2nd NGAP Symposium• “Celebrate the Past, Prepare for

the Future”• 3 to 4 December 2014, ICAO

Headquarters• Held as a part of the 70th Chicago

Convention Anniversary• Preceding a Model Council activity• Attendees included 327

participants from 58 States and 10 Organizations

Purpose• In NGAP Phase 1, we raised awareness

and developed Competency-Based Training (CBT) provisions for ATCOs and ATSEPs

• In NGAP Phase 2, we will deploy those new provisions to support their implementation and create tools to support human capital best practices

Expanding the Outreach Effort

• Developing an NGAP best practices database on the web – 2Q 2015

• Implementing an NGAP communication strategy – to participate in events, publish, develop communication tools (2015 – 2017)

• Developing an NGAP Implementation Kit (I-Kit) on the web – 2Q 2015

Aviation Discovery Program (ADP)• To excite and motivate youth throughout

African regions.• Currently includes the FAA Academy,

Western Michigan University, the École Nationale de L’aviation Civile (ENAC), and the Association of African Aviation Training Organizations (AATO).

Implementing ATCO and ATSEP Competency-based Training

• Regional workshops planned for the 2nd half of 2015 and forward

• Workshop to include Regulators, Service providers, Senior management, course designers and instructors (classroom and OJI)

• We expect CANSO to provide financial support

A new tool for States:The NGAP Index

• Work to evolve the concept into an NGAP dashboard on ICAO iSTARs – 3Q 2015

• First reports to participating States – 2016

Other Tools to States for the Development of HR Strategies

• Internship Toolkit published on ICAO website - 2014

• Aviation Tertiary Institutions Database (ATED) on the Web - 2015

• New manuals to be published – 2015• Amended PANS-TRG to be published -

2016
