• K try @ R-3. Holder K1 muffs the snap. The ball is on the ground @ R-8, next to the kicking tee, untouched by the holder, when kicker K2 kicks it. The ball passes between the uprights, above the crossbar.

SITUATION #1 RULING:SITUATION #1 RULING:• This is an illegal kick, since the kicker did not drop kick or place kick

the ball by definition (2-23-4, 2-23-6, 2-23-9). Since K can only score by a legal kick, the point was no good, even though the ball passed through the uprights. (8-4-1) The try is not successful, therefore the penalty is obviously declined, the results stand, and there is no replay. (8-3-6)a. Legal kick. b. Illegal kick.c. K will kick off @K-40.d. forward pass. BJ reports to R that he has simultaneously occurring unsportsmanlike conduct (USC) fouls against A2 and B3 that occurred during the down.

Situation #3 RULING: Situation #3 RULING: • The fouls occurred during the down, so they are live ball

fouls. (2-16-2c). USC fouls cannot, by rule, be part of a double foul (10-2-1). They are enforced from the succeeding spot in order of their occurrence. (10-4-5a) In this case, since it could not be determined which foul occurred first, the yardage for each cancels. (10.2.4B) 3rd and 10 for A from midfield. A second USC foul results in removal. (9-5 Penalty)

Situation #4 Ruling: Situation #4 Ruling: • Live ball foul during a running play by A2 followed

by a dead ball USC foul by B3. (10-3-2) B will probably want to decline A’s foul, since it would be enforced from the A-10, but would result in a repeat of the down. A will want to accept the USC foul regardless. Acceptance of both penalties: A foul ½ distance from the A-10 to the A-5, then enforce the 15 yard USC: A 3/15 @ A-20. If B declines A’s foul, enforce the USC from the end of the run @ A-10, A 4/10 @ A-25. Since A1 was downed in-bounds, clock starts on the ready.

• A 2/10 @ B-30. A1 sweeps left and runs along the sideline. A2 pushes B3 in the back @ B-20. As A1 reaches the B-1, B4 strips the ball. The ball hits B5, who is laying on the ground, half in bounds and half out of bounds @ B-1. (The ball hit the part of B5 that was in the field of play.) The ball bounces off B5’s back and strikes the pylon.

Situation #5 Ruling Situation #5 Ruling • B5 is out of bounds, by definition.(2-28-1). A loose ball is out of

bounds when it touches anything, including a player, who is out of bounds (2-28-3).

• The ball was still in A's team possession, and the out of bounds spot would be determined by where the front of the ball was when it hit B5, per 4-3-1.

• So, the result of the play is A 1st and goal @ B-1. What the ball did after touching B5 is irrelevant.

• The foul is during a running play, and the basic spot is the end of the related run, which in this case is the spot of the fumble, the 1 yard line. The 10 yard penalty would be assessed from the spot of the foul, B’s 20, under the all but one principle. We would march 10 yards off from the 20, which would mean we have gone back to the original line of scrimmage. We repeat the down, 2nd and 10 from B's 30. Since the ball was out of bounds, start on the snap.

• A 1/10 @ 50. Runner A1 is running inbounds but very close to the sideline. Blocker A2 blocks B3 from the front, above the waist, knocking B3 out of bounds. B3 attempts to come in immediately, but instead runs into runner A1. Both of B3’s feet were out of bounds when this contact occurred. A1 continues to run for a touchdown.

the runner touches a player who is in bounds (2-28-2). B3 was attempting to return, so no foul.

Situation #7 Situation #7 • A 1/10 @ A-20. A has 6 players on the line of

scrimmage. LJ throws his flag at the snap to signal illegal formation, and after a 2 second delay, blows his whistle. At the time the whistle blew, quarterback A1 had the ball in his possession @ A-15. LJ reports to R that his only foul is for illegal formation.

Situation #7 RULING: Situation #7 RULING: • We have an inadvertent whistle, since illegal formation is a

live ball foul that occurs simultaneous with the snap. (7-2-5a) However, the penalty trumps the inadvertent whistle, so B will want to take the foul, giving A 1/15 @ A-15. (4-2-3, 10-4-2a) If B declines the foul, we would then have to ask A whether it wanted the result of the down (A 2/15 @ A-15) or replay (A 1/10 @A-20).a. Inadvertent whistle.b. Situation #9 Situation #9 • A 1/10 @ A-20. A1 runs to the line of scrimmage

and is hit by B2. A1 fumbles. The coach from B yells to the line judge “Time out—I want a time out!!” The line judge believes that the coach would not ask for a time out without the ball being dead, so he blows his whistle, and looks up to see B3 running with the ball. B3 gets into A’s end zone without being touched. The crew determines that the whistle was blown while B3 was @A-15.

are on the line and 5 are in the backfield. A1 snaps the ball, and both wing officials throw their flags. L blows his whistle and signals to stop the clock. L and LJ come to talk to U. L says that prior to the snap, B1 entered the neutral zone. LJ says that his flag was for the illegal formation. You are the Referee. What do you do?

• Illegal formation is a foul simultaneous with the snap. (7-2-5a) Encroachment is a dead ball foul. (7-1-5, 4-1-6, 10-1-2). We did not have a legal snap due to the dead ball foul, so we had only 1 possible foul—encroachment.

a. Offsetting fouls, do over.b. Enforce both fouls in order of occurrence.c. Enforce the foul of the official who has seniority.d. Enforce only one foulf. Make a signal for both fouls.g. Make signal 13, disregard flag.h. Signal only one foul.

downfield to run a pass pattern. Linebacker B2 holds A1 @ A-25. Quarterback A3 throws a forward pass toward A1. B2 continues to hold A1 while the forward pass is in the air. A1 breaks free of the hold, catches the ball @ A-30 and is downed inbounds at midfield.

Situation #11 Ruling: Situation #11 Ruling: • Multiple fouls (2-16-2d) by B: holding, and then DPI when the pass is in the air.

(7-5-10a) Both are during a loose ball play, so the basic spot is the previous spot. Since the result of the down is a 30 yard gain, and holding is only a 10 yard penalty and DPI a 15 yard penalty, A will decline the fouls. Start the clock on the ready in all cases. (3-4-2a) a. Foul for holding by B2.b. Foul for pass interference by B2.c. These are multiple fouls.d. These are double fouls.e. There are several choices for A.f. Enforce the foul or fouls from the end of the run.g. Enforce the foul or fouls from the previous spot.h. The foul for holding is during a running play because the pass was not in the air.i. kicks the ball, sending it very high into the air but not very far. Since no one on either team was expecting an onsides kick, every player on R was very slow to react to what was happening. With no R player anywhere near the kick, K1 catches the ball @ R-40.

Situation #12 RULING: Situation #12 RULING: • No 1st touching, since beyond NZ (6-1-6) KCI, since the free kick was

never grounded. (6-5-6) Since K can never advance a free kick, blow your whistle at the spot of the catch. (6-1-5) Result of the down is K 1/10 @ R-40, but R will either have a re-kick @ K-25 or take an awarded fair catch @ R-40. (6-5-6 Penalty) Free kicks always start on the snap. (3-4-2a) a. First touching by K.b. Kick catching interference by K.c. No foul by K since no R player was near the ball.d. K can advance.e. Blow your whistle when K1 makes the catch.f. onside kick. The grounded kick is @ K-44 when K2 attempts to recover the ball, but instead of recovering, K2 inadvertently kicks the ball. The ball travels to the R-49 where K3 recovers and is downed.

Situation #13 RULING: Situation #13 RULING: • An accidental kick is a muff, not a kick (2-23-1, 2-26). An illegal kick

must be a kick (2-23-9). So, no foul by K; however, a muff of a free kick in the neutral zone by K prior to R touching is first touching of a free kick (6-1-6). Covering official should throw his bean bag to mark the spot of first touching. Result of the down is K 1/10 @ R-49. Since R did not commit a foul, they can elect to take the ball at the spot of first touching, R 1/10 @ K-44. Since the clock does not start on first touching, do not wind the clock. (3-4-3)

Situation #14 Situation #14 • A 4/10 @ 50. Kicker K1 gets off a bad punt under a

heavy rush. The only receiver, R2, is much deeper than the kick. R2 makes a valid fair catch signal while the ball is in the air. R2 approaches the ball, but is still 10 yards away when the ball bounces @ R-35. R2 then attempts to recover the kick but is blocked by K3 from the front and above the waist. K4 falls on the ball @ R-30.

Situation #14 RULING: Situation #14 RULING: • Once R2 signaled for a fair catch, he can not block until the kick has

ended (6-5-1). Restrictions on K hitting R are for a kick in flight (6-5-6, 6.5.3Comment). No foul on K3. K’s touching is first touching (6-2-5). K can not advance a scrimmage kick that he recovers beyond the neutral zone (6-2-4). No receiver can advance a scrimmage kick once a fair catch signal is made (6-2-2). Clock on the snap since we have a first down by either team after a legal kick (3-4-3c).

a. R2 is prohibited from blocking until the kick hits the ground.b. R2 is prohibited from blocking until the kick ends.c. K3 has committed a foul for kick catching interference.d. K3 has committed a foul for illegal blocking.e. K4 has committed first touching.f. If K4 had picked up the ball instead of falling on it he could

great kick. During the kick, R2 blocks K3 in the back @ R-25. The kick is then caught @ R-20 by R4. During the return, K3 then commits a 5 yard facemask foul on R4 @ R-30 where R4 is downed.

Situation #15 Ruling: Situation #15 Ruling: • PSK foul on R2. Change in team possession, but all R fouls are PSK. For R to

keep the ball, it must decline the K foul, then have the PSK foul enforced. The spot of the PSK foul (R-25) is in advance of the PSK spot (R-20), so we enforce from the PSK spot. R 1/10 @ R-10. Since PSK, by 10-2-2, K can’t decline R’s foul.

Situation #16 Ruling: Situation #16 Ruling: • R3’s muff beyond the neutral zone means it is a new series for the

team in possession at the end of the down (5-1-3f). The muff would be ignored if caused by K blocking R into the ball, or K batting or muffing the ball into R (6-2-4) K can advance the scrimmage kick if he recovers it behind the neutral zone (6-2-3).

a. R3 has committed first touching.b. K2 has committed first touching.c. The ball should have been blown dead @ the spot of K2’s recovery.d. R’s ball since K did not meet the line to gain.e. R’s touch means that the team in possession at the end of
