    Re: Annual Fees and Charges Schedule for 2011

    The Parks, Recreation, and Greenway Advisory Board (PRGAB) annually reviews the fees andcharges recommendation for use of facilities managed by the Parks and Recreation Department.An Ad Hoc Committee of the PRGAB met and reviewed staff recommendations. On November18, 2010 the Ad Hoc Committee presented their recommendation to the PRGAB. The PRGABunanimously voted on December 9, 2010 to ask City Council to adopt the proposed 2011 feechanges.

    The changes include an increase at Walnut Creek Softball Complex and Buffaloe RoadComplex. These sites have not increased fees since 2001 and are currently below market. Wealso recommend a non refundable reservation fee of $150 at both complexes.

    Additional changes include a non-refundable rental application fee of $15 for open space and allfacilities with rentable space. This fee does not apply to the rental of picnic shelters. The feeaddresses staff cost to process rental applications. The fee will be effective March 1, 2011 for allnew rentals.

    We recommend a new fee of$50 to process Alcohol Permits. In accordance with existing Cityof Raleigh Ordinance the Parks and Recreation staff review and process approximately 45applications per year at an estimated staff cost of $50 per application.

    Anderson Point is considered a facility similar to the Tucker House, Borden House andMordecai. All of these sites are typically rented for family gatherings or wedding. We arerecommending an increase of $25 per hour to be consistent with similar sites.

    Buffaloe Road Aquatic Center is scheduled to open in January 2012. We are recommending afee structure in advance of the facility's opening due to advertising. The fees for resident andnon-resident include daily admissions, punch passes for 10 swims, and group rates. The daily

    admission includes a "dry" pass where a parent or guardian may be at the site with their childrenbut not in the water. The fees are based upon a market analysis.

    We recommend the removal of the fee for swim meets at 25 yard pools since this service has notbeen requested for several years.

    In 2010 City Council approved an hourly rate structure at rented facilities. Magnolia Cottagewas not included in 2010 and we are recommending it be changed to $75/hour with a 4 hourminimum to be consistent with other Parks and Recreation sites.

    The estimated new revenue from the 2011 fee structure is $124,635.
