Key to using this document

The purpose of this document is ensble the resder to understand the nature and detail ofinterviews which took place within those establishments which took part in the Panel Survey;that is, those establishments interviewed in 1990 which we returned to as part of WERS98.The document has two main parts:● Part 1 gives the precise wording of every qrreation contained in the Panel

Queatiomaire, together with a general description of the routing (i.e. the rules usedto determine whether a qrreation was asked of a particular respondent)

● Part 2 gives a precise description of Orerouting of the questionnaire.

The presentation of the questionnaire follows a consistent structure, illustrated by thefollowing example.

The line in itafics above the question name “~ any unionlstaf association members at the

.artablishment” is a brief description of the routing for tie question. The precise nature of therouting is detailed in Part 2 of this document. where there is no italicised comment precedingthe variable name, the question has been asked of #11resDondent$.

The variable name appears in capitals and bold (i.e. YKSHOP) and this corresponds to thename used in the SPSS data file EY_98.POR. All of the questions in the 1998 questionnairebegin with the letter Y. Since the questionnaire was administered on computer, certain itemsof data from 1990 were stored in memory and used during the interview to identify change:rheae are detailed in the Routing Rules and their names begin with the letter X. The finaldataaet contains data items from 1990 and 1998, with their variable names following the sameX.... Y... convention.

.when the question name ia followed by the “”” symbol, this signifies that the questioncould have more than one answer (i.e. multiple response). In the case of YKSHOP, a

single question was asked in the interview but it was possible for the respondent to giveup to 5 different responses if a number of options applied in their case. As a result, thedata set contains 5 variables: one for each response given in order (YKSHOP_lcontains the code corresponding to the first response given; YKSHOP 2 contains the

code corresponding to the second; and so on). The same convention IS used for thecoded reaponsea to open-ended questions.

* The symbol “*” appears where a show card haa been used. In cases where questionsfrom the 1990 survey are repeated in this questionnaire, both the question wording andthe ahowcerds are replicas of those used in 1990.

( ) Where a piece of text appears in round brackets within the question text, i.e. (1990:INTERVIEW MONTH), this indlcatea that a textfill has been used. A texttill is acomputer-generated insert to a question and is based on en answer given to a questionasked earlier in the 1998 interview or, alternatively, an answer given in the 1990interview. In the latter case, ‘1990’ appears before the text, inaide the bracket. SeeYBADDRES and YBNAMCO1, for example.

[ ] Where a piece of text appears at the end of the question in square brackets, i.e. [PROBE

FULLY. CODE ALL THAT APPLY], this indicates an interviewer instmction. The textof these instructions doea not form part of tire question wording unless the instructionspwificelly asks the interviewer to probe in a particular way, in which case thewording will appear in lower case. For questions requiring a numerical responsewithin a range, such es 0..99999, the permitted range appears in round brackets(O..99999) underneath the question wording.

{ } Text which appears in curly brackets {...} within a question is directed to the readerordy. This notation haa been used to detail the content of a showcard in cases wherethis content does not form part of the question wording or part of the code frame. Anexample carsbe found in YTINJURY.

t All questions contain a complete code frame, as used in the interview. Whereshowcsrds have been used, the text of each individual pre-code is exactly as it appearedon the showcard. In some cases, however, certain codes were not presented to therespondent on the showcard (e.g. “None of the above”). These are marked in thisdocument with a ‘f’.

“Other - please specify”Questions which simply ask the respondent to elaborate on a response of “other” are

placed immediately after the “Other” code on the same line (e.g. see YBNAMOTH onYBNAfv_l-YBNAM_5). The question text reads “Please specify...”, or a close variantthereof, in each case end is therefore omitted for brevity. At the end of fieldwork, theverbatim answers to such “Please specify.. .“ questions were either ‘back-coded’ to anexisting code on the list or lead to the creation of a new code. New codes that wereadded to the frame es a result of post-fieldwork open-coding all appear in italics at theend of each pre-code list. The verbatim answers themselves can be found in the Excelspreadsheets that accompany the dataset.

OPEN-ENDEDOpen-ended questions elicited verbatim responses that were all coded post-fieldwork.Each verbatim was coded to a frame which has been inserted afler the question text. Allcodes appear in italics, to signify that they were generated through post-fieldworkcoding. The accompanying Codebook contains a full list of codes (including Don’tKnow end Not Answered codes). The verbatims can be found in the Excel spreadsheetsthat accompany the dataset.

Some items within the questiomaire are not questions as such, but hold valuea which are theresult of intemat calculations by the computer. In most of these cases, the computer is

comparing 1990 and 1998 data. These ‘questions’ are preceded by the phrase “INTERNALCHECK” (e.g. YBEMPCHK).

Part 2, the routing rules, is a precise description of the structure of the survey questionnaire,outlining in detail which groups or sub-groups have been asked each question. Details ofhow to read tbk section are shown in the following example.

Union look-up table

The final item which merits explanation is the ‘Union look-up table’. This was used inquestions YFUNAM and YGLUNI to as,aist tie interviewer when entering the names of tradeunions or staff aaaociations. The names and acronyms of 92 unions/associations were storedin a table within each interviewer’s computer. Upon entering the first few characters of aunion name at YFUNAM and YGLUNI, the computer would match these characters tonsmea in its table and suggest a list of matching names from which the interviewer couldchoose. “Other” codes were available for cases where matches were not found.

Below are listed the acronyms for each of the unions contained in the look-up table, alongwith the unique numeric code used to identify that union in the data set.

Section A: Basic Workforce Data Sheet

The Basic Workforce Data Sheet (BWDS) is a paper queatiormaire that is used to collectinformation on the size and structure of the workforce at the establishment. The BWDS issent to the respondent in advance of the interview, since the data that is required tocomplete it is not necessarily available from memory and may therefore take some time tocompile. Most of the data items from the BWDS are keyed into the computer at the start ofthe interview - these questions are listed below. However, the BWDS also contains adetailed breakdown of each occupational group witlrhr the establishment. This informationwas not keyed at the time of the interview but at a later date, post-fieldwork. Untike thedata items keyed during the interview, this occupational detail has not been checked forinternal consistency.
