I have been closely involved with the Singapore Business Federation (SBF) for the past 10 years since I was first invited to join the 12-member Pro-tem Committee in 2001. This was set up to help conceive the Federation.

It was a huge task and I applaud the many persons who played a role in it. In particular, then Prime Minister Goh Chok Tong, who called for the setting up of an apex business organisation to enhance the business community landscape in Singapore; then Minister for Trade and Industry, Mr George Yeo, who conceptualised the SBF and moved the SBF Act through Parliament to establish the Federation; Mr Kwek Leng Joo, the former president of the Singapore Federation of Chambers of Commerce and Industry, who put his weight behind the idea through the support of its constituent members; and Mr Stephen Lee, President of the Singapore National Employers Federation, who, as chairman of the Pro-tem Committee, provided leadership to the formation of SBF and was chairman of the SBF Council from 2002 to 2008.

CHAIRMAN’S MESSAGE

The Federation has made steady progress over the years. Our 15,000 strong membership base has grown to 18,400 companies. SBF now organises over 400 events annually, more than eight times when we first started. In 2011, more than 60,000 individuals participated in these events, up from 10,000 in our inaugural year. More recently, we have also gained traction as an advocacy on business issues with the formation of the SME Committee.

At the core of these activities is the Federation’s endeavour to deliver greater value to our members and the wider business community. Businesses are spurred to build up their resilience and competitiveness through our programmes. We contribute to shaping policies for a more business-friendly environment. Our bigger companies are encouraged to seek growth in new markets, which we facilitate through business missions, hosting in-coming delegations and organising forums for information-sharing, networking and business matching. This approach is, as Emeritus Senior Minister Goh had stated during SBF’s launch, “our definitive response to the new realities in the business environment around us”.

There is much we have to do as the Federation enters the next decade. We are committed to be a more issue-centric organisation in partnership with government, unions, trade associations and chambers, while strengthening our international linkages to secure more benefits for Singapore businesses.

The unstinting support of our Board of Trustees and council members, both past and present, our trade associations and chambers, our SBF secretariat team, our members and the wider business community have contributed to SBF’s accomplishments over the years. This 10th anniversary is a celebration of our shared achievements with the business community. The theme, “One Aspirat10n, One Federat10n, One Jubilat10n”, alludes to the journey we have jointly taken and we look forward to charting more important milestones with you in the future.

ONE ASPIRAT10NOn April 11, 2002, the Singapore Business Federation (SBF) was offi cially launched as a successor to the Singapore Federation of Chambers of Commerce and Industry (SFCCI). This was in response to then Prime Minister Goh Chok Tong’s call for the setting up of an apex business organisation to enhance the business community landscape in Singapore, and better promote Singapore’s national interests.

This measured decision to restructure the SFCCI was discussed and supported by

2002. With the assistance of council members and the management team, he helped lay the foundation of SBF during its formative years before stepping down in 2008. As the country’s apex business chamber, the Federation acts as a bridge between the government and business community in Singapore to create and enhance a conducive business environment. It also represents Singapore businesses in bilateral, regional and multilateral fora to promote trade expansion and business networking.

the constituent members, led by Mr Kwek Leng Joo, the Chamber’s last president.

Earlier in 2001, Mr George Yeo, then Minister for Ministry of Trade and Industry (MTI), had introduced a Bill in Parliament to establish the SBF Act, which became law on 5th October. With that, Mr Lee Hee Seng, Mr Sat Pal Khattar and Mrs Theresa Foo moved over from SFCCI to become the Trustees of SBF.

During the peak of the global fi nancial crisis in 2008/09, SBF initiated a dialogue between members of the business community, trade associations and chambers (TACs), and the Ministries of Finance and Trade and Industry. Such discussions helped forge common understanding, and the S$20.5 billion Resilience Package unveiled in Budget 2009 provided many businesses with assistance. The Federation has created many such platforms since, ranging from networking sessions with ministers and other TACs to quarterly business sentiment surveys and its fl agship Budget seminar.

SBF is the Singapore secretariat for the ASEAN Business Advisory Council (ASEAN-BAC), and has a presence at the ASEAN Business and Investment Summit (ASEAN-BIS), APEC Business Advisory Council (ABAC) and Trans-Pacifi c Partnership (TPP) platforms. As the Singapore National Committee of the International Chamber of Commerce (ICC), the Federation participates in its G20 Advisory Group regional consultations in the lead-up to the G20 Summit. It is also actively involved in the Asian Business Summit, a private sector initiative. Nominated business representatives to these arenas have been protecting and advancing Singapore’s business interests and making

recommendations to regional and global leaders for the sustainable development of the region.

More recently, SBF has gained traction as an advocacy on business issues with the formation of the SBF-led SME Committee (SMEC). A list of recommendations for Budget 2012 was shared for the government’s consideration earlier this year, of which eight out of 17 items were accepted. Its work was also highlighted by Mr Tharman Shanmugaratam, Minister of Finance, in his Budget 2012 speech.

2 Business Networking and Facilitation

The single International Relations Committee set up in 2002 has spawned fi ve dedicated geographic business groups and a sustainable development industry group, to better facilitate members’ interests in the respective regions. This is in line with the Federation’s endeavour to help companies internationalise, and SBF assists them in their ventures overseas to seek out new growth opportunities. Apart from organising business missions, the business groups also host in-coming delegations and conduct forums and seminars for information-sharing, networking and business-matching purposes.

In 2011, the Federation led 19 business missions to Asia, Africa and the Americas, and received 52

incoming delegations from across the globe. Amongst these visitors were several Heads of State and Ministers, including President S. Benigno Aquino III, President Viktor Yanukovych, President Denis Sassou-Nguesso, Prime Minister Andrus Ansip and Prime Minister Nikola Gruevski. This year, SBF had the privilege of a private audience with President U Thein Sein and several of his Union Ministers during its inaugural business mission to Myanmar.

Catering to a niche but growing group of green enterprises, environmental challenges and climate change had led SBF to establish the Sustainable Development Business Group in 2009. It organises the annual Singapore Sustainability Awards, which celebrates and recognises innovative sustainable business practices.

Last year, the Singapore Sustainability Alliance was initiated, providing members with the opportunity to tap into global networks such as the International Cleantech Network and Global Cleantech Cluster Association.

Another aspect of the Federation’s work in business facilitation is its role in attracting global mid-sized companies and Asian enterprises to Singapore, as part of the Global Asia Hub (GAH) Programme, at the appointment of the Economic Development Board.

Today, in addition to SBF’s links to business chambers and organisations in some 60 countries, the Federation has also inked over 90 MOUs with its local and overseas counterparts.
