Welcome to a new year and one thatshould prove to be a pivotal one in the history of the Great Neck Library as weembark on the construction phase of theMain Library renovations.

The Great Neck Library closed on thesale of its first tax exempt bonds onDecember 11. The $10.4M Dormitory ofthe State of New York (DASNY), GreatNeck Library Revenue Bonds, Series 2014produced net proceeds of $10.76M whichare committed to be used for the renovationproject.

The entire issue of the bonds was soldwithin three hours of the offering byRoosevelt and Cross on November 19th,and generated an original issue premium ofnearly $660,000. The success of the salehad much to do with the Library garneringa “Aaa rating” from Moody’s thanks toprudent fiscal management under the guidance of our Library Board, ourTreasurer, Josie Pizer and our BusinessManager, Neil Zitofsky.

In its review, Moody’s looked at the lastsix years of summary General Fund rev-enues and expenditures, as well as six yearsof Balance Sheets and audit reports for2013 and 2014. Also, working in theLibrary’s favor is our tax collection processvia the School District which practicallyeliminates the risk of default.

It is believed that the Great NeckLibrary is the first public Library to receivea Aaa rating from Moody’s. The Aaa rating,as compared to an Aa2 rating, saves theLibrary an estimated 10 basis points(0.10%) in bond interest expense. Thisequates to just under $25,000 per year, ornearly $500,000 over the twenty year term.

On November 19, 2013, the voting public in the District approved a referen-dum for the $10.4M bond with a maximumannual debt service of $875,000. The aver-age annual debt service payment has nowbeen finalized at $733,000, a savings ofmore than $2.8 million for local taxpayersover the life of the bonds.

At a Special Board meeting onDecember 8, your Library Board ofTrustees officially selected VRD

Contracting Inc. ofHolbrook, LongIsland as our contrac-tor for the MainLibrary Renovations.VRD was selected as the lowest qualified bidder as part of the publicbid process as vetted by our Dominic Calgiand David Chen of Calgi Construction andRussell Davidson of KG&D Architects. The Town of North Hempstead is currentlyin the process of reviewing our permitapplications. As soon as the permits areapproved, the construction work will begin. An updated project timeline is available foryour review on our Renovation webpage athttp://www.greatnecklibrary.org/libinfo/libreno.php.

Our Main Library will remain closedfor the duration of the project for the safetyof both our patrons and Library staff and toshorten the construction timeline. Hopefullyby now you have had an opportunity tovisit at least one of our three branchlibraries which have all had improvementsmade to better accommodate additionallibrary materials, staff and patrons to serveour public during this renovation year.

Additional evening hours have beenadded to the Parkville Branch on Mondaynights and the Lakeville Branch on Fridaynights along with Sunday hours added atour Station Branch. Library Staff is investi-gating the viability of adding an externalbook drop adjacent to Bayview Avenue atthe Main Library site for your conveniencewhen returning materials on the north endof the peninsula.

We are thankful to our community part-ners, the Great Neck School District, theGreat Neck Park District, Temple Emanuel,Temple Israel, and the Village of SaddleRock for generously offering us access toprogramming space for Levels, Children’sand Adult programming. Details on all ofour offerings are provided in this news-letter. Most of all we are thankful to you,our Library patrons for your support of our renovation project and for your under-standing and patience during this renova-tion period.
