Youngor Sevelee TELEWODA Dean of the ECOWAS Diplomatic Group in Tokyo and Ambassador of Liberia to Japan Ms. Telewoda is Ambassador Extraordinary and Plenipotentiary to Japan with multiple accreditations to Indonesia, Republic of Korea, Malaysia, Philippines, Singapore, Thailand and New Zealand since 2011. Prior to her current position, she served as Ambassador Extraordinary and Plenipotentiary to the Kingdom of Belgium, the Kingdom of the Netherlands, the Grand Duchy of Luxembourg and the European Union from 2003 to 2010. She began her diplomatic career in 1985 when she served at the Liberian Permanent Mission to the United Nations in New York as Minister Counsellor. Ambassador Telewoda obtained her Bachelor Degree in Business Administration from the University of Liberia and holds a Masters of Business Administration in Public Finance and Banking degree from Pace University, New York, USA respectively. She has a strong passion for education and empowerment of young people. Despite her busy schedule, she dedicates time to work with the Ministry of Foreign Affairs of Liberia Committee on Special projects and the David A. Straz, Jr. Foundation of Tampa, Florida, USA on Special Education Projects in Liberia. She chaired the Logistics Committee for the First International Colloquium for Women’s Empowerment, Leadership Development, International Peace and Security Conference held in Monrovia, Liberia 7- 8, March 2009. She is also a member of the Board of Directors of Angie Brooks International Centre (Women Empowerment and Leadership). H.E. Kadré Désiré OUÉDRAOGO President of ECOWAS Commission His Excellency, Kadré Désiré OUEDRAOGO is the current President of the Commission of the Economic Community of West African States; having been appointed to the position by the ECOWAS Authority of Heads of States and Government in 2012. He holds since 1977 Diploma holder in International Affairs of the ‘’Ecole des Hautes Etudes Commerciales’’ (HECParis), General University Studies Degree, from University of Paris 1(Pantheon – Sorbonne). Mr. Ouedraogo started his career in public service in 1977, as a Counselor for Economic Affairs, in the Ministry of Trade and Industrial Development, of Burkina Faso. He also served as Head of the Financial Department of FOSIDEC (WAEC, OUAGADOUGOU) until 1985. In 1985, Mr. Ouedraogo was appointed the Deputy Executive Secretary of ECOWAS in charge of Economic Affairs, before moving to the Central Bank of the West African States (BCEAO), DAKAR (Sénégal) as Deputy Governor, In February 1996 Mr. Ouedraogo was appointed as the Prime Minister, Head of the Government of Burkina Faso and in 1997 served simultaneously as Minister of Economy and Finance of Burkina Faso. In 2000, he was appointed as an Ambassador Extraordinary and plenipotentiary of Burkina Faso to the Kingdom of Belgium.

Mr. Junji SUZUKI State Minister of Economy, Trade and Industry Mr. Junji Suzuki was appointed as State Minister of Economy, Trade and Industry on October 9, 2015. Most recently, Mr. Suzuki was a Director of the Economy, Trade and Industry Division, of the Liberal Democratic Party (LDP). Prior to this assignment, he served as an Executive on the Committee on Economy, Trade and Industry, House of Representatives. In 2008-2009, he was a Parliamentary Vice-Minister of Internal Affairs and Communications. In 2003, Mr. Suzuki was first elected to Japan’s Diet as a representative for Aichi’s 7th district. Subsequently, he has been reelected to the Diet four times. Prior to elected office, Mr. Suzuki was a member of Seto City Council. Mr. Suzuki is a graduate of Waseda University’s Faculty of Law. Mr. Suzuki was born on April 7, 1958 in Aichi.

H.E. CheikhHadjibou SOUMARE President of UEMOA Commission H.E.Mr. SOUMARE is the President of UEMOA Commission since 2011. Before taking this post, he was appointed in June 2007, Prime Minister of the Republic of Senegal, Minister Delegated to the Minister of Economy and Finance, in charge of the Budget, Director of budget, Technical Counselor to the Minister of Economy and Finance and Head of the service in charge of cash and credit to the Ministry of Economy and Finance of the Republic of Senegal. H.E.Mr. SOUMARE holds a diploma of Inspector of Treasury from the National School for Administration and law of Dakar and a Master degree from the University of Dakar.

H.E. Lionel ZINSOU Prime Minister of the Republic of Benin Chairman of PAI, private equity firm, A leading private equity investor in France An alumnus of the Ecole Normale Supérieure (Letters, 1975), the Institute of Political Studies, graduated in 1976, and the London School of Economics. He is holder of the agrégation in Economic and Social Sciences. French-Beninese, a nephew of a former President of Benin, Lionel Zinsou, as an economist is a consultant of the United Nations Development Program and UNIDO on development policy between 1981 and 1987 in Senegal, Cote d’Ivoire, Cameroon, Gabon… He started his career in public service as an assistant teacher and as a lecturer in economics (University of Paris XIII and Ecole Normale Supérieure). He was a member of the Cabinet of the Minister of Industry and the Prime Minister from 1984 to 1986. In 1986, he joined Danone, a private company,

He joined PAI Partners Executive Committee in July 2008. Previously, he was from 1997 to 2008, a Managing Partner of the investment bank Rothschild & Cie. As such, he created and directed the sectoral group of consumer goods for the Africa-Middle East region. He is a founder member of the Zinsou Foundation in 2005. From 2006 to 2011, he was Special Adviser to the President of the Republic of Benin. In 2014, he is Co-President of the France-Africa Foundation, public-private, for the growth. He is a member of the Board of the Pasteur Institute, the Brookings Global Leadership Council (Washington DC) and the High Level Panel established by the Financial G20 in 2010. Lionel Zinsou has been appointed, since June 2015, to the post of the Prime Minister of Benin, in charge of Economic Development, Public Policy Evaluation and Promotion of Good Governance.

Mr. Shigeki KOMATSUBARA TICAD Programme Adviser, Regional Bureau for Africa, United Nations Development Programme (UNDP) Mr. Shigeki Komatsubara is the TICAD Programme Adviser at the Regional Bureau for Africa of UNDP (New York). UNDP is a long serving TICAD co-organizer and Mr. Komatsubara is in charge of strategic and programmatic advisory as well as coordination among internal/external stakeholders for the enhancement of TICAD process, and overall Japan-UNDP partnership in Africa. Prior to the current assignment, Mr. Komatsubara served in Ghana as UNDP’s Deputy Resident Representative in charge of programme (2007-2011), and Country Programme Adviser at Regional Bureau for Africa HQ of UNDP (2002-2007, New

Mr. Komatsubara has Master’s degree from London School of Economics and Political Science, and BA from the Tokyo University of Foreign Studies.

Mr. Yasunori TAKEUCHI Chief Executive Officer, Japan, Standard Chartered Bank Yasunori Takeuchi is the Chief Executive Officer of Standard Chartered Bank Japan since 1 January 2015. Yasunori joined Standard Chartered Bank Japan as Managing Director, Head of Corporate & Institutional Clients and Co-Head of Wholesale Banking, in December 2012. His responsibilities lied primarily in managing the relationship management teams covering Global Corporates, International Corporates and Financial Institutions, as well as Credit and Transaction Banking teams. In this role, he succeeded in leveraging the growing trend of overseas expansion by Japanese companies, by strengthening support for them in the countries where they wanted to develop business. This initiative included setting up of a new Japan Desk in Johannesburg, South Africa, while previously Japan Desks had only been located in key countries in Asia. Prior to joining Standard Chartered, Yasunori developed his career at Commerzbank, The Royal Bank of Scotland, ABN Amro Bank, West LB Tokyo and Credit Suisse First Boston (CSFB) Hong Kong, holding various roles mainly in the area of wholesale banking. He started his career and worked for over 12 years for The Long-Term Credit Bank of Japan (LTCB), predecessor of Shinsei Bank, after graduating from university. During this period Yasunori was temporarily seconded to the Ministry of Transport (currently the Ministry of Land, Infrastructure, Transport and Tourism). He spent in total five years in Hong Kong, with LTCB and CSFB. Yasunori holds Bachelor’s degree in Law from the University of Tokyo.

Mr. Hideo EGUCHI Director General of Africa Department, Japan International Cooperation Agency (JICA) Mr. Hideo Eguchi, a Japanese national, has been the position of the Director General of Africa Development, Japan International Cooperation Agency (JICA) since October 2015. Mr. Eguchi holds a Bachelor of Arts Degree and a Master of Arts Degree in Education from Tohoku University, Japan. Mr. Hideo Eguchi joined JICA in April 1986, he has worked for JICA for over 25 years. Mr. Jean-Christian KOUDOU Manager of Business Development – Francophone West Africa, African Export-Import Bank Mr. Jean-Christian Koudou is a 34 years old, Ivorian citizen who holds a Bachelor's degree in Economics from the University de Nantes (France 2002) and an MBA in Finance & International Business from the University of Winsconsin, (USA, 2004). Mr. Koudou currently holds the position of Manager Business Development, Francophone West African within the African Export-Import Bank. In this role, he is responsible for developing bankable business transactions across West Africa. Mr. Koudou is based in Abidjan, Cote d’Ivoire. His previous position was with Phoenix Capital Management in Abidjan, Cote d'Ivoire as Head of Investment Banking between 2012 and 2014 and as Investment Officer between 2012 and 2009. Prior to that, he worked with EDC Investment Corporation (part of Ecobank Group) as a Financial Analyst for capital Markets between 2006 and 2009.

Mr. Theo Ubani Managing Director, Top Two Group Theo Ubani is the Managing Director of TOP TWO GROUP an energy and infrastructure company based in Abuja, Nigeria. He has a degree in Materials Science from University of Greenwich London. He successfully executed a 38MW Thermal Power Plant in Sokoto Nigeria from conception to completion. Top Two is a major player in the Power Transmission industry in Nigeria and they are developing a number of turnkey high voltage transmission projects. He is an accomplished energy and infrastructure expert. Theo is positioning his company to be a leading energy company in Nigeria and West Africa in general.

Prior to this job he was Director of International Relations at WABCO/COTIA a private firm into agricultural inputs production and trade. Before going to WABCO/COTIA he has successively served as a Policy Economist on an ECOWAS/UEMOA joint project managed by IFDC; Policy Analyst at the Rural Hub managed by UNOPS in Dakar; Director of Agriculture at the Commission of UEMOA in Ouagadougou; Technical Assistant on two USAID funded projects in Senegal and Cameroon and finally an Auditor of USAID funded project in West and Central Africa, North Africa and Portugal. He has a solid background in agricultural economics and rural development issues. Since 1985, he has extensively worked in West and Central Africa. He has acquired a diversified professional experience, working with different groups of professional both in Africa and the USA, for universities and for national and international organizations. He had worked as team leader on technical assistance projects, as an agricultural economist, and as an international negotiator and proponent of economic reform agendas in the agricultural and rural development sectors. Specifically he has expertise in capacity building relating to agriculture policies, agricultural and rural development, as well as in designing, setting up and implementing agricultural and rural development policies. He has worked as a member of WTO and EPA negotiations team for the Commission of UEMOA and is now a member of the same team for ECOWAS. He is experienced in computer programs for statistical estimation. He has also provided timely policy advice for improving projects management and evaluation, for identifying and overcoming constraints to the business environment relating to community agricultural policies and in proposing strategies for increased investment and trade in the sector, accordingly. In addition, he has significant experience in institution building activities (training) and designing programs for government ministries, departments and agencies. He is well versed in development issues and project management. He can work both in French and English. As project

Currently, he is the chairman of the CDPA group. CDPA Group which is constituted by three branches of production: food production and sales company CDPA, chicken and eggs production company AGRISATCH, beer brewing, sales of juice and drinking water company SBB, is one of the top companies of Benin and West African countries, in the sector of the food processing business. In the beginning, CDPA has been specialized in the import trade of frozen meat (beef, chicken) frozen fish, then founded two subsidiaries AGRISATCH and SBB. -AGRISATCH produces 180,000 chicken eggs a day, produces and sells the broiler chicken and poultry meat for the consumer of Benin and West African countries. -SBB, production and sales company of beer and soft drinks, produces beer from sorghum, a raw material produced locally.

Kadré Désiré OUÉDRAOGO President of ECOWAS Commission His Excellency, Kadré Désiré OUEDRAOGO is the current President of the Commission of the Economic Community of West African States; having been appointed to the position by the ECOWAS Authority of Heads of States and Government in 2012. He holds since 1977 Diploma holder in International Affairs of the ‘’Ecole des Hautes Etudes Commerciales’’ (HECParis), General University Studies Degree, from University of Paris 1(Pantheon – Sorbonne). Mr. Ouedraogo started his career in public service in 1977, as a Counselor for Economic Affairs, in the Ministry of Trade and Industrial Development, of Burkina Faso. He also served as Head of the Financial Department of FOSIDEC (WAEC, OUAGADOUGOU) until 1985. In 1985, Mr. Ouedraogo was appointed the Deputy Executive Secretary of ECOWAS in charge of Economic Affairs, before moving to the Central Bank of the West African States (BCEAO), DAKAR (Sénégal) as Deputy Governor, In February 1996 Mr. Ouedraogo was appointed as the Prime Minister, Head of the Government of Burkina Faso and in 1997 served simultaneously as Minister of Economy and Finance of Burkina Faso. Lionel ZINSOU Prime Minister of the Republic of Benin Chairman of PAI, private equity firm, A leading private equity investor in France An alumnus of the Ecole Normale Supérieure (Letters, 1975), the Institute of Political Studies, graduated in 1976, and the London School of Economics. He is holder of the agrégation in Economic and Social Sciences. French-Beninese, a nephew of a former President of Benin, Lionel Zinsou, as an economist is a consultant of the United Nations Development Program and UNIDO on development policy between 1981 and 1987 in Senegal, Cote d’Ivoire, Cameroon, Gabon… He started his career in public service as an assistant teacher and as a lecturer in economics (University of Paris XIII and Ecole Normale Supérieure). He was a member of the Cabinet of the Minister of Industry and the Prime Minister from 1984 to 1986. In 1986, he joined Danone, a private company, as a Management Controller, a Development Director and then CEO of UK subsidiaries and Director of Branch, and as an Executive Committee member. He joined PAI Partners Executive Committee in July 2008. Previously, he was from 1997 to 2008, a Managing Partner of the investment bank Rothschild & Cie. As such, he created and directed the sectoral group of consumer goods for the Africa-Middle East region. He is a founder member of the Zinsou Foundation in 2005. From 2006 to 2011, he was Special Adviser to the President of the Republic of Benin. In 2014, he is Co-President of the France-Africa Foundation, public-private, for the growth.
