From The Desk

Rajesh Kishore , IASAdditional Chief Secretary,

Health & Family Welfare Department,Government of Gujarat, Gandhinagar

For a society to prosper, it is essential that its citizen have access to quality healthcare irrespective of their status or position in society. There cannot be a bigger disservice to society than to ignore the health of its own people.

Gujarat is at the forefront of establishing and maintaining good and responsive health infrastructure at various levels. The healthcare sector in the state is witnessing an exponential growth, as evidenced by growth in the number of hospitals and healthcare institutions, improvement in emergency medical services with aid from 108 ambulance services, rise in medical tourism, successful public private partnership (PPP) models and high-quality medical education.

The belief in health being a fundamental right comes with the responsibility to provide access to affordable essential drugs and surgeries. And to put this idea into practice, initiatives such as the ‘Bal Sakha Yojna’, ‘Mukhyamantri Amrutam (MA)’, Chiranjeevi Yojna etc. come to fore. In conjunction with this immense support to traditional medicines, the state government has also promoted the use of alternative medicines, especially Ayurveda.

Numerous such steps undertaken should be seen under an all-encompassing goal of what we have envisioned for Gujarat. When the nation celebrates the Platinum Jubilee of Independence in 2022, let’s come together to celebrate, in the same breath, the achievements of a “Healthy Gujarat”: a Gujarat, free from malnutrition and other diseases - where basic healthcare facilities is no more a luxury for the citizens across the length and breadth of the state.

To this end, the state government has put ‘Health’ at the nucleus of all its policies and budgetary decisions. We firmly believe that healthcare is a lever with an enormous potential, not only to revolutionize, but also to lead the change process in the state and set the ball of development in motion.

Gujarat Pipavav gets MoEF nod for expansion

February 21, 2014

Gujarat Pipavav Port Ltd. (GPPL) has finally received an approval from the Ministry of Environment & Forests (MoEF) for its expansion plan.

While the company had received an approval in June 2012, the same had been challenged by an NGO in the National Green Tribunal (NGT) and the Tribunal in its August 22, 2013 order had kept the company's environment approval in abeyance for a period of six months. Subsequently, MoEF and EAC had initiated a fresh appraisal of the expansion plan.

However, GPPL on Friday stated that the company has received approval from MoEF for its expansion plan. It needs to be mentioned here that the NGOs which had challenged the approval were Gau Raxa Hitraxak and Gauchar Paryavaran Bachav Trust representing villagers near the port.

GPPL's expansion plan was to be executed for an estimated cost of INR 1,097 crore. The company has planned to finance the project cost through a mix of debt, equity and internal accruals.

Petronet’s Dahej expansion plan gets environment clearance

February 22, 2014

After clearing major infrastructure projects like Posco, Tawang and Teesta within a few days of taking over, environment minister Veerappa Moily has now given the hitherto elusive environment clearance (EC) to India's largest natural gas importer Petronet LNG's Dahej terminal for doubling of its capacity.

Early this week, Moily approved the INR 5,060 crore expansion of the Dahej terminal which involves doubling of the capacity of the terminal to 20 million tonne per annum (mtpa) from 10 mtpa at present. The project had received the approval of the expert appraisal committee (EAC) of the ministry in December and it was awaiting a final nod from the minister.

A Petronet official confirmed that the EAC approval is in place but the company is awaiting a formal approval from the ministry. The company had secured the approval for diversion of 22.62 hectare of forest land in October.

Petronet commissioned the Dahej facility with 5 mtpa capacity in 2004 and doubled the capacity to 10 mtpa in 2009. The terminal caters to at least 25% of India’s consumption of natural gas.

This the third phase of expansion of the Dahej terminal after which the total installed capacity will be 20 Mtpa. The 10 to 15 Mtpa expansion is estimated to be completed by end 2016 and the rest by end 2020. At present, the plant has one jetty, four LNG tanks (each having a gross capacity of 160,000 cubic meter) and regasification facilities along with associated utilities (sized for handling 10 Mtpa of LNG).The major additional equipment proposed are LNG storage tanks, in-tank pumps, fuel gas station, air heaters, glycol water pumps, and hot water pumps, among others.

Domestic drug companies beat MNCs in growth during 2013

February 25, 2014

While Indian companies might be struggling to meet compliance norms to export drugs to one of the world's biggest pharma markets, the US, when it comes to home-ground, they have beat their foreign peers hands down in terms of growth last year. Local drug firms have significantly out-performed multinational drug players, registering a growth of 11.4 per cent versus 6.5 per cent respectively.

Industry players and market analysts point out two major reasons behind this gap in growth rate; one is the impact of the Drug Price Control Order (DPCO 2013), and secondly MNCs on an average have launched less drugs in the Indian market.

Pharma analyst with Angel Broking Sarabjit Kaur Nangra pointed out that while for 2013, the impact of the DPCO is very apparent, another reason behind local drug firms clocking a better growth rate compared to MNCs is related to the number of drug launches. MNCs traditionally tend to bank on their existing block-buster brands, while local firms tend to launch more products. In a volume driven industry that is why local firms have done well.

Germany to mobilise participation for VG 15

March 4, 2014

To explore and strengthen business ties and to mobilise participation of overseas IT companies for Vibrant Gujarat in 2015, Gujarat Electronics and Software Industries Association (GESIA), the apex trade body of Gujarat IT-ITeS industry, will

take a group of 14 ICT companies on trade mission to exhibit their products and services at CeBIT 2014 in Hannover, Germany for the first time.

Senior consultant to GESIA, Mignesh Parekh said that CeBIT has committed to participate in Vibrant Gujarat next year and by participating in CeBIT this year they aim to promote Gujarat as an upcoming IT destination. A Gujarat pavilion (set up with the help of state government) has been installed at CeBIT. He added that they will be inviting 15-20 companies from Europe to participate in the business summit next year. He further mentioned that six companies had participated individually in CeBIT last year.

He also said that Gujarat will be the next upcoming IT destination after Bangalore, Hyderabad, Noida and Pune because of high cost of infrastructure in the latter cities and rising cost of productivity.

The 14 companies trade mission is being led by GESIA president Pankaj Shah and is supported by Department of Science and Technology of the state government under the international cooperation scheme. GESIA has also planned B2B business meetings in other countries like Brussels, Amsterdam and Paris in addition to the CeBIT fair.

Supported by the Indian Ministry for Micro, Small and Medium Industries, the 16—member delegation from the pharmaceutical, chemical, electrical, power, energy, and engineering sectors met with business leaders in the three cities.

Janak Seth, FGI Vice—President and leader of the delegation, said that there are great opportunities for India and South Africa, especially in the small business sector which generates a lot of employment. He added that there is a dearth of employment in South Africa, and this would be a good opportunity for South Africa to adopt and apply the models used by Gujarat in the city, town and village levels.

He further informed that they had a three—fold approach with the visit — to export products from India to extend the $ 14 billion trade with South Africa to $ 25 billion in two years’ time; secondly to import products from South Africa; and thirdly joint ventures to partner either in manufacturing partly in India and partly in South Africa or using Indian technology for South African partners to manufacture locally.

Janak Seth, who is also the MD of Century Pharmaceuticals in Vadodara, said that the pharma sector in particular presented a lot of opportunities because South Africa is concentrating more on local production usingimported ingredients rather than importing finished products.

Danke Electricals of Waghodia, a manufacturer of diversified transformer and switchgear products, had enough success with the visit to seriously consider setting up manufacturing operations in South Africa.

In an innovative clinical trial, the Central Marine Research Institute in Cape Town is trying out pharmaceutical ingredients from an Indian company on fish, the first time something like this was being done. Janak Seth informed that this three—month trial is a first for an Indian company and has already attracted attention from Turkey, which has also expressed an interest in running trials there.

The delegation also extended an invitation to South African business to visit the biennial Vibrant Gujarat Expo to be held in the State in January 2015 as well as the Ipex pharmaceutical exhibition in April this year.
