Use of digital marketing depends on the needs of the developer. For example, for a project costing between 20-30 lakhs by a small developer, spends on digital marketing are also smaller. Customers can be targeted via SMS & database marketing. However, the case is different for a mid – segment or a big developer. Majority of the customers come from the digital savvy class, so targeting via digital medium is more effective. Depending on the target, postings could be made on most visited sites like Forbes, Telegraph, and Money Control etc. The whole approach to digital marketing has become very dynamic. Geo-targeting has become the new buzz today. Real Estate companies try to target specific areas to promote business in the form of Hyper-local marketing since it is primarily a micro-market sport. This helps them focus on smaller number of prospects and build local brand recognition early. Also it facilitates them to understand the market easily and measure their success results on the basis of early responses. The more confined is the area; themore easily one can target the strong prospects within that region. Amura Marketing Technologies with its one-of-a-kind ad platform – Sell.Do is India’s 1st Real Estate Sales & Marketing Automation platform providing services to >150 Clients across India. Sell.Do helps companies manage their leads, sales opportunities, marketing, reports and all type of communications like telephony, SMS and email from a single dashboard. Who are your major clientele and what kind of work you have successfully executed in the past?
Major clientele of Amura includes flagship developers like Oberoi Realty, Shapoorji Pallonji Real Estate, Hiranandani Developers, Radius Developers, Kolte Patil Developers, Panchshil Realty, Ansal Housing, and Puravankara. Along these Amura provides solutions to 100+ other real estate clients.
To name the few Amura has successfully executed campaigns like:
The Nest Fest by Kolte Patil DevelopersCampaign aimed to create awareness about their
upcoming home buying festival through various attractive offers and incentivized promotions. The campaign worked across all the 3 bases i.e. Lead Generation, Video Promotions and Social Engagement. The campaign was a great success with achieving 9000 registrations and about 30 online bookings.
Indian Realty Flash Sale (IRFS)Amura came up with India’s largest marketing initiative-A
Real Estate Flash Sale, to create a transparent & consumer-centric platform to bring together developers and consumers.
This platform provided a transparent & hassle-free home-buying experience for the customers and offered the best deals in the market. For this purpose Amura had partnered with one of the largest advertising platforms in the world, Google.During the flash sale overall32,000 enquiries were generated and around 14,500 offer coupons were downloaded.
Based on your experience about the use of Digital as a marketing medium, could you tell us about what kind of ROI one can expect using such strategy?
Digital is becoming the prime marketing channel for real estate. As consumers are spending more time on digital platforms reading social updates and news, it allows marketers to get maximum time share from consumer to create brand experiences and touch points across devices. As far as return on marketing investment is concerned, the digital medium is extremely cheaper than traditional print, outdoor or radio advertisement. The cost of conversion for digital is 1-1.5% of transaction value as compared to other media for which cost is more than 3-4%. Digital marketing is more of data analytics and use of automation & technology, if used effectively cost could be even lesser than 1%. At Amura we use Sell.Do, our own proprietary marketing and sales automation platform to bring down costs of advertising, effectively use data to improve conversion ratio and hence improving marketing ROI.
Apart from real estate sector, which are the other verticals where Digital strategy can be replicated?
The expanding world and the increasing aspirations of buyers have created a great scope for marketers in the digital era. Every brand wants to create lasting and unique experience for its customer/consumer base, which is now completely absorbed in a world of rich digital experiences.As traditional offline channels struggle to keep pace, digital has emerged as the key marketing medium for building, growing&retaining customers and increasing topline growth. Not only the real estate sector. Digital is the best and more ROI centric medium for all brands, categories and sectors, likePharma, Education, Banking & Finance etc. Digital has created more avenues for brands to engage meaningfully with their consumer. Fuelled by the increase of portable devices and internet penetration into the Indian heartland.
What’s your recommendation for solving the housing shortage in India?
In India, the housing shortage is primarily in the urban areas and that too for EWS and LIG class of society. The reasons for shortage are unavailability of urban land, delay in approvals from government authority, high cost of construction. The short term recommendation for solving the problem would be a single window clearance system to approve affordable housing projects, tax subsidies, innovative lending rates for developers to construct houses under EWS or LIG scheme, low cost innovative construction technologies to build the houses quickly. In the long run Government has to promote infrastructure, transport and Industrial growth in Tier 2 and Tier 3 cities. This will help in controlling immigrant population in these cities, and hence reducing housing demand.

AIRPORT INFRASTRUCTUREAirports Authority of India (AAI) is the agency responsible
for creating, upgrading, maintaining and managing civil aviation infrastructure in the country. The authority manages a total of 125 Airports, which include 11 International Airports, 8 Customs Airports, 81 Domestic Airports and 25 Civil Enclaves at Defence Airfields. AAI also provides Air Traffic Management Services (ATMS) over entire Indian Airspace and adjoining oceanic areas with ground installations at all Airports and 25 other locations to ensure safety of Aircraft operations.
The Government of India is keen to boost air connectivity in the country by way of establishing new airports and reviving the existing ones. Around 25 regional airports are proposed to be developed in the current fiscal. Government of India (GoI) has earlier granted ‘in-principle’ approval for setting up of 14 Greenfield airports namely, Mopa in Goa; Navi Mumbai, Shirdi and Sindhudurg in Maharashtra; Shimoga, Gulbarga,Hassan and Bijapur in Karnataka; Kannur in Kerala; Pakyong in Sikkim; Datia/Gwalior (Cargo) in Madhya Pradesh; Kushinagar in Uttar Pradesh; Karaikal in Puducherry; and Dholera in Gujarat.
Airports Authority of India (AAI) plans to invest `15,000 crore over the next four years in the development and upgradation of airports. Out of this, around `2,000 crore is earmarked for the revival and upgradation of airports located in smaller cities, the major investment of `13,000 crore would go towards the upgradation, expansion and extension of 39 airports. The cost would also include installation of solar
power plants at several airports. The plan was approved in the last month by the Ministry of Civil Aviation.
TAPPING RENEWALThe authority is keen to reduce emission levels and save
fuel. Best practices are implemented and alternative sources of energy are being tapped. The new airport terminals under the AAI are proposed to have at least GRIHA ‘three star’ ratings. The solar energy is planned to be tapped in a big way. As of now, around 4.5 MW rooftop solar power plant is already installed at Tirupati airport. A 1.5 MW solar power plant will soon become operational at the Chennai airport, saving `8 crore in annual power expenses for the facility. This would be the first time in the history of the airport that it will be generating power for its consumption. According to officials, the installation of the panels on the roof of the cargo terminal has been completed and it will become operational anytime after the election verdict is out.
AERA FIXES TENTATIVE CEILING RATES FOR AIRPORT DEVELOPMENT
The airport regulatory authority, Airports Economic Regulatory Authority (AERA) has set a tentative ceiling cost of `65,000 per sq mtr for the construction of terminal building and `4,700 per sq mtr for the runway/taxiway/apron construction excluding earthwork up to subgrade level. Airport operators need to justify the cost if it is above the ceiling rate. Ceiling costs are being fixed as a reasonable benchmark for evaluating airport development fee that is being charged from the end users.
READY TO TAKEOFF
As the country gears up under the dynamic leadership of Prime Minister Narendra Modi towards strengthening the economy and making India one of the biggest trading and tourist hub of the world. The focus has now shifted on the development of the Aviation sector starting with establishing new airports and modernising the existing ones across the length and breadth of the country. The untapped potential of these growth centres are worth billions. Delhi Airport alone has contributed 0.45% to the national GDP in FY2009-10. The recently announced Civil Aviation Policy 2016 is a step in the right direction. Sandeep Sharma takes a look at the available project opportunities in the Aviation sector….

PROJECT OPPORTUNITIES
DELHI AIRPORT PLANS EXPANSIONDelhi International Airport Ltd (DIAL), the GMR-led
consortium that runs the Indira Gandhi International (IGI) Airport has submitted its master plan to the Ministry of Aviation for expansion. DIAL proposes to demolish the Haj Terminal (T2) and make swanky Terminal 4 operational, fourth runway, expansion of existing Terminal 1D by 2020.
DIAL cites a recent survey by the National Council of Applied Economic Research to point out the contribution of Delhi Airport to the Indian economy. In FY2009-10, the airport contributed 0.45% to the national GDP and 13.53% to the
Delhi GDP amounting to `29,470 crore. With further capacity building, DIAL expects the contribution to go higher and touch `90,950 crore by 2020.
KEMPEGOWDA AIRPORT PHASE-II EXPANSIONThe Kempegowda International Airport has started work
on its Phase-II expansion which includes construction of the second terminal (T2) and a parallel runway. The second phase is likely to complete by 2022 at an estimated cost of `4,000 crore. The site levelling work is on and likely to complete in 12 months.
The second terminal construction will be taken up in two phases. The first phase completion by 2022 can provide 20 million passenger handling capacity. In the second phase, another 15 million passengers handling capacity per annum will be added. The airport will have around 55 million passenger handling capacity once T2 is completed which also includes 20 million passengers in T1. The project funding is planned through debt and internal accrual. The construction of the second terminal is likely to start by January, 2017.
LOHEGAON AIRPORT EXPANSIONPune Airport is located approximately 10 km north-east of
Pune in the state of Maharashtra. The airport is a civil enclave operated by the Airports Authority of India at the eastern side of Lohegaon Air Force Station of the Indian Air Force. A major revamp of the Lohegaon airport is proposed. The expansion plan includes increasing the parking bays and terminal capacity upgradation. Another proposal is underway to acquire another 30 acre from Indian Oil Corporation (IOCL).
NEW PARKING BAYS FOR GOA INTERNATIONAL AIRPORT
In view of the eighth BRICS summit that will be held in Goa, the state government plans to send a proposal to the defence ministry for releasing more land to construct four new parking bays at the Goa International Airport at Dabolim. At present eight aircraft can park at the airport.

urged the Kerala Government to expedite the development works in North Kerala including the acquisition of 248.3 acre of land for the infrastructure development of Calicut International Airport and resume the services of the wide-bodied aircraft. The land is required for the expansion of the runway.
TEZU AIRPORTTezu Airport is located at Tezu in the state of Arunachal
Pradesh, India. The development of the airport, at a cost of Rs. 79 crore was approved during 2009-10. The new runway, terminal building and air traffic control tower were completed by 2014 after which the airport can handle ATR 72 type of aircraft. The airport would be operational soon.
MAHARASHTRA GOVT KEEN ON KOLHAPUR AIRPORTThe Government of Maharashtra has submitted a
proposal to the AAI and is keen to spend `3.5 crore for the commencement of Kolhapur airport. The airport is technically under the administration of AAI, but still the state government is ready to provide funds so that the airport facility can be started albeit with small capacity aircraft. The funds can be used for developing night landing facility, and some services at restroom among other purposes.
BHUNTAR AIRPORT EXPANSIONAs per the study report submitted by IIT Roorkee, the
runway of Kullu (Bhuntar) airport can be extended by 550m subject to diversion of river Beas and acquiring additional 1000m x 200m land in the river bed by the State Government. The existing airport is operational and suitable for operation of ATR type of aircraft with load restrictions in fair weather conditions.
JEWAR AIRPORT PROJECTMinistry of Civil Aviation has received a proposal from
Uttar Pradesh Government in April 2016 for grant of Site Clearance for proposed Noida International Airport near Jewar, Dist. Gautam Budh Nagar, Uttar Pradesh. As per the Greenfield Airport Policy 2008, the proposal has been sent to Airports Authority of India (AAI), Directorate General of Civil Aviation (DGCA) and Ministry of Defence (MoD) for their comments/observations on the site identified for setting up of International Airport near Jewar, Uttar Pradesh. The proposals are being considered by Steering Committee.
KISHANGARH AIRPORT TO COMMENCE OPERATIONS SOON
The development of new airport at Kishangarh is progressing well. The airport would cater to the needs of the historical city of Ajmer. The airport building construction is likely to complete in December, 2016. The process of getting the DGCA approval for commissioning the airport will be taken up thereafter. The airport is likely to be operational by July, 2017. FUTURE OUTLOOKIndia is currently the 9th largest aviation market in the
world. As the country gears up to set up 100 Smart Cities, the aviation sector holds tremendous potential. The foreign direct investment (FDI) in Air Transport (including air freight) was US$ 3.39 million during 2015-16 and US$ 612.53 million during April 2000 and December 2015. With flurry of activities initiated to develop metro and non-metro airports, introduction of low-cost carriers (LCCs), allowing Foreign Direct Investment (FDI) in domestic airlines, use of latest and modern information technology (IT) interventions and building a regional air transport network. India is expected to become the largest aviation market by 2030.
SHAMSABAD AIRPORT AWAITS AERA NODThe second phase terminal expansion of the GMR Group-operated Rajiv Gandhi International Airport at Shamsabad awaits
approval from Airport Economic Regulatory Authority (AERA). The terminal has already surpassed its targeted capacity of 12 million passengers in the last year. Focus: Aviation
On 15th June 2016, the Minister of Civil Aviation P. Ashok Gajapathi Raju released the National Civil Aviation Policy 2016 in New Delhi. The policy focuses on making regional air connectivity a reality and flying affordable and convenient for the masses. The policy aims to establish an integrated eco-system for the rapid development of the civil aviation sector which in turn could promote tourism and generate employment opportunities. The Government aims to enhance regional connectivity through fiscal support and infrastructure development. To attract more investment, the government is likely to ease doing business formalities through deregulation, simplified procedures and e-governance.
The policy is very comprehensive, covering 22 areas of the Civil Aviation sector. Its salient features are as follows:
Regional Connectivity Scheme● This scheme will come into effect in the second quarter
of 2016-17● Airfare of about `2500 per passenger for a
one-hour flightThis will be implemented by way of:● Revival of airstrips/airports as No-Frills Airports at an
indicative cost of Rs.50 crore to Rs100 crore● Demand driven selection of Airports/airstrips for revival
in consultation with State Govts and airlines● Viability Gap Funding (VGF) to airline operators● RCS only in those states which reduce VAT on ATF to
1% or less, provide other support services and 20% of VGF
● Concessions by Stakeholders● There will be no airport charges● Reduced Service tax on tickets (on 10% of the taxable
value) for 1 year initially● Reduced Excise duty at 2% on ATF picked at
RCS airports● State government will provide police and fire services
free of cost. Power, water and other utilities at concessional rates
● Creation of Regional Connectivity fund for VGF through a small levy per departure on all domestic flights other than Cat II/ Cat IIA routes, RCS routes and small aircraft below 80 seats at a rate as decided by the Ministry from time to time
● VGF to be shared between MoCA and State Governments in the ratio of 80:20. For the North Eastern States, the ratio is 90:10
Route Dispersal Guidelines (RDG)● Category I to be rationalized based on a transparent
criteria, i.e., flying distance of more than 700 km, average seat factor of 70% and above and annual traffic of 5 lakh passengers
● The percentage of Cat.I traffic to be deployed on Cat.II, and IIA will remain the same while for CAT III it will be 35%. Routes to Uttarakhand and Himachal Pradesh
included in Category II● Revised categorization to apply from winter schedule
of 2017● The review of routes will be done by MoCA once every
5 years● Withdrawal or revision of domestic operations to and
within North East Region etc, subject to full compliance of RDG, can be done under prior intimation to MoCA at least three months before withdrawal or revision of the service
5/20 Requirement● Replaced with a scheme which provides a level
playing field● All airlines can now commence international operations
provided that they deploy 20 aircraft or 20% of total capacity (in term of average number of seats on all departures put together), whichever is higher for domestic operations
Bilateral Traffic Rights● GoI will enter into ‘Open Sky’ ASA on a reciprocal basis
with SAARC countries and countries located beyond 5000 km from Delhi
● For countries within 5000 km radius, where the Indian carriers have not utilised 80% of their capacity entitlements but foreign carriers /countries have utilised their bilateral rights, a method will be recommended by a Committee headed by Cabinet Secretary for the allotment of additional capacity entitlements
● Whenever designated carriers of India have utilised 80% their capacity entitlements, the same will be renegotiated in the usual manner.
Ground Handling Policy ● The Ground Handling Policy/ Instructions/Regulations
will be replaced by a new framework:● The airport operator will ensure that there will be three
Ground Handling Agencies (GHA) including Air India’s subsidiary/JV at all major airports as defined in AERA Act
● At non-major airports, the airport operator to decide on the number of ground handling agencies, based on the traffic output, airside and terminal building capacity
● All domestic scheduled airline operators including helicopter operators will be free to carry out self-handling at all airports through their regular employees
● Hiring of employees through manpower supplier or contract workers will not be permitted for security reasons
Airport PPP/AAI● Encourage development of airports by AAI, State
Governments, the private sector or in PPP mode● Future tariffs at all airports will be calculated on a ‘hybrid
till’ basis, unless specified otherwise in concession agreements. 30% of non-aeronautical revenue will be
NATIONAL CIVIL AVIATION POLICY 2016
Project Reporter • 33 • July 1, 2016
Focus: Aviation
used to cross- subsidise aeronautical charges● Increase non-aeronautical revenue by better utilisation
of commercial opportunities of city side land● AAI to be compensated in case a new greenfield airport
is approved in future within a 150 km radius of an existing unsaturated operational AAI airport (not applicable to civil enclaves)
Aviation Security, Immigration and customs● MoCA will develop ‘service delivery modules’ for aviation
security, Immigration, Customs, quarantine officers etc in consultations with respective Ministries/Departments
● Allow Indian carriers to provide security services to other domestic airlines subject to approval of BCAS
● Encourage use of private security agencies at airports for non- core security functions to be decided in consultation with MHA
● Such agencies should be registered under the Private Security Agencies (Regulation) Act, 2005 and will also be separately accredited by BCAS
● Subject to minimum benchmarks being met, security architecture at the different airports will be proportionate to the threat classification and traffic volume.
Helicopters and Charters● Separate regulations for helicopters will be notified by
DGCA after due stakeholder consultation● MoCA to coordinate with Govt agencies and other
helicopter operators to facilitate Helicopter Emergency Medical Services
● Helicopters will be free to fly from point to point without prior ATC clearance in airspace below 5000 feet and areas other than controlled or prohibited or restricted airspace
● Airport charges for helicopter operations will be suitably rationalized
● The existing policy of allowing Inclusive tour package charters will be further reviewed to include more categories of passenger charter flights recognised globally.
Maintenance, Repair and Overhaul The MRO business of Indian carriers is around `5000
crore, 90% of which is currently spent outside India. In the budget for 2016-17, customs duty has been rationalised and the procedure for clearance of goods simplified. Further incentives proposed in the policy to give a push to this sector:● MoCA will persuade State Governments to make VAT
zero- rated on MRO activities● Provision for adequate land for MRO service providers
will be made in all future airport/heliport projects where potential for such MRO services exists
● Airport royalty and additional charges will not be levied on MRO service providers for a period of five years from the date of approval of the policy
Aviation Education and Skill BuildingEstimated direct additional employment requirement of
the Civil Aviation Sector by 2025 is about 3.3 lakh. All training in non licensed category will conform to National Skill Qualification Framework standards. MoCA will provide full support to the Aviation Sector Skill Council and other similar organisations/agencies for imparting skills for the growing aviation industry . There are nearly 8000 pilots holding CPL but who have not found any regular employment. MoCA will develop a scheme with budgetary support for Type- rating of Pilots. The detailed scheme will be worked out separately.

Man’s quest for development has encumbered the atmosphere with harmful emissions. After-effects of global warming is known to all - be it melting glaciers, rising of global temperature or low-lying islands. Question of the hour is “What we will pass on to our next generation?” To overcome this complex situation, the world has united with an aim to make it a better place to live in and India has taken a centre place in that. Towards this mission, India has launched an International Solar Alliance (ISA) at the CoP21 Climate Conference in Paris, with an announcement by Prime Minister Narendra Modi that the revolution in the field would bring power to all citizens, and create unlimited economic opportunity. The new body, which has invited all countries located fully or partly between the tropics of Cancer and Capricorn to join, is to function from the National Institute of Solar Energy in India, Gurgaon.
India’s journey towards adoption of clean technology and renewable energy can be dated back to 1993 when first time a developing country like India was adopting FIT (Feed in Tariff) for Wind power plants. The Electricity Act, 2003 which transformed Indian power sector, was the first major policy document which gave a clear directive to promote renewable energy usage. The document talks about a national policy for permitting standalone systems (including those based on renewable sources of energy and other nonconventional sources of energy) for rural areas. The document also emphasized on the point that electricity regulatory commission should promote co-generation and generation of electricity from renewable sources of energy while determining the tariff. The act also categorically mentioned that a percentage of the total consumption of electricity in the area of a distribution licensee should be from some renewable sources. This was introduction of the system which we all know as Renewable Purchase Obligation (RPO).
By 2004, India had already established a biofuel target of 10% and three states had adopted a FIT scheme. Renewable energy generation got a boost with the introduction of Generation-based incentives for wind and PV solar across India in 2007. An important milestone during this journey came when on 30th June, 2008, the then Prime Minister Manmohan Singh released India’s first National Action Plan on Climate Change (NAPCC). The plan identified eight core “national missions” running through 2017 and National Solar Mission was the first in the list. This indicated Govt.’s intention of bringing solar at the centre of renewable energy mix.
The National Solar Mission was aimed to promote the development and use of solar energy for power generation and other uses with the ultimate objective of making solar competitive with fossil-based energy options. The plan included:• Specific goals for increasing use of solar thermal
technologies in urban areas, industry, and commercial establishments;
• A goal of increasing production of photovoltaics to 1000 MW/year; and
• A goal of deploying at least 1000 MW of solar thermal power generation
• Establishment of a solar research centre, increased international collaboration on technology development, and increased government funding and international supportThe mission was renamed to Jawaharlal Nehru National
Solar Mission (JNNSM) in 2010 and was given a specific target for installation of solar power plant by 2022.
Present NDA Govt., led by visionary Narendra Modi has taken this mission to GW level. Overall renewable energy capacity addition target has been set at 175 GW by 2022 – 100 GW from solar energy, 60 GW from wind energy and remaining from other non-conventional energies. With this, India will become one of the largest green energy producers in the world, overshadowing several developed economies.
100 GW of Solar energy capacity addition target comprises of 60 GW of large and medium scale grid connected solar power projects and 40 GW of rooftop solar projects. This will attract investment to the tune of Rs. 6,000 Bn. For preliminary support, the government is providing Rs. 150 Bn as capital subsidy. In rooftop, the government is focusing on viability gap funding based projects which would be developed through Solar Energy Corporation of India (SECI). To facilitate such a massive target the government is providing supporting interventions, like:-a) Incorporating changes in land use regulations and tenancy
laws to facilitate aggregation and leasing of land by farmers/ developers for solar projects;
b) Implementation of large scale solar projects through solar park model. SECI will be the implementation agency and will take care of the financial closure of the projects and will closely work with State Govt. appointed nodal agencies.
c) Identification of large government complexes/ buildings for rooftop projects;
d) Development of power transmission network/ Green Energy Corridor;

Renewable Energy
e) Setting up of exclusive parks for domestic manufacturing of solar PV modules;
f) Provision of roof top solar and 10 percent renewable energy as mandatory reform under the new scheme of Ministry of Urban Development;
g) Amendments in building bye-laws for mandatory provision of roof top solar for new construction or higher FAR;
h) Considering infrastructure status for solar projects; raising tax free solar bonds; providing long tenor loans; making roof top solar a part of housing loan by banks/ NHB and extending IIFCL credit facility to such projects by the Department of Financial Services;
i) Suitable amendments to the Electricity Act for strong enforcement of Renewable Purchase Obligation (RPO) and for providing Renewable Generation Obligation (RGO);
j) Incorporating measures in Integrated Power Development Scheme (IPDS) for encouraging distribution companies and making net-metering compulsory. Other than the above, various
other schemes have been introduced and extended in the past to boost renewable energy generation. Significant ones are Generation Based Incentive (GBI), Accelerated Depreciation (AD) and Renewable Energy Certificate (REC).
GBI scheme is applicable for grid interactive wind power projects for the entire 12th plan period (2012 – 2017). Under this scheme, a wind energy generator will get an incentive of Rs. 0.50 per unit fed into the grid for a period not less than 4 years and a maximum period of 10 years with a cap of Rs. 100 Lakhs per MW. The total disbursement in a year will not exceed one fourth of the maximum limit of the incentive i.e. Rs. 25.00 Lakhs per MW during first four years. The GBI scheme will be applicable for entire 12th plan period having a target of 15,000 MW. This incentive will be applicable over and above the tariff that may be approved by the State Electricity Regulatory Commissions (SERC’s) in various states.
AD scheme was introduced to incentivize investments in renewable segment, to accelerate profit-making by reducing the taxable income in the early years and to postpone higher taxes to a later period in time. At present renewable energy developers can claim an accelerate depreciation of 80% in the first year however, it will be reduced to 40% from April 2017. The renewable energy think tank is divided over the implementation of AD and its benefits.
REC scheme introduction assumes significance from the fact that Renewable energy generation potential is not same across the states in India. The Electricity Act, 2003 and NAPCC had provided a roadmap for increasing the share of renewable in the total generation capacity in the country. However, since Renewable Energy (RE) sources are not evenly spread across different parts of the country, this was inhibiting SERCs in these States from specifying higher
Renewable Purchase Obligation (RPO). It is in this context that the concept of REC assumes significance. This concept seeks to address the mismatch between availability of RE sources and the requirement of the obligated entities to meet their RPO. It is also expected to encourage the RE capacity addition in the States where there is potential for RE generation as the REC framework seeks to create a national level market for such generators to recover their cost. Till date approx. 32 million RECs have been issued by Renewable Energy Certificate Registry of India (RECRI) and approx. 15 million RECs have been redeemed till date. The market for REC is showing good growth in the past few years.
The journey doesn’t end here. Ministry of New and Renewable Energy (MNRE) has launched specific assistance
schemes in each renewable energy sector to draw investment and higher participation in that sector. Ministry of Power, in its recent amendment to National Tariff Policy, 2005 has tried to give another push to increase renewable power installation in the country and improve share of renewable power in the energy mix. Important amendments were • Renewable Power Obligation (RPO): In order to promote renewable energy and energy security, 8% of electricity consumption excluding hydro power, shall be from solar energy
by March 2022.• Renewable Generation Obligation (RGO): New coal/
lignite based thermal plants after specified date to also establish/procure/purchase renewable capacity.
• Affordable renewable power through bundling of renewable power with power from plants who’s PPAs have expired or completed their useful life.
• No inter-State transmission charges and losses to be levied for solar and wind power.
• Swachh Bharat Mission to get a big boost with procurement of 100% power produced from Waste-to-Energy plants.Lot more can be done for the sector however the present
govt. has shown the right intent to address all the ground level issues and take India at the centre of global renewable energy development programme. We are confident that one day it will be a renewable, clean and green world and our future generations will live a better and healthier life.
