The applicable authority is Blacktown City Council (BCC). The intent of APS and BCA is to harmonise access provisions with the complaints based DDA. DDA complaints can be lodged in relation to existing and or proposed buildings and services. Accordingly, AA provides a risk management approach, and recommends access modifications / retrofit to adjacent and existing premises in conjunction with accessible new works and services. AA directors are members of the ACAA (Association of Consultants in Access Australia).

Access Report 1 – Master Plan

Methodology

This Access Australia (AA) Report relates to instructions and documents received to date from MOHO Developments, Betop Holdings and Roberts Lee Architects (RLA) regarding a proposed 34 townhouse multi-unit development at 72 Junction Rd Schofields NSW.

AA Report 1 relates to the total development and AA Report 2 relates to the Display Unit. AA has not inspected the site to date.

Access provisions are to comply with the 2010 APS (Access to Premises Standard), current BCA Part D3, relevant Council requirements and Australian Standards, including AS1428.1 - 2009, AS1428.2 - 1992, AS1428.4 - 2009, AS1735.12 – 1999, AS2890.6 - 2009 and AS4299 - 1995 as applicable. The applicable authority is Blacktown City Council (BCC).

1 Scope AA scope includes DA access reports for this proposed 34 townhouse multi-unit development, including a display unit, in Schofields NSW. The project is torrents title with a community management scheme over common areas. RLA has advised that SEPP 65 is not applicable. The project is NCC / BCA Class 1a, and BCC DCP 2016 required a minimum of 10% adaptable units for multi-dwelling housing. BCC Pre-application meeting on 19 December 2017 requires compliance with the NCC / BCA. BBC Growth Centre Precincts DCP 2016 requires adaptable dwellings as following Clause 4.3.5 extract

The project includes 34 townhouses, and accordingly 4 adaptable townhouses are required.

2 Site & parking The site has a fall of 6m± from east to west and vehicular and pedestrian access is provided to all 34 townhouses. The display unit townhouse is located at the Junction Rd east frontage. Refer AA Report 2. Townhouse parking provides 2 covered spaces for each 4 bedroom townhouse and 1 covered space for each 3 bedroom townhouse.

4 Adaptable town houses Adaptable town houses (4) are located along the northern road frontage adjacent to the Junction St east entry.

The four (4) adaptable townhouses are type A with post adaptation layouts including provision for lift access between ground and first floor levels. The post-adaptation layouts include reduction from 2 to 1 parking space with generally complying AS4299 accessible parking space and accessible entries. AS4299 adaptable housing requires accessible car parking spaces 3.8m wide and 6m deep, with internal 2.5m clear height within the parking area for each adaptable town house – as following AS4299 extract.

The purpose of adaptable housing is to provide an equitable mix of residential accommodation with accessible entries and internal layouts – providing ease of adaptation to meet individual needs of persons with different disabilities. Adaptable unit detailed design is to comply with AS 4299 Class C criteria. Pre and post adaptation layouts for adaptable housing have been provided in accordance with AS4299. The post adaptation townhouse designs and layouts provide generally complying entry, parking, lift, kitchen, living, bedroom and bathroom circulation space. Access certification is subject to detailed design and site inspections during construction.

Access Compliance

Based on information provided to date, AA considers the current planning and design meets applicable access codes and legislation, consistent with the DDA – subject to compliance with this AA Access Report and recommendations. Access Compliance requires regular access inspections during construction, to review, assess and report on access compliance and non-compliance during construction.
