chaperoned by 11:00 p.m. Coachesmust not leave athletes without qualied adult supervision. Coaches areresponsible or the conduct and supervision o their athletes at all times. Allcoaches are expected to devote 100% o their time to supervising their athletes.Any athlete ound unsupervised or involved in disruptive behavior will bedisqualied rom the Winter Games. Also, the coach o that team may be

    suspended or a period o up to one year rom all SOTX events. Furthermore,the administrators o the sponsoring agency or school will be notied in writingo the inappropriate conduct o the coaches and athletes. Please help us toensure a sae and enjoyable experience or our athletes.

    First Aid

    First aid stations will be in operation at all competition and special event sites.Treatment provided at these stations will consist o American Red Cross rst

    aid procedures. NO MEDICATIONS WILL BE DISPENSED. We cannotoveremphasize the importance o consumption o water during these Games.Water (not a sot drink) is an essential component o every practice session andevent.

    In the past, there have been cases o heat exhaustion, which relate directly toinsucient liquid intake. Coaches are encouraged to bring thermos jugs or

    canteens so that water is available at all times. There will be water sourcesavailable to rell your containers. Please take advantage o this availability.Coaches are reminded to ensure their athletes have plenty o fuids during theGames.

    Any athlete or coach who requires medical attention should be takenimmediately to one o the rst aid stations. From this point, the medicalsupport team will administer appropriate rst aid and, i necessary, makearrangements or emergency examination, treatment and/or hospitalization.An EMS unit will be on call during the Games. Do not take an athlete orcoach directly to a hospital or seek medical treatment beore going to one othe above-mentioned rst aid stations. Please keep our medical support teaminormed o any problems since they are best prepared to handle them.

    Copies o athlete medical orms should be in the possession o the coach at eachdesignated venue during competition and special events.

    Hospital

    Brackenridge Hospital will serve as our primary medical acility. Allemergencies must rst go through the on-site medical team. I an athlete must

    be transported by ambulance, the coach, parent or guardian o the athlete mustaccompany the athlete. Ater treatment, the Director o Sports and Trainingmust be notied o the accident/incident.

    Health Checklist

    Coaches and parents should use the ollowing checklist or athletes competingin the Winter Games:

    Medications Each athlete or delegation member should have a complete

    supply o medications and a schedule indicating exact dosage. Should adelegation member require treatment, the medical sta must have accurateinormation so that proper treatment may be provided.

    Personal Health Items All participants should use sunscreen. Everyoneburns regardless o skin pigmentation.

    Diet A balanced diet is essential to the athletes perormance at theGames. The diet should contain extra carbohydrates (in the orm ostarches) and resh ruit and vegetables whenever possible. Athletes and

    members o the delegations should be discouraged rom eating greasy, riedor atty oods.

    Liquids Each athlete should drink extra fuids with meals and at regularintervals at the sports venues. Athletes and members o the delegationsshould always drink plenty o water.

    Medic Alert Tags Athletes who have diabetes, epileptic seizures orallergic reactions to medication should wear their Medic Alert tags at alltimes.

    Special Medical ProblemsThe Medical Committee expects coaches to know their athletes needs, and thecommittee is prepared or medical needs during the Games. The ollowing listcontains special medical problems that may occur during an athletic event suchas the Winter Games.

    Muscle Cramps These cramps usually involve the arm, leg or abdominalmuscles. Generally, the cramps begin within two hours o vigorousexercise, and oten occur during the cool down period. An athleteexperiencing muscle cramps should be taken to the nearest rst aid stationor care. Treatment or muscle cramps consists o fuid replacement withwater or a weak salt solution. An athlete who is treated or muscle crampsshould have extra rest and plenty o fuids.

    Epileptic Seizures or Convulsions Most epileptic seizures last two

    to our minutes. First aid or seizures or convulsions consists o gentlyprotecting the victim rom injuring himsel and gently turning the victimshead to the side so that saliva or vomit drains rom the victims mouth.It is important not to orce anything into the victims mouth, to call thenearest rst aid station or hotel security, and to not leave the victim alone.

    Sunburn Serious sunburns can result rom constant exposure to the sun.Protect the athletes and yourselves. Even on cloudy days, burning rays cancause damage to a persons skin. Use a sunscreen with SPF 15 or higher.The higher the SPF number, the greater the protection provided. Apply 30minutes prior to sun exposure.

    Heat Exhaustion A more serious heat-related illness than musclecramps, and is characterized by physical weakness, light headedness,conusion, nausea, and cramping. Body temperature is usually normalor slightly elevated. Any athlete who has been exposed to heat and justdoesnt eel well may be suering rom heat exhaustion. Treatment oheat exhaustion consists o moving the athlete to a cool environment,allowing the athlete to rest and fuid replacement.

    Heat Stroke Heat stroke is caused by the bodys inability to dispenseo heat properly under existing environmental conditions. This conditioncauses an athletes body temperature to rise quickly to intolerablelevels (106 F). Symptoms o heat stroke are similar to those o heatexhaustion and may include delirium, coma and seizure activity. A victimo heat stroke ceases to sweat and develops goose fesh. Treatmentor heat stroke consists o rapid cooling in an ice bath and immediatehospitalization.

    The Medical Committee eels coaches should be aware that the ollowingpredisposing actors will make heat-related illness more likely to occur:

    Illness Illnesses which make a person more susceptible to heat illnessesare diabetes, heart disease, high blood pressure and thyroid gland diseases.

    Medications Medications which make a person less tolerant o the heatinclude tranquilizers, antidepressants, diuretics, sedatives and thyroiddrugs.

    Age Young children and the elderly are more prone to heat illnesses thanteens and middle age people.

    Water Saety

    All Special Olympics aquatics training, competition and recreational sessionsshall be conducted in accordance with basic saety practices as specied inthe Sports Rules Book, section C o the aquatics section. In brie, this policyspecies that in all swimming activities, there must be a certied lieguard onduty while athletes are in the water. This policy is in place or training andcompetition as well as recreational aquatic activities, including any swimmingater competition back at the hotel pool. Each delegation must review, signand turn in the Recreational Aquatics Release Form included in your packetprior to or at registration. Coaches, parents, and volunteers need to know howimportant this policy is to the health and saety o our Special Olympics athletes.

    Insurance and Incident ReportingSOTX and SOI are interested in identiying the causes o injuries and accidentsso that preventative actions may be taken to reduce or eliminate potentialdangers. Part o this process is the reporting o all injuries or potential injuries

    on the incident report orms. An incident report orm (Special OlympicsFirst Report o Accident/Incident) must be completed in its entirety or eachoccurrence o a physical accident or incident that may result in injury to anathlete, coach, volunteer, spectator or physical property damage. The incidentreport orm is available rom the area director or responsible SOTX sta personat all Special Olympics Texas unctions, competitions or training activities.

    Procedure

    The incident report orm must be reviewed and signed by a SOTX sta personveriying that the incident occurred as reported. The orm is submitted to thearea oce, axed to the SOTX insurance carrier and axed to the chapter riskinsurance manager, Kathy McClain, at 512.835.7756. She can be reached byphone at 512.491.2933.

    The incident report orm must be completed even i no medical treatment isrequired. I the incident results in an injury and medical costs are incurred,

    a Special Olympics claim orm will be orwarded by the insurance companydirectly to the injured party. Claim orms will not be accepted by the insurancecompany without a completed incident report.

    I the incident involves a vehicle that is being used on ocial SOTX business,then the Special Olympics Automobile Loss Report is also required to becompleted in its entirety.

    Accident Insurance Coverage

    Special Olympics provides secondary insurance coverage in the event oaccidental injury that necessitates medical attention during a Special Olympicsevent. Persons insured under the policy are all members o Special Olympics,

    Inc. and Special Olympics programs, collectively and independently, includingparticipants, ocials, coaches, chaperones, supervisors and other volunteerswhose names are on le with the policy holder. Special Olympics coverage issecondary, meaning that claims are only considered ater payment by any otherinsurance coverage.

    The athlete, coach, volunteer, spectator or damaged property owner must rstsubmit all medical bills to their own accident insurance company. I unpaidbalances remain ater processing by the primary insurance company, a claim

    may be submitted through Special Olympics insurance. I the injured party doesnot have any other insurance coverage, the claim initially may be submitted toSpecial Olympics insurance.

    I, on account o injuries suered while participating in a Special Olympicsevent and within 60 days rom the date o the accident, the insured shall requiremedical or surgical treatment, including hospitalization and the services oregistered nurses or licensed nurses, but excluding dental care, the insurancecompany will pay the actual costs thereo in excess o the deductible amount(i any), but not more than the stated maximum medical indemnity, $10,000,incurred within one year rom the date o the rst such treatment.

    Coverage is provided or ainting, heat stroke and exhaustion, and any accidentwhere epilepsy or a seizure may be a contributing actor. Coverage is alsoprovided or ambulance service. No medical indemnity shall be payable onaccount o expenses incurred or eyeglasses, including prescriptions thereo.With respect to dental care, the insurance company will pay the actual cost in

    excess o the deductible amount (i any), but not more than $10,000, incurredwithin one year rom the date o accident or dental care required on accounto injury to or loss o natural teeth resulting rom such injuries, includingreplacement o such teeth, but excluding dental x-rays, provided the aggregatepayment o medical, surgical and dental treatment required on account o allinjuries resulting rom one accident shall not exceed the maximum medicalindemnity, $10,000.

    The insurance under this policy shall not apply: to the cost o medical or

    surgical treatment or nursing service rendered by any person employed orretained by the policy holder to any loss by (1) abdominal hernia, howevercaused; (2) bacterial inections (except pyrogenic inections that occur with andthrough an accidental cut or wound); (3) any orm o disease; (4) war or any acto war, whether declared or not; (5) intentionally sel-inficted injury or suicide;(6) injuries covered under any workers compensation act or similar law.

    Claims Filing Procedure

    To submit a claim to Special Olympics insurance:Complete the Special Olympics incident report orm and deliver the ormto the appropriate area director as soon as possible. (I the incident involves

    a vehicle, then the Automobile Loss Report must also be completed.)A Special Olympics incident report must be on le with the insurancecompany in order or a claim to be processed.

    I medical treatment is necessary, please notiy the appropriate area directoras soon as possible. File all claims with the primary insurance carrier, theinjured partys regular insurance.

    During area, regional and chapter events, the medical inormation oreach athlete will be available at the site o competition. This inormation,

    attached to all entry orms, will acilitate the process o completing theincident report and will assist emergency personnel in providing the propertreatment. It is the coachs responsibility to obtain this inormation romthe event or meet director in case o an emergency.

    Media Relations

    As coaches, it is extremely important that you share the stories o your athletes,amilies and volunteers with the SOTX Communications sta, so the media canbest be directed to the stories o Winter Games. As with any competition, thisopportunity can help to provide specic story ideas to local media outlets. TheSOTX sta will pitch stories to various media outlets ocusing on the Austinarea, but also including regional media.
