Board President Report

Greetings and Happy New Year!

Your OPA is moving forward and opening for business! With the view that facilities are a major asset of our community, which should be open to meet our members and guests needs, we have expanded the hours of service at the Community Center and the Administration Building and Sports Core Pool. These expanded hours and the new coffee house/lounge hours of service are the first steps to assure your facilities are open and available to

you. Expanded service hours are under review for the facilities which support warmer times of the year.

The recently concluded assessment of golf and food service management has led to positive action. The OPA team has implemented a major change in the Yacht Club. A portion of the first floor has been remodeled to support the opening of our new coffee house and lounge – Java Bay Café, which creates a new and comfortable environment for our mem-bers and guests. New morning and lunch menus have energized the direction of the facility. Changes for the dinner and evening hours are currently under development to include the use of the coffee house lounge area. Further, we have entered a new era in the life of golfing in our community with the addition of Billy Casper Golf to manage this crit-ical asset to enhance the experience at our course, while focusing on revenue generation and refining our expenses.

We have launched a new Pines Talk show, available on Channel 78 and the OPA web site, where Bob Thompson and I present the highlights of the latest board meeting and interview people on current news affecting the community. This show, along with E-Blast messaging, has expanded the use of technology to communicate with you, our members. The Java Bay Café is also our first of several planned WiFi public access internet network locations.

In my last article, I informed you that the federal tax court had rendered a decision not favorable to OPA. The Board, after much review and assessment, has made the decision to appeal this ruling. I will keep you informed on the progress of this appeal.

I cannot close this article without a word about our OPA staff. Faced with all the uncertainties of a simul-taneous change to a new Board and President and a new General Manager, our staff has moved forward and become even more energized to support OPA and to bring you, our members, the best service they can supply. I commend Bob and his staff for their ded-icated efforts.

General Manager’s Report

Happy New Year! Through the collaborative efforts of many it is wonderful to see the level of success we can achieve by working together. Look at all we have accomplished in a very short time. Over the last few months we introduced a new “Leaf Removal Campaign” where we took a brand new look at a very old problem. Our new plan dramatically increased the number of leaves removed, shortened the time to do it, and reduced overall costs to our Association. We opened Java Bay Café where we have been able to breathe new life into an old facility. From the new décor, the comfortable setting, our friendly staff, to the quality product, the introduction

of our new coffee house/café has been as been received well by the whole community. This is a shining example of what is possible when we all pull together. From our Board’s willingness to take a chance, to all the hard work of the entire staff, the partnering with a local business, the community’s willingness to give us a try, and the support of our local press we have created something very special. Together we have built a new community gathering place to see old friends, meet new friends, have a great cup of coffee or enjoy a great meal!

We entered a new era in Golf here in the Ocean Pines. With our new partnership with Billy Casper Golf, and the hiring of our new Director of Golf, Damian Cosby, we have laid a firm foundation for the future success of our golf course operations.

The recent hiring of our new Aquatics Director, Tom Perry, is a great way to top off a very successful four months. His years of business experience, passion and certifications in and around the water, and 26 year tenure right here in Ocean Pines should serve as a potent combination to raise our Aquatics programs to new heights.

As we round the corner into the New Year it is important we keep moving in the right direction. While we have made leaps forward over the last few months, it is important we don’t get distracted with our recent success. We have a lot of work ahead of us. We are working through this year’s budget process and I have asked our team to focus on

areas of opportunity for the 2011-2012. The focus should be providing superior service and/or a quality product at each and every opportunity as we keep a mindful eye on finan-cially sound decisions.

In addition to our budget we will continue to focus our efforts even more intensely on our long-term strategic planning. We will begin developing a plan not only to address our aging fa-cilities and infrastructure, but to help us choose the right di-rection for our community. A whole lot has changed over the last 42 years. From our inception of a gated retirement com-munity, through the rapid growth and building of so many homes, to the now mature community we call home.

We will be taking a meaningful look at different ways to in-crease the “Quality Of Life” for all of our property owners, their families and guests. Whether it be extending hours of operations, adding new programs, developing higher cus-tomer service standards or improving the quality of products we offer, we will take many new steps in the future. By doing so we will protect property values, increase the use and en-joyment of our facilities and heighten pride of ownership en-suring Ocean Pines remains a premier place to live and own property today and well into the future.

Treasurer’s ReportThe accompanying Summary Financial Report for the second quarter of the Association’s 2011 fiscal year reflects a positive variance to Budget of approximately $109,000. This positive vari-ance is about equally split between revenue and expense variances. Revenues were $55,000 more than budgeted and expenses were less than budgeted by approximately the same amount. The favorable to budget performance is almost all related to the results of our Amenities, which, in the aggregate, were ahead of Budget by $97,000 thru the first six months of our fiscal year. The primary contributors to the positive results were the operations of Aquatics, the Yacht Club and the Marina:• Aquatics posted the most significant budget variance ($61,000), with a six month profit of

$46,000 vs. a budgeted loss of $15,000. This was achieved as a result of $35,000 less in salary and benefit costs and $20,000 less in utility costs.

• The Yacht Club’s performance was also better than budget, with a positive variance of $34,000, principally due to rev-enue being $66,000 greater than budgeted. Net revenue was $55,000 better than budget and the overall net operating profit was $95,000 vs. the budget of $61,000.

• Marina operations resulted in a positive budget variance of $32,000, which was almost entirely the result of greater fuel sales. The revenue increase was due to the conversion this year to non-ethanol gas, an initiative taken last year by your Board of Directors.

On the negative side, Golf Operations had a negative variance to budget of $19,000, with a profit of $164,000 for the six months vs. the budgeted $183,000. Golf revenues were $50,000 under budget, partially offset by operating costs being $31,000 less than budgeted. The seasonality of Golf will result in losses during the next six months. While I am pleased to be able to report to you the positive financial results through October 31st, I am very much aware that we have an-other six months to go and that we will face challenges in achieving our budgeted goals for the Year.

As you know, the Board of Directors recently entered into a management contract with Billy Casper Golf to manage our Golf Operations, and they took over in early November. While this decision was made to improve the overall per-formance of our Golf Operations including its financial results, that improvement will take some time. Consequently,

we will incur some unbudgeted costs during the second half of this fiscal year. These costs are necessary investments in achieving improvements in future years.

Looking Back – Looking ForwardThis is the traditional time to reflect on what’s been accomplished and what we hope to get done in the future. The Environment & Natural Assets Advisory Committee does the same every year.

This year we: 1. Accepted 2009 Gold PLANT (People Loving & Nurturing Trees) Award from MD Department of Natural Resources for OP efforts in establishing and maintaining a tree-friendly community.2. With participation from SDHS and Worcester Prep students, planted trees along the NE shore of the South Pond which were obtained through a grant from MD Urban & Community Forest Committee.3. Using Maryland Coastal Bays Trust Community Stewardship grant, developed educational/environ mental signage for placement at three spots on South Pond. 4. Arranged community educational lecture (in coordination with Lower Shore Land Trust and ACT) by Mary Owens, Education & Conservation Coordinator, MD Critical Areas Commission, regarding what we can do as individuals to help improve water quality of Maryland’s bays.5. In coordination with 10-year plan task force and Public Works, submitted request for grant for sea grasses to be used as landscaping at S&R Club.6. Conducted second annual Earth Day cleanup at South Pond.7. Welcomed a new member, Bill Louis, to our committee.8. Participated in a video presentation for Channel 78.

Best of all, this was accomplished without using any Ocean Pines funding. While we are proud of all of this there are new and continuing challenges for this year. We will be responding to the Board’s request that the committee research, review and provide info on solar energy panels and geothermal heating methodologies for consideration at the indoor pool and the yacht club respectively. We will continue to provide educational information to the community through presentations, Green Street articles and the OP website and will seek new grants to further improve our community’s natural assets. In addition, the committee hopes to address the following over the next couple of reporting periods: (1) Growth of domestic goose population and accompanying “problems;” (2) Recycling at OP clubs; (3) Developing a sustainability plan for OP; and (4) Determining the fea-sibility of an additional kayak launch site for the com-munity.

With so much on our plate, we would love to have some new blood on our committee. Come to a meeting and see what you can do!!

Crime Bulletinby Chief Massey

Telephone Scam:A local resident was the victim of a telephone scam. The suspect identified himself as the Grandson of the victim. He then stated that he was in London, England at a friend’s wedding and had been involved in a traffic accident and needed $2,400 wired to him to cover the damages. The local resident then wired the money to the scammer!!! Needless to say, another bogus caller was $2,400 richer. NEVER send money through wire transfers without double or triple verification, especially when it is as a result of a telephone call.

Alcohol Party:Some parents don’t get it!! They think that if they host an alcohol party for underage drinkers then they can con-trol the consequences. What they don’t understand is the criminal consequences of their actions, or the civil liability that could occur should someone be injured. A local alco-hol party resulted in 11 citations for underage drinking to teenagers, 4 citations to adults under 21 years of age, and one adult being cited for providing alcohol to minors.

Hirshman Receives Award from MAAD:Police Officer First Class Brian Hirshman of the Ocean Pines Police Department recent-ly received an award from Mothers Against Drunk Driv-ing (MAAD) at their annual Eastern Shore Law Enforce-ment Recognition Breakfast. Each year MAAD recognizes members of local law enforce-ment agencies that demon-

strate a commitment to enforce both the drunk driving as well as underage drinking laws. PFC Hirshman issued 27 citations for underage drinking violations, and made 13 ar-rests for drunk driving in Ocean Pines in the last year.

Attempted Scam:A resident received a phone call from “Amanda” who stat-ed she was doing a school project. The suspect then asked the victim numerous questions until the victim hung up the phone. Suspect then called the neighbors and asked questions about the victim, and even called the victim’s daughter in Colorado. This was an obvious attempt at identity theft. NEVER give out personal information over the telephone to unknown individuals.

Neighborhood Watch Crime Bulletin Thank you to all of our Neighborhood Watch Personnel! We are always looking for more volunteers, call 410-641-7747 for more details.

Snow Storm:Everyone knows the wonderful efforts that our Public Works Department gives us during snow storms. Did you know that the Police Department also works during these events? Officers respond to stranded motorists, pick up medications for house-bound individuals, and tow vehicles off the Parkway to enable Public Works to keep our roads clear. Recently several officers braved very bad weather to make it to work, and one was stranded at the Police Station after working her shift. I am very proud of these dedicated individuals who brave very bad roads to, “Pro-tect and Serve” our community!

OP Police Receive Financial Grant:The Ocean Pines Police received a $24,000 police grant to purchase an automated fingerprint system that will iden-tify arrested individuals, and speed up the criminal history status checks of suspects who have been placed under ar-rest. This is the first police grant that OPPD has received. The change of status of the department from Special Police Department to Certified Police Department has enabled us to do this. Changes in the grant process also facilitated this change.

Sgt. Leo Ehrisman Receives Award:Sergeant Leo Ehrisman of the Ocean Pines Police De-partment recently received an award from the Worces-ter County Child Advocacy Center. He received the Law Enforcement Officer of the Year Award for his tireless investigation of child abuse cases in Ocean Pines. As the largest year-round community in Worcester County, Ocean Pines is not immune from these cases of abuse and ne-glect. We are proud that his professionalism and attention to duty have been recognized.

The Veteran’s Day Ceremony at the OP Veteran’s Memorial this year was the largest ever! A special thank-you must be given to the Volunteers, Veterans and the Neighborhood Watch volunteers that assisted in parking the hundreds of cars that arrived.

Damian Cosby Named Director of Golf at OPGCC

Ocean Pines Board of Golf Governors Gets New Name and OfficersThe Ocean Pines Board of Golf Governors officially changed its name to Golf Members Council and also elected new officers for the 2011 season. Elected were: Bill Hickey, president; Ron Rider, vice president; Gail Lynch, secretary; and Rich Dalton, treasurer.

The Golf Members Council will continue to promote the enjoy-ment of and interest in the game of golf in Ocean Pines. Like the BOGG, it serves as a communications vehicle between members and course management, sponsors social activities to promote fellowship among golfers, and coordinates the club’s junior golf program. The OP Golf Club offers junior golf clinics in June; a Ju-nior Golf Invitational Tournament, to be held this year on Wednes-day, July 27; and the Golf Members Council Scholarship, awarded annually to a local student golfer.

The change from Board of Golf Governors to Golf Members Council came about because of changes over the years in the group’s func-tion, according to newly re-elected president Bill Hickey. “In years past, the BOGG, elected by the golf club’s members, was asked to advise the Board of Directors on matters of golf governance,” Hick-ey said. “More recently that responsibility was taken over by the Golf Advisory Committee. And now, with the hiring of the Billy Casper organization, management of golf operations is in their hands. Ocean Pines Golf & Country Club – owned by the Ocean Pines Association and managed by Billy Casper Golf (BCG) – has named Damian Cosby the new Director of Golf. At Ocean Pines, Cosby will direct day-to-day operations, including staffing and training, clubhouse food and beverage, golf course maintenance, programs and special events, and golf instruction.

Most recently General Manager of Eisenhower Golf Course in Crownsville, MD, Cosby has been with BCG since 2007. “Damian is a strong leader who will train and empower his team to deliver a high level of service,” says Bob Thompson, General Manager of the Ocean Pines Association. “Ocean Pines is excited about the energy, experience and fresh perspective Damian brings to the club.”

In November, Billy Casper Golf was selected to manage the semi-private Ocean Pines, overseeing all aspects of opera-tions, marketing and public relations, staffing and training, merchandising, clubhouse food and beverage, financial man-agement, golf instruction and special events.

Public art is where you find it and sometimes is in the most surprising places. The Art League of Ocean City has been painting electric utility boxes in the city for several years with various designs. When Sports Core Pool was en-closed, there was a big blank wall of concrete block at the end that connected to the former pool building. A set of double doors was in the center of the wall. Obviously it cried out for something more than just a coat of paint. Ann Ashman, a local artist from Berlin had designed and executed mural paintings for the Francis Scott Key Motel when its swimming pool was covered with a double wall building like ours. Her theme there was Caribbean and pirates which was very successful. Ann was recruited to provide a mural for that blank wall on both sides. She and her partner Brian Waggoner decided on an Atlantis theme and you will notice hammerhead sharks swimming up at the top, for our own Ham-merheads swim team. A rich variety of sea life decorates the wall

Public Art and the Swimming Poolin both foreground and background. She is very proud of the effect from a distance as well. Children are fascinated by all the creatures and sometimes just have to touch them in won-der. Another art item was contributed by Benny Bennington’s Ceramic Tile Solutions subtitled Inspirations, Innovations and Information in Berlin. His contribution was the sea turtle that occupies the brown tile intraspace between the 2 sets of double doors leading into the pool. The turtle was created out of travertine marble and is most impressive. Trash con-tributed by patrons is a big issue at the pool and not all of it ends up in trash cans. In an effort to make trash cans more at-tractive and inviting, we decided to paint them. Starting with our basic brown fiberglass dome-lidded cans, unimaginative and ugly, we are painting them various shades of blue (there

will be 8 when completed). Artist Jody Veader has completed one with brightly colored fish; a second one features sharks and a shark mouth lid. Jody is seeking more artist assistance in order to finish them more quickly. Look for her latest efforts around the pool, the bathrooms and the entry. More public artwork is contemplated in the bathrooms in the future.

Our Public WorksThe Public Works staff was once again hard at work on 2 major projects. While the Grounds crews was busy picking up leaves, both with the leaf vacuum and the garbage truck, the Main-tenance crew was busy building the coffee shop at the Yacht Club. Joe Costello, Kevin Gold-berg, and Ed Miller worked extra long hours to ensure that the Java Bay Café would open the day after Thanksgiving. We are proud of all the hard work the guys put in to complete the job on time!

Although the leaf bag program is new, it has been a huge success.We would like to thank the community for their cooperation and patience.

The next major project on the way is the replacement of stop signs and road signs in Ocean Pines to meet the federal reflectivity guidelines by 2015. We have started replacing the stop signs at the intersecting streets on Ocean Parkway.

Phyllis East, was honored for her 30+ years of dedicated service to the Ocean Pines residents. Phyl was originally from NY. State, she first worked for a real es-tate management company in Ocean City. She and her family resided in Ocean Pines for many years, and finally settled in Berlin in the late 1990’s. She and her husband Jim, have been married for well over 40 years. In addition to her 6 children, Phyllis and Jim spend their leisure time spoiling their Grandkids at their summer residence on the Nanticoke river. She was named as a Precious Gem of Worcester County last year. Phyllis was hired 9/8/1980 in the ECC de-partment as secretary the general manager at that time was Art Warren. She was promoted to the position of Executive Secretary and has been in that posi-tion since 1/17/1984 under the general managers of Tim Stoner, Ralph Lashley, Tom Cetola, Glen Duffy, Curt Allison, Dave Ferguson, Tom Olson, and the current General Manager, Bob Thompson. Phyllis is truly a gem to Ocean Pines!

Our CommunityOPVFD Receives Support for Child VictimsOn November 14th the Ocean Pines Volunteer Fire Department was present-ed with two dozen plush dolls called “Tommy Moose” by the Women of the Moose Lodge #1208 of Salisbury for the OPVFD to carry on their fire trucks and ambulances to give to a child who is facing a trauma situation, such as, auto accident, house fire, child abuse, illness, etc.. The child will have the doll to cling to and hopefully lessen the anxiety of associated with the trauma.

Picnics Plan and hold several member picnics and one family picnic each summer. Holiday par-ty Plan and hold a Holiday party each December. Instal-lation Banquet Plan and run the Installation of Officers Banquet each October.Fund RaisersSpringfest/Sunfest Operate a booth at both Ocean City events to sell world famous crab cakes and other of-ferings. Sell beer when we get booth in rotating sys-tem. Boat Show Plan and conduct the Seaside Boat Show at the Convention Center each February. Schol-arship Lottery Ticket winner receives Grand Prize of $100,000.00 cash. Proceeds are used for scholarships for the local high school graduating seniors.

Bill Carduff of Ocean Pines has volunteered for the blind and physically handicapped for over 45 years. He start-

ed volunteering with the OPA Marketing and Public Relations Department in August 2010 to help with the Ocean Pines ar-chives. His main focus is col-lecting current newspaper ar-ticles relating to the Pines, the people, and the surrounding communities. In addition to the hard copy archive, he has scanned each article begin-ning with Jan 2008 to establish digital archives to upload to our

Some of the recent activities the Ocean Pines Kiwanis Club has participated in include: the local Salvation Army Red Kettle Campaign, Kiwanians Barb and Dan Peletier providing holiday goodies to the Meals on Wheels re-cipients delivered from the Northern Worcester County Senior Center in Berlin/MD, and are involved with the Blood Bank of Delmarva, OP’s Bob Thompson update, and Kiwanian Al Kastner and his wife Carol doing Mr. & Mrs. Claus at the OPA Breakfast with Santa which they have done for several years.

Dear Chief Massey,

I am a Senior Citizen living in Ocean Pines. I needed to pick

up my blood pressure medication this morning at Walgreens in

Manklin Station. I decided I really needed this medication, so

ventured out this morning thinking that although I suffer from

anxiety attacks, I needed to get there. Wow, was I wrong, I left my

residence and made it as far as across from the Fire Station, before

I panicked and had to pull over. After sitting for about 20 minutes

and wondering how on earth I was going to get home, a police van

with Ofc. J Todd and PFC J. Wharton pulled up and offered to

assist me. I was dumbfounded! Not only did these kind, consider-

ate gentlemen make sure I got my prescription, they also saw me

home! I have always taught my children and now my grandchil-

dren that Police Men and Women were their “best friends”, and

they were to be respected, if not awed. Well, I now am in “awe”

of these two finest examples of your force. Not only did they help

me accomplish my mission, they treated me with the outmost

courtesy (although I felt terribly guilty). OP Police Department

certainly have a lot to be proud of, these two fine gentlemen repre-

sent the best of what you have to offer the citizens of Ocean Pines.

We should all be very grateful that we are protected by them.

We are truly blessed.

I just want to tell you how much I appreciate the effort and time which went into the job of clearing OP roads during the Christmas snowstorm. It was so reassuring to see plows out on Brandywine Drive attempting to keep ahead of the storm! I not only want to commend you, Mr. Nelson, but all the crew which worked under you.

Also, the email which followed, asking residents to inform your department of any streets which had not been plowed or in case of emergency, was such a welcome communication. The changes I am seeing under the leadership of Bob Thompson are truly appreciated!
