Subject: Special Warnings to Mariners
Reference (a): Memorandum of Understanding Between the Departments of State, Defense, Commerce, and the Central Intelligence Agency with Respect to Special Warnings to Mariners (enclosure 1)
I. PURPOSE
~his Directive provides guidance, policy and responsibilities
concerning the warning of US mariners of potential political/mill-
tary hazards affecting US shipping. It implements the responsibili-
ties contained in reference (a).
II. APPLICABILITY AND SCOPE
A. ~is directive applies to the Organization of the Joint
Chiefs of Staff, Department of the Navy, Defense Intelligence
Agency, National Security Agency, Defense Mapping Agency, and

unified and specifie~ commands.
~he scope is concerned with timely alerting of US mariners
, of potential political/military incidents jeopardizing US
shipping. For purpose of this directive, warnings of such inci-
dents which affects the safety of US shipping are designated as
"Special Warnings".
C. ~e prov.isions of this directive shall not abrogate the
. policies, procedures and responsibilities of the DOD components
for the administration and support of the Notice to Mariners
System.
Ill. DEFINITIONS
A. ~s Mariners. ------ Crewmembers of merchant ships, research
vessels, offshore oil rigs, fishing boats and yachts, as well

B. />Notice to Mariners. A v1eekly. publication originated by the
Defense Mapping Agency Hydrographic Center (DMAHC) and mailed
-to all US ships, advising mariners of important matters affecting
navigation safety, including new hydrographic discoveries, changes
in channels and navigation aids, etc. It is primarily designed
to simplify corrections of charts and nautical publications
aboard ships.
C. ~ Radio Navigation Warnings. Urgent information, promulgated
by DMAHC, which affects the safety of navigation, such as danger-
ous wrecks, information concerning aids to navigation and any
other imminent danger to marine navigation. These warnings are
broadcast twice daily by radiotelegraph to merchant ships and
radioteletype to US n~val ships via US Navy and Coast Guard
radio stations.
D. yfHYDROLANT/HYDROPAC. Radio navigation v1arnings, originated
by DMAHC for the Atlantic Ocean, Mediterranean Sea, Caribbenn
Sea, Gulf of Mexico and contiguous areas (HYDROLANT) and Pacific
Ocean, Indian Ocean and contiguous areas (HYDROPAC).
E. /ef Special \farning. A limited series of urgent \·1arnings,
originated by the Department of State and disseminated by DMAHC,
which promulgates· official government proclamations affecting
navigation and political/military incidents that could develop
into direct threats to the safety of US mariners. Special warn-
ings are disseminated by the same method and means as HYDROLANT/
HYDROPACs.

A. ~ The issuance of a special wurning message to mariners
involves timely receipt 2nd dissemination of intelligence to
·the appropriate decision maker who can evaluate the intelligence
in the proper context and decide whether or not to initiate a
special warning.
B.~e Office of Maritime Affairs within the Department of
State is the governmental office which acts upon information
received from a variety of sources to determine whether or not
a special warning message should be issued.
C. ~The process of disseminating in tel 1 igence within the
Department of State is handled by the Bureau of Intel! igence
and Research (INR). (The Office of t\aritime Affairs receives
most of its intelligence from that source.) In addition, the
Department of State Operations Center, Foreign Broadcast lnfor-
mation Service, DOS Geographic and Functional Desks, and other
agencies both public and private inform the Office of Maritime
Affairs of events it believes are of an interest to maritime
matters. Since the Office of Maritime Affairs relies to a large
extent on outside sources of information, it can only act once
the information is received.
D. ~In acting upon this information, the Office of Maritime
·Affairs has the option of drafting a special warning message,
approving the text of a special warning drafted by another
agency, or determining that circumstances do not justify the
issuance of a special warning message. If the latter determina-
tion is made, the Office of Maritime Affairs will notify interested

p·arties. In such instances, the Office.xf Maritime Affairs or
any government agency mdy recommend to tte Defense Mapping
Agency HydrographicCenter (DMAHC) that tic information be dis-
·semi nated in a HYLlROLAtH /HYDROPAC or Noti:ce to Mariners as
appropriate.
V. CRITERIA
,,.
A. ~he Department of State considers a !pccial warning to be
more political in nature that a normal n~vigation warning and
would include, but not limited to, such things as declaration of
hostilities, contraband orders, territoriiEil sea claims, and ccr-
tain vessels seizures. A special warninI is normally reserved
for a situation where it is necessary to disseminate to both US
and foreign mariners, who may be copying the US broadcast, infor-
mat ion which is both political and rnaritii:i1e in nature and which
may affect US shipping and US foreign poi!icy. In evaluating the
situation, the Office of Maritime Affair~ takes into considera-
tion such factors as the diplomatic rela1ions of the concerned
nation and patterns of hostile acts. Throughout this decision
process the paramount criterion is whethzr a threat exists to
the safety of US mariners. A special wcirrning is exactly that
SPECIAL and not every political/military incident will be severe
enough to cause a special warning to be ~ssued.

cast the information as a special warni~ but as a regular
HYDROLANT or HYDROPAC, such political/miritary oriented messages
will receive the same priority handling 3nd disseminated as a
special warning.

Information disseminated as a warning to mariners must be unclas-
.sified. Intelligence source material therefore must be sanitized
before transmission.

the case of intelligence source material, information
should be communicated to the Department of State,
Bureau of Intelligence and Research (lNR). For all other
(nonintell igencc) source material the Dep~rtment of State
Operations Center should be contacted. The National
Operations lntell igence Watch Officers Net (NOIWON)
should be utilized whenever circumstances permit.
