Provisions:

(1) Excessive fines shall not be imposed, nor cruel,degrading or inhuman punishment inflicted. Neithershall death penalty be imposed, unless, for compellingreasons involving heinous crimes, the Congresshereafter provides for it. Any death penalty alreadyimposed shall be reduced to reclusion perpetua.

(2) The employment of physical, psychological, ordegrading punishment against any prisoner or detaineeor the use of substandard or inadequate penal facilitiesunder subhuman conditions shall be dealt with by law.
