Will the Minister for National Health Services, Regulations andCoordination be pleased to state:

(a) whether it is a fact that the ranking of Pakistan in the World interms of number of children suffering from malnutrition is highat present; if so, the details alongwith reasons thereof;

(b) the region wise details of the schemes/programmes beingimplemented by the Government to overcome the said problems;

(c) the year-wise funds allocated/released/utilized therefor duringthe last five years till date alongwith the achievements gainedtherefrom; and

(d) the steps taken/being taken by the Government to eradicate theproblems of malnutrition of the children in the country?

Minister for National Health Services, Regulations andCoordination: (a) Yes, it is fact that Pakistan in the world in terms of number ofChildren suffering from mal-nutrition ranks 3rd at present. (National NutritionSurvey 2011 and UNICEF Report 2013)

Following are the main causes of malnutrition:

1. Immediate Causes (Inadequate dietary intake and disease)

2. Underlying Causes (Food insecurity, poor health services (especiallyin Women and Children) and environment.

3. Basic Causes (infrastructure including resource constraint, political,economical and social/ideological structure and formal and informal institutions(courses at colleges and higher education institutions in Nutrition).

(b) Health care services and implementation have been devolved to theprovinces. However, the Federal Ministry of NHS,R&C has the mandate ofcoordination among the provinces and with UN agencies, National and InternationalNutrition partners to support the provincial Health department to carry out Nutritionactivities to address the Child Malnutrition in the country.

(c) Regions response:

• Balochistan Nutrition Program for mothers & Children has beenapproved at a cost of Rs: 1493 Millions

• Sindh Nutrition Support Program has been approved at a cost ofRs: 4118 Million.

• Punjab and Khyber-Pakhthunkhwa have responded to Nutritionprogram in their integrated health services package with the cost ofover all 9.7 Billions and 20 Billion respectively.

• Two Major Vertical programs i.e. Lady Health Workers (LHWs)Program for Family Planning and Primary Health Care & Maternal& Neonatal Child Health Programs indirectly addresses improvementin Mother and Child health services, funded by M/o NHS,R&Cwith a cost of more than 14 Billion.

• No funds allocated/ released after 2011 for any Nutrition projectwhich could be implemented by the Federal Government

• A Project with the title “Improvement of Nutrition through PrimaryHealth Care & Mass Nutrition Awareness” with a total allocation ofRs. 58.7 Million was implemented by the former Ministry of Healthduring 2010-12. while 8.0 Million were released and utilized duringthat period for support of Provinces in Advocacy and social

mobilization initiatives, Information, Education & Communication(IEC) Materials development and human resources capacity building/Trainings.

(d) After the 18th constitutional amendments, the provinces areresponsible for Nutrition improvement related interventions, while the FederalGovernment M/o NHS,R&C and the Planning Commission is seeking supportfrom development partners and donors like World Bank ( Provided support toSindh and Balochistan Nutrition Programs)

Balochistan and Sindh Nutrition Programs with support of WB and Punjaband KP in line with their integrated Health services including Nutrition are beingimplemented through integrated Nutrition Strategies through nutrition surveillance,stabilization centre for malnourished Children and their mothers, provision ofmicronutrients through supplementation and food fortification( Vit-A, Folic Acid,Iron, Iodine by Iodized Salt etc.)

Also;• Nutrition Stabilization Centre’s have been established in the Flood

affected District Headquarter Hospitals of Pakistan with the assistanceof DFID and Australian Aid Agency and technical support ofUNICEF, WHO and WFP.

• These stabilization centres treats children with severe malnutrition byproviding them baby food and supplementation to their mothers.

• Zero Hunger Program to address Food in security has been startedby the Ministry of National Food Security and Research.

61. *Ms. Tahira Aurangzeb:

Will the Minister for Water and Power be pleased to state:

(a) whether the Wind Energy is more beneficial and convenient fora common consumer as compared to general energy; if so, thedetails thereof; and

(b) the location-wise Wind Energy Projects launched so far, or, tobe launched in the country in the near future?

Minister for Water and Power (Khawaja Muhammad Asif): (a) Beingan indigenous and free of cost source, wind provides energy security for the country.Wind energy is clean and environmental friendly. Moreover, the tariff of windenergy is less than imported fuel based thermal power generation and comparablewith the current gas based power generation prices. However, there are no fuelprices escalations as applicable in case of thermal power generation.

(b) All wind power projects are being developed in Gharo and Jhimpirareas of district Thatta Sindh. The details of operational and other wind powerprojects in pipeline are given below:—

(a) the total number of houses for which a 100 KV transformer issufficient;

(b) the steps taken by the Government in respect of over-loadedtransformers in the country; and

(c) the percentage of work carried out regarding complaintsregistered about overloaded transformers alongwith theirredressal all over the country during the year 2013-14?

Minister for Water and Power (Khawaja Muhammad Asif): (a) 100KVA transformer is sufficient to cater the load of houses upto the safe limit of80-KW. This depends upon the type of construction and types of gadgets beingused. Normally, while giving new connections, the following assessment criteria isobserved:

(b) Whether a transformer is reported to be overloaded, it is eitheraugmented with higher capacity or a new transformer is added in the circuit(as the case may be) under the System Augmentation Program (SAP) by theconcerned DISCO.

(c) 52.31% work regarding redressal of overloaded transformers(all over the country) has been completed while 47.69% work is remaining/pendingdue to following reasons:

a. Some works are under progress and will be completed by the endJune-2014.

b. Some cases returned back for review being un-justified.

c. Some cases are pending due to non availability of funds.

d. Some cases are pending due to non/ availability of material.

63. *MS. Aisha Syed:

Will the Minister for Industries and Production be pleased to statethe steps being taken by the Government to promote the handicraftsof District Swat at international level?

Minister for Industries and Production (Mr. Ghulam Murtaza KhanJatoi): AHAN – Aik Hunar Aik Nagar is operating for the last 07 years to developand promote hand-crafted products of rural artisans and crafts persons.

AHAN has implemented various training projects in Swat districts e.g.Shawl Value Addition project, lslampur Swati Embroidery Project and Washing& Pressing Facility at Islampur. Approximately 1,200 artisans were benefited.

Artisans have been facilitated in participating in local and internationalexhibitions and trade fairs. More projects have been proposed to train local artisansand to provide them marketing exposure in local and international markets.

64. *Ms. Asyia Naz Tanoli:

Will the Minister for National Health Services, Regulations andCoordination be pleased to state:

(a) the steps being taken by the Government to control the cosmeticsbeing locally manufactured in unhygienic factories, causing skincancer and such other diseases; and

(b) the steps taken by the Government to control smoking duringthe year 2013-14?

Minister for National Health Services, Regulations andCoordination: (a) The mandate of Drug Regulatory Authority of Pakistan is toregulate only Medicated Cosmetics under the Drug Regulatory Authority of PakistanAct, 2012, while general cosmetics do not come in the ambit of Drug RegulatoryAuthority of Pakistan.

*Regulation of Medicated Cosmetics has been initiated vide SRO No.412 (1)12014, dated 29th May, 2014. Public Notice regardingpromulgation of rules has been published in the print media on 3rd June,2014 for awareness of public as well as stakeholders.

(b) The use of tobacco causes eighteen types of cancer, heart diseaseand strokes. In Pakistan, tobacco is a cause of death of around 100.000 personsevery year. The youth of Pakistan are being targeted by the tobacco industrythrough different means entailing enhancement in smoking tendency. According toGlobal Youth Tobacco Survey conducted by World Health Organization, 1200Pakistani children between ages 6 and 15 begin smoking very day.

To address this major health issue, the Federal Government has taken anumber of initiatives. These inter-alia include (i) promulgation of the Cigarette(Printing of Warning) Ordinance, 1979 and the Prohibition of Smoking andProtection of Non-smokers Health Ordinance, 2002 (ii) signing and rectificationof Framework Convention on Tobacco Control (FCTC) and; (iii) creation ofTobacco Control Cell at Federal level, currently placed with Ministry of NationalHealth Services, Regulations and Coordination.

Tobacco Control Cell, since its inception, is implementing demand andsupply reduction strategies to reduce prevalence of tobacco use in Pakistan.Following are the major steps taken by the Ministry to control smoking during theyear 2013-14:

Awareness:

In order to make people aware of hazards of tobacco use (smoking andsmokeless), second & third hand tobacco smoke, following interventions werecarried out:

i. Development, printing and dissemination of information, educationand communication materials.

ii. Orientation sessions for different target groups including students.

iii. Mass media campaigns.

iv. TV/ Radio Programmes/ Newspapers Articles.

v. Production and airing of two documentary film an tobacco control(in English, Urdu, Sindhi and Pushto).

vi. Incorporation of tobacco control messages in curriculum (Punjabhas incorporated).

vii. Initiation of process to rotate current pictorial health warnings oncigarette packs and outers.

Strengthening Legislation:

Current tobacco control legislation was strengthened to make it in conformto FCTC requirements. Although restrictions were imposed on tobaccoadvertisement, promotion and sponsorship activities in Pakistan, but, there wasneed to strengthen these in accordance with FCTC requirements. Followingrestrictions on advertisement were imposed in 2013 (w.e.f. 31st May, 2014).

• In print media

• On television or radio, including cable television or close circuit televisionnetwork

• Through branding on clothes or garments including caps

• Hard or soft on store boards / fascia affixed outside a shop, kiosk ormobile trolley

• poster or banner made of any material, affixed outside a shop, kiosk ormobile trolley

• billboard whether fixed or mobile

Enforcement:

i. Activation of Provincial and District Implementation and MonitoringCommittees on Tobacco Control in 20 model districts of Pakistan.

ii. More than 322 capacity building sessions witn law enforcementofficers & authorized persons.

iii. Formation of law enforcement teams in 20 model districts.

iv. Crackdown against sheesha sellers enforcement of tobacco controllaws.

v. Coordination with Custom Intelligence unit, Federal Board ofRevenue to launch crackdown against smuggled cigarettes.

vi. Legal notices to tobacco companies on violations of tobacco controllaw.

vii. Implementation of Smoke-free Islamabad Initiative in collaborationwith Islamabad District Administration (First model city of Pakistanto implement tobacco control laws).

viii. Letters to provincial health Ministers to ensure eofootement of tobaccocontoo laws in the provincess.

Future Plans:

i. Launching of National Tobacco Control programe for tobaccocontrol.

ii. Taxation on tobacco products (eaarking of tobacco tax revenues fortobacco control).

iii. Rotation of pictorial health warning on cigarette packs.

iv. Coordination with provincial governments to ensure enforcement oftobacco control laws especially ban on sale of cigarettes and othersmoking substance to minors.

v. Enforcement of ban on advertisement of tobacco products.

65. *Ms. Asyia Naz Tanoli:

Will the Minister for National Health Services, Regulations andCoordination be pleased to state:

(a) whether it is a fact that Pakistan ranks fifth amongst twentytwo countries with respect to number of T.B patients;

(b) whether it is also a fact that after China, the second biggest T.Bsurvey has been carried out in the country; if so, the procedureadopted therefor;

(c) whether ail villages/Tehsils/Districts were included therein; and

(d) the names of departments involved in the preparation of surveyreport thereof?

Minister for National Health Services, Regulations andCoordination: (a) Yes According to WHO report 2013, Pakistan ranks 5thamongst 22 high burden countries after India, China, South Africa and Indonesia(Annexure-A).

(b) Yes The TB disease Prevalence survey conducted in Pakistan during2010-11 was second largest survey in the world after china.

The Procedure adopted was 95 tehsils were selected randomly by FederalBureau of stitatistics .One union council was selected in each selected tahsil.133000adult population of 15 years or above were screened. The screening proceduresadopted were according to WHO TB Guidelines. According to this strategy alleligible adults within the selected cluster were screened through Symptom screeningand chest X-ray screening and “TB suspects” identified through screening weretested through smear microscopy and culture (Annexure-B).

(c) This was a research project based on methodology of cross sectionalstudy. Keeping in view the methodology of the survey 95 tehsils were selectedthrough PPS .(proportionate to population size) by FBS Federal Bureau ofStatistics, Islamabad) and further one UC was selected randomly from the list ofUCs in one selected tehsil. Further a survey cluster of approximately 400 householdswas selected randomly within the selected UC to reach the census of 1400 eligibleadults.(List of selected clusters)

(d) National TB Control Program was the lead organization, TechnicalSupport was provided by WHO, KNCV (Royal Dutch TB Foundation),International Union against Tuberculosis and lung health, Federal Bureau ofStatistics, National Institute of Population studies,

66. *Dr. Nisar Ahmad Jatt:

Will the Minister for Industries and Production be pleased to state:

(a) the impacts on seniority and human resource issues of employeesbefore and after the separation and merger of the Ministry duringthe last six years; and

(b) the impacts thereof on the overall performance of the Ministryand its attached departments/organizations, separately?

Minister for Industries and Production (Mr. Ghulam Murtaza KhanJatoi): During the last six years from 2008 to 2014, M/o Industries & Productionwas bifurcated into M/o of Industries and M/o Production on 3rd May, 2011 andmerged on 7th June, 2013. Consequent upon bifurcation and merger of theDivisions, the matters relating to seniority and human resource have been settled inconsultation with Establishment Division vide their O. M No.3/1/2004-R-6 dated13th March, 2014 (copy enclosed).

(b) It does not affect the performance of Ministry of Industries &Production and its Attached Departments / Organizations.

67. *Dr. Nisar Ahmad Jatt:

Will the Minister for Water and Power be pleased to state:

(a) the year-wise total amount of funds received by the AlternativeEnergy Development Board (AEDB) from the foreign countriesand other sources for development and non-developmentpurposes during the last five years;

(b) the year-wise total amount utilized by AEDB thereupon duringthe said period; and

(c) the year-wise electricity/energy generated directly and indirectlyby the AEDB during the said period?

Minister for Water and Power (Khawaj Muhammad Asif): (a) AEDBis mandated with promotion of Renewable Energy (RE) technologies anddevelopment of RE based power generation projects through private sector onIPP mode.

AEDB has not received any grant or fund from any foreign country/donoragency so far. The details of development and non-development funds receivedfrom the Government are given in Part (b) of the reply.

(c) Under the Rural Electrification Program, AEDB electrified 3000households in 49 villages of district Tharparkar in 2009. Moreover, under theParliamentarian Sponsored Village Electrification Program (P SVEP), AEDB haselectrified 319 households in 37 remote villages of district Jamshoro, Sindh anddistrict Khuzdar, Balochistan.

Two wind power projects having a cumulative capacity of 105.9 MW arein operation since 2013.

Three wind power projects of 150 MW installed capacity are underconstruction and will become operation by December 2014. Several wind, solarand biomass based power projects are in advance stages of development.

Will the Minister for Industries and Production be pleased to statewhether there is any proposal under consideration of the Governmentto give any relief package to poor people during the month of Ramzan-ul-Mubarik; if so, the details thereof?

Minister for Industries and Production (Mr. Ghulam Murtaza KhanJatoi): The Government has approved subsidy up to Rs. 2.00 Billion as reliefpackage for the poor people of Pakistan during the month of Ramazan-ul-Mubarak. (a) whether it is a fact that the adequate steps have not been takenby the Government to increase the per-acre yield of agriculturecrops during the last five years; if so, the reasons thereof; and

(b) the steps taken by the Government to control the import of sub-standard agricultural medicines and seeds?

Minister for National Food Security and Research (Mr. SikandarHayat Khan Bosan: (a) No

(b) The steps taken by the Government are as follows :

1. Seed of different crops are being imported in the country under SeedTruth-in-Labeling Rules, 1991.

2. Only those crops variety(s) seed are allowed for import which havesuccessfully completed two years adaptability trials carried out byAgriculture Research Institute in various agro ecological zones

3. At the port of entry Federal Seed Certification & RegistrationDepartment (FSC&RD) draws seed samples from the imported seedlots to ascertain their seed purity and germination levels.

4. Department of Plant Protection checks the pest and disease infection/infestation in the seed.

5. Sub-standard seeds are not allowed to be distributed in the country.

6. During 2013-14 FSC&RD has rejected and restricted the sale of132,500 Kg seed imported from different countries being foundbelow standard.

70. *Dr. Mahreen Razaque Bhutto:

Will the Minister for National Health Services, Regulations andCoordination be pleased to state the steps taken by the Governmentto determine the future of Pakistani medical students educated/trainedfrom the institutes of Cuba, China and Russia, so far?

Minister for National Health Services, Regulations andCoordination: As per Section 15 of the PM&DC Ordinance, 1962 as amendedthrough an Act # XIX of 2012 all foreign medical / dental graduates of Cuba,

China, Russia, etc. are required to pass the National Examination Board (NEB)(registration examination) for getting the license of registered medical / dentalpractitioners.

As per PM&DC Act, Registration Exam for every foreign Graduate andPostgraduate is mandatory. After passing the NEB for Registration of PM&DC.every Doctor is eligible for House Job and employment against MO / DentalSurgeon Post throughout Pakistan.

PM&DC conducts the NEB Examination 2-3 times annually. (Annex-A)PM&DC has also started preparatory courses for the students appearing in theNEB Examination. (Annex-B)

(a) whether it is a fact that 82% potable water used in the countryis impure;

Minister for Water and Power (Khawaja Muhammad Asif):(a) Pakistan Council of Research in Water Resources (PCRWR) underadministrative control of Ministry of Science and Technology carried out monitoringof drinking water quality in rural areas of Pakistan from 2004 to 2008. The samplescollected from 24 districts revealed that 82% samples were found unsafe for drinkingas per PSQCA drinking water quality standards. Province wise water qualityprofile in rural areas of Pakistan is given in Annexure-I. The major contaminationfound was because of bacteria. Similarly, in urban areas the water quality monitoringwas conducted in 23 cities from 2002 to 2006. The water samples collected fromthe cities revealed that 85% samples were found unsafe for drinking as per PSQCAdrinking water standards. The bacterial contamination was found predominantwhereas excessive arsenic, fluoride and nitrate was also present in different areas.The urban water quality profile of Pakistan is given as Annexure-II.

(b) It is clarified that provision of portable water is the prime responsibilityof provincial and local government departments. However, Ministry of Scienceand Technology through Pakistan Council of Research in Water Resources(PCRWR) has been conducting Technical Assessment Survey of about 12,000Water Supply Schemes across the country. The survey of 10128 water supplyschemes in 96 districts showed that 7284 (72%) schemes are functional andproviding safe drinking water to only 23% and 14% of the population in urban andrural areas, respectively. The major contamination found was micro-biologicalwhile other contaminants found were Arsenic, Fluoride and Nitrate. Based on thetechnical assessment survey of water supply schemes, recommendations withworkable solutions have been provided to the respective departments to takeremedial actions.

Above all, the PCRWR have also taken following steps for provision ofsafe drinking water in the country:

• Established 24 Water Quality Testing Laboratories at Islamabad, Peshawar,Lahore, Bahawalpur, Tandojam, Quetta, Faisalabad, Gujranwala,Sargodha, Sialkot, Sahiwal, Multan, Mianwali, Dera Ghazi Khan, NawabShah, Karachi, Badin, Hyderabad, Sukkur (under construction), Loralai,Dera Ismail Khan, Abbottabad, Muzaffarabad and Gilgit (underconstruction) to facilitate general public and implementing agencies toprovide analytical and advisory services.

• Imparted training to about 2700 professionals of water supply agenciesacross the country through 80 training courses to make them competentand efficient to solve the water quality issues for providing safe drinkingwater to the public.

• Developed and commercialized cost effective solutions to rectify theproblems including water testing kits, safe water filter, water disinfectiontablets and drinking water treatment sachets.

• Handing over/sharing/dissemination of results with recommendations inthe form of reports, brochures, seminars, meetings, newspapers, etc. notonly to the relevant agencies but also to general public.

Minister for Water and Power (Khawaj Muhammad Asif): (a)AEDB is pursuing the development of wind power projects by the private sectorinvestors on IPP mode. Two (02) wind power projects with a total installed capacityof 105.9 MW are already operational and supplying electricity to the gird.

Three (03) wind power projects with a cumulative capacity of 150 MWare under construction. Another 29 wind projects (1669.5 MW) are in differentstages of development.

(b) Government is encouraging development of wind power projects onupfront tariff mode. NERPA announced upfront tariff of US cents 13.5244 perkWh on 24th April 2013 MW for wind power projects.

(d) NEPRA had initially announced upfront tariff for 500 MW windpower projects. Recently NEPRA has extended the cap and permitted upfront tariffto all companies that had applied to NEPRA for award of upfront tariff within thedeadline set by NEPRA i.e. 23rd April 2014. The total cap now rests at 1140 MW.

(b) NEPRA determines tariff of all distribution companies, based oncost of supply of each company. However, due to its public policy based onsocio-economic condition of the country, Government of Pakistan notifies uniformtariff that stand lower than the tariff determined by NEPRA. The difference betweenNEPRA determined tariff and Government of Pakistan notified tariff is paid by theGovernment as Tariff Differential Subsidy. Even through slab-wise uniform tariff isapplicable for each company, however, average applicable tariff varies due toconsumption mix of each distribution company.

Government of Pakistan tariff effective 01-10-2013 is applicable on31-12-2013 and 01-04-2014 for all distribution companies except PESCO andnotified tariff effective 16.05.2012 remained applicable for PESCO on said dates.Slab-wise and average applicable tariff in each company on the above dates isplaced at Annex – A.

Minister for Housing and Works Mr. Akram Khan Durrani): (a)Total 344 plots were allocated by CDA in Sector E-12/2 which were allotted bythe FGE Housing Foundation in Phase-II launched in 1992. Most of allotteeshave taken NOC for sale/ transfer from FGE Housing Foundation and their recordalongwith deposits have been forwarded to CDA. As per indexing of files recentlydone in Housing Foundation there are only six files of E-12/2, Sector Islamabadwhich are found missing (detail enclosed).

(b) The names of the allottees alongwith full service particulars exist inthe computer data of the Housing Foundation which is used for preparation ofpart file after observance of due procedure prescribed in the Standard OperatingProcedures (SOPs) in vogue since 2007.

(c) In order to preserve record, it has been decided to scan all the filesalongwith secured backups. For that purpose an EO1 has been advertised inleading National Dailies on 18-05-2014, prequalification of successful bidder isunder process. This exercise once completed in next two to three months willminimize the chances of missing of files in future. Meanwhile, part files are beingopened with the approval of competent authority to redress the grievances of sixallottees as per previous practice. Inquiry is under process to fix the responsibility.

Will the Minister for National Health Services, Regulations andCoordination be pleased to state the steps being taken by theGovernment to make Pakistan a Polio free Country?

Minister for National Health Services, Regulations andCoordination:

• The Government declared polio eradication a national emergency, in orderto interrupt poliovirus transmission and achieve the goal of a polio freePakistan.

• The first National Emergency Action Plan (NEAP) for Polio Eradicationwas developed and approved in 2011 by the National Task Force onPolio Eradication (NTF). The most recent NEAP for 2014 is beingimplemented in the country after endorsement by the Prime Minister ofPakistan earlier this month. The objective of emergency plan is to arrestpoliovirus transmission in Pakistan by end of 2015. The polio programmeis implemented by provincial government, with coordination at the nationallevel through the Prime Minister’s Polio Monitoring and Coordination Cell,World Health Organization and the United Nations Children’s Fund arespearheading partners, providing technical and operational assistance.

• Distinct steps being taken to eradicate polio in Pakistan includesupplementary immunization activities (in national and sub-national house-to-house campaigns) and strengthening of routine immunization activities,which include routine immunization with the oral polio vaccine.

• In recognition of Peshawar and Karachi as key reservoirs for poliovirus inthe country, and repeated vaccination campaigns have failed to stoppoliovirus transmission, special activities have been implemented in thetwo cities. These activities have seen changed arrangements for securitycover for vaccinators, weekly campaigns delivered in one day (normallycampaigns are of 3-4 days’ duration) and the provision of a broad childhealth package of benefits to the community.

• An intense schedule for supplementary immunization activities is beingcarried out across the country, with particular focus on areas where childrenare at risk of poliomyelitis; the most intense level of activities is during thelow season for transmission (December to April) when the chances ofstopping the spread of the virus are the best.

• A new enhanced transit strategy has been developed utilizing permanentvaccination transit points at international border crossings, intra-provincial& district borders, bus stations, railway stations, toll plazas, religious shrinesand other gathering places to vaccinate children on the move, especiallythose coming from and going to polio reservoir areas.

• In addition to supplementary immunization campaigns (SIAs) children’simmunity to poliovirus is raised through vaccinations given in the routineimmunization programme. Pakistan has very low coverage in its routineimmunization programme (the Expanded Programme on Immunization,EPI). EPI is now being strengthened by building synergies between thepolio eradication initiative and EP1.

• The Polio Eradication Initiative is working to actively engage the religiousleadership in the fight against polio. Several fatwas have been issued insupport of polio eradication and in opposition to violent attacks on poliovaccinators.

• Operational security guidelines have been developed and fully implementedto improve the safety and security of polio vaccinators

• Through concerted efforts Pakistan will be a polio-free country in the nearfuture.

(b) Some Private Medical Colleges were censured by Pakistan Medical& Dental Council (PM&DC) and also stopped their functioning. However someof them have filed writ petitions in the Courts of Law. Therefore, their cases aresubjudice.

80. *Ms. Shahjehan Munir Mangerio:

(a) the total number of Thermal Power Stations in Sindh at present;

(b) All the units at Thermal Power Station Jamshoro and GTPS Kotriare working at their capacity, whereas at Thermal Power Station Guddu,rehabilitation of Unit No. 2 & 4 has been planned for which procurement of majorcomponents is in progress and after the rehabilitation these units will operate attheir full capacity. Unit No. 9 is under shutdown for want of major maintenancewhich is in process whereas Unit No. 10 is under planned maintenance. Unit No.11, 12 & 13 are under shutdown for rehabilitation which is in process.

Unit No. 2 & 3 of FBC Lakhra Power Plant is not functional due to majormaintenance. PC-I for the rehabilitation of these units have been prepared and areunder scrutinization.

(c) The Power Generation Units of abandoned Power Plants havealready completed their useful life, are inefficient due to obsolete technology andtheir operation is not economically viable option. However, the Government isplanning to install new Combined Cycle Power Plants at their sites.

81. *Mr. Muhammad Muzammil Qureshi:

The majorfunction of these centers is to provide different types of business developmentservices to women entrepreneurs in these centers including marketing support.

SMEDA organizes training programs, seminars and workshops of shortduration in major cities across the country for raising awareness and capacitybuilding of SMEs. These trainings programs help to improve major performanceindicators such as productivity, quality, competitiveness and sustainability etc.

(b) “The Power Generation Equipments imported under another scheme(RPPs) was declared illegal by Supreme Court of Pakistan under its judgment ofMarch 30, 2012”, the Apex Court had declared the RPPs as illegal and void ab-initio because of alleged wrongdoing in the award of RPPs contracts, includedhuge mobilization advance and expensive upfront tariffs. The utilization of existingavailable generation capacity from Short Terms IPPs would be allowed, providedit is not in violation of the Supreme Court’s Judgment.

(c) It is proposed in the policy to immediate utilize the plant and machineryof the RPPs as STIPPs to meet rising gap between demand and supply. Under thepolicy RPPs have to obtain generation license and fresh tariff determination forNational Electric Power Regulatory Authority (NEPRA).

83. *Ms. Nafeesa Inayatullah Khan Khattak:

(a) the details of increase made in the electricity tariffs during thelast two years;

Minister for Water and Power (Khawaja Muhammad Asif): (a)NEPRA determines tariff of all disribution companies, based on cost of supply ofeach company. However, due to its public policy based on socio-economiccondition of the country, GOP notifies uniform tariff that stand lower than the tariffdetermined by NEPRA. The difference between NEPRA determined Tariff andGOP notifed tariff is paid by the governments as Tariff Differentail Subsidy.

Consumer end average tarrif of Rs. 8.78/KWh valid on 16-05-2012 hasbeen increased to Rs. 11.67/Kwh w.e.f 01-10-2013. So, average increase inConsumer end tariff during the last two years is Rs. 2.89/Kwh.

As regards mechanism of tariff slab-wise detail of such increase is pleasedat Annex-A.

Despite of increase in tariff by the Regulatorr/GoP still there is wide gapbetween consumer-end price/service cost and the rate/price at which energy being sold.

(b) After payment of IPPs during July 2013, thre is substantial incase inGeneration this year (IPPs Generation before Payment=5245MW and afterPayment=6187 MW, i.e. lncrease=942 MW). By virture of this increasedGeneration there is visible difference in Load shedding comparission is placed atAnnex-B.

(c) As mentioned in para that NEPRA’s determined tariff is charged toconsumers after its notification by GOP. As per policy, Government notifiies auniform tariff across the country, which remains less than the tariff determined byNEPRA in different categories. Consumer-End uniform tariff has increased twotimes in last two year i.e. 05-08-2013 & 01-10-2013. However, such increasecould not be applicable on PESCO consumers due to stay orders . Consequently,PESCO consurmers were being charged the GOP notified tariff on 16-05-2012,which was lower then other distribution companies. Now, GOP has notified tarifffor PESCO on 25-04-2014 (which is at per with the notified tariff on01-10-2013), to keep the uniformity of consumer end tariff among all Discos.

Minister for Water and Power (Khawaja Muhammad Asif):Government is taking all necessary steps to settle water related issues with India.India attempted following violations on some proposed projects; however, all theviolations have been checked in time by the Government of Pakistan under thedispute settlement mechanism of the Indus Waters Treaty.

1. The design dispute of Salal Hydroelectric Plant was resolved at Governmentlevel by agreement between the two Foreign Ministers in 1978.

2. Violation of design criteria in case of Baglihar Hydroelectric Plant (HEP)on Chenab River. The case was taken to the Neutral Expert and thedetermination in this respect permitted three aspects in favour of Pakistanand one in favour of India in February 2007.

3. The issue of Kishenganga Hydroelectric Plant has been referred to theCourt of Arbitration. The Court of Arbitration announced its Final Awardin December 2013, in which Pakistan has been given a permanent releaseof 9 cumecs (318 cusecs) of water in the Neelum river.

4. The issue of Wullar Barrage is under resolution at Government Level andso far 15 rounds of Secretary Level Talks including 6 rounds of

Pakistan-India Composite Dialogue have been held. The work is suspendedat site and regular vigilance is being kept through all possible means.

Pakistan’s objections on Ratle, Miyar, Lower Kalnai and Pakal Dul HEPsare under resolution at the level of Permanent Indus Commission. These issueswill further be discussed in next meeting of the Permanent Indus Commission.

(b) Site for establishment of 132KV Madayan Grid Station has beenselected. Tender for construction of boundary wall has been opened on 30-06-2014by PD(GSC), PESCO.

(c) A 220/132 KV substation has been proposed at Chakdara. ThePC-I for this substation is under process of approval of CDWP/ECNEC. Uponcommissioning of this substation, the voltage and power supply position at Swatwill improve significantly. The expected commissioning of the said substation isduring 2016-17.

To improve cooling of rooms, Split Air Conditioners havebeen installed in 32 rooms. Whereas the Suites in newly constructed FederalLodge at Wafaqi Colony, Lahore are in fair good condition which are beingmaintained as per standard maintenance procedure. However efforts are beingmade to improve the condition of Rooms which need special attention.

(b) There is no proposal under consideration for re-construction. In orderto improve the cleanliness and upkeep of rooms, a proposal for levying 20%Service Charges in addition to room rent from each allottee is in process of approval.In the said proposal, amount collected shall be spent on upkeep and improvementof room service.

(b) whether it is a fact that the single puff of sheesha is equal tosmoking of 100 cigarettes; if so, its effects on the human healthand the society; and

(c) the steps being taken by the Government to control it?

Minister for National Health Services, Regulations andCoordination: (a) Pakistan Medical Research Council Conducted study ofprevalence of Sheesha smoking in students aged 20-25 years from 71 institutionsand from 5 cities and Federal Capital Islamabad, and was published in PakistanJournal of Medical Research, 2013. This is the first national study done all overthe country in students aged between 20-25 years. This study shows prevalenceof Sheesha smoking is 19%. Out of these, students from ICT have 28.1%. Lahore23.6 % and Karachi 23.8%. In another study, Pakistan Demographic and HealthSurvey by National institute of Population Studies Islamabad. Pakistan in2012-2013 done in collaboration with Mo NHS, it was fours that use of tobaccoother than smoking (which includes Sheesha. Chewable tobacco is less commonamonc, younger men in ICT and its percentage is 22.7%.

(b) In an advisory note of WHO study group on Tobacco ProductRegulation (TobReg) Water pipe Tobacco Smoking Health Effects Research Need

and Recommended Action by Regulation, it is quantified that a typical 1-hour longwater piping (Sheesha) smoking session involves inhaling 100-200 times the volumeof smoke inhaled with a single cigarette.

The advisory further states that use of Sheesha poses a serious potentialhealth hazard to smokers and others exposed to the smoke emitted. Use of Sheeshasmoking is not a safe alternative to cigarette smoking as it makes all health hazardwhat cigarette smoking does. The smoke from a ‘Sheesha’ or water pipe containsnumerous toxicants that cause lung cancer, heart disease and other diseases.

Pregnant women and the fetus are particularly vulnerable when exposedeither actively or involuntarily to the Sheesha smoking toxicants. In addition tothese hazards, sharing of Sheesha mouthpiece poses a serious risk of transmissionof communicable diseases, including tuberculosis and hepatitis.

(c) Tobacco Control Cell of Mo NHS is a legislative body and by nomeans an implementing agency. Government had promulgated a law for TobaccoControl namely, Prohibition of Smoking and Prtection of Non-Smoker’s HealthOrdinance, 2002. Sheesha smoking is covered under law. All places visited bypublic and other places including offices. Restaurants and cafe have been declaredpublic places.

Sheesha smoking inside the restaurants and other public places is againstthe law (section 5). Establishing “Designated Smoking Areas” inside the restaurants,cafes, etc. are unlawful (S.R.O 51 (KE)/2009)

According to tobacco control law, no reference to children will be madeand the advertising must not be addressed to them (F. 13-5/2003 HE dated27 October 2003). In addition, this law states that no person shall sell Sheesha toany person who is below the age of eighteen years. (Section-8).

It is a crime for a manager or owner who does not display a signboard ata conspicuous place of his/her restaurant saying ‘NO SMOKING ZONE’ andthat ‘SMOKING IS AN OFFENCE’ (section 10).

In 2010, the then Minister of Health Government of Pakistan had announceto make Islamabad a model district for implementation of Tobacco Control LawsChief Commissioner Islamabad Capital Territory (ICT) Islamabad on request ofTobacco Control Cell, notified a District Implementation and Monitoring Committee

(DI & MC) on 22nd March 2012. Terms of references (Torso) of the saidCommittee was:—

(a) Plan the activities to implement tobacco control laws and the initiativefor Smoke-Free Islamabad.

(b) Issue instructions to all subordinate offices for strict compliance oftobacco control laws.

(c) Coordinating with all the line departments and provide technicalsupport regarding the initiatives.

(d) Periodical review of implementation of tobacco control laws.

(e) Ensure that all public places in the districts are smoke free.

(f) Monitor Implementation of the tobacco control laws and initiativesof Smoke-free Islamabad.

This project was carried out in different phases, which includes advocacy,dissemination of IEC materials (separately for Police Department, Heads ofEducational Institutes. Bus Drivers and conductors, Heads of Health facilities,Managers of Hotels and Restaurants Stickers for sales to minor and smoke freeplaces have also been published by TCC) Tobacco Control Cell in Collaboarationwith Islamabad Traffic Police (ITC) organized series of live programs to createawareness among general public at FM radio 92.4.

An advertisement campaign (Streamer & Banners) comprehensively madeon World-No Tobacco Day, 2012 in Islamabad by Tobacco Control Cell.Brochures regarding smoke free public places and sale of cigarette to under 18were pasted at all public places (i.e. Government offices including Pak. Secretariat,National/Multi-National offices, Hotels/Restaurants, Bus stands/Addas, all retailers.Bazars, markets of all sectors, etc.) Signage having tobacco control messageswas installed at different hospitals of Islamabad. Seven meetings of DistrictImplementation Committee was conducted 32 orientation sessions about TobaccoControl Laws and Hazards of tobacco use/Sheesha smoking was conducted withdifferent stakeholders including Government and non-Government authorities.

In enforcement phase, District Government, ICT, and Islamabad initiateda movement of enforcement of tobacco control laws in coordination with Tobacco

Control Cell District Government Islamabad has constituted six teams under thesupervision of Assistant Commissioners in six sub-divisions of Islamabad andDirectorate of Health Services-CDA nominated two Food Inspectors under thesupervision of Health Officer for Hotels and Restaurants. District administrationregistered number of cases against the violators of tobacco control laws, whichalso includes 24 raids on Sheesha Cafes.

Minister for Water and Power (Khawaja Muhammad Asif): *In caseof deposit works, the amount is deposited by the consumers themselves or by anysponsoring agency, then demand is raised by the field formation to the Manager(Material Management) PESCO Headquarter, Peshawar for release purpose.

*As far as up-gradation and Augmentation of transformers is concerned,the same is carried through Director (P&E), PESCO under DOP Head financedby PESCO and then transformer is released for installation.

*In case of damaging of transformers, the same is shifted to WAPDATransformer Reclamation Workshops Nowshera/PESCO approved transformerReclamation Workshops for repair purpose. After repair the same is collected bythe concerned field formation for installation to restore the supply.

Minister for Industries and Production (Mr. Ghulam Murtaza KhanJatoi): (a) (i) Pakistan Institute of Management (PIM) has reported thatMr. S Mansoor Ali Assistant Manager Accounts Department (retired w.e.f08-11-2013) was found in mis-handling of cash of about Rs. 2.20 Million. Hewas charge sheeted and later on suspended. A committee was constituted toinvestigate and look into the matter. The committee decided that he was guilty andthe accused also accepted. The amount is being recovered from his retirementbenefits.

(ii) EDB has reported that one complaint of receiving gratification by anofficer of EDB is under inquiry/process and the responsibility has not yet been fixed.

(iii) PSM has reported that Ten cases are presently subjudice inAccountability Court, Karachi, details are at Annex-A (Pgs 6). PSM has alsoreported that inquiries regarding Five cases are under process, details are attachedat Annex-B (Pgs 2).

(b) Since the inquiries and case are in process in offices as well as inAccountability court, therefore action will be taken in the light of inquiry reportsand court decisions.

Minister for Water and Power (Khawaja Muhammad Asif): NEPRAdetermines tariff of each distribution company, based on legitimate cost of supply.The tariff determined by NEPRA varies from company to company due to followingreasons:

• Variation of T&D losses among DISCOs due to geographical situationof companies.

• Consumption mix varies among DISCOs, which lead to variation oftariff among DISCOs.

GOP, however, notifies less tariff than the tariff determined by NEPRAbased on socio-connomic conditions as well as paying capacity of masses. The

Minister for Water and Power (Khawaja Muhammad Asif): (a) It isfact that 11KV lines of WAPDA/IESCO are passing close to the roofs of thehouses of Air Port Housing Society, Sector-4, Chaklala Rawalpindi. The houseswere constructed by the locals of the locality after the energization of WAPDA/IESCO distribution network.

(b) Yes an estimate amounting to Rs.12,52,453/- has since beenapproved on cost deposit basis vide Superintending Engineer (E) IESCO CircleRawalpindi letter No.12970 dated 09-05-2014. The shifting of line is subject tothe payment of aforesaid amount by the sponsoring agency.

’ that in WAPDA, Examination for Promotion from BPS-18 to

BPS-19 was made mandatory in the year 1998.

Fact is that WAPDA Authority introduced Departmental PromotionExamination (DPE) in 1978 for Promotion of Officers from BPS-18 to BPS-19.

Minister for Housing and Works (Mr. Akram Khan Durrani): (a)Ministry of Housing and Works will construct low cost houses in District LowerDir under Prime Minister’s Low Cost Housing Scheme which includes constructionof 1000 Clusters of 500 houses each all over the country. All the Provinces havealready been requested for allocating feasible State Land for launching of such schemes.

(b) Government of Khyber Pakhtunkhwa has presently allocated landin Charsadda District. As soon as state land in District Lower Dir is identified byGovernment of Khyber Pakhtunkhawa. Ministry will also launch scheme in DistrictLower Dir.

The amount of each package is in accordance with the facilities to be offered bythe private tour operator company to the pilgrims and subject to offer of acceptance.As such the amount of package varies from company to company.

(a) the total number of regular and temporary employees workingin the Utility Stores at present; and

Necessary scrutiny ofthe concerned employees is being carried out by a Committee in compliance withthe decision taken by the USC Board of Directors in their meeting held on 1st

July,

2013. Moreover in light of the recent judgment of Islamabad High Court thematter is being taken – up with the Establishment Division for advice.

The relevant extract of the judgment of the Write Petition No. 1863/2013passed by the honorable Islamabad High Court , Islamabad is reproduced asunder:—

• While seeking guidance from the latest judgment of the Hon’bleSupreme Court of Pakistan passed in Constitution Petition NO. 06/2011 titled as Syed Mubashar Raza Jafri Vs. Employees Old AgeBenefit Institute, this court hereby held that all the persons whose

• The Competent Authorities of the respective departments are directedto take decision with regard to regularization of those employeeswho fulfilled the prescribed qualification and entered the organization/department as a result of competitive process against the vacantsanctioned post. Rest of the appointments have no legal sanctity,therefore, fate of their future may be decided in accordance with thejudgment passed by the Hon’ble supreme Court of Pakistan referredabove and instant Judgment.

63. Ms. Shahjehan Munir Mangerio:

Will the Minister for Religious Affairs and Inter-faith Harmony bepleased to state:

(a) the total number of buildings hired for Hajj-2013 alongwith thetotal savings made out of the amount allocated therefor;

(b) the total number of Doctors and staff who performed dutiesduring the said Hajj;

(c) the total mumber, names and particulars of those successfulapplicants who applied under hardship, broken families,labourers, low paid employees and substitution cases schemesfor the Hajj-2013; and

(d) whether there is any proposal under consideration of theGovernment to provide better facilities during Hajj-2014; if so,the details thereof?

Minister for Religious Affairs and Inter-faith Harmony (SardarMuhammad Yousaf): (a) In Hajj 2013, 124 buildings were hired for theaccommodation of Hujjaj under the Government Hajj Scheme. The total rentcollected for these buildings with transport was SR.275,373,500/-(Rs. 8,261,205,000/-). The rent has been charged on actual basis and the differentialamount, if any, was refunded to each pilgrim before their departure to KSA forHajj, hence no savings were made out of them.

(b) The total 152 doctors along with 312 paramedics and 270 personsof seasonal staff have performed duty in KSA during Hajj 2013.

(c) The details of successful applicants who applied under hardship,broken families, labourers, low paid employees and substitution cases schemesfor the Hajj 2013 are as under:—

• Administrative structure for facilitation and guidance of Hujjajestablished in 2013 i.e. Vaccination counters and booths set up by

• Hujjaj will be transported to KSA through ten gateways i.e.Islamabad, Lahore, Multan, Faisalabad, Sialkot, Karachi, Sukkur,Peshawar, Quetta and Rahim Yar Khan by designated airlines i.e.PIA, Shaheen Air International & Saudi Arabian Airline.

• The MCO, Sector/Sub-Sector Offices as established in 2013 wouldbe strengthened in Hajj, 2014.

• About 1400 Welfare staff will be deputed in KSA for guidance andfacilitation of I Hujjaj in KSA.

64. Rai Hasan Nawaz Khan:

Will the Minister for Water and Power be pleased to state:

(a) whether the Government has conducted any programs forcreating awareness about water conservation and impartingtraining on various water conservation methods in the countryduring the last five years;

(b) if so, the details thereof alongwith number of participants whoattended the said programs; and

(c) the category-wise total expenditure incurred thereupon?

Minister for Water and Power (Khawaja Muhammad Asif): (a)Pakistan Agricultural Research Council (PARC) has executed two waterconservation projects during the last five years.

(b) A total number of 3759 various stakeholders were trained in waterconservation technologies.

(c) A total of Rs.2.95 million was incurred on these trainings.
